“The [highway trust] fund now provides only about $40 billion of the $50 billion or so the program needs annually, which means lawmakers have to raid general revenues to make up the shortfall. At some point Congress must summon the courage to increase the tax. Until then, it’s all patchwork.”

July 2 “New York Times” editorial: “At Last, a Transportation Bill”

“Meanwhile, we are missing one of the biggest opportunities in more than 50 years to rebuild the nation’s infrastructure and keep American industries competitive. Our roads, bridges, electricity grid, and water and sewage systems are suffering from years of underinvestment. According to a new study by Edward Alden of the Council on Foreign Relations, titled ‘Road to Nowhere: Federal Transportation Infrastructure Policy,’ the United States has fallen from having the fifth best transportation infrastructure in the world in 2002 to the 24th best today. The highway miles we drive have doubled in the past 30 years, but the total mileage of highways has barely risen — resulting in the traffic congestion so familiar to anyone behind the wheel.”

June 30 “Washington Post” op-ed: “Want to stimulate the economy? Let’s hand cash directly to the states,” by Linda J. Bilmes, a former assistant secretary of commerce, and Shelby Chodos, a former managing director of Commonwealth Capital Partners.

“The [highway/transit] bill has one other notable achievement: It’s crammed with a remarkable array of budget gimmicks voters aren’t supposed to notice.”

June 30 “Wall Street Journal” editorial: “Highway to Heaven.”

Legislative & Regulatory News

VMT Down in April, Up for Year

Travel on all U.S. roads and streets fell by 0.4 percent in April compared to the same month in 2011. April’s monthly decrease in Vehicle Miles Traveled (VMT) breaks the string of four consecutive monthly increases over the prior year dating back to December 2011. Meanwhile, cumulative travel for 2012 is up 0.9 percent through April compared to the same time last year. Drivers have logged over 939 billion miles this year through April, only 0.2 percent behind the highest January-April total set in 2007 before the effects of the economic slowdown. Overall, VMT is expected to grow in the long-term, as it had for the 21 years prior to the “Great Recession,” emphasizing the need for continued investment in the nation’s transportation infrastructure.

Unemployment Rate Shows Little Change

Employment in highway and bridge construction fell by 3.4 percent in May 2012 compared to the same month a year ago, according to the latest data from the U.S. Bureau of Labor Statistics. Construction employment showed little change in June, and little change on net since reaching a low in January 2011. The sector’s unemployment rate was 12.8 percent last month. The national unemployment rate was unchanged at 8.2 percent in June as just 80,000 jobs were added to public and private payrolls, according to the Labor Department’s monthly jobs report.

North American Surface Trade Up 8.2 Percent

The value of trade using surface transportation between the U.S., Canada, and Mexico rose 8.2 percent in April compared to the same month one year ago, according to the U.S. Bureau of Transportation Statistics. Reaching a total of $79.8

Express Memphis World Hub and witness thousands of FedEx team members working together to process more than 1.5 million packages moving daily through five different sort areas. Packages ride on 42 miles of conveyor belts designed to get each important parcel to its proper destination. While the world sleeps, the hub is electric with frenzied activity and a common goal of on-time delivery for all customers.

Kent Starwalt from our host chapter, the Tennessee Road Builders Association, has participated in the past and says: “If you ever wondered how a package can get from New York to Los Angeles by 10:00 a.m., the next day, you will not want to miss the FedEx tour. billion, the April 2012 value is 7.4 percent higher than April 2008—early in the recession—and 60.4 percent higher than the April 2009 figures—late in the recession. The value of April’s surface trade with Canada and Mexico was 70.5 percent higher than the same month a decade prior. Surface transportation includes freight movements by truck, rail, pipeline, and other modes of transportation and constitutes 86.5 percent of all trade with Canada and Mexico, while 9.8 percent is moved by vessel and 3.7 percent by air. Continued economic recovery will place further demands on the nation’s surface transportation network.

ARTBA participated in a July 2 stakeholder meeting with U.S. Department of Transportation (DOT) officials aimed at improving the current transportation project review and approval process. The meeting follows a March 28 Executive Order (EO) establishing a federal “steering committee” to accelerate project permitting as well as a blueprint for carrying out the EO. Among the concepts discussed in the meeting were ideas long-championed by ARTBA to reduce delay, such as greater coordination among federal agencies and decreasing duplicative work during the project review process. Attendees also examined provisions in the recently enacted surface transportation law that impacts the project delivery process. ARTBA will continue this dialogue with DOT as part of our comprehensive effort to reduce delay in the project delivery process.

between you and your customers, and how to stand out and move up, regardless of the economic climate.

• John Schroer, Tennessee’s transportation commissioner, who will provide a report on the state’s infrastructure plans and potential market opportunities.

• Dexter Muller, a senior vice president with the Memphis Chamber of Commerce, who will lead a discussion called “Memphis Logistics: We’ve Got the Moves.”

The convention will also feature a top-notch spouse program, and you can learn more about all of these planned activities on page 6 of this Newsline.
