Talking and texting behind the wheel continues to be a major road safety problem, but Attorney General Shirley Bond has rejected raising fines or taking away mobile phones to deal with the problem.

The tough new measures were sug-gested last week by Victoria Police Chief Jamie Graham, after an enforce-ment blitz by British Columbia police forces resulted in about 6,000 tickets being issued in February.

Graham, chair of the B.C. Association of Police Chiefs’ traffic safety committee, suggested police should also have the authority to seize a phone for 24 hours for a first offence, and for several days for repeat offences.

Graham also referred to $350 fines available for other traffic safety viola-tions. The current fine for mobile phone use while driving is $167.

“I’m certainly not considering the seizure of cell phones,” Bond said recently. “I am concerned, though, that we continue to see distracted driving in the province.”

Bond added taking away cell phones would create privacy prob-lems, and she is also not convinced increasing fines would have the desired effect.

“It’s not unlike seat belts. It took a long time for people in our province to make that a normal habit.”

B.C. imposed new Motor Vehicle Act regulations against using hand-held mobile devices in January 2010. The rules allow phones to be used with a headset and a single-button function to make calls.

With new regulations now in place, families are reminded they need to open a Registered Education Savings Plan (RESP) to access the new $1,200 BC Training and Education Savings

Grant (BCTESG). All British Columbia

children with an RESP and born on or after Jan. 1, 2007 are entitled to receive the BCTESG. To access the grant, fami-lies must open an RESP

before the child turns seven years old (or by Feb. 28, 2014, for chil-dren born in January or February 2007).

No matching or addi-tional contributions are required. Many finan-cial institutions do not charge fees to open an RESP or require mini-mum contributions and balances, so it costs nothing to access the BCTESG.

In addition to $1,200 from the province, families can also access similar RESP savings grants from the federal

government. Invested in an RESP,

the $1,200 grant will grow over time, mak-ing it easier for B.C.’s children to pursue the careers of their choice.

Having an RESP in place also makes it easi-er for grandparents and other family members to help the child save money for the future.

Each year, through its Community Volunteer Income Tax Program, the CRA links with community organiza-tions to train volunteers to complete basic tax returns. The commu-nity organizations hold tax-preparation clinics where the volunteers donate their time to help people with sim-ple-tax filing situations complete their income tax and benefit returns, free of charge.

The Insurance Corporation of British Columbia (ICBC) con-tinues to fund projects to make roads safer in the British Columbia, including the South Cariboo.

ICBC launched the safer roads program in 1989, and since then, has invested more than $110 million in road-improve-ment projects and safety studies across B.C. In 2012, ICBC invested approximately $691,000 in the North Central region and $8 million in pro-jects and safety audits across the province.

All proposed road improvement projects are assessed based on their ability to make roads safer.

The most recent evaluation of the pro-gram concluded that overall, for every dollar invested, ICBC and its customers see a return of five times the invest-ment.

The evaluation found that two years following a project’s implementa-tion, there is on average, a 20 per cent reduc-tion in severe crashes and a 12 per cent reduc-

tion in property damage crashes. Furthermore, the benefits of road improvements continue well beyond two years.

“Safe roads keep people and industry moving,” says Cariboo-Chilcotin MLA Donna Barnett.

“I am happy the ICBC safer roads program is working to ensure

safety on the roads in our region.”

In partner-ship with the Ministry of

Transportation and Infrastructure (MOTI), ICBC provided $1,000 for bus pullouts – both eastbound and west-bound on Highway 24 near Machette Lake Road.

In partnership with MOTI, ICBC provided $22,400 for 91 signs, which were upgraded with diamond grade sheeting, along Horse Lake Road.

In partnership with MOTI, ICBC con-tributed $1,000 for eight chevron signs – four each direction on Highway 97 near Meadow Lake Road.

Month, but really every month is nutrition month.

It is the time of year that we get our first glimpse of spring. It’s also the time I begin to contemplate garden-ing and the delicious things I will plant this year in my attempt to grown my own vegeta-bles.

Gardening dreams aside, I find this time of year very busy, as I jug-gle the time demands of work, school, pets, swim lessons and fam-ily time.

One of the best things I have done to save myself time, energy and money is plan weekly meals in advance. Ideally a monthly meal plan would be great, but even a week at a time

can work wonders. The first, and most

important, thing I do is brainstorm some meal ideas I know my family will like.

The brainstorm-ing phase can be fun. I ask friends, family and co-workers for their favourite recipes.

Once I have collected some great ideas, I go through them and see which ones will work. Sometimes I modify the recipes to suit our tastes, dietary prefer-ences, and needs.

Then I look at the week’s activities to see if there are any days are busier than others. I find it helps to use a crock pot on those days or make larger meals on the weekend in order to reheat leftovers throughout the week.

Another great

time-saving tip I have discovered is to double up at least two of the recipe ideas each week, preferably those that are family favourites and will freeze well.

Once I have my top five to seven recipes, it’s time to write out a gro-cery list. I start by taking inventory and going through my cupboard, pantry and fridge to see if there are any items on the grocery list I already

have or may need more of.

Once my list is com-plete, I chose a good time for shopping. I’ve learned this means not shopping when hungry. Having a healthy snack before I enter the store helps keep me focused on my list and reduces temptation to buy other food.

British Columbia’s first office of the Auditor General for Local Government (AGLG) opened its doors on Jan. 17, and Basia Ruta is the province’s first AGLG.

She was recommended by the five-member Audit Council that oversees the office. Ruta will conduct performance audits of local government operations and provide recommendations regarding economy, efficiency and effectiveness.

The opening of the office fulfils a commitment B.C. Liberal commit-ment to business groups to provide an additional level of accountability and transparency for taxpayers.

The first audits will begin by April 30. It will be up to the

AGLG to choose what local government opera-tions to focus on within the framework of the Auditor General for Local Government Act.

The AGLG will publish an annual service plan that will lay out the goals and objectives for the coming year and the following two

years. The annual service plan will

include the criteria used to determine the need for and priority of perfor-mance audits.

A day after releas-ing her government’s latest update on the BC Jobs Plan, Premier Christy Clark visited West Fraser Timber’s Williams Lake sawmill on March 22 to tout the

benefits of the plan to the Cariboo Region.

“Creating jobs requires having a plan, one that builds on strengths and capitalizes on opportunities,” Clark said. “In the Cariboo,

that means investing in the skills of our people and get-ting our lumber and our miner-als to market. I am proud to say that at the 18-month mark, our plan is working.”

Launched in September 2011, the BC Jobs Plan is gov-ernment’s strategy to grow British Columbia’s economy and create jobs. The 18-month progress report high-lights government’s

c o n t i n u e d focus on skills training and attracting for-eign trade and investment to B.C. Significant progress has already been made, with 11 of 19 tar-

gets already met at the 18-month mark, the premier added.

“The BC Jobs Plan is making a difference for people in my region and all over the province,” said Cariboo-Chilcotin MLA Donna Barnett.

Animal lovers can put the big jar of pennies they’ve been collecting to good use this spring to help animals in need.

Select BC SPCA branches across the province will be collecting donations (pre-rolled pennies preferred) until May 31.

“Many people have a jar of coins sitting in a closet or drawer in their home,” says Lorie Chortyk, BC SPCA general manager of com-munity relations. “We are so grateful to anyone who gives their pennies to help animals in their community.”

Since the Royal Canadian Mint stopped distrib-uting pennies on Feb. 4, the BC SPCA is hoping the phased out coin can make a big difference to dogs, cats, rabbits, gerbils, hamsters and more.

“Every penny counts. We rely solely on donations to improve the welfare of animals in British Columbia.”

AN OPEN LETTER TO THE CITIZENS OF

THE SOUTH CARIBOO

The South Cariboo Aquatic Society (SCAS) was incorporated in February 2008 with the mandate of providing in-

formation to the public on the need for a public aquatic centre in the South Cariboo. An aquatic centre that would

be used year round by people of all ages and athletic abilities. Not only would it provide a facility for teaching our

children water safety, teaching children and adults how to swim, but would also be used for rehabilitation, physio-

therapy and overall � tness. Our motto is that “We are not building a pool, we are building a Community.”

We began working with the Cariboo Regional District (CRD) and the District of 100 Mile House (the District) in

2009. In January of 2010, a feasibility study was completed using public input to draft a “proposed” footprint for

an aquatic centre.

The District and the CRD indicated that the recreational taxation boundaries would need to be expanded to

cover the existing recreational facilities, including the new soccer � elds, Martin Exeter Hall and Parkside Gallery,

before the building of any new recreational facilities, including an aquatic centre. It is now 2013 and the public

meetings for the boundary expansion are just being announced. This process has taken over three years, a lot

longer than SCAS was led to believe.

SCAS is truly in the middle between the public and the governments and has often taken criticism for lack of

results to date. The reality is that SCAS has received mixed messages as to what is required to get the recreation-

al boundaries amended and the time frame required. If the recreational taxation boundaries are not amended, we

run the risk of losing existing facilities and any new recreational opportunities will not even be discussed.

SCAS believes that all recreational facilities and Arts and Cultural Venues are vital in making our community a

great place to live, work and play. The more our community can offer families to thrive, the more stable, strong

and vital our community becomes.

There are public meetings being set up around our community by the CRD and the District to discuss the

changing of the recreational taxation base to include existing recreational programs currently not covered by

taxation. SCAS strongly urges everyone to attend a meeting to learn more about the changes required to maintain

our existing facilities and for the boundary changes necessary before the building of any new facilities. If the

recreational taxation boundaries need to be expanded, let’s get it done and keep our community healthy and

growing.

the proposed restructuring of the South Cariboo Recreation Area and a list of the upcoming meetings hosted by

the CRD and the District.

We are asking the public for input on whether we should continue to strive towards a public aquatic centre

The British Columbia branch of the Canadian Bar Association recently released a report calling for more judges, more court services staff, more legal aid money and more mental health services.

Kerry Simmons, Canadian Bar Association B.C. branch president, released the report at a news conference in Victoria. Simmons said the association wants to put justice issues on

the agenda for the May provincial election, and it has been received with interest by the BC Liberal Party and NDP.

The bar association, representing 6,900 B.C. judges, lawyers and law students, is seeking a long wish list of reforms, including long-standing demands for legal aid funding for family court disputes and a return to the 2005 level of staffing for provincial court judges.

The B.C. Liberal government announced the hiring of nine new judges a year ago,

and Attorney General Shirley Bond also launched a review of the court system. Geoffrey Cowper, former chair of B.C.’s Legal Services Society, was assigned to examine why the court system was getting slower despite 13,000 fewer new provincial criminal cases than it handled in 2002.

Cowper concluded the problem is partly because there are incentives for defence law-yers to delay cases, and a “culture of delay” that resists change.

“During the review there was a general

sense that judges and lawyers have their own, insulated sense of what constitutes timeliness and responsiveness.”

He also found there is an average of seven appearances by the accused in a criminal case before it goes to trial.

Asked about those problems, Simmons said there are pilot projects underway to expand the use of video conferencing in courts. Judges from out of town can preside over simpler procedures, such as bail or remand hearings.
