MAYOR’S ADDRESS

In recent years, Sofia has developed as an attractive place to invest. The work that’s being done in Sofia brought the city to leading positions in both national and international rankings in terms of

employment, infrastructure, quality of life, education, successful business and growth in visitors. Investors are attrcted by Sofia’s location, good connectivity, but most of all, by the qualified and educated young people.

Sofia remains the largest regional economy in Bulgaria, providing the highest standard of living.

By the end of 2015, Sofia had attracted more than half of the foreign investments to Bulgaria, totaling over € 12 billion or € 9 000 per person, or three times the country's average.

Sofia is characterized by good uptake of European funds. By the end of September 2017, the city had absorbed 3.5 billion leva.

Sofia is among the top 30 fastest growing city - economies in the world, according to the “Brookings Institute survey” for 2015. Research, conducted by the Institute for Market Economics for 2017, ranks Sofia first in the country in terms of economic and social development.

Sofia accounts for 40% of Bulgaria’s GDP and the GDP per capita is twice the country’s average. The average salary for 2016/17 was over 30 % higher than the average for the country, approaching the average for the European union.

Sofia is among the top 3 cities in Europe with the highest growth in the number of international visitors, 9.4% for the period 2009-2016 (Mastercard’s Global Destination Cities Index).

IT is among the fastest growing sectors in Sofia, forming 5.7% of the total production in the city and an increasing share of Bulgaria's exports. In 2015, the export revenues of IT companies reached BGN 1.2 billion or nearly 9% of total exports of services from the country.

For the current funding period we have secured over half a billion euros, with which we continue to develop Sofia as a green and innovative city.

The city ‘s financial stability was affirmed by the “Standard & Poor's” international rating agency, which awarded Sofia an investment rating in 2017.

The availability of financial resources and the city’s established reputation in the field of education are helping Sofia in developing and attracting investments.

The results achieved are due to educated and enterprising people, which are the city‘s most valuable asset.

SOFIA: AN OVERVIEW

Sofia is one of the oldest cities in Europe. Its history dates back several millennia.

In 1879, after a close vote by the Parliament, Sofia became the capital of the newly independent Bulgaria.

Today Sofia is Bulgaria’s capital, its largest city, the center of the legislative, executive and judiciary power in the country (National Assembly, Presidency, Council of Ministers and all Ministries), the financial, educational, cultural, business and commercial center and the biggest city-economy in Bulgaria.

Sofia’s population exceeds 1.3 million over an area of 492m2, making it the 15th largest city in the European Union.

Sofia accounts for 40% of the nation’s GDP, 1/6 of the industrial production and 52% of the FDI.

Sofia is one of the European cities with fastest growing GDP and was ranked among the top 10 best performing cities in Europe in 2017*.

High-value added sectors are growing in Sofia.

IT now accounts for 5.7% of the city’s economy.

A growing start-up ecosystem attracts investments and entrepreneurs to the city.

The employment in the sector of the creative industries is increasing.

Sofia is a magnet for talent. Twenty-three of Bulgaria’s 51 universities are in Sofia, with over 110 000 students.

A well-developed transport infrastructure, with bus, tram and underground public transport, make Sofia a well-connected city. The largest international airport in the country is just 20 min from downtown Sofia.

Sofia is among the TOP 3 cities in Europe with the highest growth of international visitors (9.4% for the period 2009 – 2016). During the same period tourist spending in the city grew 20%.

LABOR FORCE

Sofia has a young and educated population.

The natural population growth, while still negative, is the most favorable in the country (-1.5 ‰ in 2015). Sofia is one of the few cities in Bulgaria experiencing a population growth.

In the period 2003-2016, the total population of Sofia grew by 10% or 120 174 people.

The labor force in the city has increased by 24.09% since 2003, a total of 136 700 people, for the same period.

KNOWLEDGE WORKERS

Much of Bulgaria’s “brain business” is concentrated in Sofia. The city ranks 16th among the European capitals with 82.6 brain business jobs per 1000 working age population.

The city is performing very well in the tech and creative sectors. Some of the specific strengths of the city are in design and creative brain business and IT, with strong development in computer programming, IT services and Telecom.

Bulgaria was 25th in the country ranking with 34.3 such jobs per 1000 working age population.

WAGES AND SALARIES

As of Q3 2017, the average monthly gross salary in Sofia was BGN 1 405 (EUR 718), showing an increase of close to 10% over Q3 of 2016.

The estimated annual gross salary for 2017 was BGN 16 754 (EUR 8 565) or close to 7% increase over 2016.

Although the upward trend is expected to continue in 2018, Sofia continues to have one of the lowest labor costs among the EU capitals.

IT and professional services, incl. business process outsourcing (BPO) offered the highest salaries in Sofia.

The average salary in the IT sector was three times higher than the average for the city, while in the BPO sector it was 30% above the average for the city.

INITIATIVES FOR ATTRACTING A TALENTED LABOR FORCE

The European Union Blue Card is a work permit entitling highly qualified non-EU nationals, to reside and work in Bulgaria. In October, 2017, the requirements for receiving a Blue Card were eased up and the duration of the employment permit was extended to 4 years.

In addition, in June 2017, Bulgaria facilitated the procedure for registration of seasonal (up to 90 days) workers from non-EU countries. The new procedures are expected to facilitate the attraction of workers for the Tourism sector.

Citizens of all EU and EEA countries and Switzerland have the right to reside and work in Bulgaria.

The city acts as a magnet for educated workers. As of 2016, the majority of the working age population in Sofia, over 50%, holds a university degree. The number of people with university degree has grown significantly since 2011 when it was 40%. The trend is expected to continue.

The State Agency for Bulgarians Abroad estimates that the Bulgarian studentс abroad are approximately 30 000.

An increasing number of graduates are returning to Bulgaria upon graduation.

SOFTWARE SCHOOLS

In the last several years an alternative form of IT education has developed in Sofia, offering shorter educational programs (6-18 months) than a university degree. Over 10 private software academies offer courses in programming and web design, among others. The courses are often developed in collaboration with local IT companies in accordance with their labor demands.

The private software academies already have over several thousand graduates.

ENTREPRENEURIAL SKILLS

The Pre-school and School Education Act, adopted in 2016, included the education in entrepreneurship and digital skills in the mandatory school curriculum.

Currently, over 27 000 students in Sofia, grades 1st to 12th take classes in entrepreneurship.

LANGUAGE EDUCATION

In 2016, 64 074 students in Bulgaria studied intensively English at profiled high schools, followed by German with 13 283 students and French with 6 218 students. Rare languages that can be learned at schools are available mostly in Sofia. For example, over 2 000 students in Sofia study Japanese or Chinese. In Bulgaria Hebrew was studied by nearly 1 000 children, while Latin - by 305. Rare languages such as Norwegian, Danish and Swedish are also taught in Sofia.

In Sofia, 116 350 students, grades 1st to 12th studied at least one foreign language in 2016.

FOREIGN LANGUAGE PROFICIENCY IN SOFIA

The labor force in Sofia is characterized by especially high level of foreign language fluency. The most common languages spoken are English, German, Russian, Spanish and French.

Bulgaria ranks 22nd in the English Proficiency Index 2017, ahead of countries like Lithuania, Spain, France, Japan, South Korea and India. The country climbed up 2 places in 2017 versus 2016 alone.

It is estimated that approximately 30% of the total population of Sofia between ages 19 and 34 are proficient in English (level C1 or C2), 6.7% have advanced knowledge of Russian, 16% are fluent in German and 1% - in Spanish.

Close to one-third of the population between 19 and 34 years speak more than one foreign language at an intermediary level, or higher. The most common language combinations are English and Russian, followed by English and German.

Sofia is the biggest city - economy in Bulgaria. It provides about 40% of Bulgaria’s GDP. The city’s economy is export oriented and accounts for 1/3rd of the national export.

Due to the strong export and final consumption in the last several years, Sofia’s economy continues to expand faster than in many EU capitals.

Sofia’s GDP is currently growing at an increasing rate and outpacing the growth of the national GDP. In 2015 (last official data from NSI) Sofia’s GDP growth reached 5.3%.

In 2016 the Bulgarian banking system remained stable with growing assets and deposits and improved capital and liquidity positions. Stress tests and the Asset Quality Review (AQR) conducted by the Bulgarian National Bank (BNB) and independent consultants in August 2016 indicated stability and resilience. The year was marked by several bank consolidation deals.

THE START-UP ECOSYSTEM IN SOFIA

Sofia has one of the most vibrant startup and entrepreneurial ecosystems in Central and Eastern Europe.

In 2012, the European Investment Fund allocated 21M EUR through the JEREMIE program to two funds – the accelerator and early-stage fund Eleven (Eleven Ventures) and the seed fund LAUNCHub (LAUNCHub Ventures). This has been a catalyst for a substantial rise in the number of startups and the investment activity in the city.

Alongside the two funds, a community of angel investors has started investing in idea-only or early-stage companies. Incubators and pre-accelerator programs such as StartItSmart, 9 Academy, and Founder Institute provide knowledge and skill set to first-time entrepreneurs.

The formation and expansion of the VC community in Sofia has supported the more mature startups and companies in their growth stage. These VC funds include NEVEQ, Black Peak Capital, Empower Capital and Rosslyn Capital Partners.

The city has managed to attract top talent from all neighboring countries and has become an entrepreneurial hub on the Balkans.

The outsourcing of IT and business processes is developing rapidly into a leading sector in Bulgaria.

In 2016, outsourcing contributed 3.6% of Bulgaria’s GDP and it is estimated that by 2020 the share will reach 4.2%.

Revenues from outsourcing activities reached 1.5 billion EUR and it is expected that the number will be 2.5 billion EUR by 2020.

The outsourcing industry creates close to 10% of the value added in Sofia, while the share of the wider ICT sector exceeds 18% (2015).

By the end of 2016, the sector in Sofia had attracted 1 billion EUR of foreign direct investment (cumulative). The number of the employed in the wider outsourcing industry in Sofia reached 68 500 people or 10% of all people employed in the city.

CREATIVE INDUSTRIES

Sofia is the center of cultural and creative industries in Bulgaria: 58% of the Bulgarian creative workforce is located in Sofia. According to the Cultural and Creative Cities Monitor, Sofia has above average performance in the Creative and knowledge-based workers dimension, especially in “jobs in media and communication”.

Employment in the sector is still growing.

About 7% of all people employed in Sofia are working in the creative sector that includes, among others, advertising, architecture, crafts, design, film, interactive leisure software, i.e. video games.

Every 10th enterprise in the capital is a creative economy enterprise.

PUBLIC TRANSPORT

Sofia has an extensive bus and tram public transit system and an expanding rapid transit network.

Sofia metro currently operates 34 stations over the length of 40 km. Metro line 2 is to be extended by 4 additional stations. The approved route of Metro line 3, currently under construction, will add 16 km and 16 new stations, expanding the daily passenger capacity of the three lines up to 550 000.

The metro connects the city with Sofia Airport's Terminal 2, Sofia Business Park, most of the business zones in the city, the Inter Expo Center, the Central Railway and Bus station and most large residential areas.

MOUNT VITOSHA

Vitosha mountain overlooks the city of Sofia and offers recreational options like hiking, skiing, mountain biking, etc. just 30 min. from the city centre. The mountain is accessible by public transport and is encompassed with a good network of lifts, trails and mountain huts.
