Although a global phenomenon, water shortages innorthern Taiwan are especially severe during thesummer. In addition to encouraging consumers toreduce water consumption, Taiwans EnvironmentalProtection Administration has collaborated withacademics and engineering professionals to adopt anadvanced wastewater treatment technology aimed atupgrading the quality of treated water in order to adhereto the targeted governmental goal of 85% waterreclamation.

For instance, concrete, rebar and steel costshave risen over 50% over the past five years,significantly affecting construction applications inmodern commercial and residential buildings.

Construction managers and engineers alsoaggressively search for economical and efficientmaterial substitutes in light of increasing laborcosts.

Global response to the disaster was immediate,with 40,000 and 30,000 housing units donatedby Canada and the United States, respectively,as well as $US 80 million dollars in relief from

Japan. Despite financial donations fromTaiwanese that were deposited in a Taipei bankaccount, on-site activities in the stricken areahave been sparse.

The inability to continuously reduce membranecosts and publicize the merits of biologicalmembrane technology over conventional

wastewater treatment methods makes itimpossible to fully promulgate this technologyand reduce environmental loading.

Given the above predicament, in addition to theinability to secure an adequate supply of allconstruction materials, engineers fail to complywith building codes and safety measures given

the inability to secure alternative constructionsupplies that are more economic and adhere toglobal standards.

Despite this relief fund account, no specificorganization has assumed responsibilityfor distributing these funds, thus tarnishingthe image of Taiwan.
