NEW CLERKS’ INSTITUTE March 13 2017 7:30AM—5PM

This session is an educational program recognized by the

IIMC and is designed to meet the educational requirements

of the CMC program, as well as the MO Registered City Clerk

Program. In order to apply for MO or IIMC certification all

clerks must have attended the New Clerks’ Institute.

Fee: $125 for Members with Lunch on your own

Yvonne Lewis-Day will focus on mechanics of good writing applicable to all written communication by the clerks (punctuation, correct use of numbers, capitalization, for-matting, style, etiquette, proofreading) – Includes partici-pant handout that can be used as desk reference. She will also cover the most common grammatical and style errors in American business and government.

Next, John Young will answer your questions on Sunshine Law. Who does the Sunshine law apply to? What is a public meeting? What is a public record? Liberal construction of the law; Procedures and limitations for closing meetings and records; and fees for copying public records and more will be discussed during this informative session.

Experienced Clerks Octavia Pittman, Nici Wilson, Gayle Conrad and Melissa Mattson will cover the nuts and bolts of being a city clerk which include the various types of govern-ments; the role of a city clerk; boards and commissions; agendas, minutes, ordinances and resolutions. Other topics will include records retention and budgeting, elections, pub-lic works contracts, identity theft and much more. We will discuss the classifications and legal requirements for ordi-nances, the procedure by which they are adopted and codi-fication of ordinances. The presentation will conclude with a basic summary of the rules of parliamentary procedure and common mistakes made regarding those rules.

Both will be on two part paper so you can fill it out and take one copy with you and leave a copy for certification purposes. If you do not fill it out and turn it in during the institute you have until April 15, 2017 to get

them in. Certificate requests after April 15 may require a fee.

Your evaluation will be handled via Surveymonkey.com and you will receive a link to the survey upon completion of the institute. All re-

sponses are confidential and can not be tracked to an individual.

Certificates of hours earned will be emailed approximately 45-60 days after the event.

Write to the Top Yvonne Lewis Day

This session showcases 15 winning strategies for writing crisp, effective, and professional letters, memoranda, and particularly e-mails. The session includes a popular segment on e-mails that covers not only writing, but also tone, style, etiquette, and security issues. A participant handout is available as a desk reference.

RFPs, RFQs and Contract Bidding Jennifer Baird

Jennifer will discuss the major legal issues related to public works contracts. Her presentation will include the following: bidding the project, contract requirements, prevailing wage, prompt pay, bonding, condemnation, Missouri laborers requirement, and E-Verify affidavits and OSHA-10 construction safety training requirements.

Records Management Resources for Local Government John Korasick The session will provide a general overview of records management and retention schedules, including information on managing both paper and electronic records. As well as information on resources available to assist local governments and records custodians better manage their records.

Update on the FLSA Ivan Schrader

The program will highlight the recent changes to the FLSA and their status as well as to provide guidance on how to comply if needed. The program will also provide a review of critical FLSA regulations so attendees are reminded of continuing issues. FLSA Q&A time will be

included.

Fraud, Internal Controls, Best Practices, and Policies and Procedures Manuals Michelle Barefield The process of evaluating and developing an effective system of controls to prevent fraud can be confus-ing and misunderstood, but it is a City’s first defense against errors and fraud. This course explores fraud from the perspective of those who commit it, what motives them, and how internal controls can be de-signed to prevent opportunities for errors and fraud. We will also review best practices and discuss how to create an effective policies and procedures manual to strengthen a City’s internal control structure.

MML Legislative Update Carl Lumley

This session will cover Senate Bill 5 updates and information pertaining to any other house bills, Senate committee

hearings, statutes and state laws that may be of importance to city clerks in Missouri. Mr. Lumley will be here to

give an update on legislative happenings in Jefferson City and answer any of your questions.

Alcohol and Tobacco Control Keith Hendrickson This session will address all aspects of Missouri’s liquor laws, including the past two years

of legislative updates. Topics such as licensing procedures, documentation for licensing and

laws that affect licensees will also be discussed. A question and answer segment will follow

the presentation.

Harassment and Bullying in the Workplace Christine Vaporean Harassment and bullying are unfortunately a reality we must deal with in today’s society. Retaliation and the interplay of workers compensation, FMLA and disability discrimination are always at play in these situations. We will take a look at these issues and the ramifications of choosing to ignore them.

A Day in the Life of a City Clerk Paul Rost

This session will test your knowledge as you work your way through the issues and concerns that affect a city clerk on

a daily basis.
