Current Business Environment

• Savannah River Nuclear Solutions LLC (SRNS) and DOE Savannah River Site (SRS)

• SRS Background

• Current Environment and Challenges

• SRS Future = Enterprise SRS

2

DOE Savannah River Site (SRS) Snapshot • 198,334 acres,

or about 310 square miles – Fourth largest DOE site in the United

States (behind Nevada Test Site, Idaho National Laboratory, and Hanford Site)

• SRS workforce: Approximately 12,000 – Prime contractor (about 58 percent) – DOE-SR and DOE-NNSA – Other contractors

• $2B Annual Site Budget SRS: Savannah River Site DOE-SR: Department of Energy-Savannah River DOE-NNSA: Department of Energy-National Nuclear Security Administration

SRNS Snapshot

• DOE Environmental Management

• Management, stabilization, and disposition of neptunium, uranium, plutonium and other nuclear materials

• Management and disposition of solid, liquid and transuranic wastes

• Receipt and management of spent fuel and other nuclear materials from other DOE sites domestic research reactors

• Savannah River National Laboratory • Excess facility demolition • Environmental remediation

• DOE National Nuclear Security Administration

• Tritium operations and extraction • Directed Stockpile Work • Recovering Helium-3

• Non-proliferation • Pit Disassembly & Conversion • Waste Solidification Building

• Uranium blending and shipping • Foreign nuclear fuel receipts

• Savannah River Site Management & Operating (M&O) Contractor • $800M Annual Budget + $400M per year for past 3 years with American Recovery &

Reinvestment Act Funding • 4,900 employees

Customers and Missions

remediation

Operations inside the Tritium Extraction Facility

TRU waste being loaded for shipment

What is a DOE M&O Contractor?

• Special type of Government Contract (Federal Acquisition Regulations Part 17.6)

• Major Business Differences of an M&O Contractor vs other Gov’t Contractors – DOE participates in M&O contractor labor relations – DOE participates in M&O contractor management controls – DOE  participates  in  M&O  contractor’s  purchasing  process – DOE finances M&O contractor with overnight funding (no Contractor

cash required) – M&O  contractor’s  accounting  system  is  integrated  with  DOE  books  of

account per DOE Accounting Handbook – DOE requires a separate corporate entity for contract performance

Evolution = SRS Site Future = Enterprise SRS

Savannah River Site (SRS) needs the functionality of a Business Management System to support the SRS tasks of cleanup, defense, and future missions of the SRS Existing Systems are -

• Costly - Mainframe Applications and Enterprise Applications estimated to cost $46 million between FY 2010 – FY 2016

• Old - Current systems are over 20 years old, have exceeded their useful life, and are based on antiquated technologies, both hardware and software.

• Not Supported – Some old hardware and software is not currently supported by the manufacturer.

• Non-Compliant - Current systems do not align to Federal Enterprise Architecture (FEA) guideline preferences

• Non-responsive – System performance degrades during periods of high use, such as monthly and year end closing

Current Environment and Challenges

Current Environment and Challenges

• Scattered – Data resides in many repositories and is not integrated. • Not Integrated – Many different systems yields many interfaces to

manage. • Customized – Many systems are customized applications.

• Systems cannot react to new, evolving, and fast changing

business needs

Current State – Early 2010
