WE BackgoundHCATION FACILIT

" MFFF needs 820 MT of DUO 2 powder from 2016to 2030 to produce MOX fuel.

* MOX Services baseline is Wet Route (WR)processed Uranium from depleted UF 6.

" But today, the standard route for producing U0 2

Powder is now Dry Route (from DUF 6 [gas] toU0 2 by pyrohydrolysis).

_ Wet RouteiAINFACILITY

* Historical technology.

* Due to the dissolution process in nitric aciduranium conversion, the plants would have tohandle liquid effluents containing ammoniumnitrate.

° High number of chemical contaminated solidwaste (HEPA filters).

* Plants have or will shut down (PierrelateFrance).

ICATION FACILITY_

* New reference technology worldwide.

* Generate much less effluents with typically farfewer chemical constituents.

* LEU fuel business has almost entirely switchedto Dry Route (DR).

ualiflcation of Dry-Process Uranium•BRICATIONf FACILITYm E u lin LEU f uels

U.S. Experience - early 1990's

- AREVA purchased pellets from Siemens (Richland)

Transition to dry-process UO 2 was qualified extensively

0 Physical examinations of pellets, including microstructure

0 Qualification was completely "internal" - between purchaserand supplier

* No changes relative to fuel design or performance

FUEL FABRICATION FACILITYOuaiification of Dr -Process

Uranium for MOX

• At the beginning of 2009 MELOX ReferencePlant will use DR powder for producingMOX batches and to qualify the process.

" The completed switch to DR is expected inabout three years.

DR PerformanceFUEL FABRICATION FACILITY

* MELOX produced MOX fuel with DR powderin 2003.

* The fuel was irradiated in a 3-loop 900 MWreactor.- Rods have been extracted after 3 cycles : 45 Gwd/MT

- Rods have been extracted after 4 cycles : 52 Gwd/MT

* Those rods will be shipped this year to "hotcells" and results will be available in mid-2009.

Use and Qualification of DR UO,Powder for MOX

W In 2009, the following PIEs are planned:

0 3-cycle: Non-destructive examinations on one DRand on one ADU, three punctures and gas analysis.

0 4-cycle: Non-destructive examinations on one DRand on one ADU, five punctures and gas analysis, destructive examinations (metallographies anddensity measurements) on one DR rod.

Those hot cell examinations are comparablewith Oak Ridge U.S. MOX examinationprogram.

Effect on Fission Gas ReleaseICATIONt FACILITY

No MOX DR microstructure is characterized bylarger U0 2 spots, but it is a technical non-issueand the surface fraction occupied by these U0 2spots is similar to the reference fuels.

Po Similar distribution of the PuO 2 rich and coatingphase areas.

lo Fission product distribution simulation givessimilar results to the reference fuels (mainly dueto the fact that the size and distribution of the Purich agglomerates are similar).

[Same FGR behavior is expected] Page 34

Dry Route Changes for MELOXICATION FACILITY

* DR will only affect the uranium feedinghoppers.

DR will not affect the Primary Blendcharacteristics which are determined by theperformances of the Ball Mill and SievingProcesses.

* Previous mixing results in MELOX are showingthat DR U does not affect the Pu rich particlessize.

Impact for MFFF?CILIT

Switch to DR is a natural evolution. The European database (i.e.,demonstration program with 'hot cells'results) will be large and comprehensive.MFFF changes would be consistent withexisting licensing basisMay be minor editorials in processdescriptionNot switching would make MFFF divergefrom future European fuel performancedatabase.

Expectations for MFFF and Fuel Designerin US

* Follow MELOX - adopt same type of Uranium

" Qualify product by comparison to MELOX product

w Physical examinations of pellets, including microstructureand resintering data

* Use hot cell PIE data from MELOX-produced lead rods tobenchmark Fuel Performance Code Models

9ConclusionICATION% FACILITY

* MFFF must be attentive to Ref-plantsand industry evolutions.

* Expectations that the fuel performancesare not affected by the conversion routechosen for uranium.

* Data to confirm this is expected mid2009.
