recently hosted a mini Land Summit at the City Hall in Lydenburg, a build-up to ga ther inpu ts f rom key loca l stakeholders. The overall priority is to develop and implement land reform. This is a very important issue for land owners to take note of because previous land reform acts may be revisited. Several factors contribute to pessimistic results. Firstly, the feasibility of the land reform projects is questioned (difficult economic conditions, isolation, etc.). Secondly, non-adapted institutional structures at project level lead to legal incoherencies (causing obstacles to service access - mainly financial), power structures, important intra-community conflicts, mismanagement and misuse of resources. Thirdly, a lack of collective action and institutional contacts appeared, leading to institutional isolation. Finally, the land reform processes are characterized by administrative heaviness, incapacity and lack of transparency leading to extreme delays, col lapse of the projects, powerlessness, but also to a lack of adapted and coordinated services in an e n v i r o n m e n t o f d i s t o r t i o n .South Africa has only redistributed about 7 .5% o f i t s l and to p rev ious l y disadvantaged citizens. However, due to the historical bias and the sensitive socio-political character of land in South Africa, land reform must and will continue. Solutions to overcome these failures are, therefore, essential. After nearly 19 years of political transition, it

becomes legitimate to question the effectiveness and sustainability of land reform in South Africa. Based on empirical findings regarding the redistributive land re form pro jec ts ( res t i tu t ion and redistribution) in the province, the objective of this paper is to evaluate the contribution of these projects to development and to analyze the extent to which they have improved people's lives in rural South Africa. The paper not only details the limited impact of the land reform projects on the socio-economic aspects of the majority of the beneficiaries' livelihoods, its a s s e s s m e n t o f t h e e f f e c t i v e implementation of these land reform projects – from the initial application phase via the settlement to the final configuration of the project – allowed the identification of deficiencies and threats affecting the projects. Analysis of the failure to link land reform to development has led to recommendations, and also to a reflection on the viability and legitimacy of the existing land policies.The land reform in South Africa is described as a three legged programme, namely redistribution, restitution and tenure reform. Restitution sets up a legal administrative process governed by the Land Rights Act (Act 22 of 1994), to restore rights in land to people who can prove that they were disposed of such rights after June 1913 due to racist laws or policies of the former government. Successful land claims can be settled with the return of land, alternative land, payment of cash or another form of compensation. Tenure reform has two distinct aspects to it, one dealing with improving security of tenure for those living on other people's land,

primarily farm dwellers on commercial farms and the other aimed at providing legally secured tenure for people living on communal land. Redistribution deals with transferring of commercial agricultural land to previously disadvantaged people. The population size of Mpumalanga is 4,039 million, which is 7,8% of South African population (STATS 2012). Of the 4 039 939 people in Mpumalanga, 90.7% are African, 0.9% Coloured, 0.7% Indian and Asian, and 7.5% White. Agriculture in Mpumalanga contributes 3.4% to the Gross Domestic Product. This sector accounts for 630 000 formal jobs in the province. The total land size for Mpumalanga Province is 7,649,500 Hectares with a total arable land of 4,840,940 Hectares (63.2%), of the arable land 91% is owned by commercial farmers while 8.3% is under ownership of emerging farmers. The total of 722,715 ha has been successfully transferred through the land reform programme. Land Red is t r ibu t ion programme accounts for 44.7% while

restitution constitutes 55.3% of the total hectares delivered to date. Since 1994 about 6,472 land claims were lodged and 1,502 claims (186,017 hectares) have been settled and transferred to claimants to date. The balance of 4970 claims were consolidated into 829 claims, which are still in various stages of validation. A total number of 58 land claims have been rejected. The main objective of the Mpumalanga Provincial Summit is to turn around land reform farms to improve productivity through developing comprehensive and sustainable strategies which include: Tenure models, farm workers evictions, weak legislation on granting of prospecting rights, re-opening of restitution of claims, State land occupation and land audits.They want to provide a platform for beneficiaries and farmers to express their experiences and expectations of land reform programme support mechanisms; and a fresh produce market, WFP, School nutrition programme, etc. REID.

DIE Lydenburg / Mashishing sakekamer het op 5 November hulle laaste ledevergadering by die Anglikaanse kerksaal vir die jaar gehou. Tydens die geleentheid het Pastoor Andre Hanekom ’n voorlegging gedoen oor die

sambreelorganisasie vir al die maatskaplike en welsynsorganisasies in Lydenburg. Daar is tans sowat 15 organisasies op dié databasis en inligting sal ook op die sakekamer se webtuiste gepubliseer word.

Daarna het mnr. Corinus Du Toit van die AHI die gehoor toegespreek oor die geskiedenis, doelwitte en toekoms van die AHI. Die Lydenburg / Mashishing sakekamer is nou ook amptelik lid van die AHI.Die plaaslike sakekamer het pas ook tesame met die sakekamers van Graskop en Sabie (en hopelik ook Pelgrimsrus) die nuwe Thaba Chweu sakekamer Forum gestig, waarvan mnr Leon De Jager die voorsitter is. Mnr. Wessel Venter is die voorsitter van die plaaslike Lydenburg / Mashishing sakekamer.Me. Gerda Whitehorn het almal teenwoordig ingelig oor die 2014 uitgawe van die plaaslike “Geelbladsye” of besigheidsgids wat nou vir die derde jaar gaan verskyn. Hierdie uitgawe gaan ook Burgersfort en Steelpoort insluit. Indien u besigheid daarin wil adverteer of gelys wil word, skakel met Engela Krugel van die sakekamer.Die nuwe Munisipale Bestuurder, mnr. N.R.G. Nkosi is ook aan die publiek en sakelui bekend gestel en hy het deel van sy planne vir die Munisipaliteit met almal gedeel.Die hoogtepunt van die aand was dat sekere mense uit die gemeenskap vereer is met ’n ad-

toekenningsertifikate vir uitstaande diens aan die publiek. Hierdie nominasies is op ’n ad-hoc basis deur die bestuur van die sakekamer gedoen en daar is beloof dat dit volgende jaar ’n gestruktureerde geleentheid gaan word, met kategorieë en kriteria vir dienslewering en nominasies.Dinsdagaand se toekennings was as volg: Vir uitnemende diens aan die publiek: Me. Old GrumpyDare we hope?LAST week’s front page story about the meeting with the new acting Municipal Manager has reference. There is no doubt that mr. Godfrey Nkosi makes the right noises. He is apparently aggressively dealing with discipline and other issues in the Thaba Chweu Municipality. This should be welcomed by everyone interested in seeing the municipality working effectively

again, and he should be supported by all.His task is however immense. There will inevitably be political pressure. There will be the cadres who want special treatment or favours. There will be racists who will not give him a chance. And most important, he must get an organisation working that is stuck in untenable debt, without the required resources or bailout from government. Without electricity and water meters to bill people and generate revenue.So, being a cynical, grumpy old man who has done and seen it all before, I have no doubt that even Chuck Norris won’t get it right.

The problem is not local. It is an ingrained central governmental (read ANC) political mess, that ranges from destructive protests, making the country ungovernable, to useless, greedy and lazy staff and corruption, that has poisoned our entire society.So, as an optimist and a positive person, I have hope that maybe something good will come about at the municipality. As a cynical old bugger, however, I wonder. This man cannot do it alone. He needs support. From residents, from his staff, from Provincial and Central government, from Eskom and from all the diverse communities and political affiliations in our area. Without that, we will simply just have another turnaround strategy to turn around what he is trying to achieve. We don’t need plans, we need action. Give the man a break!

Dan lê nog 'n jaar voor en volgende jaar hierdie tyd sit die eend weer sonder water. Die dam onder die eend uitruk is 'n goeie idioom. Want in die eerste gedeelte klink dit of ek die ‘dam onder die eend uitruk’. Wel, dis waar.'n Ander lid van die diereryk wat ook 'n menselike vorm aanneem is brombye en brombere. Ek self knor ook lekker saam, dink dis omdat ek te min heuning gekry het hierdie jaar, verskoon die woordspeling. Dit was maar skaars op Hoorhiersô.Haai, ek's darem melodramaties. Dis my beroep se skuld. Daar word van my verwag om sensasioneel alle intriges van 'n verhaal weer te gee en somtyds 'n tikkie oordrewe aandoenlikheid en sentiment daaraan te verleen.Tog moet die werklikheid nog steeds in gedagte gehou word. Geniet nou maar die laaste paar weke hoor. Aan alle brommers, brombere, brombye en ander sterflinge.Ons kan nie sink nie... so ons swem maar.

Anon from Lydenburg writes: This story goes back 40 years, but the content is as applicable to today as it was then. There was this couple who were friends of us whilst I lived in Amanzimtoti. For the purpose of this story, his name was George, and his wife was named Susan. He was some 7 years older than Susan, a tall handsome guy and spent his spare time surfing. She was a very pretty woman, light coloured hair, always sociable and a profile which would have put her in the tops for beauty queen. Both were actively involved in the community and their church. You could say that they were the perfect couple.After some years of waiting, they were blessed with a little girl, being almost a copy of her mother. Susan's habit was to visit the local shopping centre, and then meet her friends at the coffee shop, and this specific day was to be no different from any others. On the way to the shops, she drove along a straight stretch of road through the suburb, not knowing that the day would be different. As she proceeded along the road, a car suddenly exited from the driveway of a house and entered the street. Susan vigorously applied the brakes, but was too late to prevent a head-on collision. Fortunately, she was wearing her seat belt and suffered relatively minor injuries. Her little girl, then just two years old, however, was not so fortunate. She had slid off the seat, impacted her head on the cubby door, and broke her neck. It was said that she had died instantaneously. The parents were distraught. Now those were the days when seat belts were compulsory, but were generally not applied to young children because they were ineffective, having been made and sized for adults. That, however, did not inhibit the parents from using the seat belts on their childrenHow did George and Susan proceed then from this tragedy? Well George loved Susan deeply and stood firm that she was not to be blamed. Susan felt that she was responsible. As time passed, Susan became morose and lost her character. Their relationship declined. After a time, they separated, and finally divorced.Now having resumed my morning jogs along the streets of Lydenburg, I look at the vehicles carrying children to school. Then I wonder if it is our general lawlessness which encourages us to not comply with the rules of the road. If you believe that this is not true, stand then anywhere on Lydenburg roads, and see how drivers don't stop at the stop signs, talk on their cell phones whilst driving, break the speed limits, passing on solid lines and so on. And I guess that non-use of safety belts is only an extension of our lawless culture. And maybe we must experience a driving related disaster, before we start believing that the rules are there to protect us and our loved ones. And then maybe we will decide to comply. And maybe, that the most critical moments of driving, are when we have our children in the vehicle and we encounter the situation experienced by Susan. You may wonder what happened to Susan and George. Well, after a time, George remarried, and had two children. Susan deteriorated further, finding it difficult to live with her sense of guilt, and two years later, finally ended her life.ED: I see the lawlessness in town daily. Wake up people!

Chevys muscle up for Sema show. With a brand name synonymous with muscle cars there's little surprise in seeing a swarm of modified Chevrolets on the Sema show floors. THE vehicle you see here is the fourth new Range Rover in the model’s history. The inherent rightness of the design has always been at the core of the flagship Land Rover’s appeal. Its rough-road ability is unquestioned, while on-road it manages to instil an aura of effortlessness.

When Land Rover launched gen-three in 2002, the world was a different place. Petrol was cheaper, diesel-powered luxury vehicles were only for government agencies and the market for luxury SUVs still belonged to only the Rangey. Its reception was universally positive, ignoring the fact that it weighed close to three tonnes and consumed jungle juice at an alarming rate. We tested a 5,0 V8 version as recently as 2011 that weighed 2 720 kg and used 17,9 litres of fuel every 100 km.

Clearly, this was not going to cut it. Land Rover had to make a plan to cut the weight and consumption.

Cue the 2013 model. It’s the world’s first all-aluminium monocoque-bodied SUV. The material is also used on the front and rear sub frames, final-drive units and brake callipers. Magnesium appears on the front sub structure and the wheels have each shed a few kilograms. V8 versus V8, the saving is reportedly close to 350 kg. We do not have test figures for the defunct TDV8, so were unsure what to expect when the Rangey

rolled onto our scales, but the result still came as a surprise. At 2 679 kg, the SDV8 is positively gargantuan. That’s only 40 kg lighter than that thirsty, steel-bodied 5,0 V8 SC. (A diesel engine is always heavier than a comparable petrol unit). This is perhaps the new Range Rover’s biggest failing. Mass affects every aspect of a car, but none more so than fuel consumption. And Land Rover does charge R1,7 million for this Autobiography. We’ll return to the consumption; in the meantime, know that the new Rangey is sublime. It’s prowess starts under the skin. Powering the SDV8 is a newly developed 250 kW / 700 N.m 4,4-litre V8 turbodiesel. It sends power to all four wheels via a heavily revised and just-about-perfect eight-speed ZF transmission. The latter has a sport function but doesn’t need it. The V8 is creamy, hushed when in slumber and well-mannered and powerful when exercised. There’s some expert sound-deadening at work here, evidenced by the thick double-glazed side windows. Pilot the Rangey at triple figures and you’ll hear a very light rustle as the air is torn apart by the bluff shape.

And you’ll feel only slight ripples as the 275/45 R21 alloys pummel the road surface into submission. Air-suspended systems are inherently compromised; they’re deftly adept at keeping body movements in check but are flustered by road scars. The Range Rover, however, manages this compromise better than most. The ride is simply marvellous if you factor in its off-road ability. de

Let’s oblige you with a few more figures: it clears the ground by 303 mm in its off-road setting, can wade water up to 900 mm deep and tow 3 500 kg. We took the SDV8 off-road and marvelled at its skill in remaining composed while tackling a number of obstacles. Taking the bow is TerrainResponse 2, which alters input points such as the throttle, suspension and braking depending on the terrain.

Let’s get to the important bit, the cabin. This is where luxury cars are made or broken. The criteria for a successful luxury-car interior are: quality, comfort, convenience, technology and space. Quality-wise, the Range Rover has it nailed. We lament the loss of the previous version’s upright

facia and nautical-inspired matte-wood trim, but the new model has taken a distinct step forward in design coherency, integration of various controls and the application of materials (the leather-trimmed roof of this Autobiography is a delight). Comfort is excellent, too, e s p e c i a l l y f o r f r o n t - s e a t occupants – the rear seats (split by a console containing the interface for the four-zone c l i m a t e c o n t r o l a n d entertainment system) are a tad too close to the front ones but are as enveloping.

The list of standard features would stretch, so we’ll mention only a few: the 19-speaker 825 W Meridian sound system, electrically adjustable, climatised and massaged front and rear seats, the latter each with an eight-inch screen and wireless headphones, dual-view functionality on the sat-nav-enabled front screen, colour-configurable mood lighting, powered tailgates, keyless entry and start, soft-close doors and a gadget called Park Heater that allows the vehicle to be heated or cooled when parked.

There can be no denying Land Rover’s considerable achievement. In creating a vehicle that straddles such discordant segments – the ones for luxury vehicles and off-roaders – the company has inevitably created a compromised car. It isn’t quite as good at being a luxury car as the S-Class, nor is it equipped with chunky, aluminium-protecting side panels and high-profile tyres to make serious off-roading viable. But, we cannot think of another car on sale that has such an amazing breadth of ability. Yes, it’s very expensive, but there’s no doubt about where the money has gone.

And the fuel consumption? We achieved a scarcely believable 8,4 litres/100 km on our mixed-use fuel route. Carmag.co.za

SEMA Show, Las Vegas - This year Hyundai will have no trouble holding its head up high in the halls packed with testosterone-infused Mustangs, Camaros and Challengers.

The Korean carmaker pulled the covers off this monstrous 745kW Genesis Coupe, created in conjunction with engine wizards Bisimoto Engineering. You'd think they'd at least have employed a V8 to achieve such an insane output, but Bisimoto instead used Hyundai's stock Lambda 3.8-litre V6 unit as a base.

Bisimoto owner Bisi Ezerioha explains: “The key to producing reliable, high-horsepower engines goes well beyond the design, engineering and fabrication of performance parts. The core powerplant must be strong enough to withstand advanced modifications. “The Genesis Coupe 3.8-liter Lambda engine is a thoroughly robust powerplant, and Bisimoto Engineering is excited to develop it to its full potential for the rigors of competitive motorsport.”

To that end, the engineering specialists strapped on twin Bisimoto / Turbonetics BTX6462 turbochargers, steel conrods, redesigned intake gasket and injectors, level 2.4 camshafts, Arias forged pistons, Godzilla blow-off valve and dual RG45 wastegate.

The Hyundai's cornering ability is kept in check by 20-inch alloys and Progress coil-over suspension and anti-roll bars. The Hyundai is also kitted out with a Bisimoto roll cage along with Buddy Club racing seats and harnesses. To flaunt its potential on the street, Bismoto endowed its creation with a custom Electric Blue paint job, Denmatic design graphics package and a Burns stainless steel exhaust among other essential mods.

Die werkswinkel is ruim en netjies en omdat hulle so ’n groot reeks voertuie op ’n daaglikse basis diens, is dit belangrik dat jy ’n afspraak maak. Die werkswinkel beskik oor olieherwinningstoerusting en niks word gemors nie.

Die Krappies & Krefies Kleuterskool se onlangse jaareindkonsert was groot pret met al die kinders wat baljaar het op die verhoog. Veels geluk aan al die ouers, hardwerkende personeel en k l e i n s p a n w a t s o o s professionele akteurs gelyk het.

was al die jare die dryf-veer daaragter, voor haar ‘aftrede’. Hierdie jaar het me. Rentia de Jongh oorgeneem en die

vroue geleer mosaik, hekel, kralewerk en boekoortreksels en ander items maak. Dit was ’n baie kreatiewe klomp vroue

wat week-na-week aan hul projekte gewerk het. Die afsluiting het op Donderdag 7 November plaasgevind. Baie dankie aan almal wat die groep die jaar ondersteun het en
