3 Narrative “Cheat” Slide 1. Planning – This term should be used when discussing the transportation planning process, where through an analytical analysis, needs are identified and recommendations are made. Corridor studies can be done at this stage to investigate conceptual designs of alternatives and possible impacts to determine the feasibility of moving a recommendation to project development through the programming process. Data from these studies can be used in project development to supplement information required for that process. The planning activities are generally funded by federal funds that have been allocated specifically for planning and cannot be spent for project development.1.
