Response: We believe we can far surpass the Enterprise Services Goals stated above. Every Subcontract installation company we use is a Small Business. Many of them are Minority, Veteran and Women owned business. The state only lists 20 total firms statewide as certified MWBE or SBE for flooring and not a single one of them is listed as a small business. There are also no firms listed as veteran owned in this directory. (omwbe.diversitycompliance.com). We will spend a great amount of time and effort encouraging and teaching the installation subcontractors statewide to get these designations. We currently use dozens of small, women, veteran and minority owned business on state projects, they just do not have the certification. With help from DES we can change that and meet all of these goals.

Enterprise Services will review the submitted inclusion plan for a genuine effort and the maximum opportunity to contribute toward Enterprise Services’ aspirational goal. Awarded bidders will meet with Enterprise Services annually regarding the inclusion plans aspirational goals and outreach efforts. Bidder commits to a make a genuine effort to achieve the proposed subcontract amounts with diverse business subcontractors as stated above. Bidder will develop a comprehensive outreach strategy that will engage Diverse Businesses registered with the state of Washington in the Washington State Electronic Business Solution (WEBS).

EXHIBIT C-3 – NON-COST RESPONSE

1. DEMONSTRATED COMPETENCE (50 POINTS). Provide a brief history of bidder’s experience in performing comparable engagements (please provide written verification indicating number of years in business, job types, sizes, etc.).

Response: Our company has engaged in direct sales of flooring to Washington state agencies, municipalities and counties for over 20 years and been in business for 50 years. We have long standing relationships with many contract users from required to discretionary users throughout the state. We have 15 locations in the state of Washington and a large distribution center with local project managers, delivery crews, installation capacity, warehouse and office staff to service this contract. We actively manage over 300 unique installations of flooring every day in the state of Washington. We have sold and installed flooring in every type of job type imaginable. All of our project managers, warehouse, sales, invoicing and installation team members specialize in their field and work in the communities they live. There is not a flooring project in the Northwest we cannot handle. We are also one of the largest accounts for all major US flooring manufactures giving us scale of pricing and breadth of product no other entity in our region can match.

2. PRODUCT OFFERINGS (50 POINTS). Describe bidder’s catalog of flooring options and how it best suits the diverse scope of commercial applications and meets the state’s varied needs. Discuss any performance and/or environmental attributes of your submittals that you feel set your product offerings apart from your competitors.

Response: We have assembled the broadest product offering available from one source on a public contract of this type. We have offered over 300 different carpet styles and over 100 resilient styles from the 11 largest manufacturers available in our industry. We have scrutinized and vetted product from Shaw, Mohawk, Tarkett, Mannington, Milliken, Interface, Forbo, Armstrong and others to bring the users of this contract the best product offering available that meets all of the states varied needs and environmental concerns at the lowest possible price throughout the region. While we vetted and shopped these manufacturer’s products we made sure that we had the best, most durable and environmentally friendly offering available. We have varying grades of every type of commercial flooring available.

Discuss your bidder’s strategies and response times for handling customer inquiries, billing, and problem resolution for this Master Contract, if awarded.

Response: Our Principal Place of Business in relation to this contract is our Western Washington Commercial Sales Branch located at 9021 S 180th St in Kent Washington. We also have large branches with showrooms and warehouses in Lacey, Tacoma, Federal Way, Silverdale, Bellevue, Seattle, Lynnwood, Burlington, Bellingham, Vancouver, Yakima, Kennewick, Spokane, Spokane Valley and a large distribution center in Kent. We have over 350 employees in the state of Washington. We have specialized team members who will be coordinating the work for this contract. They are a team of 20 full time project managers who each have between 5 and 40 years’ experience servicing state entities, local governments and nonprofit organizations. This group of employees have worked with many contracts like this, some of which include NASPO, Sourcewell, former DES held contracts, Omnia, UW WIPHE and the like. This group of flooring professionals live and work in the communities they serve. They can respond to customer request immediately. All goods and materials will be stored and shipped locally with local tradesman performing the installation. This contract will be overseen by our company C.O.O (25 years of experience) and our Commercial Sales Manager for Western Washington (36 years of experience). We also have 2 Marketing/Government Contract Specialists who assist in the marketing and use of the purchasing contracts like this that we use. Our PM’s will meet with each contract user, select material, provide a bid, manage installation and ensure billing is done properly and in a timely manner.

Our strategy to service this contract is as follows. All customer inquiries will be sent to our local assigned project managers for each area and our Marketing/Government Contract Specialists. This will allow us to insure someone from our group responds to each inquiry within one business day. We will then have a local project manager make contact with the Purchaser within three days to schedule a jobsite visit or time to view product which will occur within 14 days. The local project manager will then make sure to provide a full quote within 21 days of initial notice. Our Marketing/Government Contract Specialists monitor each inquiry and ensure we are meeting our deadlines regionally. Washington State is over 71,000 square miles with DES contract users spread all across the landscape. It would be impossible for a company with one or two service centers to manage this contract and respond in a timely manner. We are the best equipped and most experienced flooring company in our region to handle this contract.

All billing will be performed upon completion by the local branch per all state guidelines. Any problem resolution that cannot be resolved through the project manager will be resolved by the Commercial Sales Manager for Western Washington or the C.O.O. if needed.

4. INVOICING (25 POINTS). Briefly describe how bidder can effectively and timely bill Purchasers. Include your process for invoicing Purchasers as soon as possible and making corrections to invoices within 48 hours.

Response: As a company rule, we invoice our customers three days after job completion. We allow three business days to pass incase there are any last minute or after install issues that need to be

addressed. All invoicing is performed by our local branch. We have office staffs in each of our branches whose sole duty is to process our invoices, bill our customers, correct billing errors and apply payments. We process invoices for 300 flooring installations a day and countless customer pickups and deliveries.

5. CONTRACTOR RESOURCES (125 POINTS). Discuss bidder resources used in initial job consultation, product selection/site measurement, delivery, preparation, installation, material removal, and cleanup. Describe bidder’s capacity to professionally manage multiple projects simultaneously. If using subcontractors, specifically describe bidder’s processes for subcontractor onboarding, selection, and usage.

Response: We have 15 branches, a large distribution center and over 350 employees in Washington State to service this contract and its users. In each area of our state, we have specialized Commercial Project Managers who are familiar with and understand these types of contracts and jobsites. This specialized group will oversee each of these projects. They will coordinate all of the work and do all of the interfacing with our mutual customer. Upon Purchaser Inquiry our Project Managers will offer to meet the Purchaser on site, at their office or at our closest showroom. Each of our showrooms will be equipped with the product offering for this contract that can be viewed on or off site. The Project Manager will present all product options and perform all job site measures and subsequent bids. This group of Project Managers has more experience and connections in Government Agencies, Counties and Municipalities than any other group in the state. Not only can they service this contract, they can add a significant amount of use by discretionary users that have other contract vehicles to choose from.

After a bid has been produced and the Purchaser has agreed to move forward, we will use our internal structure and systems to perform this work. We have a distribution center in Kent and large Warehouses and Showrooms in each of our 15 branches in Washington. We have a large fleet of trucks and trailers of all size to move product to any jobsite anywhere in Washington. We routinely perform deliveries and product transfers between branches as a normal course of business countless times daily. We have an installation manager at each of our branches as well as additional support to help manage the installation along with our Project Manager. We will have our local staff members oversee all work to make sure the preparation, product removal, installation and cleanup are done properly. We have 35 employed installers in Washington as well as over 400 hundred installation contractors we subcontract with. Whether the installation is performed by a company employee or by a subcontracted business we oversee each job and ensure the customer is completely satisfied. We have extensive equipment to aid in the installation process like demo machines, lift systems, pumps for prepping floors etc. We routinely perform 300 unique installs per day. We call each customer to ask how the job went and if they are satisfied with our performance.

Our onboarding process for installers is very thorough. We background check each business owner for any prior wrong doings. We also thoroughly check their references. We perform installations in a variety of settings. We always use subcontract installation companies on small residential jobs for a period of time to make sure their workmanship is good and their business is trustworthy. Prevailing wage state work pays more than any other flooring installation available. We only give this work to our best, most professional and experienced crews. We have been performing installations in this area for 50 years, we have excellent quality controls.

6. RECYCLING PROGRAM (25 POINTS). Discuss bidder’s methodology for material removal, recycling, and disposal. Response: All materials will be removed per state and local guidelines. Once materials are removed, they will be returned to our local branch. We always try to recycle materials through the carpet manufacturer whenever practical and feasible. For instance, if we are selling Shaw carpet, we try to use Shaw’s recycling program. All of the manufacturers we have listed on this bid have extensive recycling programs. If the carpet manufacturer’s recycling program is not feasible or practical, we recycle anything we can through DTG Recycling Group. We have a large dumpster at our Kent facility that we fill with recyclable material and ship to DTG’s facility. We use our internal shipping to move recyclable materials to our Kent Facility for recycling. If a product is not able to be recycled, we have dumpsters at all of our locations. The goods are placed in these dumpsters and picked up by the local waste disposal company. We have demo machines, trailers and strippers to aid in product removal when needed.

7. CONTRACT RESOLUTION (25 POINTS). Briefly describe a major issue on a prior contract with similar size and scope, bidder’s approach for developing a successful solution, and the results.

Response: Several years ago, we had a carpet manufacturer who had a problem with the carpet tile backing. We had sold and installed this carpet tile in many DES managed facilities and other government institutions. The carpet tile started to grow several months after the install causing all the seams to start to peak and come up. We worked with our manufacturer partner and replaced all of these failed carpet jobs at no cost to the purchaser or the state. We inspected each job. We worked on a game plan with the purchaser to replace the carpet in the least disruptive method possible. We used lift systems to move furniture, we worked on off hours and weekends, we did everything we could to make it right. We replaced and completed every job that had a failure.
