Ask people to join us for what we are doing and can do in serving our fellow man. I know your year is off to a great start, because when you help others the way Ruritans do, it has to be great! We have a lot of exciting things happen-ing this year in Ruritan that should help your desire to grow our organization.

First, let’s talk about growth. We spend too much time telling each other that we are getting old and not enough time telling our neighbors all the good we are doing in the community. As I travel, I find that our clubs do a ton of things in the community,

but the community does not know we do these things. We need to share with others what we do.

We have a great story. “Let’s tell it”!

I go to meetings and hear com-ments like, “This is the best thing I have ever done!”

“You should have seen the joy we brought today!”

“It feels so good to give my time to help others!”

These type of comments could come from any-one in your community or a new community, if we would just let people know. Let’s sell it! People want an opportunity to give of their time to help others because of the “warm fuzzy” feeling they get after helping. Ask people to join us for what we are doing and can do in serving our fellow man.

Ruritan National has temporarily assigned some committees to work on areas needed for growth, both at the club level and the club development level.

Dear Fellow Ruritans,Your Foundation has completed another successful year under the leadership of President

Richard Keener. We acknowledge with appreciation the dedicated work of the Foundation Trustee Board and extend our thanks to Mike Chrisley and his entire staff for handling all of the detail work of the Foundation.

The Ruritan National Convention which was recently held in Knoxville, TN was enjoyed by all. The delegates elected David Freshly of Ohio as our newest Trustee to serve for the next five years. The Foundation received $8,865.00 from the silent and live auctions, $2,905.02 from special donations, and $1,400.05 for the Operation We Care program for a total received by the Foundation of $13,170.07. Our thanks go to those who brought items for both auctions and special thanks to those who made purchases. There were many Ruritans and friends who spent hour after hour volunteering time assisting with the auctions. Thanks to all for a job well done!

The Foundation has 406 clubs who are qualified to participate in the 2011 Build Your Dollar scholarship program. In January 2011, each of these clubs received a packet of student application forms to be completed and returned to the Foundation Office by April 1, 2011. The Trustees will be meeting during April to award all scholarships being granted for the current year of 2011.

For those clubs desiring to participate in the 2012 Build Your Dollar scholarship program now is the time to send your $300 qualifying deposit to the Foundation Office. These funds along with a statement indicating the purpose of your check must be received by September 1, 2011.

During our fiscal year which ended September 30, 2010, the Foundation received $138,852.22 in donations which is a slight reduction from the previous year. As part of the donation total our new fund raising program, “$$$Million Dollar Club$$$” or “Brother/Sister Can You Spare Me A Dime?” contributed over $20,000. This is a good start for a new program and we are looking forward to additional participants joining in this our second year of the program. Remember, if every Ruritan elected to participate in the program the Foundation would receive over one million dollars ($1,000,000) in donations. Just think, for as little as ten cents ($0.10) a day, how many more deserving students could be reached with a scholarship grant. Please complete and forward the coupon found in this newsletter (page 7) with your “Dime A Day” donations.

Your Operation We Care program received donations during 2010, along with earned income, totaling $15,382.19, while requests for disaster assistance totaled $22,000 which were made in the Selmer, TN and the Windsor, NC areas. Clubs are encouraged to include the OWC in their budget each year.

Mark your calendars now reserving September 23-25, 2011 for our Foundation Fellowship Weekend to be held at the Holiday Inn Koger Conference Center in Richmond, VA. The room rate is $95 for single to quad occupancy including two breakfast buffet coupons per day per room. Reservations may be made by calling 804-379-3800 or toll free 800-379-1034 and be sure to advise the clerk that you are attending the Foundation Fellowship Weekend. The registration forms will be available at a later date.

Be sure to include the Foundation’s OWC and Scholarship programs in your club’s budget. Thanks for your past, present and future support of the Ruritan National Foundation. Remember all personal donations are tax deductible under our 501(c)(3) designation by the IRS.Serving the Foundation,

The story goes that Jayson Duncan (then National Vice President) was approached at the 2010 Foundation Fellowship weekend with a question: “Who is going to be in charge of your convention in Raleigh in 2012?”

When Jayson replied that he’d asked Past National Presidents Gary Taylor and Jimmy Bristow to share those duties, the questioner grinned and nodded. “Well, you know THAT will be fun!”

Duncan, now National President, and his co-chairs Taylor and Bristow joined forces on stage in Knoxville in January with Raleigh representative Julie Brakenbury to introduce the “fun” theme for the next national gathering.

What will YOu find at the 2012 National Convention in Raleigh – here are just a few ideas:1. You will have increased chances for quality

education – giving you practical information you can put to use right away back home in your club.

2. We’ll have an expanded Share-A-Thon – bring ideas to share and take ideas home, learning what works best from each other.

3. There will be a game room open in the evenings for fellowship, snacks, and FuN. We will have corn-hole toss, card games, dominoes, and more. We know you come to the

convention for great fellowship – so in Raleigh there will be lots of time to enjoy what you love best – each other!

4. And, last but definitely not least, there will be community service! You will have opportunities for service to the thousands of u.S. service men and women who call North Carolina home. The local uSO chapter is already on board. We will be collecting items for their service centers at local airports. Watch future RuRITAN magazines for details.

Clubs invited to Participate in Food Drive on Founders’ Day, May 21

Ruritan would like to encourage all clubs to participate in an orga-nization wide day of service on May 21, 2011 by conducting a food drive for your local food bank. Last year we collected nearly 50,000 pounds of food and raised almost $10,000. The date of the food drive is MAY 21 and is built around the date Ruritan was formed. Clubs may set up a collection point for food delivery, have members available to receive the food, and to publicize this event to your members and local community. Your club decides which local food bank gets the col-lected food. Ruritan National would like to keep a master list of clubs planning to participate in 2011. If your club is interested please e-mail [email protected] or call toll free at 877-787-8727 to be added to the list.

Ruritan will have two convention host hotels in Raleigh. The Raleigh Marriott City Center is physically closer to the convention center and offers underground access so that attendees registered at the Marriott will not have to venture outside to get to the activities at the Raleigh Convention Center. The Sheraton Raleigh Hotel is located across the street from the Convention Center – but also offers covered access through an underground parking lot so you never have to step outside or need an umbrella. However, the underground access is not handicapped accessible. Most of our hospitality suites will be located in the Sheraton and some evening activities will also take place in the Sheraton.

Rooms in the Sheraton have a base rate of $99 per night while rooms at the Marriott have a base rate of $105 per night. Taxes and fees apply to both hotel base rates. We have approximately 250 rooms blocked in each hotel for peak nights.

Ruritans should Observe Harassment PolicyRuritan National is a diverse organization. We

have all types of members and we serve all sectors of the community. It is important that all Ruritan leaders and Ruritan club members observe the Ruritan policy on harassment as they conduct their day-to-day dealings with each other and the general public.

Ruritan is committed to providing an environment that is free of discrimination and unlawful harassment. Actions, words, jokes or comments based on an individual’s sex, race, national origin or

ethnicity, age, weight, disability, religion or any other legally protected characteristic will not be tolerated. As an example, sexual harassment (both overt and subtle) is a form of misconduct that is demeaning to another person, undermines the integrity of the organization, and is strictly prohibited.

Sexual harassment specifically occurs when supervisors, co-workers, or Ruritan volunteers: make unwelcome advances, make abusive physical contact, make repeated comments or gestures of a sexual nature, or create a hostile or intimidating

environment.This policy does not intend

to: discourage invitations to social events, discourage appropriate comments on personal appearance, or discourage innocent activities. Employees and volunteers are expected to use good judgement and to avoid even the appearance of sexual impropriety in all interactions with employees and volunteers.

Child abuse and Protection PolicyThe Ruritan National Board of Directors has approved a Child Abuse and Protection Policy that all clubs,

zones and districts should be familiar with.One mission of Ruritan is to create a supportive learning environment for youth - an environment

that enables them to reach their fullest potential as capable, competent and caring citizens. The Youth Protection Policy represents a code of ethics, which all Ruritans are expected to observe. Its purpose is to protect the safety and well being of all youth, whether participants in Ruritan sponsored functions, or club members and adult Ruritan club members.

All Ruritans who work closely with youth, defined in this document as anyone under 18 years of age, have the potential to profoundly affect the well being of the youth with whom they come in contact. In addition to providing safe and appropriate environments, Ruritans must also be positive role models focusing on how they communicate with youth, their methods of discipline and problem solving, and how sensitive they are to the individual needs of all young people. The responsibility for the well being of these youth lies with each and every one of us. The Ruritan National Youth Protection policy is designed to help Ruritan Clubs conduct safe and successful community service activities aimed at our youth.

This policy provides an opportunity for all adults working in Ruritan youth programs to: ♦ Protect youth and all program

participants.

♦ Detect and change situations that may be harmful.

♦ Reaffirm their dedication to youth and their well being.

♦ Establish and follow policies that create safe environments for all youth program participants.

In summary the complete policy notes that one-on-one situations of an adult with a child should be avoided as reasonably feasible. Avoid potential child abuse issues by having at least three people present at all times. The purpose is to provide a safe and caring environment in all aspects of the Ruritan program, and to protect members from situations where there is potential for being accused of abuse. It is recognized that there will be occasions where one-on-one situations are unavoidable. All Ruritans, should, whenever possible, avoid such situations with youth.

Specifics of the policy can be found on the Ruritan National website. On that same site can be found “The Three Rs of Youth Protection” and a consent form for using youth in photographs for publication. You may also request these documents through Ruritan Service at [email protected] or by calling toll free 877-787-8727 ext 13.

All persons intending to run as a candidate for a Ruritan National Officer, National Board of Directors, and National Foundation Trustee must send a letter of official notification to: Michael Chrisley, Executive Director, P.O. After receiving this official notification, the Ruritan National Office will forward the candidate a packet of candidate material including a biographical information form, which must be completed and returned to the Ruritan National Office along with a photograph (color or black and white).

A candidate for Ruritan National Officer, National Director, or National Foundation Trustee may have his/her biographical information printed in only one regular issue of the RuRITAN magazine each year:

1. In the fall issue of RuRITAN if the envelope containing the information is received by the Ruritan National Office postmarked no later than July 1

2. In the winter issue of RuRITAN if the envelope containing the information is received by the Ruritan National Office postmarked no later than October 1.

Send Youth Ages 9-19 to the 2011 ConferenceThe 2011 Ruritan Youth Conference dates have

been set for July 15-17. Once again the event will be held at the W. E. Skelton 4-H Educational Center at Smith Mountain Lake in the Blue Ridge Mountains of Virginia. Please start planning to send as many young people as possible to this year’s conference.

Attendees do not have to be Ruritans or Ruri-Teens to attend. The conference fee will be $135. Registration forms are available below and on the Ruritan website.

This could be a good recruiting tool to introduce young people to Ruritan. Several young people became interested in Ruritan after attending last year’s conference.

The camp can only house 300 youth along with their adult counselors, so get your young people signed up early. (2) Health History Forms which includes medications, health and medical history, (all required for adults or youth) and the 4-H participant media release (parent or guardian signs for all youth).

(3) Equine waiver will need to be completed by anyone wishing to ride a horse – no exceptions. The form must be signed by parent or guardian for the youth attendee, and the adults attending the conference must also sign this form if they wish to ride a horse.

(4) The Virginia 4-H Standardized Code of Conduct for 4-H Programs/Events must be signed by two individuals (the youth attendee and the parent/guardian).

(5) The Standards of Behavior Policy for Virginia 4-H Volunteers must be signed by adults only (all adults attending the conference whether a guest or a counselor). All adults attending the conference must complete on-line training. Information to access the training will be provided if requested.

Space for the conference will be available on a first-come, first-serve basis. The deadline for registration and payment of $135 per person will be due no later than June 21.

u.S. Military personnel who are also Ruritans and who might be unable to attend regular meetings should not be counted as absent, according to the Ruritan National Board of Directors.

If your club has a member currently serving in active duty, your club secretary should count him or her as “present” at meetings so that his or her absence doesn’t penalize the member or cause the club to fall short on attendance percentages.

The Board cited the National Constitutional provi-sion for using “four hours of community service” as the equivalent of a make-up meeting -- a substitu-tion that members of the u.S. Military are surely qualified to use.

2011 Summer Leadership Conference

Conference Reduced to a two-Day/One-night eventAll 2011 Ruritan district lieutenant governors

should plan to attend the 2011 Summer Leadership Conference in Dublin, VA at New River Community College on Friday, June 17 and Saturday, June 18 (estimated adjournment at after lunch). Activities get started Friday, June 17, beginning at 1 p.m. with registration at the Ruritan National Office.

In consideration of at-tendees need to limit time away from their homes and work responsibilities, an effort has been made this year to condense the three-day session into two days – in most cases only requiring one night’s hotel lodging – Friday night. With the first day’s ses-sions starting at 4 p.m. Friday and the conference ending with lunch on Saturday, Ruritan leaders in most districts will require only a two-day commit-ment to participate in the conference.

The sessions will start and 4 p.m. at the college with spouses invited to join the attendees for an evening meal and general sessions that will con-tinue into the evening. The Saturday sessions will end with lunch.

The conference will focus on the theme: Fresh Ideas Start Here (FISH) and will encourage new ways of looking at the challenges facing Ruritan today; in other words “thinking outside the bowl.

Other members of the district cabinets are also invited to attend this conference for a small fee.

Information on the conference content and cost will be sent to district governors later.

The conference brings Ruritan leaders together to discuss concerns and plan for the future of the organization. Attendees will also learn the latest in-formation about Ruritan programs and procedures.

2011 district governors are also invited to attend this training with the stipula-tion that expenses will be reimbursed for the lodging cost of one person and one travel per district, plus food. Allowances will be made for distance and gender related exceptions.

District officers should also note that 2011 dis-trict lieutenant governors (according to policy, only if you become the incom-

ing district governor for 2012) and the 2011 district governors will be paid ½ of their expenses to the 2012 National Convention in Raleigh, NC provided the following criteria is met:

* They attend the June 2011 Summer Leadership Conference (unless excused in writing by National President);

* They attend Governors’ Training at the 2012 National Convention;

* They attend substantially all meetings at the 2012 National Convention;

* Forms R-35 and R-36 are received by Ruritan National no later than October 31, 2011, and

* Expense vouchers are submitted within 90 days after the 2012 Convention.

Lodging rooms have been blocked for this conference at the Dublin Sleep Inn, telephone number 540-674-4099. The cost of a regular room is $55 inclusive of tax. If you would pre-fer a suite, the cost is $62.70 inclusive of tax. Ruritan National will not reimburse the addi-tional cost for a suite. The insurance certificate request form is available on the next page or you can download a fillable form on the Ruritan website. The certificate request will be processed through Carol Rohde. It is very important that you allow TWO WEEKS to receive your completed certificate. Failing to allow that two weeks may result in not getting the certificate you need.

Several things you need to know about our General Liability Insurance coverage:• Liability Insurance is essentially to protect your club against lawsuits.• Ruritan tries to serve its members and clubs with the best possible insurance benefits at the lowest possible cost.• The policy also includes a duty to defend clause meaning that the insurance company will defend you in a lawsuit if your club is sued for a covered event.• Covered events include functions normal to Ruritan meetings, community service and fund-raising such as concession stands, food sales, raffles, events where food is served, Christmas tree sales, arts and crafts shows, auctions, sale of items of a non hazardous nature, highway litter pick up, community plays, and highway coffee breaks and rest stops. This is not a com-plete list and other events may be covered. The club should contact our insurance provider prior to each event to insure that coverage is included for that event.• The liability insurance coverage costs less than $3.00 per Ruritan member. This is very rea-sonable for the protection it provides.• Coverage is $1,000,000 per occurrence.• There is no aggregate limit (Ruritan could have several lawsuits at the same time).• Every year Ruritan has claims on its liability coverage.• The coverage does include a medical coverage clause but only for non-members (medical coverage for 30,000+ members would be cost prohibitive). Paying medical costs for a non-member in a claim may reduce or eliminate the possibility of a lawsuit.• The coverage does not cover buildings that are owned, leased or used by clubs. If your club has a building it should purchase building coverage separately that includes fire, liability, etc.• Other exclusions include: fireworks displays, recreational vehicles including aircraft or hot air balloons, air shows, motorized vehicles, motorcycles, watercraft, power boats, amusement de-vices, bungee jumps, dunk tanks, haunted houses or forests, animals, hard rock/heavy metal/hip-hop/and or rap concerts, roof repair, shooting sports, illegal acts, intentional acts.

This is not a complete list and other events may be covered. The club should contact the insurance pro-vider prior to each event to insure that coverage is included for that event. All questions concerning coverage or exclusions, or requests for certificates of insurance should be directed to Ruritan’s agent listed above.

Ruritan members have been responding well to a change in the design of the RuRITAN magazine over the past several years. At the direction of the Publications Committee - the last half of the magazine is being devoted to club news, organized by districts. An effort is being made to include news from every district provided news is sent in by clubs in the district.

Send club news and pictures to the RuRITAN magazine so the rest of Ruritan will know what you are doing. Your news item should be typed or written neatly. Include information on who, what, when, where, why and how your event was held. Send or e-mail original photographs as separate documents – not embedded in text file. Digital pictures should be high resolution – approximately 300 dpi.

Pictures from newspaper clippings are not advised. They do not scan well and there may be an issue concerning proper permission to reprint the photo. Make sure you identify who is in the picture with their titles where appropriate (president, district governor, etc.). Please provide your name, e-mail address and/or telephone number in case there are any questions.

Founders’ Day weekend a time for Ruritans to Celebrate their 83rd anniversary

May 20-22, 2011 in Holland VaHighlights of the weekend • Friday, May 20, 2011 – Golf at Nansemond River Golf Club,

Suffolk, VA. The format is Florida best ball. Practice begins at 11 a.m. with a shotgun start at 1 p.m. A buffet dinner is included.

• Those who don’t golf can spend Friday shopping or visiting antique shops in the area.

• Saturday wreath-laying ceremony at 9:45 a.m. to celebrate the founding of Ruritan in 1928. Parade at 11:00 a.m. followed by a BBQ/Chicken Cook-off and afternoon entertainment.

• Saturday evening dinner in the Holland Ruritan Club at 5:00 p.m. followed by special entertainment.

every Club Must File iRs 990 in 2011Every year small tax-exempt organizations like

Ruritan clubs, that previously were not required to file returns, are now required to file an annual electronic notice, Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990-EZ. Most Ruritan clubs had experience filing this report in May 2008 and again in May 2009 and 2010. Of particular concern, however are the clubs that did NOT file any form of the IRS 990 last year. Organizations that do not file the notice for three years will lose their tax-exempt status. also of note this year is that the threshold for gross receipts has been increased to $50,000 (prior to 2010 it was $25,000.)

Clubs whose gross receipts are over $100,000 will still need to file the IRS Form 990. Clubs whose gross receipts are over $50,000 a year and under $100,000 will still need to file the IRS Form 990 EZ. However, clubs whose gross receipts fell below $50,000 were not required to file any form of the 990 with the IRS prior to 2006.

With the enactment of the Pension Protection Act of 2006 (PPA), these small tax-exempt organizations will now be required to file electronically Form 990-N, also known as the e-Postcard, with the IRS annually. According to the IRS, the form should be filed by the fifteenth day of the fifth month after the close of your tax year (for most Ruritan clubs that will be May 15th).

This electronic postcard form of the 990 can ONLY be filed on line – so every Ruritan club will be required to find someone who has internet access to assist them with this filing. There will be no software required other than an internet connection and there is no charge to file the form. This does NOT mean your clubs will have to pay taxes, however clubs who fail to file the 990-N for three years in a row will lose their tax exempt status.

Clubs preparing to go online to file the 990-N should have the following information at hand: Name of their organization; Any other name the organization uses; mailing address; website address if the club has a

website; the club’s EIN (see NOTE below); name and address of club president (principal officer); and the club’s tax period (which will be January 1 through December 31 unless the club has officially changed its accounting period with the IRS).

The person filling out the form will need to be able to state that the club’s gross receipts are still normally $25,000 or less. The club should also file the form to notify the IRS if it is disbanding.

nOte: Almost every Ruritan club over a year old has an EIN number. If you don’t know what your club’s EIN number is – call Ruritan National toll free at 877-787-8727 and the staff will be happy to provide that information.

After the on line form is completed you will get an e-mail confirming the information. If for some reason your computer’s firewall security prevents you from going from the IRS site to the 990 N site you can go directly there at by using http://epostcard.form990.org. In either case you will have to set up an account before filing.

Ruritan adopts Points incentive ProgramFrequent shopper points systems – we’ve all seen them. Look at practically anyone’s set of keys and you will

see at least one bar coded tag hanging there – a code that gives the shopper extra value for his or her money. The point system may offer an immediate discount at check-out or rebates at periodic intervals. Whatever the value - the truth is these programs DO appear to work. Shoppers make decisions about spending money based on where they get the most “bang for their buck.”

Capitalizing on that idea, at the January meeting the Ruritan Board of Directors adopted a points incentive program to encourage Ruritan growth. The brainchild of a special incentives sub-committee of the national growth committee, the program will offer points for various positive growth activities – such as recruiting member and organizing new clubs. Bonus points will be added when the new members or the new clubs celebrate one year with Ruritan.

Points can be “spent” on a variety of Ruritan products and services – from Ruritan supply items to registration and lodging at the annual national convention. Points may even be accumulated and redeemed for larger items like vacation cruises or Disney packages.

The point system is approved to begin April 1. Sub-committee members working on the project include National Director Ray Lautzenheiser, chair; 1995 National President Frank Guthrie, and Past National Directors Debby Hussey and Laura Northstein. A complete outline of ways to earn points, how points will be tracked, and possible point rewards will appear in the summer RuRitan magazine and on the national website.
