Contrary to what one’s intuition might sug-gest, the summer months are extremelybusy ones for our central office adminis-

tration and your Board of Education. Whileour students and building-level staff enjoy afew months break from the district, there is agreat deal of planning and preparation hap-pening behind the scenes to prepare for theupcoming school year and beyond. Each yearthe summer months involve staffing assign-ments and adjustments, ordinary coursemaintenance and repair work throughout thebuildings and grounds, existing curriculummodifications and improvements, and theclosing of our fiscal books and all of the asso-ciated financial report filings. This year is noexception on any of these fronts. In addition, however, we are also focused on many excitingand positive matters this particular summerthat I will highlight below.

Dr. Markwardt and Mrs. Mills discuss thework associated with the renovation of Beach-wood High School in their respective columnselsewhere in this newsletter, and I encourageyou to read their reports to stay informedabout this process. I will simply state here howthankful your Board is for the endorsement ofpublic education in Beachwood that the com-munity offered with the passage of Issue 3 thispast May 4. We look forward to working close-ly with the Administration to achieve a reno-vated BHS that provides great value and prideto all of its constituencies.

Educational programming is beingexpanded at the Fairmount school building,in large part through a task force dedicatedto enhancing our prekindergarten programs. The preschool curriculum is being enrichedthrough the incorporation of outside edu-cational resources that will expand learningin academic areas as well as the fine arts. AnExpressive Arts Option is being incorporat-ed into the school day that will expose stu-dents to a wide array of creative activities.

The Excel TECC program for high schoolstudents preparing to enter the field of earlychildhood education is being enlarged. Anda Chinese immersion after-school programis being studied and planned for the fall. TheBoard and administration understand thestrategic importance of offering excellentprogramming for prekindergarten as a pre-cursor to supporting ongoing enrollment inthe K–12 buildings.

The district is implementing a new liter-acy series for the ’10–’11 school year that waspiloted this past school year. Final planning isunderway to allow this series to enhance thedistrict’s Balanced Literacy model that servesas the philosophical base for reading andwriting instruction within Beachwood. TheBoard heard in public session from a vastarray of teachers from Bryden and Hilltopabout the successful results of the pilot studyand their enthusiasm for full implementationbeginning in August.

Staff development is a critical element ofthe district’s strategy to ensure ongoing aca-demic excellence for our children. This sum-mer, plans are in full swing for focusingupcoming professional development on 21stCentury Skills, a model that stresses criticalthinking, communication, collaboration, andcreativity as part of the learning process.

Much is happening on the athletic sceneas well. One program of note that is receivinga great deal of attention—and will alsoenhance our commitment to the greater com-munity—is the swimming program. Look fordevelopments that will benefit students of allages while offering heightened opportunitiesfor wellness and enjoyment to area residents.

Enjoy what remains of your summer. We’ll welcome the chance to answer any ofyour questions or to see you at our meetings. And, as always, we look forward to welcom-ing your children and grandchildren back toschool shortly.

The 2010–2011 school year will be a busy time of plan-ning for the renovation/reconstruction of Beachwood HighSchool. This ambitious project was made possible by thegenerous support Beachwood residents demonstrated by thepassage of Issue 3 on May 4, 2010.

The final result of the Beachwood High School renova-tion will be a modern state-of-the-art building that reflectsthe outstanding quality of its educational programs. It willhave greatly enhanced academic space designed to accom-modate the learning activities and technology necessary intoday’s classrooms. A new library/media center and class-rooms that meet the size recommendation of the OhioSchool Facilities Commission will be constructed to replacethose currently housed in the oldest portion of the building.

rate public issuers. The district’s

credit rating was confirmed in

July 2010 as Aaa, the highest

credit rating available. There are

only 10 districts in the State who

have the Aaa rating.

At the same time the com-

munity was passing the $30 mil-

lion issue in May, there were

additional stimulus funds made available for bona fide school

construction projects. The district submitted a $30 million dollar

application to participate and was recently notified that it

received an $11,260,000 allocation, which would allow the dis-

trict to borrow this portion of the $30 million interest free over

15 years. This will result in an estimated savings of $4.2 million

in interest costs. The remaining $18,740,000 will be funded

through Build America Bonds (another federal stimulus pro-

gram), and through tax-exempt financing.

The district will have to obtain another rating from Moody’s

before it can issue its debt. It is anticipated that the district will

be selling bonds in early to mid-August 2010. Many taxpayers

have inquired if they will be able to purchase any of these bonds.

The district will set aside a portion of the bonds for individual

taxpayers to purchase. Details about how and when to purchase

will be forthcoming.

Thank you for your support of our district and its students.

It has been a long-standing legacy for this community to support

public education.

Treasurer’s Column

3

The community passed a 2.5 mill, $30 million bond issue to

finance the high school improvement/renovation project. Passage

rate was over 71%, thanks to the tireless efforts of the levy com-

mittee, board of education members, administration, staff, and

students. The project will take approximately 3½ years to com-

plete. Construction will not begin until the summer of 2011 as

the balance of this year will be spent finalizing the design of the

building. Contract specifications must be prepared as well as bid-

ding and awarding those contracts.

It’s an exciting time to finance a school construction project.

While the general economy is still sluggish, the district was able

to take advantage of federal stimulus dollars designed to help fuel

economic recovery with major benefits to our taxpayers.

Last summer the district applied for federal stimulus funds

in the form of Qualified School Construction Bonds (QSCBs) for

energy conservation related projects at the high school. The dis-

trict was awarded an allocation of $5,650,000, which allowed the

district to borrow these funds at zero percent interest, saving the

district more than $1 million in interest costs. The allocation did

not raise taxes, as the district borrowed the funds against its per-

manent improvement levy to be repaid over 10 years.

When a person borrows money for a major purpose such as a

home or a car, an individual has his/her credit checked and pays

interest rates according to their credit rating. The school district is

no different. When the school borrows money for a major pur-

chase (such as renovating the high school), the district must also

obtain a credit rating. The district is rated by Moody’s Investors

Service, Inc., one of three credit rating agencies in the country to

conditioning, and electrical systems—will be modernized andimproved. The results of that process, coupled with new windowsand modern insulation, will greatly enhance the building’s energyefficiency.

Safety issues are also an important part of the buildingredesign. The renovated building will incorporate features that wel-come visitors to the school in a manner that minimizes direct stu-dent contact and disruption of the educational process. Fine Artswill benefit by the construction of new classrooms and practiceareas adjacent to the existing auditorium.

Physical Education and wellness efforts will be strengthened bythe incorporation of a new auxiliary gym, wrestling room, multi-purpose (dance, yoga, exercise, etc.) room, and locker rooms thatwill supplant the old North gym, which is slated for demolition aspart of the renovation process.

A new community room, remodeled cafeteria and Bistro, andupgraded pool facilities will continue to provide activities and asource of pride to Beachwood residents. It is important that the

Michele MillsTreasurer

community maintain an active presence in its high school. One of the benefits gained by undertaking this project at the

present time is the availability of low-interest funding. As TreasurerMichele Mills details in her column, nearly half of the dollars nec-essary to complete this project are being obtained at zero percentinterest.

Construction and physical renovation of the existing plant willbegin in June 2011. The project will be completed in the summer of2013. In preparation, the district will be involved in the designdevelopment, bidding, and contracting phase during the upcomingschool year. This is the period when concepts are translated intoplans and blueprints.

As superintendent, I am honored to be a part of this project toperpetuate Beachwood’s legacy of educational excellence. Passage ofthe May 4 bond issue was a tangible example of this community’ssense of responsibility toward its children. It is a sentiment that Ihave never seen matched to the same degree in another district.Thank you.

Excerpt from Lauren Wyman’sgraduation speech

You know how

Galileo came up with

the theory of inertia?

He took two planks,

set them up at 45

degree angles and

rolled a ball from the

top of one to the

same point on the

other. Then he

adjusted the angle of the second to 40 degrees, did

the same thing, then 35, then 30 until he came

close to 0 degrees—and the ball was still rolling

back and forth. Maybe that’s how I am—I’ve

been rolling back and forth in Beachwood for over

a decade, hanging with people who give me

cupcakes and “cutsies” in line and birthday signs

on my locker—and now that final plank is being

taken away and I’m going to roll off into the

distance to a place where I didn’t grow up, where I

didn’t ride the yellow bus, where I didn’t go to the

library with my kindergarten class. But my

momentum will carry me forth—my memories,

my experiences, my entire life up to this point

provides my movement and I’ll keep going and

going…So I guess that by graduating, we’re not

stopping our motions. We, like Galileo, are rather

diverting into another direction. And we have

Beachwood to thank for that direction—

whatever it is.

“Residents should think of each other as dominoes,a chain reaction, if a few residents begin to promoteenvironmental sustainability in their household then itcould set off the chain reaction of many householdsperforming these activities. Many people doing theseactivities can set off the chain reaction of thecommunity coming together to do bigger activities topromote Beachwood’s environmental sustainability.”

Who thought that a musicfestival could change a child’sfuture? Five Beachwood HighSchool seniors organized theCleveland 20/20 Music Festivalduring the Memorial Day Rib Cook-Off at the Tower City Amphitheater. The festival doubled as a college andcareer fair to reverse the “braindrain” in Cleveland by opening upexcellent educational, internship, and career opportunities. Nationallyrenowned bands Rusted Root andmoe., as well as the winners of the2010 Tri-C High School Rock Off,highlighted the entertainment.

Foreign DelegationsIn March, more than two dozen students from Takatori High School in Japan spent a

week in Cleveland with students from Beachwood High School as part of a week-long jointAsian Studies program with Shaker Heights High School. Students from both parts of theworld spent the week studying each other’s history, culture, politics, and economy.

In early April, Beachwood hosted a group of German political figures who were in theU.S. to study U.S. political, social, and economic issues. The visit was arranged by the U.S.State Department in Washington, D.C., a representative of which recommended Beach-wood as the Cleveland-area school to visit. Members of the Beachwood community includ-ed Superintendent Dr. Richard Markwardt, Beachwood Schools Treasurer Michele Mills,Mayor Merle Gorden, Beachwood Director of Economic Development Vince Adamus,Chamber of Commerce CEO Wayne Lawrence, Chamber of Commerce President BillMann, and Beachwood Board of Education member Mitch Luxenburg. The groups werejoined at the Board of Education office by BMS Principal Linda LoGalbo, BMS teacherGarth Holman, BHS Principal Bob Hardis, and BHS teacher Greg Perry. Collectively, this group of community members and educators provided a concise definition of thequalities that comprise Beachwood’s Golden Triangle of cooperation between the City, theChamber, and the Schools.
