““Contractor” DefinedContractor” Defined• Any person who owns and operates a home improvement business.

• Any person who undertakes, offers to undertake or agrees to perform any home improvement.

• The term includes a subcontractor or independent contractor who has contracted with a home improvement retailer, to provide home improvement services to the retailer's customers.

Cooling Off Period/Rescission

• An individual signing a home improvement contract, except as provided in the emergency provisions of section 7 of the UTPCPL Law, shall be permitted to rescind the contract without penalty regardless of where the contract was signed, within a three business days of the date of signing.
