CERTIFICATES: ALL PROGRAMS

Issued certificates fall into two distinct classifications:

NOTE: For questions specific to course completion certificates, please contact the Course Presenter.

1. Professional Certificates

The POST Certificates Unit is responsible for issuing all Professional Certificates to qualified applicants via the application process. Applicants must be employed by a POST participating agency. The Professional Certificate certifies the applicant’s level of achievement.

2. Certificates of Course Completion

The Course Presenters issue these certificates to individuals who complete a POST-certified course. They are either mailed or presented at the training site.

POST Basic Certificate: This is the starting place for those who want to become a full-time Peace Officer. To qualify for the Basic Certificate, students attend the introductory Basic Academy Course. No prior education is required. The POST Certificate Program includes the following categories:

Basic Intermediate Advanced Supervisory Management Executive

PROCESSING TIME

In order to meet the high demand, the turn-around time for processing certificate applications (all programs) is the following:

Basic Certificate: 35 days from date of receipt

Higher Level Certificates: Minimum 2 months

EXAMPLE #1Officer Joe Friday calls Evalina in the POST Certificates Unit regarding qualifying for the Intermediate Certificate. With 6 years of service, Joe needs a minimum of 30 college units and 30 training points to qualify. Joe’s concerned because he only has 20 training points.

Joe tells Evalina that he also has 40 college semester units. Based on that, and because he only needs 30 semester units, he can apply the extra 10 semester units toward his training points. The combined points will give him the 30/30 that he needs. Evalina instructs Joe to submit his application to his Training Manager.

Because excess education units can be used on a unit-for-point basis, Joe qualifies for the Intermediate Certificate – even though he didn’t possess the necessary 30 training points initially. His combined education and training totals 60 points.

Officer Jane Smith works at a California State Agency which recruited her almost a year ago to work as a full time investigator after she graduated from a Specialized Basic academy.

She contacts Alycia in the POST Certificates Unit concerning her Specialized Basic Certificate.

REMEMBER: Only Specialized academy graduates can earn Specialized certificates from POST.

After reviewing Officer Smith’s profile, Alycia instructs her to contact her training manager and apply after she completes her minimum 12-month probation.

EXAMPLE #3

Mike receives a call from Coroner Quincy who also happens to hold dual roles as both Sheriff and Coroner with her respective county.

Mike confirms from her profile that she has completed the Coroner’s Death Investigation Course.

Since she meets all of the requirements, Coroner Quincy is eligible for the Coroner’s Management Certificate.

She possesses the regular Management Certificate but also wants the Coroner’s Management Certificate.

EXTRA TIPS

The Basic certificate requires no college units.

60 Semester units are required for the Supervisory, Management, and Executive certificates.

Only full-time Peace Officers are eligible for the Basic through Executive certificates.

For District Attorney Investigators, completion of the Investigation and Trial Prep Course is required to fulfill the basic training standard.

Excess education units may be applied towards training points on a unit-for-point basis.

RESERVE PEACE OFFICER CERTIFICATE

Eligibility:

Only Level I Reserves are eligible for this certificate.

Level II and III Reserves are NOT eligible.

EXAMPLE #4

Public Safety Dispatcher Carrie calls Lynda in the POST Certificates Unit. Carrie has worked as a dispatcher for 9 years (5 years full-time and 4 years part-time).

In addition, Carrie earned an Associate Degree from her local community college. She also received the POST Dispatcher Basic Certificate but wants to earn her Dispatcher Advanced Certificate.

Refer to PAM Section B, Regulation 1011(c).

Lynda checks the criteria in the PAM section and informs Carrie that with only 5 years of full-time Dispatcher service, she would need to have a Master’s Degree to qualify.

Lynda also lets Carrie know that without the Master’s Degree she will qualify once she has an additional 4 years of full-time dispatcher service (which meets the requirement of 9 years experience with an Associate Degree for the Advanced level).

Records Supervisor Frank contacts Paul in the POST Certificates Unit. Frank wants to know if he qualifies for the Records Supervisor Certificate. He informs Paul that he has 22 months of service in his current position.

Refer to PAM Section B, Regulation 1011(d).

After checking Frank’s profile, Paul determines that Frank completed both the 16-hour Public Records Course and the 40-hour Records Supervisor Course and meets all other requirements.

However, Paul instructs Frank that the next step is for Frank to consult with his Training Manager and then submit his application – after completing the necessary 24 months of service.

If your certificate has been lost, stolen, or destroyed, and you would like a replacement, you must submit a Request for Reissuance form.

IMPORTANT: Reissuance requires that the requested certificate was previously issued to you and is on record.

The reissuance procedure applies to ALL law enforcement and non-law enforcement professional certificates in the POST program.

#1 Q: Where can I obtain a POST Certificate Application Form?

A: You can download the fillable application (.doc) from the POST website, or, if you are employed as a peace officer, you can obtain a blank application form from your department training manager.

#2 Q: Can POST put a “rush” on applications?

A: POST will make a determination on a case-by-case basis to give priority to an application if there is a compliance issue or promotional exam involved.

#3 Q: What is needed for the Basic Certificate?

A: To request a Basic Certificate, mail the completely filled out and signed Certificate Application Form (POST 2-116) to POST. To be eligible for the POST Basic Certificate, the applicant must: Have completed the Regular Basic Course. Be currently employed as a full-time peace officer by an agency in the POST

program. Note: Applicants who are designated as a peace officer pursuant to California Penal Code § 832.4 may also apply for a POST Basic Certificate.

Have completed the department's probationary period.

#4 Q: What is the application process turn-around time?

A: The turn-around time for non-Basic Certificate applications is approximately 2 months. Processing the Basic Certificate is completed within 35 days from date of receipt of the application.

#5 Q: Are website transcripts acceptable?

A: Electronic copies are not acceptable. A printed photocopy of the applicant's official transcript or college degree must be provided.

#6 Q: If I qualify for more than one certificate, can I check more than one certificate level in Section 1 of the application?

A: Yes, you can check multiple levels.

#8 Q: Can we use the same 2 years experience for both Supervisory and Management Certificates?

A: A total of 4 years of service is required to earn both the Supervisory and the Management Certificates. See the POST Administrative Manual (PAM), Regulations 1011(10)(f), for the exact requirements.

#9 Q: Can I get a PC 832 Arrest & Firearms Course Certificate from POST?

A: The course presenter issues the certificate of course completion for this course.
