Program ObjectivesProgram Objectives
The program is designed to assist the NC regional and local governments in practical implementation of fiscal and administrative reforms. This includes:
• Improved public finance management and intergovernmental fiscal relations
• Improved quality of public service delivering
• Increased accountability of regional & local authorities

• Training Seminars6 training seminars delivered to the specialists of
regional and local administrations; heads and delegates of local self-governments
around 500 people trained (85% - municipal officials)
• Training of Trainers 15 regional consultants trained through the two-
week comprehensive course
• Round Table Dialogue Chief financial officers from 10 NC regions +
federal government officers + CFP experts

• developing regional and municipal finance reform programs
• drafting regional legal documents on fiscal issues
• developing formula for intergovernmental transfer allocation to municipal governments
• increasing efficiency of government spending on general education
• strategic planning incorporated to medium term budgeting

• Assistance in designing a system of indicators to monitor performance of NC governments.
• All the indicators are public and reflect legal and executive powers of regional governments.
• The system of indicators was adopted by SFD administration

• Round-table dialogue between chief financial officers from 10 NC regions + federal government officers + CFP experts (November 2007)
• Interregional training seminar for the NC municipal officials on updates of federal fiscal policy and regional best practice (May 2008)
• Shifting TA to new pilot regions (Adygheya & North Ossetia)
• Continue providing TA to the SFD Administration of Presidential Envoy
