Fly By Notes from the Prez

Congratulations to all the new officers! I am confident that you will serve well because of your enthusiasm and earnest interest in Sport Aviation and Chapter 168. I am confident that the Chapter members will support your efforts. I am told that all those in attendance enjoyed being at Henry O's- Flying 11 0 11

again. Many thanks for your hospitality, Henry and crew. We are into the time of year for crisp mornings and beautiful days of flying. Please be sure that whenever you go as pilots and representatives of 168 that you go prepared, Ie. money for hot coffee and tie downs. Be prepared and fly safely are two mottos that have stood the test of time. Next month's airport meeting will be at Aero Valley. We'll plan to have hot dogs and lots of hot chili to warm the avid flyer. At this time of Thanksgiving one of my blessings is to be able to thank you all for your support the past 2 yrs. You've allowed me to do something for 168 in return for all the years I've enjoyed being a member.

Minutes of the Directors Meeting

Ken Larson will be our speaker for the November meeting. The Airport meeting for November will be at Aero Valley. Look for the Chapter Trailer. Newsletters will be put together at Red Marron's home. At the January meeting a yearly financial report will be available upon request. It has been voted upon to purchase 3 sets of tie downs to keep in the chapter Trailer for emergencies. We need an additional person to volunteer to help with the airport meetings. We also need a person to take charge of advertising for the newsletter. There will be a White Elephant Gift Exchange at the Christmas party. Bring a covered dish and a wrapped white elephant gift and your spouse or a friend. Each person wanting to participate in the fun should bring a "White Elephant" It was proposed to offer airplane rides and a picnic to our friends at flight services next spring. It was voted upon to purchase a few tools for the chapter.

Delayed Death Knell for Older Aviation Radios

As I reported at the last meeting, there is some bad news and some "not quite so bad news"---There isn ' t any good news.

The bad news is -- many of our old standby "Light plane" radios do not meet the requirements of FCC (Feder-al Communications Commission) regulation CFR47, Rule 87.133 which requires the radio carrier frequency to be within .003% of the specified value.

The "not quite so bad news is -- implementation of this "Death knel 1 of the "Mark 12" 11 regulation ha.s been postponed until January 1, 1992.

The FCC regulation was quietly issued in 1985 and scheduled to take effect January 1, 1990. It r~presented the U.S. response to an International Frequency Tolerance Regulation. Actually it was an over reaction to the International rule which only required the cessation of manufacture and new installations of these older r~dios. In essence allowing a "Grandfather Clause" elimination of the non compliant radios as they were replaced by natural attrition.

The FCC rule will effect approximately 60,000, mostly personal/recreational, aircraft. This will have a devastating effect on both the industry and individual aircraft owners. As a result EAA, AOPA, HAA, and GAMA petitioned FCC to change the requirement to agree with the International regulation. FCC elected to retain the more stringent rule with a 2 year postponement.

With the assistance of Rick Tanner of Airtech Avionics (at Addison Airport) I have collected a list of radios which will no longer be usable after January 1, 1992.

While some of these r·a.dios can be "a.djusted" to be within the specification (+/- .003% or less) the basic frequency determining components (crystals) do not have the ability to hold this adjustment during variations of voltage and temperature. Also these units almost always combine the output of two or more crystals to produce the final output signal. It is virtually impossible to find an adjustment which makes all these (360/720) combinations fall within the limits. And the cost • f buying and installing all new crystals would far exceed the price of a new radio. It is thus impractical to consider any form of adjustments or modification to ex t end the life of these older· r a.di os.

The conclusion thus becomes (1 ) We have 2 years to use the radios and to find a solution to this dilemma, (2) We need to start a campaign to get the FCC to rei~sue this regul at i ,::,n 1;-,i th the "Gr andf at her Clause" v-Jhi ch i s a. pat- t of the International agreement, (3) We should not buy any of these out of tolerance radios and finally (4) We should probably start some selective shopping for a new radio if our present unit is on the list.

BY THE WAY, DID YOU HEAR?

One of our own local EAA 168 members is a KNIGHT of the ROUND TABLE., of a sort. Mr. Larry Howell and his beautiful wife, Gwen, on their vislt to the OSHKOSH Convention this year, August, 1989, heard a DISTRESS call from a downed aircraft in a .wheat field near Lake Winnebago, Wisconsin.

In the pouring rain Larry driving his TEXAS CADILLAC {pick-up truck), single handedly pulled a Grand Champion from the muddy field. (See SPORT AVIATION, October, 1989, p.19) the center of the page for the rest of the story.

Larry is a tall, handsome businessman and is in the manufacture of gymnastic equipment. He works with KEVLAR and FIBERGLASS to produce an OLYMPIC-type polevaulting flexible pole, to name a few.

Gwen, on the other hand is a prominent school teacher with dark hair and the personality of an angel.

Their two children are of school age and this ideal family resides in Rowlett, Texas.

Larry's helping hand in a time of need is what EAA is all about. Hats off to .the · Howell family. (Excerpt by T.8.T.)

UGLY AIRPLANE UPDATE - NOV 89

The Wednesday Nite Ugly Airplane Building_ Club

This month visitors at the Ugly Airplane Factory included PAUL JOHNSON and RUSSELL (RUSS) MEYER, who worked on the flaperons hinges; RICHARD WINGFIELD, who helped DAN ED\\! ARDS, with the wing skeleton assembly. Others visitors were GARY HANSEN and BILL LEWIS working on the flaperons ribs, SAM COOPER wing attach fittings, JOE BARNES stabilator and elevator parts, JOHN RUSSELL wing parts, and others.

This month at the regularly scheduled meeting we will feature the wing with or without its skin. Also the master drill template for the wing attach fittings.

The plane in question in all the above is the Chris Heintz ZENAIR S.T.O.L. CH-701. It is said to contains some tube, no rag, a little plastic (fiberglass), and lots of sheet metal (alum). This is a real macho plans build airplane not one of those wimpy kit assembled things. The plans to date have, been 99% accurate. The supply of salvage sheet metal has been plentiful at $1.40 to $2.00 a pound or about 20% to 25% of new cost. Date for the first roll out is yes. Power is ei­ther or both a Subaru or Mazda Rotary. Horsepower available will be 50 to 110 from either or both. Gross Weight projection under 1100 lbs with up to 30 gallons of fuel and amphibian floats. Hard points for less than a ton of armaments and side looking radar, FLIRT, EOS, optional. Navigation will be by GPS or Texaco Road Map (Rand · Mc Neilly does not have the detaifs showing available Mcdonald's). Take-off without JATO estimated at 82.45875 feet. Landing with JATO no permitted. If you believe any of the above see you Wednesday.

Directions from Loop 635 (LBJ) and 1-75 (Central), north on 1-75 about 13 miles, past Richardson, Plano. Turn right onto McDermott (FM 2170) EXIT 34 at Allen. Continue straight past the stop light on Hwy 5, As you ·see the Braum's on your left and the School on your right, turn right onto Melody Mall. At the stop sign look 45 feet to your right there is 804 Leading Lane.

Well we did it or rather you did it and there are not enough words to tell you how much everybody associated with KERR VILLE appreciated your help.

In 1988 we had Hurricane Gilbert, two planes, and a couple of dozen volunteers to show up in KERR VILLE. The volunteers rolled up their sleeves and the fences, the planes ran for cover and Gilbert rained on everybody and their parade (of flight that is). ·

In 1989 the score was changed to no hurricane, a couple of hundred volunteers, about 1,500 planes of all types and close to 10,000 aviation enthusiasts.

Now some of the success for this year's event can be blamed on the weather. Some on the people and airplanes that _can't be found anywhere else but EAA KERR VILLE. But, I want to be the first to place the blame where it really belongs and that is with you.

In this, the year of the volunteer, you have been recognized by your pe~rs as a "doer" and the di­rectors of KERRVILLE and myself would like to give you a hearty "at a boy" for all your "doin". Without all the work done by yourself and your organization, EAA KERRVILLE would not be the premier TEXAS FLY-IN that it is.

I'd also like to put you on notice now, we need your help again in '90 at KERRVILLE. Let's plan to make it even better next year. ·

The reason it is c~lled Low-Lead is that it containes more lead except that it sinks to the bottom. Maybe it should be "More low-lead."

Did you know that the FCC is going to wipe out the use of about ten brands of our radios?

The FAA has hired about 600 more employees_- •• most of them lawyers.

It's not a spam can it's OUR NEW BABY that weighs 808.5 lbs and measures 35.1 feet. It's color is a little yellow and you can plainly see her orange belly protruding from across the room. From the inception we now fell the nine month waiting period was worth the time and examinations. Her name was in place by the powers to be and we accept this without questions. So we cal l her by her first name Aeronca Champ N1864e or ECHO for short. By the way this is an antique, two passenger, 65 horse AERO-PLANE (what else) and was born in Sept, 1946 somewhere in Ohio. The new Mother and Father in this case is Phylis and Ted Thayer. Both are excited about the joy of traveling with our baby to far-a-way places like Weatherford, Texas to enjoy a $40.00 hamburger or maybe an $80.00 fish dimmer on the Red River north of Fort Worth, that Western town. The annual maintenance fee of $350.00 to have a doctor's check up is a drop in the bucket compared to the hotel-FEE & cost of room and board. It's one of those cases in life that we purchased a play pen near Roanoke and felt the desire to have a baby enjoy the toys that are all around the walls, plus all the other plane babies in the area. NORTH WEST REGIONAL to be specific was once called AERO-VALLEY, but time has a way of changing things and it's all for the good of Mankind. Look for Hanger #12 about 2/3rd's down the east side of the runway. See you on November 18th at the baby shower. No gifts please.
