WEEE collective systems in Czech Republic
Czech law philosophy – one system for historical waste for one
category. Main reasons:
- elimination of costs for separate financial management
- equal conditions for all producers
Producers from the categories 1-7 have been preparing for legislation
enactment since 2002 and conformed the funding of return to this
philosophy
Takeback obligation of own brands for the producers of cooling and
lamps since 2003
The Czech Republic adopted the Directive 2002/96/EC by the fixed
WEEE collective systems in Czech Republic
Non-profit company (a joint-stock company with stocks not negotiable
in public)
Equal property share of all founding companies
Collective system based, owned, managed, and controlled by
producers of electric equipmentAssumption of collective system participants´ obligations resulting
from the amendment of Act no. 185/2001 Coll., as amended (s.
37h(1)(c))
Equal conditions for founding companies as well as the other
participants of the collective system
Separation of logistic and recycling processes – cross-checking
Visible fee to historic electric equipments and its up-dating
Transparency of all activities of the collective system
Engagement of logistic and recycling companies into the system
exclusively in the form of competitive bidding
High degree of data security ( ISO 9001, 14001 and 27001)

• Current in force: Directive 2002/96/EC of the European
Parliament and of the Council of 27 January 2003 on WEEE
• Future in force: Directive 2012/19/EU of the European Parliament
and of the Council of 04 July 2012 on WEEE
• Transposition into national legislation by 14 February 2014
Collection targets:
• 4kg per capita until 31 December 2015 (CZ is achieving
since 2008)
• 45 % of the average weight of EEE placed on the market
in the three preceding years from 2016
• 85% of WEEE generated from 2019 onwards

Equal conditions for financing for all producers in the market
Separated financing for historic and new WEEE
Base = visible fees for historic equipmentPossibility to show visible contributions by 2013, and/or by
2015
Financing of new equipment by separate, invisibly shown fees
Creation of blocked provisions from contributions for historic and new electric equipment so that no producer is going to bear a burden for a bankrupt producer or producer that leaves Czech market in future

in 2012 we recycled 878 tonnes of portable batteries, out of this we extracted 556 mostly metal raw materials (Pb, Zn, Mn, Ni, Co)
