Re-Refined Products. Re-refined lubricants must meet applicable E.P.A. product standards and must have a minimum content of re-refined base oils of 25%. Additionally, these products must meet API Service Classifications of the virgin lubricants they may be substituted for.

This is a statewide master contract for the as needed purchase of lubricants and Diesel Exhaust Fluid. Potential customers are state agencies and political subdivisions within the state. Estimates on future volumes are not available as customers may have expanded or contracted needs in the future. Previous contract sales for 2017 have been provided in Amendment #2.

Is it possible for a bidder to self-certify that their products do not contain PCB’s?

Vendors seeking Statuary Preference for PCB-Free Products & Products-In-Packaging must comply with and complete Exhibit A4. No preference will be given to bids that deviate from Exhibit A4 requirements.

Orders from customer entities will be a blend of packaging sizes including Bulk, Drums, Kegs, and Cases.

Category Five (5) has been added for Re-Refined Lubricants. Bidders are requested to use Exhibit C1 – Bid Price in bid preparations. Bar and Chain oil have been removed from the market basket list of products.

4. Addition of Category 5 – Re-Refined LubricantsCategory Five (5) has been added for Re-Refined Lubricants. Bidders are requested to use Exhibit C1 – Bid Price in bid preparations (included in revised solicitation below).

5. Revision of Category 3 - Category 3 - Lubricating Oil for Rail Engines - Marine, Power, and Drilling Rig (EMD & GE)Category 3 has been revised to request separate pricing for Land Based Deliveries and Over the Water Deliveries. Bidders are requested to use Exhibit C1 – Bid Price in bid preparations (included in revised solicitation below).

6. Section 4.4 Bid Pricing Evaluation has been revisedCategory One, Two, Four, and Five will be evaluated by adding the total prices in column H, Price before discount and multiplying it by column B, Discount Percentage to arrive at a total cost.

Category Three (3A & 3B) will be evaluated by adding the total prices in column H, Price before discount and multiplying it by column B, Discount Percentage to arrive at a total cost. DES will compile a blended cost for category 3A & 3B to make award on an all or nothing consolidated basis for Category Three as a whole.

7. Posting of revised SolicitationSolicitation has been amended to include Category 5 – Re-Refined Lubricants as well as revise Category 3 - Lubricating Oil for Rail Engines - Marine, Power, and Drilling Rig (EMD & GE).

All changes in solicitation has been highlighted in Yellow for reference. Exhibit C has been removed in its entirety and replaced by Exhibit C1.
