第二次创业的思考
在摄影数码化的发展超出预想的大背景下,富士胶片集
团全体员工上下一心、积极推进公司体质的强化,构建
全新的事业体系,向着“第二次创业”的目标迈进。我
们得到了广大顾客、摄影爱好者以及股东、投资者、员
工、社区、合作伙伴等众多利益相关者的支持。我们必
须依照利益相关各方的期待和要求,正确应对事业与社
会环境的变化,为社会发展做出自己的贡献。这正是我
们全力推进第二次创业的意义所在。
结构改革与强化合并经营
基于这种认识,我们在2004年制定了以创业75周年即
2009年为目标的中期经营计划“VISION75”,并开始
进行了彻底的结构改革,将经营资源集中投入到高成长
性领域和新兴事业领域。结构改革并不是单纯地裁员或
精简机构,而是在认真考虑的基础上决定如何更有效地
再分配宝贵的经营资源。当然,把曾经是公司主营业务
的事业规模进行缩减和精简组织构架不是一件容易决断
的事情。但我坚信,我们一定有勇气共同完成第二次
创业。这正是我想向各位同仁传达的信心和决心。也
正是经过这样的改革,才能更加彰显出企业的社会存
在价值。回顾2006年财年,中期经营计划“VISION75
(2006)”进展顺利,取得了超过预期的成果。这些成
果,正是广大员工、合作伙伴和顾客等各方的协助与支
持的结果。我认为,在您们的协助和支持下,我们已经
实现了能够确保将来长期、稳定收益的事业转型。
2006年10月1日,富士胶片集团改为控股公司制。开始
了以“富士胶片控股株式会社”为中心,以富士胶片
和富士施乐为两翼,统合了下属各集团公司的新集团
经营架构,以谋求切实完成“第二次创业”,强化发
展新事业体系,实现公正、高效的合并经营。2007年
2月,富士胶片控股株式会社、富士胶片、富士施乐的
总部职能都集中到了东京六本木的“东京中央城”。通
过彼此间的相互协作,将进一步实现协同效应。与此同

时,为实现本年度重新修订的中期经营计划“VISION75
(2007)”中“进一步推进发展战略”、“建成强健而
坚韧的公司体质”等重点课题,我们正迅速果断地推动
“Slim&Strong”活动的展开,以强化对重点事业领域的
投资,并进一步改进、优化工作方法。
我认为,只有当每个个体都成为“强大的个体”,并由
这些个体集合成强大的小组、团队、部门、事业组织、
直至公司,才能建成强健而坚韧的公司体质。在经营管
理中实现个体与组织的和谐,对于“第二次创业”的巩
固与长足发展而言,具有十分重要的意义。
什么是企业价值
我们的经营目的在于提升企业价值。这不仅仅是指提高
收益,还必须为社会、文化的发展、全球气候变暖等重
大社会性课题的解决做出贡献。这就要求企业具有能满
足社会需求和解决实际问题的“综合实力”。企业必须
拥有超越其单项能力和资产的“综合实力”。而提供高
于社会所期待的技术、质量和服务,则是企业“综合实
力”的产生之源。只有获得了来自社会的坚定信任,企
业价值才能提升。正是基于这种思想,在2006年4月,
我们制定了富士胶片集团的新企业理念和愿景,并于
2007年4月,全面修订了企业行为宪章和行为规范。被
社会所认可的企业到底是什么样的企业?企业应走向何
方?应如何开展经营活动?我们的姿态随着“第二次创
业”的实践再次得到了展示。
什么是富士胶片集团所说的CSR如上所述,富士胶片集团正是在清晰审视事业现状,不
断追寻自身存在的意义的同时,将CSR贯穿到了中长期
经营计划中。并时常兼顾经济、社会、环境等因素。无
论作为个人还是组织,都要诚实、公正地履行自身的职
责,不唯我独尊,时刻自我反省,实践为社会作贡献
的理想,这些都是富士胶片集团所推行的CSR的基本理
念。于是,公司的经营活动中、事业的推进中,我们每
位员工的具体工作中都在实践我们的CSR理念。
在本次所发表的CSR活动报告中,我们已经将原来的标
题《社会、环保报告》更改为《可持续发展报告》。上
面所述的“第二次创业”的本质即是企业和社会的可持
续发展。通过报告名称的改变,我们希望所有的利益相
关者都能接受到我们所想传达的信息。今后,我们将继
续通过与您进行推心置腹的对话等,不断提高我们的
CSR活动水平,为社会的可持续发展做贡献。

尽可能的控制新资源的投入
努力实现 「制造 」与 「零废弃 」共存的目标
国内部分
富士施乐将“努力降低商品对环境的负担,尽可能地追求
「零废弃*1 」、推动资源的再利用。”作为公司方针,在策
划 · 设计 · 采购以及资源再生利用的商品生命周期的所有工艺
流程中,都尽可能地考虑到对环境的保护。在国内,自1995
年就已开始将从客户处回收的废弃复印机和多功能一体机
零部件进行再利用,并保证其与新品具有同等的质量。对确
实不能再利用的零部件,则采取再生资源的方式进行处理,
2000年在全国展开了 「零废弃 」活动,并于2003年达到了零
废弃的目标。
*1:零废弃是指不填埋·不单纯焚烧
2006年的目标和任务
2006年使用废弃商品资源的再生利用率达到了99.99%
(0.01%为工艺损耗),并且在全国范围内持续保持着这一
水平。2006年使用再利用零部件制造的产品数量达到了1.4万
台,累计达到29万台。2006年实行控制后的新资源投入量为
2,000吨,二氧化碳排放控制量为15,500T-CO2。
在办公用普及型彩色多功能一体机方面,推进了保证与新
品同等质量的再利用零部件
的使用开发。2006年5月,采
用新技术开发成功的新商品
「DocuCentre C2100 」成功上
市。近几年来,由于市场上的黑
白复印机正迅速地被彩色复印机
所替代,所以回收的废弃复印机
大都是黑白复印机。而两种机型
在技术结构上不同,所以其作为
再利用零部件已不能重新应用在
彩色复印机上。但是,2006年
彩色复印机废弃商品的回收量有
所增加。富士施乐从1997年开始进行彩色复印机的生产,并
推进了零部件再利用方面的设计和开发工作。在技术上集中
力量应对废弃彩色复印机回收量的增加,采用最新技术生产
出了能保证同新品同等质量的资源循环型商品 「DocuCentre
C2100 」 彩色多功能一体机。产品上市后深受顾客的欢迎,
进而提高了零部件的再利用率。
此外,为应对富士施乐的主要生产基地已转移到中国的实情,
我们从2007年4月开始在日本国内对中国产的产品零部件进
行了再利用。但对以往一直采用在新品生产线上投入再利用
零部件的一元化生产线进行生产的富士施乐来说,因为日本
国内无新品生产线,在中国制造而在日本销售的产品已无法
进行一元化生产。但作为制造商,应肩负有“企业的社会责
任(CSR)”,所以对于即使是在日本国内所产生的废弃商
品,我们也具有责任。因此,我们在铃鹿富士建成了可在日
本国内有效使用再利用零部件的生产线。这样,即使生产基
地转移至中国,也能够将在日本发生的废弃商品继续再利用,
将富士施乐的环境保护政策切实贯彻。

在海外,采用了与日本国内相同的减轻商品对环境负担的政策。
2004年12月在泰国设立了回收利用基地——富士施乐爱科制造工
厂,启动了以亚太地区为主要服务对象的国际资源循环系统。亚
太地区的九个国家和地区*2产生的废弃商品由销售公司进行回收
后送往富士施乐的爱科制造工厂,然后按铁、铝合金、镜片、玻
璃和铜等70种分类进行分解和区分,使之成为可再利用资源。为
了防止在中途发生诸如非法抛弃等现象,采用了全程重量管理(
跟踪管理系统)方式。为构筑国际资源循环系统,富士施乐制定
了基本方针和四项基本原则。

基本方针
1. 富士施乐作为制造商对工厂进行运营管理、防范风险。
2. 一元化的统一管理,彻底保证再生利用产品的质量。
3. 减轻对各国和各地区的环境负担。
四项基本原则
(1)采用厂商负责制回收废弃资源,防止非法抛弃现象的发生
(2)不将废弃物带入
(3)不给进口国的环境造成压力
(4)对进口国进行利益回报
遵循上述四项原则,努力实现减轻亚太地区环境负担的目标。
2006年海外目标和任务
废弃商品的再利用率原定目标为99.5%,实际结果为99.1%。
主要原因是亚太地区各国市场结构不同,回收有一定的困难。为
顺利推动国际资源循环系统工作的开展,并考虑到加强以泰国为
首的九个国家和地区的相互协作的重要性,于2006年5月在曼谷召
开了国际资源循环系统研讨会。九个国家和地区的富士施乐销售
公司及相关人员参加了这次研讨会。会上就各国的具体情况和特
点进行了交流。此后,富
士施乐爱科制造工厂对海
外销售公司进行了访问,
就如何解决共同的问题进
行了探讨。今后,我们还
要将视线转到中国等地
区,进一步推动 「零废弃 」
活动的开展。

与利益相关者对话中提出的CSR重要课题的应对措施
以往与利益相关者对话中所提出的CSR课题,对富士胶片集团与利益相关者双方来说都是非常重要的问题。以往所提出的课题主要包括有
「环境保护(特别是温室气体) 」 「人的多样性 」 「生物多样性 」 「CSR采购 」以及 「社会公益活动 」等。在对话会上每年都进行讨论,所
以对提出的课题的认识也不断地在提高。例如,关于 「人的多样性 」问题,富士胶片通过对话后对这个问题的重要性有了新的认识,所以才
有了后来能充分发挥各种不同人才[个性]的组织[F-POWER项目推进组(P.59)]
今后在解决CSR课题方面,应考虑将对话中获取的各种意见融入CSR活动中去。

▼进一步激发员工的积极性
继续执行公司内部公开招聘制度
为了积极促进员工职业生涯的形成、创造
自我挑战的环境,我们从2004年开始启动
了公司内部公开招聘制度。在新事业、重
点事业和新项目的起动之际,各部门都可
向人事部提出公开招募申请。人事部选定
其中一些的招聘议案在公司的内部网站公
开,广泛地公开招聘。
进入公司达3年以上的员工(含科长职务)
都有应聘的资格,应聘者的信息资料被严
格保密。在资料审查后,由招聘部门和人
事部进行面试,一旦决定录用,即发出人
事调令。
根据迄今为止的监测情况来看,我们发现
获得机会,从而能在新的事业上充分发挥
个人丰富的技术能力、专业能力和才能的
员工都得到了很好的回报,也会以积极的
态度实现其所在部门的期待,并给周围带
来良好的影响。对于人事调动后的效果和
影响,我们今后还将继续进行监测,以使
公司内部的公开招聘制度更加完善。
▼加强在工作现场的人才培养
采用自我成长计划和培训面谈方式,加强
工作现场的培训力度。
为了稳健地推进自我成长的良性循环,上
级和本人每年进行1次面谈,明确员工的成
长目标和课题,并帮助员工制订自我成长
计划。
内容包括:今后的课题和努力方向,为实
现这一目标需要掌握的技能与技术,上级
应和本人一起考虑并努力加以实施。有关
培训方面的面谈制度自2005年启动后每年
都在执行,并将根据需要扩充这项机制。
▼加强教育培训体系
扩充[选择型培训]和
推进[FUJIFILM way活动]
作为支持公司员工成长的培训体系,它具
有下列几种方式:使本人再次认识到能发
挥与自己职责相适应的能力、并明确自我
强化要点的[不同层次的培训];培养未
来骨干型人才的[选拔型培训];与不同
岗位特定需求相适应的[不同职务功能型
培训];可根据个人学习要求和成长目标
等在适当的时机接受培训的[选择听课型
培训]。
2005年7月启动的[选择听课型培训],对
随时培训的内容进行了重新评估、引进了
新的培训内容,并从2005年起,新设置了
[e学习]方式的学习课程,今后将根据现
场的回馈意见加以扩大。其作为一种能够
根据自己的成长计划进行选择的培训方式
得到了员工的好评。
富士胶片为了实现[强有力的现场能
力],在全公司范围内推行[FUJIF ILM
way(FW)的活动]。明确并完善员工应
有的面貌(富士胶片-精神)、工作的基本方
式(富士胶片-方式)、强化工作方式的工具
(富士胶片-工具),为使这些内容普及到
各个岗位并能落实到位,特制成“F W指
南”分发给员工,同时预定在2007年度新
开[FW基础培训班],并以年轻员工为中
心展开具体工作。
▼劳动安全卫生
富士胶片在[劳动安全是生产活动的出发
点、前提条件]这一理念的指导下,平时
最优先考虑安全问题,努力确保员工的劳
动安全,在全公司内贯彻遵守安全卫生有
关的各种法令。例如,随时进行劳资方的
安全巡视,邀请公司外的专家共同参加车
间检查,并提出改进意见,车间之间开展
彻底贯彻执行防止灾害相关措施的交流活
动,对员工进行启发教育等。
在石棉的使用中,按照相关的法律法规,
对相关建筑物·设备·备件等材料中所含石棉
的情况作了调查。建筑物的调查对象包括
工厂、办公室、员工宿舍和体育馆等。根
据调查结果,对含有石棉建材的外露部分
以及有可能飞散伤人的部位采取了相应的
解决措施。今后我们还将继续贯彻管理体
制,提高管理水平,并进一步完善健康咨
询的受理体制。
促进员工成长计划
富士胶片认为公司每位员工的成长是提高
企业整体力量、促进组织成长的活力所在。
个性丰富的个人集合能实现强健的企业体
质。基于这一想法,我们重视[培养自立
型人才],并予以重点强化。所谓自立型
人才,是指能够自己发掘课题、制订完成
课题所需的计划、取得成果,不断进行自
我革新的人才。
我们具体从[在工作现场培养人才]、[教
育培训体系]和[激发员工积极性]等3个
方面进行推进。

节水措施
2006年国内合并用水量较上一年度有所降
低,自2000年以来,这已是连续6年减少了
用水量。尽管近几年产量在不断扩大,但
合并用水量却在持续下降。
这是各生产事业单位采用节水措施所取得
的成绩。对摄影胶片的制造而言,清洁的
水是不可或缺的条件,富士胶片从创业初
期就非常重视水的利用,并努力采取各种
措施以保护水源。神奈川工厂(足柄厂区)
将水源源头处箱根外轮山坡面上面积约23
万平米的山林作为灌养林加以养护,同时
还与当地各界共同致力于700万平米山林的
保护工作。富士宫工厂则将水源地处约3万
平米的山林作为灌养林加以养护。富士胶
片九州工厂(P.25)在雨水的有效利用和
地下水抽取的循环利用方面作出了很大的
努力。
水源保护对于确保工厂的稳定运转,保证
厂区附近的居民用水密切相关。山林的管
理则有利于防止洪涝灾害的发生。我们将
继续进行妥善、适宜的管理。
FUJIFILM Hunt Chemicals Europe, N.V.的措施
随着欧洲的环保条例越发严格,在产品制
造和工艺设计阶段对如何保护环境问题的
考虑变得越来越重要。比利时在能源、废
弃物、节水等方面取得了很大的成功。其
中,辛托尼克拉斯厂的[水再生利用项目]从
90年代开始改进了水箱清洗方式,采用井、
地下水等,每年将4,500立方米的雨水应用
于产品制造过程中。近几年来,因引进了
活性污泥、薄膜过滤和反渗透膜组合的废
水回收利用装置,可将60%以上的废水经
处理后用于生产中,大幅度地降低了用水
量,同时也降低了废水的排放。以往制造1
立升的产品会产生3立升的废水,采用该工
为充分保护有限的资源,防止资源枯
竭,富士胶片集团在节水、水资源的
循环利用、废弃物的再生利用、减少
包装材料以及回收利用等各方面积极
开展相应工作。
艺后,现在废水的排放仅为0.35立升左右,
废水的排放量降低到了原来的十分之一左
右。
容器包装材料
容器包装材料的使用量从2000年开始呈逐
年降低的趋势,2006年度由于对数码相机
的包装箱实行了减量化,在记录媒体产品
的集合包装等方面采取了减少包装材料的
措施,外加之部分产品出厂数量的变化,
与上一年度相比,包装材料的减量化达到
9%左右。除减少容器包装使用量的之外,
还通过将部分数码相机包装盒中的塑料隔
板改为纸材料,以及印刷材料保护用瓦楞
纸的层压塑料减层等方法,努力使塑料使
用量得到进一步的削减。
我们定期召开[包装RC委员会],对包装材
料的使用与环境保护的关系进行信息交流
和环境保护方面的探讨,以达到进一步减
轻环境负担的目标。今后我们将不仅在数
量上,还将积极开展对含有化学物质的调
查以及削减含有化学物质使用量的工作。

天然资源
为有效使用有限的资源,杜绝浪费,我们
在如何减少天然资源投入量,特别对于银
和使用量较大的铝等已经处于临近枯竭状
态的资源等方面,采取了节省资源和回收
利用等各种方法以减少其投入量。
富士胶片集团主要的材料投入量如下:
2006年受摄影感光材料减产的影响,银储
藏量有所减少,而用于平板液晶显示屏和
印刷版的材料如TAC和铝合金的使用量却有
大幅度的增加。
