SUMMARY The Office of Regulation, Analysis, and Engagement, Division of Natural Gas Regulation prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the second quarter of 2020 (April through June). Sections 1 and 2 contain quarterly summary charts, tables, and a map displaying U.S. LNG exports by vessel. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 are organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience. Second Quarter 2020 Highlights The April through June months saw the lower-48 states export a total of 501.7 Bcf of LNG (including shipments of LNG in cryogenic ISO containers, not including re-exports) through the Sabine Pass LNG, Cove Point LNG, Corpus Christi, Cameron, and Freeport export facilities during the second quarter. The Countries of Destination Table shows the destinations for these 153 LNG by vessel cargos, not including ISO container shipments. The Countries of Destination Table also includes 48 smaller shipment cargos of LNG in cryogenic ISO containers to Barbados, Bahamas, and Haiti from Fort Lauderdale, Florida. U.S. imports totaled 593.1 Bcf and U.S. exports totaled 1,154.5 Bcf, resulting in net U.S. exports of 561.4 Bcf. As usual, most of the imports by pipeline came from Canada, comprising 98.1 percent of the total imports. LNG imports (truck and vessel) and U.S. imports from Mexico made up the remainder, 1.9 percent of total imports. Mexico eclipsed Canada in total natural gas by U.S. pipeline exports, with 68.4 percent going to Mexico and 31.6 percent to Canada. Total U.S. exports by pipeline equal 56.5 percent of total U.S. exports, with the remaining 43.5 percent of total U.S. exports being very small volumes of LNG trucked exports to Canada and Mexico, as well as LNG by vessel cargos (including ISO containers) to the countries listed in the Countries of Destination Table.

Second Quarter 2020 vs. First Quarter 2020 - Highlights As illustrated in the tables in Section 1, total imports decreased 20.3 percent compared to last quarter. Pipeline imports from Canada decreased by 19.4 percent, with pipeline imports from Mexico also decreasing by 79.5 percent (although from a very small initial volume base). LNG imports by vessel decreased 49.9 percent. Canadian imports by pipeline prices were down by 24.2 percent from last quarter while Mexican imports by pipeline prices were also down by 40.4 percent from last quarter. LNG import by vessel prices fell by 60.3 percent. Total U.S. exports were 1,054.5 Bcf, 21.0 percent lower than the first quarter 2020 total. A 6.6 percent decrease in U.S. exports by pipeline to Mexico which is complemented by a 21.3 percent decrease in U.S. exports by pipeline to Canada. Prices of U.S. pipeline exports to Mexico decreased by 3.3 percent with prices of U.S. pipeline exports to Canada also having decreased by 11.8 percent.

Additionally, there were 153 domestic LNG exports by vessel (not including re-exports) and 48 cargos by ISO container this quarter, with 501.7 Bcf in cargos being shipped to the countries listed in the Countries of Destination Table. Total trucked U.S. import volumes (for LNG and CNG) decreased by 7.8 percent while total trucked export volumes (for LNG and CNG) also decreased by 72.4 percent in the second quarter when compared with the first quarter 2020. Total trucked U.S. export prices (for LNG and CNG) decreased by 18.8 percent and import prices (for LNG and CNG) also decreased by 55.6 percent, compared to last quarter. Second Quarter 2020 vs. Second Quarter 2019 – Highlights Total U.S. imports were down 7.4 percent from the second quarter of 2019. Pipeline imports from Canada decreased 8.7 percent, while pipeline imports from Mexico also decreased by 25.2 percent (although from a small base), and LNG imports by vessel increased 287.6 percent. The average price of pipeline imports decreased by 3.8 percent and LNG by vessel import prices rose 69.9 percent. Trucked imports decreased 35.2 percent from last year (although from a small base), with those prices decreasing 32.3 percent. Total U.S. exports rose 8.2 percent compared to the second quarter of 2019. U.S. pipeline exports to Canada increased by 1.3 percent and U.S. pipeline exports to Mexico decreased by 0.7 percent. Total U.S trucked exports decreased by 68.8 percent. Overall, U.S. exports by pipeline remained the same while prices decreased by 29.6 percent, compared to the second quarter of 2019. Imports and Exports of LNG by Vessel LNG imports by vessel decreased 49.9 percent compared to last quarter and rose 287.6 percent compared to the second quarter of 2019. Four LNG cargos (10.9 Bcf) was imported by vessel this quarter, compared to eight cargos (21.8 Bcf) in the first quarter of 2020 and one cargos (2.8 Bcf) in the second quarter of 2019. LNG import prices by vessel were 60.3 percent lower than the last quarter and 69.1 percent lower than in the second quarter of 2019. There were 153 exports of domestically-produced LNG (not including re-exports) and 48 cargos by ISO container in this quarter (501.7 Bcf), compared to 222 by vessel and 40 by ISO container in the last quarter (719.4 Bcf) and 135 cargos by vessel and 39 by ISO container in the second quarter of 2019 (413.5 Bcf). The U.S. did not re-export any cargos of LNG in this quarter (0.0 Bcf), and re-exported two cargos of LNG in the last quarter (0.6 Bcf). The U.S. re-exported one cargo in the second quarter of 2019 (0.2 Bcf). During this quarter, 11 LNG cargos were delivered to Puerto Rico (8.6 Bcf), compared to four in the first quarter 2020 (6.1 Bcf) and seven in the second quarter of 2019 (19.2 Bcf). • In the second quarter of 2020, the U.S. imported 582.2 Bcf of natural gas by pipeline and truck.

• Nearly all imports by pipeline and truck originated in Canada, continuing a long-term trend.Mexico provided a very small 0.2 Bcf (<0.1 percent) of imports by pipeline and truck.

• Import prices averaged in the range of $1.28 per MMBtu from Mexico to $1.50 per MMBtu fromCanada.

• About 68 percent of U.S. exports by pipeline and truck of domestically-produced natural gasduring the second quarter were sent to Mexico, while about 32 percent were sent to Canada.

• Prices of exports by pipeline and truck to Mexico and Canada were $1.82 and $1.76 perMMBtu, respectively.

• U.S. LNG exports by vessel to South Korea, Spain, Japan, India, and China make up over 52 percent of U.S. LNG exports during the second quarter, with a very small volume of less than one percent being U.S. exports by ISO container to Barbados, the Bahama Islands, and Haiti.

• Prices of exports ranged from as low as $2.46 per MMBtu to Pakistan and as high as $5.58per MMBtu to Bangladesh for U.S. LNG exports by vessel in the second quarter, while the U.S.LNG exports by ISO (Barbados, Bahama Islands, and Haiti) container averaged $10 perMMBTu.

• The total volume of second quarter imports is lower than the first quarter of 2020 and lowerthan the second quarter of 2019.

• The decrease in imports from the first quarter of 2020 is due to a decrease in imports fromCanada. Imports from Mexico remained at a very low level.

• Export volumes in the second quarter of 2020 were lower than the first quarter of 2020 andhigher than the second quarter of 2019.

• Exports to Canada by pipeline and truck were lower in the second quarter of 2020 than in thefirst quarter of 2020, but they were marginally higher than the second quarter of 2019.

• Exports to Mexico by pipeline and truck in the second quarter of 2020 were lower than both thefirst quarter of 2020 as well as the second quarter of 2019.

• Exports by LNG by vessel during the second quarter of 2020 were over 30 percent lower thanthe first quarter 2020 and were also 21 percent higher than the second quarter of 2019.

• Volumes of natural gas imported under short-term authorizations during the second quartercontinued to eclipse volumes imported under long-term authorizations at all entry points, withthe exception of Calais, Maine where long-term volumes are the same volume as short-termvolumes.

• Eastport, Idaho experienced the highest volume of imports from Canada, at 33.2 percent of thetotal. Sherwood, North Dakota and Port of Morgan, Montana had the second and third largestimport volumes, accounting for 20.4 percent and 11.0 percent of the total, respectively. Thesethree points, along with Sumas, Washington, Noyes, Minnesota, and Waddington, New Yorkhandled 98.9 percent of all imports from Canada during the second quarter.

• Continuing a trend of negligible imports from Mexico in recent years, only a small volume ofnatural gas was brought into the country from Mexico, through two entry points, during thesecond quarter.

• St. Clair, Michigan continued to handle most exports by pipeline to Canada – more than 48percent for the second quarter – with Niagara Falls, New York handling 46.5 percent of thepipeline exports to Canada.

• There were also a small volume of exports to Canada under long-term authorizations in thesecond quarter through St. Clair, Michigan, Portal, North Dakota, Niagara Falls, New York, andCalais, Maine.

• The United States continued to export natural gas to Mexico through a large number of exitpoints using short-term authorizations during the second quarter. However, over 52 percent ofthe gas transited three points: Rio Grande City, Texas, Brownsville, Texas, and Roma, Texas.

• There was also a smaller volume of gas exported through long-term authorizations throughRoma, Texas.

• Rio Grande City, Texas is the largest point of export to Mexico.

• Trinidad & Tobago and Nigeria were the only suppliers of LNG to the United States in thesecond quarter.

• Elba Island, GA, Cove Point, MD, and Everett, MA, were the only three U.S. terminalsreceiving LNG during the second quarter.

• Shell NA LNG LLC, BP Energy, and Constellation LNG, LLC were the only three U.S.importers of LNG during the second quarter.
