This presentation will describe how Salt River Project, with the support of Sound Grid Partners, analyzed how solar and energy storage could provide resiliency for a critical facility campus while also providing grid support services. The critical facility in this case study is a military base taking steps towards compliance with Department of Defense directives for energy resiliency. Performed collaboratively with the critical facility military base campus, this work resulted in a microgrid design and business model that en-ables the base to meet resiliency requirements with the support of SRP through an innovative resiliency-as-a-service business model. Distributed energy resources and electrical equipment are owned and operated by SRP, which can do so

efficiently and cost-effectively, while the base enjoys cost-effec-tive enhanced resiliency in a model that enables it to focus on its core mission.

The presentation will describe:1. The technical analysis used to optimize asset sizing and configuration2. How grid support services were identified and quantified3. The innovative commercial models that were identified to provide resiliency as a service while being fair to all utility customers4. Lessons learned from the collaborative design process5. Lessons learned are applicable to other military installations and to any customer with enhanced resiliency requirements, such as those with public safety missions or high-value industrial processes.

Distinguished Leadership Award Tom Kent, President & Chief Executive Officer, Nebraska Public Power DistrictTom Kent was appointed President & Chief Executive Officer, NPPD, in May 2020. Tom joined the District in May 1990 as Environmental Qualification Coordina-tor at Cooper Nuclear Station. He also has held the positions of Retail District Manager, Retail Regional Manager, Retail

Customer Care Manager, Chief Information Officer, Cor-porate Planning and Risk Manager, and Transmission and Distribution Manager. He was appointed a Vice President in May 2011, and Executive Vice President and Chief Operat-ing Officer in January 2020. Tom is a veteran of the United States Navy. Tom served on RMEL’s Board of Directors from 2011 to 2020 and was RMEL’s President in 2018. During his presidency, he led a major market research project for the association that set the course for RMEL and put the association in a very strong position to withstand the CO-VID-19 pandemic. Among other things, Tom’s work helped RMEL to seamlessly transition to a virtual and now a hybrid education model. He is very active in the industry and his community.

Honorary Life MembershipDoug Bennion, Retired, PacifiCorpIn April 2021, Bennion retired from Rocky Mountain Power a Division of PacifiCorp after 43 years. Bennion had worked in the energy industry since 1978, starting as a Student Engineer. As an Electrical Engineer, he started his career by plan-ning, designing, trouble shooting and operating the power grid. With Rocky Mountain Power, he has held senior management positions in distribution systems engineering, transmission systems planning, and was the Director for his company’s sponsor-ship of the Salt Lake 2002 XIX Olympic Winter Games. Bennion served on the RMEL Board of Directors for more than 10 years, and he also was a past Board Member of the Utah Safety Council, Utah Energy Infrastructure Authority, Intermountain Electrical Association, and was an Advisory Board Member of University of Utah Department of Electri-cal and Computer Engineering.

Industry Leadership AwardKeith Carman, Vice President, Transmis-sion Operations, Tri-State Generation & Transmission AssociationKeith Carman is the Vice President of Transmission Operations for Tri-State Generation and Transmission Associa-tion. Keith enlisted in the U.S. Army and served in the New Mexico National Guard and the U.S. Army Reserves before retir-

ing after 23 years of service at the rank of Major. Keith be-gan his electric utility career with Public Service Company of Colorado as a Distribution Engineer and served Public Service Company of Colorado, now known as Xcel Energy. In 2007, Keith joined Tri-State Generation & Transmission Association.

Industry Leadership AwardNicholas Peters, Manager, Operating Engineering Group, Colorado Springs UtilitiesNick Peters is the Manager of the Operating Engineering Group at Colorado Springs Utilities. The Oper-ating Engineering Group is a techni-cal service group and is comprised of engineers, engineer support staff, and Equipment Condition Specialists. Nick has been in the energy industry for 20 years. His experience includes Demand Side Management, Project and Construction Management, performance testing of generation units and plant engineering and operational support. Nick Graduated from the University of Wisconsin-Madison with a Bachelor of Science Mechanical Engineering degree and is a registered Professional Engineer.

Industry Leadership Award Angela Piner, Vice President, HDR, Inc.A Vice President for HDR, Angela Piner drives the North Central Region power program, collaboratively grows the global renewables program, and man-ages client development across a broad range of utilities, cooperatives, and other energy companies. Her 19-year career has focused on developing pow-

er projects throughout North America. Her enthusiasm for power and energy has driven her to participate in and lead several transmission and renewables industry firsts. Industry Leadership Award John Quintana, Supervisory Electrical Engineer, Western Area Power AdministrationJohn Quintana is a supervisory electrical engineer at Western Area Power Administration (WAPA) in the Headquarters office in Lakewood, CO. Serving as WAPA’s Transmission Asset Maintenance Manager, John’s main du-ties include oversight of WAPA’s maintenance program and policies, craft apprenticeship standards, project man-agement, labor issues, special studies addressing power system maintenance issues, craft safety, and maintenance equipment data standards. John began his career at WAPA over 30 years ago. John is the former Chair of RMEL’s Transmission Committee.

700 wholesale customers across its 15-state, 1.4 million-square-mile footprint. LeBeau has more than 20 years of experience in manage-ment, energy development, public-private partnerships, business and organizational start-ups and reorganizations, utility business operations, federal policy and energy finance. She has served in executive capaci-ties for numerous energy businesses, including an interstate pipeline, wind development and investment company, energy trading business and other energy development companies.

panelist: Aram Benyamin, CEO, Colorado Springs Utilities Aram was sworn in as Chief Executive Officer of Colorado Springs Utilities Oct. 2, 2018. He joined the organization in 2015 as the general manager of energy supply. Prior to Springs Utilities, Aram was the Senior Assistant General Manager, serv-ing as head of the Los Angeles Department of Water and Power’s power system. Aram is a Professional Engineer with a bachelor of science degree in engineering from California State University, Los Angeles. He also has a master’s degree in business administration from the Univer-sity of La Verne and a master’s degree in public administration from California State University, Northridge.

panelist: Barbara Sugg, president & CEO, Southwest power poolBarbara Sugg joined Southwest Power Pool in 1997 and has more than 10 years of execu-tive leadership in the electric utility industry. As President and Chief Executive Officer since April 2020, she leads SPP’s ongoing efforts to work together to responsibly and economically keep the lights on, today and in the future. Prior to this position, Sugg served SPP as senior vice

president of IT and chief security officer, leading complex technol-ogy initiatives while protecting SPP from cyber risk. She has 35 years of IT experience, working her way up from software develop-ment to the executive level. In 2018, Sugg became a certified execu-tive coach and founded the Leadership Foundation for Women, a nonprofit focused on equipping women for success, based in Little Rock, Arkansas.

This presentation supplies economic data and analysis juxtaposing the pre-pandemic and pandemic world, and then supplies a forecast for the post-pandemic one. Among the areas of focus are labor markets, financial markets, real estate, construction, consumer spending, business investment, international trade and government finances. Anirban Basu is Chairman & CEO of Sage Policy Group, Inc., an economic and policy consulting firm in Baltimore. In 2014, Maryland governor Larry Hogan appointed him Chair of the Maryland Economic Development Commission. Anirban also serves as the chief economist to Associated Builders and Contractors and as chief economic adviser to the Construction Financial Management Association. In 2007 and then again in 2016, Mr. Basu was selected by the Daily Record newspaper as one of Maryland’s 50 most influential people. The Baltimore Business Journal named him one of the region’s 20 most powerful business leaders in 2010. He holds four graduate degrees, including a JD and a PhD.
