I would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

I do not support banning horses from Tuapiro Point. As a regular visitor to this beautiful area with my dogs,it gives me pleasure to see it being used by recreational horse riders. I understand there is some confusionon behalf of the riders as to where they can and can't ride. I have never seen any horse rider intentionallydamaging the seafood beds. Perhaps Council should take some time to investigate the impact the hundredsof black swans are having on the environment there. I also understand that there has not been anyenforcement of the current by-law by the District Council. Surely there is a better solution for all concernedthrough collaboration and good communication. Just taking the heavy handed approach and prohibitingeveryone due to the mistakes of a few is not conducive to a cooperative respectful society. I also understandthe Lund Rd site being offered as an alternative for horse trails has not actually had council approval yet. 1urge the District Council to rethink this issue and find a more cooperative approach.

I would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

I understand that the draft plan will not allow for the riding of horses at Tuapiro Point. I believe that there isa shortage of safe open spaces with access to the sea water where one can enjoy the freedom and benefits ofexercising horses in the Western Bay of Plenty. It is therapeutic for horses to bathe and exercise in seawater, as it gives them fresh "Resistence" exercise in a relaxing and beneficial way, and it would be a hugeloss for riders to lose this recreational reserve for this purpose. I'm saddened to think that people's freedomsto responsibly use this reserve in this way is iii jeopardy. There are few places left for the public to use likethis and many people will miss seeing animals enjoying nature as they have done historically since horsesfirst came to NZ. The benefits of watching and interacting with animals by people who don't normally haveaccess to animals is also well documented and well known. I don't agree with this change as it is anothererosion of personal freedoms and rights in a society that has become more and more regulated and removedfrom the natural world. As to drone use, there are very few large spaces of open land where one canresponsibly fly one away from houses or trees or other aircraft. Many people enjoy watching these flights,and it is another way we can get out into the fresh air and sunshine to recreate. I've seen pilots of droneswho are otherwise disabled or limited physically and they can use their mental skills to enjoy the outdoors.This would be hugely beneficial for many people who are physically limited yet are able to enjoytechnological stimulation. Do we wish these people to remain at home indoors watching screens? Definitelynot, the wide open spaces are for everyone to enjoy and benefit from.

It is vitally important to our culture and community to keep access to our beaches for all activities includinghorse riding. This has been part of our heritage and culture for generations. We live on an island and everyperson should have access to our coastlines to enjoy with their family's and pets. There is nothing moreenjoyable than riding a horse along a beach as beautiful as Waihi, it does not pose a problem to others infact in nz whole history there has never been a member of the public hurt by a person riding a horse.Councillors please don't take this right away from average kiwis I certainly would like to see my childrenand great grandchildren riding their ponies on the beach.

My submission is defirlately to vote against the WBOP district council move to ban Horses from walking onthe Tuapiro Beach. Once again no research has been correctly done on this issue all done because one ortwo people have a personal objection. The reason given, because of a kaimoana shell fish bed there, Ibelieve this to be a straight out lie, there has been no scientific research done to prove this, just heresayreasoning. I also believe this is local Maori just flexing their muscle, because a claim has gone in forownership of the beaches and many are behaving like they already have ownership. Plus once again WBOPdistrict council behave with a knee jerk reaction to appease local Maori. This has got to stop, this is we ratepayers money on unecessary and non researched issues. WBOP District Council needs to start behaving likea council working for its rate payers instead ofjust random issues and spending ratepayers money with outdue research and consultation.

I would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

I would like to see the use of the Tuapiro area left as it is for the use of horses and riders as well as campers,walkers, dog walkers and everyone who apprieciates what we all have there. 1 have read many times of thespiritual significants the area has for the Maori, I believe this to be true as I have found the area mostspiritual myself. It is a safe place to ride for alllevels of horse riders which I appreciate very much as I hada bad fall some years ago and it was being able to ride at Tuapiro that helped me get back in the saddle.Making the rules and areas to ride more obvious would probably help. Re: Horses. As a new resident I am in favour of retaining the walkway at Tuapiro Point for horses. As aMaori it is my view that horses do not present a problem to ecological values of any area, in fact my peoplestill use horses today in rural/coastal areas and in the past you were considered a wealthy person if you hada horse. Te Aupouri forest in the Far North where the boundary is on Te Oneroa a Tohe ( Ninety mile beach) have many wild horses grazing. They keep the grounds in the Bluff camp site short. They roam freely upand down the beach and never eat the Kai Moana which is in abundance. They have horse races along thebeach where many participate, our horses are with us while we gather Kai moana, they are very much a partof our daily lives. Very recently, I read of the horses contribution to the 1 st and 2nd World Wars, based onthat fact alone - Don't you feel horses have earned the right to wonder where ever they may without beingsubject to a review every six years Kia ora koutou katoa

I would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

I support horse riding continuing at Tuapiro. I do not support the changes to the Draft Reserves andFacilities Bylaw 2018 where it is proposed horse riding should be banned. Access to community coastalareas for recreation such as dog walking, horse riding, boating, and fishing makes our community special.It's a right that can be balanced with the needs of everyone in the community. We need to share and sharealike with responsibility respect and dignity. I enjoy a variety of groups using the beach at Tuapiro forrecreational purposes and had only positive encounters with horse riders. I understand that the horsecommunity is rallying and ready to engage with the council and iwi to improve on areas of concern, let'smake it work.

I would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

The Draft Reserves Management Plan 2018 should NOT exclude horses on Tuapiro Beach. Council shouldmake horse riders aware through signs on the beach and in local papers of where the kaimoana beds are i fthis is of the utmost concern so horse riders can avoid any damage to these areas. Horse riding on a beach isa privilege and as a former beach rider mysel f, I know i f riders were made aware of areas to avoid theywould do so gladly. There is nothing more pleasurable to a rider than the freedom to walk or canter along abeach, swim with your horse and strengthen the bond and partnership you have. Likewise, children gainimmense pleasure and excitement of seeing and connecting with a horse in such an environment. Councilhas said that beaches and reserves are for ALL to enjoy. Don't take that pleasure away from the very peoplewho utilise Tuapiro Point. Let's not forget that horses are grass eaters and that is predominately what theyexcrete - I even saw a dog eating horse poo on a trailer ramp at the beach recently so I cannot see how thiscould cause any significant damage to the environment. The recent protest ride at Tuapiro Point by localhorse riders proved they are happy to be more conscious in this respect with people taking their own plasticbags and a very kind lady following behind everyone with a bucket to pick up any poop that might havebeen missed. Council should support the users of Tuapiro Point by making bylaws much clearer to followthan take such a pleasure away from its users. Horses are a big part of our past and will always be part ofour future.

Riding horses at Tuapiro Point

My submission to support a bylaw allowing horse

riding at Tuapiro PointCurrently there are only two public areas in the Bay of Plenty, north of the Wairoa River, where

horse riding is permitted. There is a large riding community in this area, and it is getting harder to

find places to ride horses. The riding community would be devastated if horse riding was banned at

Tuapiro. There are many factors that cause the environmental degradation of the wetlands of the

Tauranga Harbour. The impact of horses is negligible by coniparison.

Malika and I love riding at Tuapiro because at Tuapiro it is safe for me to ride her without asaddle. If horse riding was banned at Tuapiro, there would be no safe place for us to goriding in winter as farmland gets very slippery for barefoot horses.

Western Bay of Plenty is amending its Reserves and Facilities Bylaw 2012, and is seeking views on

proposed changes. Following the review, Council will revoke its Reserves and Facilities Bylaw 2012,

and replace it with the Western Bay of Plenty Reserves and Facilities Bylaw 2018.

This is my submission to keep the status quo, and to allow horse riding at Tuapiro Point as

a permitted activity

Background

The current Bylaw allows for horse riding at Tuapiro Point, within a designated area, as shown on

signs at the starting point (parking area for horse floats). Riders are required to keep their horses

under control at all times, and to remove horse waste to protect significant cultural and ecological

values of the area. Local hapO have requested that the provision which allows horse riding at Tuapiro

Point be removed, on the grounds that riders break the rules by riding outside designated areas, and

leaving horse waste on mudflats. The number of riders at Tuapiro Point is a concern. Photographic

evidence has been provided to prove that horses have a detrimental effect on the wetland's ecology.

Pictures show horse waste on a mudflat, a dead crab within a hoof print, signage of the area where

horses are allowed to go, with a sign warning not to collect and eat shellfish underneath, and a map

showing where horse riding is permitted, and the area where many riders actually go (mudflats

outside the designated areas). The Tauranga Harbour (Te Awanui) is the rohe of Ngati Ranginui,

Ngati Te Rangi and Ngati POkenga. The health of the Tauranga harbour is extremely important to

tangata whenua as it is a place of customal collection of Kaimoana.

Tuapiro Spit is one of many estuarine wetlands in the Bay of Plenty. It is situated in the northern part

of the Tauranga Harbour, which covers 218 square kilometres, and is one of the largest harbours in

New Zealand. The harbour is mostly shallow and 62% of its total area is intertidal (BOPRC, 2014).

Tuapiro Spit is formed by a sandbar which extends from the mainland towards Tanners Point, and is

part of a mosaic of wetlands in the harbour area. The estuary is part of the Uretara catchment, an

area of approximately 7675 hectares, covered in native bush (48%), farmland (32%), horticultural

land (15%), lifestyle blocks, and residential settlements (BOPRC, 2012). The area was renowned for

its abundance of native birds, such as reef and white-faced heron, stilt, godwit and a variety of

shags, but bird numbers are waning as their habitats are heavily degraded, food-sources declining,

and shelter and nesting spots limited (BOPRC, n.d.). Horse riding is currently permitted within an

area of less than 20 hectares.

Many fish species, such as flounder, kahawai and eels, depend on estuaries at some stage in their

lifecycles; these are the transitional environments between the land and the sea, where saline water

and freshwater mix and provide habitats for a wide array of organisms (NIWA, 2012). Tuapiro Point

is a favourite fishing spot for locals and tourists alike. On estuarine margins, where salt-levels in the

ground have dropped sufficiently, flaxes, cabbage trees and other coastal plants, can be found.

Many native, as well as migrating birds depend on the estuary for food, shelter and nesting places.

The Tuapiro estuary still provides habitat for a wide range of species, from filter feeders to

crustaceans, fish and wading birds. There are tidal eelgrass beds, mangroves, flats with patches of

glasswort, selliera and rushes, and drier margins covered in ribbonwood, flaxes, cabbage trees,

manuka and a few pohutukawa. However, although Tuapiro Spit is still covered by a good variety of

its original vegetation, introduced, exotic plants and weeds greatly threaten indigenous flora, which

is fragmented and struggles to survive. Pines have been planted decades ago to stabilise the

sandbar. They are now dying, and toppling over, thereby posing a health and safety concern, and

aiding the erosion of the sandbar.

Land management practices further upstream, in the Tuapiro catchment and along harbour margins

have led to changes of the ecology of the Tuapiro Point wetland. Erosion of riparian and estuarine

margins is resulting in a layer of sediment on the mudflats (BOPRC, 2012). Where there used to be

sandy beaches with plenty of shellfish (communication with older residents and local hapu), there is

now a layer of sediment on the shallow intertidal flats. Shellfish is retreating to sandier areas, and

the mudflats are now dominated by crabs and other organisms, that thrive in sediment dominated

environment. Mangroves are on the increase.

The BOP Regional Council states that horse riding does have an effect on the ecosystem at Tuapiro

Point, but goes on to emphasize that most of the damage to our wetlands is due to land

management practices further upstream in the associated catchment (BOPRC, 2008). There are no

scientific studies that compare the effect of horse riding at Tuapiro Point to the overall human

impact on this vulnerable ecosystem.

1 My Submission

I am strongly opposed to the proposed change to the Reserves and Facilities Bylaw 2012, banning

horse riding at Tuapiro Point.

The horse riding community treasures Tuapiro Point as it is a beautiful, safe spot to enjoy for horse

and rider alike. It is an area that is suitable for riders of all ages, and riding capabilities, from

beginner to horse trainer. Unlike on steep farmland and at the tect park, the ground there does not

get slippery, and treacherous to ride on in winter. It is also an area for calm riding for horses that

recover from injuries (but benefit from gentle exercise). It is a family friendly place, where mothers

can walk beside their riding children to ensure their safety.

There are not enough safe places for people to ride horses

The council offers only two areas on public reserves, within the area north of the Wairoa river of the

Western Bay of Plenty, where people are allowed to ride: Tuapiro Point and Waihi Beach at the far

northern end of the Western Bay of Plenty. Some horses are easily spooked by waves, and riding at

Waihi Beach is not quite as relaxing (There is another small area at Pahoia, but the ride is too short

to make the drive there worthwhile. In addition, there are sink holes in the estuary, which are not

obvious, but riders have got stuck). Without the generosity of private landowners (farmland and

horticultural land), there wouldn't be enough places to ride. Riding on roads is dangerous, and fatal

accidents are not unusual. In times of PSA, Mycoplasma bovis, OSH, and increasingly demanding

Health & Safety regulations, landowners are taking risks, even if they allow only the most

responsible horse riders on their land. It should not be their responsibility to provide areas for an

activity that is a strong part of our heritage and culture. It is impossible to envisage the development

of human societies without the power of horses. Today, machines have taken the place of horses in

the agricultural and transport sector. It is up to people who are passionate about horses to keep the

knowledge of working with horses (that has been accumulated over more than a thousand years)

alive.

The detrimental impact that horse riding has on the estuarine ecosystem at Tuapiro Point has to

be seen in context to the overall detrimental effect that human activity has on wetlands

Horse riding at Tuapiro Point has an effect on the ecosystem of the estuary. However, the

detrimental effect is not significant by comparison to all other destructive influences on estuarine

ecosystems, such as

• Run-off from farmland and horticultural land, carrying excess nutrients, residues from

pesticides (agricultural sprays...)

• Sedimentation of the harbour due to land management practices further upstream, and

along harbour margins

• Earthworks related with land development and subdivisions

• Influx of pathogens due to stock entering stream margins and estuarine margins

• Influx of pathogens from older septic tanks during heavy rainfall/flooding

• Stormwater carrying all sorts of toxins (including zinc and heavy metals) as it is discharged

unfiltered into the harbour

• Run-off from roads (oil, rubber...) ...

• Treated sewerage, still containing residues of pharmaceuticals, including hormones from S

anti-baby pills

• Pressure from increasing numbers of the public using parks and reserves (including large

numbers of freedom campers)

• Nutrient overload from black swans and Canadian geese

• People using cars and quad bikes in the area below the high tide mark

• People camping and lighting fires under the pines

• Introduction of plant and animal pests (BOPRC, 2009)

Traditional harvesting of shellfish/kaimoana on Tuapiro mudflats may not be possible anymore,

regardless of horse riding being banned from the area or not

People of older generation still remember the Tauranga harbour margins as sandy beaches, places

that invited collection of shellfish/Kaimoana. Today, the harbour has changed, and the mudflats at

Tuapiro Point are covered in sediment. According to NIWA, with sedimentation of the harbour

comes a change in organisms that dominate the shallow intertidal areas. Sandy environments are

generally dominated by shell fish, while muddy environments are dominated by crabs (Green, 2006).

Therefore, traditional harvesting of shellfish/kaimoana on Tuapiro mudflats may not be possible

anymore, regardless of horse riding being banned from the area or not. Other Kaimoana, such as

fish, is still there in abundance. There are good numbers of wading birds, proving that there is

enough food in the estuary to support their population. Stingrays often come into the harbour to

sunbath in the shallow areas at high tide. As fish are moving around, and people are generally riding

at low tide, horse riding does not affect the fish population.

Horse riders would stay within permitted areas if the signage was improved

There is confusion in the horse riding community about where riders are allowed to go. It was

generally assumed that people had to stay outside the forest, and below the high tide mark, within

the area inside the yellow line, as shown on the sign. This allowed for swimming the horse, and using

mudflats as an arena. Some people were riding further out, on the mudflats past the island,

unaware, that this was causing concern.

The area where riders are permitted covers a very small stretch of less than 3km (one way) of the

total length of the coastline of the Tauranga harbour, from Bowentown to the Wairoa river alone, of

more than 150km. Some riders assume that the signs erected by the council, refer only to council

land, and not to mudflats (which are generally considered 'no-man's-land').

Horse riding has no impact on areas of significant ecological features as outlined by council and iwi

Horses are not permitted in the area above the high tide mark (with the exception of the parking

area for horse floats and trucks). This is widely accepted, and it is extremely rare that riders are

found in this area. Therefore horse riding does not impact on significant ecological features, such as

scrub and flaxland, and nesting areas. Horses have no effect on the burial site under the pines.

However, the threats to these areas of significant ecological features are not posed by horse riders,

but by degradation of the ecosystem due to invasion by exotic plants, and pest animals (rats, rabbits

1 and possums). Weeds greatly threaten indigenous flora, which is fragmented and struggles to

survive. There is a variety of native plants, but their numbers are too low to prevent erosion. Pines

have been planted decades ago to stabilise the sandbar. They are now dying, and toppling over,

thereby posing a health and safety concern, and aiding to the erosion of the sandbar.

Most riders act responsibly

Most riders act responsibly, and tidy up after their horses. However, it is generally assumed that the

next tide will carry away horse waste that is dropped below the high tide mark. Some riders are now

taking a backpack with plastic bags and a shovel, with the intention to pick up any horse waste (that

is dropped below the high tide mark), and to carry it away. Although this is an option, that may have

to be adopted by anyone who wants to go riding at Tuapiro, 1 believe that the measure is not

practical, and unreasonable to expect, seeing that the bulk of pollution of the estuary is a result of

land management practices further upstream.

Pictures provided by local hapO to support their request to ban horse riding at Tuapiro

In regards to the photographic evidence supporting the request by local hapO to ban horse riding

from Tuapiro point:

• The dead crab in the picture might have been dead before if met with the horses hoof. I've

watched crabs on the mudflats many times: they respond very quickly to movement around

them. Vibration of the ground sends them hiding in there burrows before horses can getnear them.

• The sign warning not to collect shellfish below the sign showing where horses are allowed to

ride is deceiving. Many of those signs have been erected in estuaries of the Tauranga

harbour. There is no immediate connection between horse riding and levels of toxins in

shellfish. Toxins in shellfish are generally the result of land management practices further

upstream (as outlined before).

• Horse droppings on mudflats undeniably have an effect on organisms in the immediate area.

However, the next tide takes the waste away, and by comparison to all other detrimental

influences on the mudflat ecosystem, the effect of the occasional horse poo is not

significant.

• Number of horses entering the estuary: Although there is a constant trickle of riders at

Tuapiro Point, large groups are the exception. Due to my horse's injury, 1 couldn't ride

anywhere, but at Tuapiro from March to November 2017. I rode there approximately 2-3

times per week. During that time, 1 found that most times there were between 0 to 6 horse

floats at the parking area (equalling 0 to 12 riders). Often there is none. There are larger

groups of riders during the Christmas holiday period, but that could be regulated. Not all

horses defecate into the estuary. 1 doubt that trampling of the mudflats has an effect on the

ecosystem there. Even seagrass beds seem to suffer more from rough weather events then

trampling. As it is extremely rare that any riders enter the area above the high tide mark,

native plant communities there are not under threat from horses.

• People riding outside designated areas: There is a lot of uncertainty amongst riders in

regards to where they are allowed to go, and why. This could be improved with better

signage. It would be beneficial, if the area permitted for riding was increased (allowing riders

within a strip of 5 metres width along the mangroves (possibly outside nesting seasons of I

shore birds). The area would have to be negotiated. Riders would naturally be more inclined

to stick to the permitted area, if it was larger. A distribution of riders over a larger area

would reduce any possible impact. A lot of money and time is spent to keep the spread of

mangroves under control. Riding alongside the mangroves might slow down the spread,

without stressing nesting birds.

Working together for a better environment

The primary threat to the areas of significant ecological features, as outlined in the council factsheet

'Draft Reserves and Facilities Bylaw 2018' is the degradation of the ecosystem by exotic plants, and

animal pests (rats, rabbits and possums).

Weeds greatly threaten what is left of the indigenous flora. These plants take the place that

otherwise would be covered by native plants, and prove to be very effective in smothering and out-

competing natural indigenous vegetation. There is a variety of native plants, but their numbers are

too low to prevent steady erosion of the sandspit, and to provide shelter, food and nesting places for

native wildlife. Sites that are of cultural importance to Maori would be lost. Pines have been planted

decades ago to stabilise the sandbar. They are now dying, and toppling over, thereby posing a health

and safety concern, and aiding the erosion of the sandbar. Without intervention, Tuapiro Spit may

vanish.

I suggest that Tuapiro Spit should become a project for ecological restoration, to control weeds and

pest animals, and to plant the area up in a variety of native plants, that belong in this particular area.

These plants have evolved in the estuarine environment. They can cope with salt levels in the

ground and stabilise the ground, thus further limiting erosion. All stakeholders, councils, the

community, horse riders and iwi could prove their appreciation of the area by getting involved in

planting and pest control.

Pass for horse riders and/or groups

It may be a possibility for the council to allow horse riding at Tuapiro for riders who buy a pass (for

approximately $ 30.00 - $ 50.00 per rider/year). The money could be used for ecological restoration

efforts and better signage. A further bonus of handing out passes would be that the council could

ensure that riders understand exactly where they are allowed to ride, as well as what the conditions

are. Permitted riders could be registered on council databases, giving council a better understanding

of the numbers of horses that frequent the estuary. Riders could be contacted with updates, and

occasionally asked to provide feedback on issues that may arise. As big groups have a larger impact

on the wetland, conditions could be applied (for example: groups larger than 6 riders must provide a

designated person to follow and collect all horse waste).

Summary

Horse riding must stay a permitted activity at Tuapiro Point and associated mudflats, as the total

detrimental effect on the wetland, caused by human activity, is far bigger than the effect that horse

riding has on the area. Sedimentation of estuaries impacts more on traditional collection of

kaimoana than horse riding. Banning horse riding won't turn back the time, and bring sandy beaches

back to the Tauranga harbour.

) WBOPDC has an obligation to provide safe areas for the pursuit of all healthy activities (BOPRC,

2009). It is already investing heavily in the establishment of cycling tracks, skate parks and walks.

Although there is a strong equestrian community in the Western Bay of Plenty, there are not a lot

public places where riders can safely ride their horses (in particular in winter, when the ground gets

wet and slippery). Horses are a strong part of western history and culture; even Maori embraced the

arrival of horses in Aotearoa. They have are strong riding communities up North and around the East

Cape of the North Island.

The area where horse riding is permitted covers a very small stretch of less than 3km (one way) of

the total length of the coastline of the Tauranga harbour of more than 150km. The area needs to be

larger; for example: allowing riders within a strip of 5 metres width along the mangroves (possibly

outside nesting seasons of shore birds). The area would have to be negotiated. Signage needs to be

improved. Riders would naturally be more inclined to stick to the permitted area, if it was larger.

Itis rare, that riders don't pick up horse manure in the area above the high tide mark. However,

riders are now expected to pick up their horses droppings in the area below the high tide mark as

well, although the next tide would carry the droppings away. Doing so requires riders to carry a

backpack, shovel and plastic bag with them while they are riding. Although this is an option, that

may have to be adopted by anyone who wants to go riding at Tuapiro, 1 believe that the measure is

not practical (or even safe for the rider), and unreasonable to expect, seeing that the bulk of

pollution of the estuary is a result of land management practices further upstream.

Restoring Tuapiro Spit to what it used to be before it got invaded by weeds and animal pests would

be more beneficial for the area that is of cultural value to local iwi, than banning horse riding. It

could bring the community together, improve communication between stakeholders, lead to better

understanding of different perspectives and priorities in regards to culture, ecology and land use.

Working together on a project like that provides a great tool for educating all volunteers (and their

friends and family) about environmental issues.

1 would like to see the following changes to the Draft Reserves Management Plan 2018 for theKatikati-Waihi Beach Ward:

Please I'm begging you to still allow horses on the beach. NZ is fast loosing what Kiwi's were about. Ridingand swimming horses at the beach is one on these things. Our roads have become so fast and dangerous thatwe no longer feel safe riding on them. Beaches are safe for our young riders to hack out on. Please please letus continue to be able to ride along the beaches. Most riders have respect and look after our enviroment.Also horses with injuries are often taken to a beach as salt water is a great healer for them. It will be a verysad day ifhorse riders are banned. It's most riders dream to be able to do this. We wont be NZ if it's stopped.People and dogs can go most places but our sport is getting pushed out from everywhere. There will be noMark Todd's coming up through the ranks as there is limited riding places now. Not everyone has 1000acres to train on. Yours sincerely. Lisa Wiggins.

I am against any proposed changes to Tuapiro reserve and strongly oppose the banning ofhorses . I am alsoopposed to the current plan that doesnt say it in words but restricts horses and owners to unreasonable andappalling practices like children carrying backpacks for manure and limiting riding in safe areas . Thecouncil to my knowledge has not carried out any scientific proof that horses and their owners have causeddestruction of any Maori or Pakeha food,Bird food or damage to water land or sea. I think this whole draftis political and shows a total disrespect of a horse riders rights /privileges call it what you like ! ! Thesignage down there is so confusing and limiting obviously no thought has gone into it . People I have met atTuapiro while myself, family members and overseas visitors(non paying) are riding there have embraced usbeen there. We ourselves are not diseased or dying from our horses poo so why should the environmenteither. As far as giving alternative riding areas this is a total "no" as nothing can compare to our rightfulplace which is Tuapiro and the entire Tuapiro Reserve which is further insult to our intelligence .Give usback our land for the good of all New Zealanders.

Horses at Tuapiro Beach. As a former resident and ratepayer at Tuapiro I also enjoyed the pleasure ofaccessing Tuapiro beach, by foot, on horseback or walking my dogs. I find it astounding that a council whois there is provide a 'representation of the people' appears to be playing judge and executioner when it comesto removing horses from Tuapiro beach. If there have been breaches to access, fire a warning shot. Improvethe signage. I f there has been damage to the ecology or the shellfish, provide scientific proof. Representeverybody fairly and make this a consultative process, not a defend or depart mentality.

I wish to add my submission against the banning of horse's from Tuapiro beach.Growing up as a youngMaori I have grown up with horse's.I have also grown up collecting kaimoana.The majority of the time mytwo favorite things were done together,me riding to the beach collecting kaimoana and fishing.My tamarikihave ridden horse's all their lives,and many times at Tuapiro.They have lived in this rohe their whole life.Iwould like for them and their children to always grow up like I have riding with their whanau collectingkai,enjoying our beautiful Aotearoa.

I do not support banning horses from Tuapiro beach. I am a ratepayer anddog walker and very much enjoy seeing horses down at Tuapiro. There areprecious few places to walk dogs in the Western Bay and I believe even fewerplaces for horses. Why is the council not concentrating on providing moreareas for riding? It seems cyclists are well catered for. Surely it would beefficient to add horse-riding tracks to the planned cycleways? They don't needexpensive concrete paths - just a well drained track and fencing with someparking areas. A large percentage of Westren Bay residents are lifestyle blockowners and a large percentage of these have their blocks in order to keephorses. Please represent your ratepayers and allow horses on Tuapiro beachand re-open Te Puna beach.
