General Information

●●●●● EligibilityAll candidates must fulfill the following criterion to become a Volunteer of the Home Guards, Delhi :(a) Citizen of India and resident of Delhi.(b) Age 20–47 Years for Male and 20–42 years for female.(c) Educational qualification : 10th Pass.(d) Height : Minimum 165 cm for male and 150 cm for female.Proof for residence of Delhi : The candidate must bear either of following :(i) Valid Passport.(ii) Election Commission Photo I Card.(iii) Current and valid ration card bearing his name and photograph. If the ration card is without photograph of

candidate, it is required to be supported by another identity proof bearing photograph of applicant.(iv) Valid Driving License issued by Transport Deptt. GNCT Delhi.(v) Duly attested passbook of Public Sector Bank Account having photograph with residential address in Delhi.(vi) Certificate issued by any Government authority not less than SDM in Delhi having photograph with residential

address.The candidate should have been in possession of the certificate as proof of residence or qualification issued latest

by one day before the date of advertisement.

●●●●● Enrolment of Ex-Home Guards VolunteerAs per notification no. F.No. 1/16/07/HG/5409 dated 24/12/2013; the competent authority of GNCT of Delhi has

allowed Ex-Home Guards to participate in the process of enrolment as fresh candidates.However, the current Home Guards volunteer may apply to participate in the enrolment process but their candidature

as Home Guards volunteer will be considered only when they are found duly discharged at the time of submittingacceptance for offer of enrolment.

●●●●● Method of EnrollmentEnrollment will be made based on the performance of eligible applicants in following two (2) stages :(A) Stage-1 : Written Test (WT) and Award of Bonus marks

A. 1. Written Test(a) The written Examination will consist of 80 multiple choice objective questions, carrying 1 mark each, making a total

of 80 marks, and shall be of 90 minutes duration. The question paper will be of matriculation standard (10th class) from thefollowing topics :

1. Mathematics, 2. General Science, 3. General Intelligence and Reasoning, 4. History, Culture and Topography ofDelhi, 5. Constitution of India, 6. Ancient Indian History and Culture, 7. Geography and General Knowledge, 8. CurrentAffairs.

(b) Question paper will be set in Hindi and English Language.(c) Question paper shall be approved by the DGHG and 04/06 Sets shall be printed. Questions and choices shall be

jumbled to prevent copying by candidates seating in close proximity.(d) Care shall be taken that the above questions are intelligently designed to test the IQ of candidates along with their

memory capacity and general knowledge.(e) The Candidate must obtain 28 marks i.e., 35% in the written test for being considered for STAGE II. However,

candidates will be called for the Stage II as per the merit list of written test and bonus marks as claimed by the candidates.(f) There shall be no written test for Ex-Servicemen, but no more than 10% of seats would be allotted to such

applicants from ex-servicemen who would not opt written test. However, there is no bar of percentage on enrollment forthose ex-servicemen who opt for appearing in written test.

A. 2. Bonus MarksThe Bonus marks would be awarded to the candidates as per the bonafide claim in accordance with the fulfillment of

following as submitted by the applicant in his/her application. However, the same will be verified during documentverification and on any false information/claim, candidature shall be rejected.

A maximum of 20 marks as bonus will be awarded as per following details :(i) Bonus Marks for NCC : (5 marks maximum) :(a) NCC Certificate ‘C’ class 05 Marks(b) NCC Certificate ‘B’ class 03 Marks(c) NCC Certificate ‘A’ class 02 Marks(ii) Bonus marks for Experience as Home Guards :3 years and above experience as Home Guard Volunteer : 10 Marks(iii) Bonus marks for Experience in Civil Defence :3 years and above experience as Civil Defence Volunteer : 05 Marks(iv) Having Certificate of Part Time Instructor Course or minimum two Civil Defence Advance courses from CTI-

Delhi or any one course from NCDC-Nagpur/CTI-Bangalore : 05 MarksNote : Candidates shall have to undergo Written Test first, and only those who qualify the Written Test shall be

called to appear in the Physical Measurement & Endurance Test as per the merit of written test and bonus marks.(B) STAGE-II : Physical Measurement & Endurance Test (PMET), and Verification of Document/Bonus marks

B. 1. Physical MeasurementQualifying Height : (i) 165 cm for male, (ii) 150 cm for female

B. 2. Physical Endurance TestRace The candidate must qualify the race, the criteria for which are as follow :Distance : 1 km for male candidates; 800 Meters for female candidates.Qualifying Time allotted :(a) 5 min 30 Seconds—upto 35 year of age.(b) 6 min 30 Seconds—more than 35 years of age.(i) Document & Bonus Marks Verification : The original documents for verification of the eligibility conditions and

claim for bonus will be scrutinized and verified by duly constituted board.(ii) Candidature shall be rejected on detection of any false claim of bonus marks or any other false information given

by the candidate on the application form.(iii) There shall be audio-video coverage of Written Test, Physical Measurement & Endurance Test & Race at

Starting/finishing point to ensure transparency. Appeals/Complaints shall be disposed of promptly. Video recording shallpreserve till completion of the enrolment process. Height shall be measured with help of suitable machine.

(iv) The final merit list for the enrollment will be made by the total marks obtained in written test and verified bonusmarks of only those candidates who have qualified both the stages.

Note : Final selection of candidates for the available vacancies will be made as per the merit list of written test andverified bonus marks of only those candidates who have qualified both the stages. Hence, merely being called for stage IIwould not entitle for final selection.

●●●●● Declaration of ResultsOn receipt of final results (marks obtained in written test and bonus marks), and following the criteria for interse

ranking among the candidates who obtain the same marks as fixed at para 11, a meeting of the Selection Board would beheld to finalize the merit list of the candidates for submission to the DGHG for approval; and thereafter the selection list forthe enrolment of Home Guard volunteers would be published on the website and pasted in the Directorate’s Headquarters.

●●●●● Inter-Se-RankingThe criteria for inter-se-ranking of the candidates who obtain the same total marks (i.e., total of Written Test and

Bonus marks combined) has been decided as follows :(i) The candidate who scored better in written test would be given preference.(ii) If the written marks of two or more candidates are same, the candidates merit would be arranged in order of their

height (i.e., taller candidate would be kept higher in merit);

( viii )

(iii) If the height of two or more candidates would be same, they will be allotted merit in order of their age (i.e., oldercandidate would be considered higher in merit);

(iv) If the dates of birth of two or more candidates are same, they will be considered in merit as per alphabet of theirname (i.e., such candidates merit would be allotted after arranging their name in alphabetical order).

●●●●● Medical Fitness Report and Verification of Character and AntecedentsThe Candidates should be physically fit and mentally alert. He shall submit the Performa duly filled & singed by a

Registered Medical practitioner (MBBS)(Annexure-I) A satisfactory character and antecedents report from local police ismandatory for all eligible candidates selected for enrolment. (Annexure-II).

Medical form will be issued to the candidates on the day of physical test which shall be submitted by the selectedcandidates while submitting acceptance of offer of enrolment.

Police Verification Performa will also be issued to the candidates on the day off physical test and shall be submittedby the selected candidates while submitting acceptance of offer of enrolment. These shall then be sent to concern Distt.DCP’s through concerned DSO.

●●●●● Automation of Enrolment ProcessIt has been observed that the manual system takes about one year to complete enrolment process. In order to

expedite the enrolment process and to ensure accuracy and Transparency and also to save precious man hours it hasbecome necessary to automate the system as has been done by most of the Govt. Deptt/Universities/Banks/CBSE/Boardsetc. in the country in respect of the competitive examination.

Independent Agency having expertise/experience in the field of organizing competitive examination should beappointed through open tender system after completing codal formalities, which may be assigned to perform tasks.
