a respect for the countries and cultures in which we work. Our job is to manage and minimise the

clients’ risk, every step of the way.

The aim to conduct STS transfers of oil, gas and in some cases dry cargo around the globe 24 hours a

(SIGTTO) and SHIP TO SHIP Transfer Guide.

Pilotage is a unique service based upon knowledge and special conditions prevailing in the pilotage

area. It may be performed in coastal waters, estuarial waters, rivers, ports, harbors, lakes or enclosed

docks systems or any combinations of these areas which may come within a port jurisdiction.

Pilot’s function is to combine technical is to combine technical knowledge concerning operations of

vessel with local knowledge concerning special conditions which exist in the port area and with which

the master of the vessel cannot be expected to be conversant.

In this respect pilots must first of all be technically capable of piloting vessels of all types which call at

the ports. They must be well versed in the latest equipment and navigational aids as well as the

regulatory and environmental requirements.

The second and perhaps most important part of the pilot’s function, however, is an overall appreciation

due to his local knowledge of a special regulation and unique conditions which exists in the port area.

SHIP-TO-SHIP TRANSFER (STS)

Background:

The STS transfer of liquid import cargo at sea has become important service in the cargo shipping

industry. Experience gained from these regular operations has proved that STS transfer are safe

given the use of suitable equipment and compliance with proper procedure including the

establishment of safe environmental limits.

All STS transfer operations should be conducted under the coordination and advisory control of one

individual, who will either be one of the master concerned, STS superintendent or the POAC to

prevent fatigue during extended operations.

The rule may be formally transferred to another suitably qualified person.

STS transfer operation is recommended that STS superintendent is employed to advise them. There

are STS service companies offering such services before employing such assistance those parties

contracting STS service companies should take steps to ensure the STS service provider will provide

trained and experience STS superintendent and where required probably qualified POAC.

For transport undertaken at sea involving MARPOL and ANNEX I cargos, the designation of POAC is

a mandatory requirement. The POAC will either STS superintendent or the master.

Person In Overall Advisory Control (POAC) to provide professional advice and guidance to the

masters in the coordination and completion of the STS operation.

A Designated a POAC of the STS operation is required for the oil transfer at sea and his qualification

and level of experience should be an appropriate management, deck license or certificate meeting the

international cortication SYTANDARDS BASED on the International convention in this field that

involves mainly training certification and watch keeping for sea ferrets (STCW) and dangerous cargo

endorsements UpToDate and appropriate for the ships engaged in the STS operations.

Attendants at a recognized ship handling course. Experience in oil tanker cargo, loading and

unloading, a thorough knowledge of the transfer area and surrounding areas. Knowledge of the spill

cleanup technique including familiarity with equipment’s and resources available CONTINGENCY

PLANS. Knowledge of the STS operations plans.

Fenders

Approximate numbers and size for typical high pressure pneumatic fenders foam filled fender may

differ slightly in size and may vary in the energy absorption capacity due to the particular foam used in

manufactures. STS service and providers and ship operators will be able to call upper experience

when assessing fender requirements when assessing fender requirements for a particular STS

transfer operations.

The fender used should be suitable of energy absorption and result in sufficient standoff distance

such that the compressed diameter of the thunders is always sufficient to insure that there can be no

contact between ship structures through rolling during the period alongside.

It is recommended that the fender diameter is less than half the free board of the ship to prevent

inadvertent boarding of the ship during in the inclement weather. Fenders should be subject to regular

inspection for damage or deteriorated. The pressure within pneumatic fenders should be regularly

checked and the attached safety valves should be maintained in accordance with manufacturer’s

recommendations.

Masters should reject any vessel should be considered that the fenders arrangements are inadequate

and pause the risk of metal-to-metal contact.

Primary fenders should be in place and secures prior to maneuvers. Secondary thunders to protect

the bow, stern and accommodation should be available for the crew to position as required to prevent

contacts of the vessels.

Foam filled fenders commonly used as primary fenders in exposed locations, they may be suitable for

use as primary fenders for operation conducted within sheltered waters. Foam filled fenders have a

closed-cell foam core that is covered by a flexible protected skin. The foam cores results if the fender

retain bouncy should the outer cover damage.

Primary fenders which are positioned along the barrel body of the ship should provide the maximum

possible protection while alongside. Finally primary fenders may be foam filled or of the pneumatic

type.

Secondary fenders which are used to protect pow and stern plating from inadvertent contacts if the

ships get out of alignment during mooring and unmooring . Secondary fender may also be either air or

foam filled it can however be advantageous for secondary fenders to be light in weight because as

stated they must be often held well above the water line and located in positions with limited access to

lifting year or support point.

Hoses Standards:

The hoses used for crude oil or petroleum products should be specially designed and constructed for

the product being handled, they should be checked at time of issue as being suitable for the intended

use.

Hoses used should comply with EN1765 (or BS1435-2(latest equivalent) and OCIMF Guideline).

Hose Size and Length:

Diameter of a chosen cargo transfer hose is governed mainly by the required flow velocity. Hose in

access of (12) inch in diameter will be progressively more difficult to handle more difficult to handle

and particular care will be needed to avoid damage from KINKING.

Experience has shown that hose lengths equal to twice to the maximum difference in the manifold

height between the two ships.

Hose lengths should however be considered on case-by-case basis, taking into account any special

characteristics of the ships or feature of the operation.

Hose connection:

STS transfer operations hose connections to be well made. FLANGES or quick release Couplings if

used should be in good condition and properly secured to ensure leak tight connections.

The gaskets used at the ship manifold and between each hose should be made from a material

suitable for the cargo to be transferred. This operation is frequently is carried out be ship crews. Hose

connection, it is recommended that ships fitted with cargo manifold designed in accordance with

OCIMF recommendations for oil tanker manifold and associated equipment.

Hose inspection and testing:

As an STS service provider, we ascertain that the age of hoses meets the requirements of the

clients (shipping company) and all the measures intended to insure that they continue to be fit to be

intended for the service by providing hose certificate to assist.

Hose Marking:

Out hoses equipped should bear the manufactures trade or mark with specification and identification

and the standard specs of the manufacturers, , maximum allowable working pressure, moth and year

of manufacturing and manufacturer serial numbers. It also includes that the hose is electrically

continuous or electricity discontinuous, semi-discontinuous and anti-static. We also ensure that each

hose serves different purpose.
