1. OPENING A. Vance

The Chairman opened the meeting at 9 a.m. and welcomed everyone. See the sign-in sheet for attendance. Even noting the proxies (see item 4 b.), quorum was not achieved in accordance with API procedures. Formal decisions of the subcommittee would be subject to letter ballot.

2. REVIEW AND APPROVAL OF THE AGENDA A. Vance

The agenda (see Annex A) was approved.

3. REVIEW AND APPROVAL OF MINUTES A. Vance

a. November 2006 conference call

The minutes of the meeting held on November 29, 2006 via conference call were approved with minor modifications.

4. MEMBERSHIP AND OFFICER CHANGES P. Watkins

a. Officer Changes - None

b. Proxies – Richard Britton for Faisal Al-Shammari (Saudi Aramco) and Gary Potten for Dennis Ditrich (Jiskoot International).

c. Membership Changes – See Annex B. The membership changes were approved.

5. INFORMATION ITEMS P. Watkins

a. Status of Overdue Standards –

Ch. 11.3.2.1 (ethylene density) and Ch. 11.3.2.2 (propylene compressibility) last reaffirmed in 2002.

An ad-hoc group (chaired by Ken Elliott) will be established (or reconstituted) to review Ch. 11.3.2.1 to determine if an SR3 should be developed to revise the standard. S. Tanner and P. Kosewicz volunteered for the group. D. Arrick to approach Henry James to determine what review work had been carried out on this standard previously. Ad-hoc group to make a recommendation to WG A. Defer decision on reaffirmation until the Fall 2007 meeting.

The SC proposed to letter ballot Ch. 11.3.3.2 for reaffirmation.

b. Status of Ballots

D02 Main Committee (07-01) – the ballot did not close until April 4, 2007, so the results were not available for the API COMQ/ASTM D02.02 meeting.

c. Status of ISO Activities

ISO/TC 28/SC 3 items – ISO 3170:2004 Petroleum liquids – Manual sampling, was under ISO systematic review. The ballot will terminate on June 18, 2007.

Although minor amendments to ISO 3675 Crude petroleum and liquid petroleum products – Laboratory determination of density – Hydrometer method, and ISO 12185 Crude petroleum and petroleum products – Determination of density – Oscillating U-tube method, had been approved by ISO/TC 28/SC 3 (these amendments involved referencing the 2004 edition of Ch. 11.1 instead of the 1980 version), ISO Central Secretariat would not register the work items even though all the work had been completed (i.e. the amendments had been prepared) because experts had not been nominated by 5 P-members.

ISO/TC 28 Subcommittees 2, 3 and 6 had held a joint meeting immediately prior to the Fall 2006 API COPM meeting, and planned to meet again around the time of the Fall 2007 COPM meeting.

6. REVIEW OF COMQ WORK PRIORITIES A. Vance

The COMQ priority matrix was reviewed and amended in accordance with the discussion – see attached.

7. WORKING GROUP REPORTS

a. WG A J. Dawson

The WG A minutes are attached.

i. Density TAG Meeting Report P. Kosewicz

A special solicitation to obtain funding for a round robin was only supported by one company and therefore unsuccessful. New SRRRs implementing the Chapter 11/12 Harmonization White Paper and other technical issues are attached (see item iii).

ii. Temperature TAG Meeting Report A. Brackett

The TAG requested COPM approval of a Ch. 7 scope change at the 3/06 meeting. COPM asked for clarification. At the 3/07 meeting the group agreed that the scope for the original project justification would be used. The TAG had decided to split the current standard into 6 separate sections at their 10/10/06 meeting. The sections have been divided amongst the TAG members for simultaneous development.

iii. Meeting Items For Action By COMQ J. Dawson

1. SR3 for 9.1, 9.2, 9.3 and 9.4

It was agreed to progress the SR3s for letter ballot.

2. Approval to Revise ASTM D287 to be similar to D1298

As D287 is an ASTM stand-alone method (i.e. not joint with API), an SR3 was not required to consider revising it. It was agreed to revise ASTM D287 in line with the revisions to D1298/Ch. 9.1.

3. Addendum for Chapter 11.1 (proposed change)

API Ballot 1063 on the proposed Addendum resulted in 1 negative vote. An editorially reformatted addendum (prepared in response to resolve the negative vote) was reviewed (see attached). The SC voted 9 for, 5 against, 2 abstaining, to progress the editorially reformatted addendum for publication. An ad-hoc group was formed including Dell Vance, Peter Kosewicz, Doug Arrick, Scott Tanner, Hiren Shah and Lee Oppenheim, to review the proposed addendum and prepare a revised version for consideration by the SC.

b. WG B Sampling, Sediment & Water D. Fish

The WG B minutes are attached.

L. Oppenheim reported that an ad-hoc group had been formed to review ISO 3170 to determine whether it can be utilized as the basis for a revision to Ch. 8.1/D4057. The Group will report back to the SC at June meeting.

iii. Meeting Items For Action By COMQ F. Kittredge

Fred Kittredge asked whether a database could be managed by API Staff for automatic sampling data. Paula Watkins confirmed this was possible but it would depend on the scope of work.

8. New Business A. Vance

Ken Elliott asked if the implementation language for Ch.11.1-2004 could be extracted and made available on the COPM web page. Paula Watkins to check. Also check if the history is available on the web page.

COMQ/D02.02 considered the proposed modification to the implementation language by EI. There was no support within the SC to change the current wording and this recommendation would be forwarded to COPM.

Paula Watkins noted that ISO/DIS 15970 Natural gas — Measurement of properties — Volumetric properties: density, pressure, temperature and compression factor, was currently being balloted by ISO/TC 193. She asked that US experts interested in commenting on this document should contact her.

GPA TP-27/API Ch. 11.2.4 and GPA TP-15/API Ch. 11.2.5 had finally completed balloting within GPA Section H. A negative vote on GPA TP-15/API Ch. 11.2.5 had been withdrawn with editorial correction. The documents would now be progressed to publication.

The next meeting of COMQ/ D02.02 will be held on June 21, 2007, at the ASTM D02 meeting in Miami Beach, FL.
