COURSE REPORT (4 TH BATCH INDUCTION TRAINING) (06 TH APRIL 2017 TO 02 ND JUNE, 2017) The Fourth Batch consisting of 39 nos of ORS officers were put to 45 days Induction Training in the Institute as per direction of Govt. in Revenue and Disaster Management Deptt vide letter no. 11358 dtd. 05.04.2017. The module was designed for acquaintance by officers with different rules, laws, and regulations of Revenue Administration as well as Disaster Management. Out of 54 nos. of sponsored trainees, 39 officers have completed the Programme. Objective of the Programme :- To make the Participants aware about their roles and responsibilities in the Revenue Administration and to acquaint with different Revenue Laws. To acquaint the participants with the Criminal laws and powers and functions of Executive Magistrates and how to deal with Preventive sections of Cr.P.C. To make them aware about the other miscellaneous laws.

The Fourth Batch consisting of 39 nos of ORS officers were put to 45 days

Induction Training in the Institute as per direction of Govt. in Revenue and Disaster

Management Deptt vide letter no. 11358 dtd. 05.04.2017. The module was

designed for acquaintance by officers with different rules, laws, and regulations of

Revenue Administration as well as Disaster Management. Out of 54 nos. of

sponsored trainees, 39 officers have completed the Programme.

Objective of the Programme:-

To make the Participants aware about their roles and responsibilities in the

Revenue Administration and to

acquaint with different Revenue

Laws.

To acquaint the participants with the

Criminal laws and powers and

functions of Executive Magistrates

and how to deal with Preventive

sections of Cr.P.C.

To make them aware about the

other miscellaneous laws.

Inauguration:-

Sri Purna Chandra Das, OAS(I) J.B , Administrative officer welcomed the

dignitaries and the trainee Officers. Sri Rajkishora Sastri, OAS (I) JB, Deputy

Director and the Course Director welcomed the Trainees and briefed them on the

objectives and contents of the induction Training programme.

Sri Raghunath Mohanty, OAS (SAG), Retd. OSD-cum- Director, ROTI put

words of advice to the Trainees to be most truthful, honest in their respective

assignments.

A brief description on ROTI, its mandate and curriculum was presented after

which, the training Programme started as per the schedule.

The training was designed as hereunder.

Group Discussion

Short Video clips on Personality Development, Change of Attitude,

Leadership quality etc.

Practical Training on Plain Table & H-Tech Survey.

Resume Writing on each day of training.

The module of such 45 days training was approved by Govt. in Revenue &

DM Deptt. Vide letter no. 10913 dtd. 31.03.2017 & accordingly 45 (Working Days)

Schedule was made. The week-wise programme and details of topics covered in

the week are as follows.

WEEK - 1

In the week-1, the following Sessions were taken up,

Indian Registration Act'1908 E-Registration, Franking & E-Stamping Odisha Survey & Settlement Act. 1958 (Odisha Act, 3 of 1959) & Rules Indian Stamp Act, 1899, Court Fees Act, 1870 Odisha Special Survey & Settlement Act & Rules'2012 Orissa Mutation Manual Orissa Consolidation Of Holding & Prevention of Fragmentation of Land

Act'1972 (Odisha Act'21 of 1972) & Rules

Experienced, Retired and Senior most Guest Faculties were invited for

training sessions.

WEEK-2

The courses of week-2 started with Revenue Laws and Rules and field

training on Plain Table Survey & Hi-Tech Survey along with theory chapter.

Rule.2016. Process flow of Hi-tech Survey Operation. GCP Plan and Monumentation,

Franking system & E-stamping and its acceptability by the public.

WEEK-3

The courses of week-3 continues with field training on Hi-Tech Survey and

following topics were also taught in the week covering Revenue & Miscellaneous

Laws.

Settlement of Sairats Sources under OMMC Rules.2016 Odisha Relief Code & Basic Concepts in Disaster Management, the

Disaster Management Act. 2005 and the Odisha Disaster ManagementRules. 2010. SOP of Disaster Management and Response Mechanism.

Odisha Public Demand Recovery Act,1962/Rules Citizen Centric approach in Right to Public Services Act & Rules 2012

with Special reference to services notified by Revenue and DMDepartment.

The Hindu Succession Act. 1956. Field Training On Plain Table Survey & Theodolite Survey.

In the week, one Group Discussions on following topics were organized

among the groups formed among the trainees. For such, Thematic Experts from

among experienced officers have been invited to judge the capability of officer

trainees to make presentation and interaction from among groups.

Topic: “Why serious approach to Disaster. What was the necessity of

enacting Disaster Management Act. What is the role and responsibility of

different Govt. Departments for preparedness and mitigation of Disaster”.

the fourth week by experienced and Learned Guest Faculties both retired and in

service.

Odisha Land Reforms Act' 1960 (Odisha Act 16 of 1960)

The Odisha Govt. Land Settlement Act, 1962 (Odisha Act, 33 of 1962) &

the Rules

Overview of Odisha Estate Abolition Act 1951 / Rules - Settlement of

"Bebandobast" Cases.

Odisha Prevention of Land Encroachment Act. & Rules with reference to

case Laws and Amendments, Odisha Prohibition of Land Grabbing Act,

2015 & Rules.

Schedule Tribe & Other Traditional Forest Dwellers (Recognition of Forest

Rights) Act / Rules, 2006.

73rd Amendment of Constitution and PESA Act.

Odisha Development Authority Act. 1982 & Rules. with up to date

amendments.

The Prevention of Corruption Act, 1988, Odisha Special Court Act, 2006.

Odisha Irrigation Act, 1959 / Rules including Odisha Pani Panchayat Act

In the week, one Group Discussion on following topics was organized among

the groups formed among the trainees. For such, Thematic Experts from among

Senior Officers have been invited to judge the capability of officer trainees to

make presentation and interaction from among groups.

Topic: Hi-tech Survey is a landmark steps for quick, error-free updating

land records of the state. What are the steps for Hi-tech Survey?

WEEK- 5

During the week topic on some revenue & criminal law was taken up in the

week. Retired & Experienced Resource Persons are invited to attend the training.

System of Land Tenure and Tenancy Law in Odisha.

Overview on Criminal Procedure Code Chapter- II, IV.

Overview on Criminal Procedure Code Chapter- V & VI.

Regulation 2 of 1956.

Orissa Land Reforms Act, 1960 (Section-4, 8-A, 19, 22 23, 36, 37 & 59)

& Rules.

Rehabilitation & Resettlement Policy (Act / Rules), 2006.

Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation & Resettlement Act 2013 / Rules (RFCTLARR)

In the week, one Group Discussions on following topics were organized

among the groups formed among the trainees. For such, Thematic Experts from

among Retired & Senior Officers have been invited to judge the capability of officer

trainees to make presentation and interaction from among groups.

Topic: How Be-bandabosta status arises by operation of different Laws

during post-Independence period. How to settle all those Be-bandabosta

cases pending at different Tehasils.

WEEK-6

During the week topic on criminal law was taken up in the week. Retired &

Experienced Resource Persons from among Judicial Officers / Faculty are invited to

attend the training.

Cr.P.C Section 107-124.Overview on Civil Procedure Code Section 1 to 25, Order-V to XXIV. Transfer of Property Act, 1882. Section 144 to 148 Cr.PC Section 129 to 133 Cr.PC dealing with Unlawful Assemblies & Public

Nuisance.In the week, two Group Discussions on following topics were organized

among the groups formed among the trainees. For such, Thematic Experts from

among Retired & Senior Officers have been invited to judge the capability of officer

trainees to make presentation and interaction from among groups.

Topic: 1- “Relevancy of Prevention of Corruption Act, 1988 to prevent

corruption in public life. Can Odisha Special Court Act & Lokpal Act

supplements or strengthens the Govt. to prevent corruption in Public life”.

Topic: 2- “From history of land Revenue administration how the terminology

of Abadi, Gramakantha, Parmboke, Nazul, Khasmahal originated. What is the

procedure for settlement of those lands”.

WEEK-7

During the week topic on Revenue, Criminal Law & Miscellaneous Law was

taken up in the week. Retired & Experienced Resource Persons from among

Judicial Officers / Faculty are invited to attend the training.

Role & Responsibility of Executive Magistrates during Law & Order

Problem, Rule-621 of Police Manual & Deployment with Arm Forces.

Indian Evidence Act' 1872.

In the week, one Group Discussion on following topic was organized among

the groups formed among the trainees. For such, Thematic Experts from among

Retired & Senior Officers have been invited to judge the capability of officer trainees

to make presentation and interaction from among groups.

Group Discussion – “How do you appreciate the humane touch under

Rehabilitation and Resettlement Policy of our state and provisions made

under Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement (RFCTLARR) Act and Rules. Explain in

details”.

Week-8

The Concluding week of the Induction Training was also an exhaustive one

with the following subjects discussed.

Search & Seizure, Oath- Law for Executive Magistrate. Land Acquisition Act '1894 Election to PRI & Urban Local Bodies with Constitutional References. Challenges for an Administrator.

In the week, one Group Discussion on following topic was organized among

the groups formed among the trainees. For such, Thematic Experts from among

Retired & Senior Officers have been invited to judge the capability of officer trainees

to make presentation and interaction from among groups.

Group Discussion – “Describe in details E-Governance, Digital India, Cyber

Crime, IT Act / Rules, Disposal of e-waste, Pros & Cons, Citizen Charter”.

During the training period 09 (Nine) Group Discussions were organised

among the trainee officers.

Besides, the trainees appeared knowledge test consisting of 100 marks

which included all the important Revenue, Criminal, General & Civil laws & other

related issues taught in entire 45 working days.

The Trainees were provided with ideas on various Acts and Rules concerning

to Revenue Laws, General & Civil Laws. Experienced and learned people were

invited as Resource Persons to impart the training.

All the Trainees were being provided with Evaluation sheet to give their

feedback about the Training course and resource persons at the end of each week.

All the Trainees were provided with sufficient Training materials both in shape

of hard and soft copies in pen drive provided by the Institute.

On 02nd June, 2017, the valedictory function was organized in presence of

Director, Sri M.M.Mishra, Joint Secretary to Govt., Revenue & DM Department,

Additional Director (Accounts), Administrative Officer. All Officers inspired the

trainees with their advices. The Team leaders of the Teams of ORS officers

expressed their satisfaction on the overall conduct of the Training. The Director of

the institute encouraged the Trainees to follow the path of truthfulness, humbleness

and sincerity, and to have empathy, responsiveness towards public.

During Valedictory ceremony all the participants were awarded with certificate

of participation for training.

Group No. 4 was judged as Best team arising out of Group Discussion. The

group comprising of Prasanta Kumar Mohapatra (Team Leader), Kuntirani Naik,

Debendra Kumar Satapathy, Shyamal Kumar Das, Bansidhar Behera, Prafulla

Chandra Dakua, Premananda Urma, Kailash Chandra Tripathy, Kanhu Charan

Ghadei were awarded with Certificate to that effect.

The Joint Secretary to Govt., Revenue & DM Department extended his

gratitude to the organization as well as to the Trainees for their support,

co-operation for smooth conduct of the 08 weeks Training Programme. The

Additional Director (Accounts) of the Institute extended vote of thanks to all

concerned and with this, the 08 weeks Induction Training Programme of ORS 4th

batch came to an end.
