Economic recess and instability in life make more young women in Ukraine seek marriage in other countries. Since the beginning of 2009, the number of individual men visiting Ukraine from North America, UK and EU, with the purpose of marriage has been growing and has actually doubled. In their turn, Ukrainian women, being internationally regarded as “perfect” wives and mothers, are more and more interested in marrying men from the West, as these marriages provide better guarantees of security, safety and a comfortable life for themselves and their children.

Many women lose jobs in Ukraine these days. Tough finan-cial situations push these women in becoming more ac-tive in making decisions about their personal lives. Wom-

en in Ukraine prefer to create families under the formula: “Happy Relation + Stability = Good Family”, expecting that their relation-ship with a foreign man from the Western world will ensure that the formula will work.In this situation, dating and marriage agencies in Ukraine nowadays have had an increase of inflow of women’s profiles into their cata-logs. As the services are 100% free for women in most of the marriage companies, there is also very little risk in joining the catalogs for the charming Ukrainian brides. There are more and more women in Ukraine today whose only goal is to live simple, comfortable and a well-established life. Many Ukrain-ian women confess that they would gladly give up spending 4 nights a week in restaurants dining with different men, to seeing the same (and the only) man by their side every night. A trustworthy relation-ship in itself can bring a relieving feeling of stability. However funny as it sounds, many Ukrainian women today are start-ing to consider money as a secondary thing in life. Achieving a sta-ble relationship is becoming task number one to them. According to press releases in local Ukrainian newspapers, some foreign visitors benefit from this situation. Some of them come to Ukraine with a real purpose of marriage; others visit Ukraine out of curiosity — to see with their own eyes, whether the Ukrainian women are really so attractive, and how good are their chances in finding a wife and a lifetime friend in a beautiful, charming and feminine lady, who may be 15-20 years younger but very well educated and smart. Sounds like a miracle? It probably does. You’ll have to visit Ukraine yourself to make your personal opinion.Since the beginning of 2008, thousands of Ukrainian women leave their country with fiancée visas and marry foreign men each year. The Ministry of Justice of Ukraine reports that 19 thousand mar-riages have been registered only in Ukraine during the latest four years. These are only one-fifth of all marriages, which are registered between foreign men and Ukrainian women, because the majority of Ukrainian brides prefer to travel to the country of their fiancée and have the marriage registered there. The western world as a whole has become more and more interna-

WEDDING BELLSIN UKRAINE

tional and intercultural. We are not only looking for jobs overseas, we also shop online for goods seeking a better deal. It was inevi-table that people would realize they could also get a better deal seeking a marriage partner overseas, and Ukraine is one of the top destinations for western men seeking a wife. It has a welcoming visa regime (Northd Americans and Europeans do not need a visa to visit Ukraine), huge demographic disproportions with women outnumbering men (and therefore a huge demand for husbands) and a predominantly Caucasian population (even with a wide ac-ceptance of interracial marriages most people still marry someone of their own race).Former Ukrainian president (2005-2010) Viktor Yushchenko has an American wife born in Chicago. This marriage obviously helped Ukraine to open its borders, as well as make the idea of an interna-tional marriage more acceptable to Ukrainian people.Ukrainian women may be more open to the idea of marrying a foreigner because there is less anti-foreign marriage propaganda than there is in Russia (Russia has a constant media campaign that highlights the problems in marriages of Russian women to foreign men, in order to stop the “genes drain” where the best women leave the country to marry foreigners, similar to the “brain drain” where highly skilled professionals leave the country for bet-ter jobs overseas).

WHY ARE THE WOMEN FROM UKRAINE SO POPULAR?

Firstly, they are beautiful. Eastern European women have been known for their beauty since the Middle Ages, when European travelers saw them first. Ukrainian women are always neat and pretty, for them being attractive is natural, they cannot go out without make-up and decent clothing. Moreover, they have got an inborn sense of fashion. It is also important, that Ukrainian women keep house well and cook perfectly. They also adore kids. Children have often been the only consolation for Ukrainian women, that is why they like them so much and do their best for kids. Ukrainian women are quite smart - many young brides have got a post-secondary education, so that they can become quite successful too.If you read information in forums, there will be a lot of sentiments from Ukrainian women how western men make better husbands. Still, if she could find a good man in Ukraine without too much trouble, she would - but it’s hard. First women date locally, then nationally, then they start looking internationally. This is how it sometimes happens when some Ukrainian women start looking for foreign men to marry.More and more men are choosing Ukrainian women for marriage. One can find these beautiful brides on Facebook and other social networks, but it is more convenient and faster to join a dating or marriage agency in Ukraine. For foreign men, they browse the Internet and come across websites with pretty Ukrainian women wanting to meet men, and these women are much more accepting of age difference, children from a previous union and are not that concerned with a man’s appearance. They just want «a good man». And this is how Ukrainian-Western marriages happen!

LVIV OPINION

A LETTER TO UKRAINIAN WOMEN

Dear Oksana:I wanted to thank you for being you. I know it’s not always easy to be a woman in this country. I see that it takes you 45 minutes to get prepared to go across the street to buy bread. And I can only imagine how difficult it is for you to cross the cobblestone road in those 10cm spike heels. I want to let you know that I appreciate your effort.

Dear Kateryna: I wanted to thank you for being you. I doubt it’s very fun to fix the pants that I wrecked last week. I can only imagine how much you would rather be playing the piano, painting a masterpiece, singing in a choir, reciting poetry, going for a jog, reading literature, riding a horse, teaching a class, learning another language, or pursuing any of the other 100 amazing talents you have. I want to let you know that I appreciate your effort.

Dear Luba:I wanted to thank you for being you. I know it can’t be fun to look after the kids after going to work today. I can only imagine how much fun you’ll have watching Masha and the Bear with them for the 14th night in a row. I want to let you know that I appreciate your effort.

Dear Marichka:I wanted to thank you for being you. I know it can’t be easy to re-member all the things that I’ve forgotten to do. I understand that I could have just remembered myself or written it down, but I know that all of your pieces of wisdom come from looking out for me and all the other men in your life for so long. I want to let you know that I appreciate your effort.

Dear Nastya:I wanted to thank you for being you. I know it can’t be easy to keep the house as clean as you do. I can see that your sense of style and design would qualify you to be a fashion consultant in some other countries. And I know that while you went to university to get an education and could work anywhere, to me you could also have a Doctorate in Being a Super-Wife. I want to let you know that I ap-preciate your effort.

Dear Tanya:I wanted to thank you for being you. I know it’s not always fun to cook an 8-course meal for me after you spent the day cleaning the house, helping your mother, picking the kids up from school, paying the bills, running errands for me and buying the bread (and, of course, preparing yourself to buy the bread). I can only imagine how tiring it is for you to bake me cookies while I watch the football match. I want to let you know that I appreciate your effort.

Dear Olha:I wanted to thank you for being you. And for all the little (and big) things you do for me. So today, I will get the kids ready for school, make you breakfast while you’re still in bed, wash the dishes, and sweep the floors. And after work I’ll pick up the kids, stop by your mother’s, give you flowers, make you dinner, put the kids to sleep and give you a foot massage. I’ll even buy the bread. Just please don’t ask me to spend 45 minutes making myself handsome, OK?

JAPANESE WHISKEYIt was in 1917, when a talented young

brew-master Matasaka Taketsuru was sent to Scotland, where he for 2 years studied production techniques at local distilleries and gained some much needed experience. However in Japan, production of whiskey actively started only after the war and it was only in the 1960s when Japanese whiskey became a worldwide popular novelty. Of course, at the very beginning, this Japanese alcoholic beverage was enormously criti-cised and some recognized experts even re-fused to taste it. Finally, with time the art of distilling whiskey achieved a high level and reached top quality. Today there are no doubts about the exquisite taste or the delicious fragrance of whiskey, produced and bot-tled in Japan.

Japanese whiskey is divided into three distinct categories, the same as in Scotland - single malt, single grain and blended. The latter leading with the highest volume of production. For the maturing of Japanese whiskey oak bar-rels are traditionally used, in which previ-ously was kept sherry or bourbon. Also, sometimes new barrels are used, made from local oak. Interestingly this is also similar to Scotland, Japanese distilleries never ex-change whiskey brands with each other, usu-ally they use only their own materials.

Generally, notwithstanding similar tech-nology of production, Japanese whiskey has its own unique taste, which makes it a sepa-rate and self-sufficing alcoholic beverage.

Irish pub “Dublin”, being a true connoisseur of fine whiskey culture, could not leave aside this novelty and today is offering this perspective drink at its venue. Today “Dublin” is encouraging you to taste and evalu-ate some famous brands of Japanese whiskey – Nikka All Malt, Nikka Taketsuru 12y, and Suntory - Yamazaki 12 y, available on the pub’s “Whis-key card”.

HoLy DormItIoNPochAyIV LAVRA

The first record of the monastery in Pochayiv dates back to 1527, although a local tradition claims

that it was established three centuries earlier, during the Mongol invasion, by several runaway monks, either from the Kiev Monastery of the Caves or from the Holy Mountain. The legend has it that the Theotokos appeared to the monks in

the shape of a column of fire, leaving her footprint in the rock she stood upon. This imprint came to be revered by the local population and the source for the cura-tive, medicinal properties of the water that issued from it. In the 16th century, the abbey was pros-perous enough to commission a stone cathedral and to host a busy annual fair.

Its standing was further augmented in 1597, when a noble lady, Anna Hojska, bequeathed to the monastery her exten-sive lands and a miracle-working icon of the Theotokos. This image, traditionally known as Our Lady of Pochayiv, had been given to Anna by a passing Bulgarian bishop, and helped to cure her brother from blindness.

Pochayiv, is a cozy little town, which would probably have remained off any tourists’ radar, if it were not for its main sightseeing attraction – the Holy Dormition Pochayiv Lavra, one of the three most beautiful Orthodox monasteries of Eastern Europe. It stands on a rocky hill, over 75 meters above the town, gazing down on city dwellers and their daily pastimes. While tourists come to see the architecture and to experience the unusual energy of this land, true believers come here because of the Lavra’s reputation for making miracles happen.

LVIV TRAVEL

Currently, two of Pochayiv Lavra’s most honored relics are kept in its main tem-ple, the Dormition Cathedral. This grand building, constructed at the end of the 18th century in the late baroque style, is the Lavra’s dominant architectural land-mark, and its main decoration. The Cathe-dral amazes with the beauty and splen-dor of its decoration – both exterior and interior. A well-known magnate, Count Mikołaj Potocki, funded it. According to the legend, one day the count’s carriage turned over near Pochayiv and he be-came so angry that he wanted to shoot his coachman. But the coachman fixed his gaze on the Lavra and the Count mis-fired three times! Amazed by this miracle, Potocki decided to devote his life to the monastery.Near the Dormition Cathedral is the tem-ple of St. Job, also known as the Cave Church. In 1604, Ivan Zalizo, a well-known champion of Eastern Orthodoxy and a vo-cal critic of the Union of Brest joined the monastic community. Formerly associ-ated with the printing house of Prince Ostrogski, Zalizo established a press in Pochayiv in 1730, which supplied all of Halychyna and Volyn with theological literature. The press continued to func-tion until 1924, when it was taken to the Holy Trinity Monastery in Jordanville, New York. Zalizo received the monastic name

of Job and was elected the monastery’s hegumen. Job introduced strict discipline and other reforms of monastic life. Dur-ing his time in office, the monastery had to fend off incessant attacks by Hojska’s heirs, notably Andrzej Firlej, Castellan of Belz, who sued the monks over his grand-mother’s legacy. In 1623, Firlej raided the monastery, taking the holy icon with him and keeping it until 1641, when a court decision finally returned the icon to the monks. Job of Pochayiv died on October 25, 1651 and was glorified as a saint soon thereafter. Relics of the Lavra’s former leader – Saint Job – are kept in a silver shrine. The Holy Gates, the bishop’s house, and a 65-meter (213 feet) high bell tower are also a part of the Lavra’s complex. The bell tower is the third highest in Ukraine and it has 25 bells, the largest one weighing 11.5 tons.On the 12th of May 2002, the Ukrainian Or-thodox Church canonized schema monk Amphilochius (Amfilohiy) of Pochayiv. Amphilochius of Pochayiv (in world Yakiv Holovatyuk 1894–1971) was born on No-vember 27, 1894 in the village Mala Ilovy-tsya, in the Shumsk region of the Ternopil oblast in Western Ukraine. In 1925 he be-came a monk and joined the community of Pochayiv Lavra. In 1936, Amphilochius had been given the rank of hieromonk (priest-

monk). His healing gifts attracted the at-tention of many people. Archimandrite of Lavra blessed the monk in this work and allowed him to settle in a little hut near the cemetery. In the summers, the pilgrim-age to Amphilochius (then called father Joseph) were increasing, reaching 500 people daily. On the 11/12th May 2002, he was canonized by the Orthodox Church af-ter the church commission researched his life. Just before Easter his relics were un-covered fully intact. Over 20,000 Orthodox pilgrims arrived to take part in the venera-tion of Saint Amphilochius. Many healings took place when people come to touch his relics.Since independence, the Lavra has made many efforts to become the second Or-thodox centre in Ukraine, after the Kiev Monastery of the Caves. The first alumni from its seminary have by now gained bishop rank. The literature that is pub-lished and the icons drawn inside its walls can be found all over Ukraine, and out-side in neighboring Russia and Belarus. Millions of Orthodox pilgrims visit the ancient cloister from all over the former USSR, the Balkans, and the most distant Orthodox places.Women are allowed in the Lavra only in long skirts and with covered heads; scarves and skirts can be found by the entrance.

TASTY NEWCOMERRecently opened, the venue with a long name “Misko Pstrug & Petro Bratvanka. Pstrug, Wine & Bread” offers Lviv’s municipal history along with delicious food and excellent wine. Ac-cording to the legend, Lviv’s city hall clock master Petro Bratvanka, together with trum-peter Misko Pstrug, founded the restaurant. It was at the beginning of the 19th century when the city hall tower was ruined and the trumpeter, who used to work and live there, suddenly became homeless. The poor fellow was sheltered by his friend Petro Bratvanka and by joint efforts they found a way to earn money and do what they were good at – Pstrug (which means trout in the Carpathian region) started fish-farming, while Bratvanka started baking bread. As their businesses flourished, the lucky companions opened a restaurant, offering guests delicious fish dish-es, fresh bread and good wine. Located in the historic center of the city, it’s 2 floors special-ize in grilled trout, following old recipes and offering oven-baked fresh bread. Comple-mentary to their extensive wine list, the menu also showcases delicious salads and soups of the day. Be sure to check out “Misko Pstrug & Petro Bratvanka. LVIV OPINION

T“Speed Dating” was born at a Torah class in Los Angeles. It is the brainchild of Rabbi Yaacov Deyo, educational di-rector of Aish HaTorah, a Jewish resource group in LA with

branches throughout the world. Aish HaTorah owns the service mark SpeedDating. Rabbi Deyo and his students formulated the concept of a speed date to help Jewish singles meet and marry. According to the speeddating.com website, the goal of the pro-gram is “to directly facilitate Jewish continuity by helping Jews meet Jews.” From its Los Angeles origin in the 90s, the speed-dating idea lost its religious characteristic, then spread through-out the world. Moving slowly at first, the basic concept now rolls down hill rapidly, gathering singles as it goes.

Nowadays Speed dating has a format of small mini-meetings organized to introduce people to each other. Everyone gets the plaque with the names and profiles of the opposite sex mem-bers. Then Speed-daters sit at the tables and the first date starts. During the event men and women (10 from both sexes) visit series of mini-dates, lasting from 3 to 8 minutes. After the bell rings (every 7 minutes) participants make notes in the ques-tionnaire, change a partner and begin a new date. The topics of conversation may be quite different, but personal data and contacts must remain in secret to the interlocutor. At the end of the event questionnaires are given to the event organizers. If both catch fancy they may exchange contacts.

The modern world is full of chaos and problems that require repetitive work, frantic rhythm, and likes successful people. So they do make a lot of efforts to achieve those distant goals in life, but do so few in order to find a single person who will bring real happiness and true sense to all their endeavors. So the question is - do we have enough time for our personal life? Of course, it is possible to find a special person in a casual environment, or at some party or trite in the bus, however, agree – that is not the most romantic place for dating. Under the current circumstances society managed to find its own way out – so qualitative, efficient and fast. The Speed Dating par-ties have become the new fashionable brand which is rapidly replacing classical “movie-coffee”.

Such parties might serve as a good start for a serious relation-ship, and for mild flirtation as well. They are held in a pleasant and relaxed atmosphere, ensuring a comfortable environment for communication, making it more interesting and productive. Seven minutes will be enough not only for dating, but for the holistic perception of a companion forming an adequate impres-sion of him to see if you have a desire to meet again. So what are the matters hustling people to attend parties of such type? I do not want to mention negative reasons like despair, be-cause in most cases - it is not. First of all that’s a quite justified need to communicate with the members of the opposite sex, they are deprived of due to their own lifestyle. It’s also wrong to assume that such qualities as uncertainty or aloofness form a typical picture of a Speed Dater. Conversely, they are quite suc-cessful, modern, interesting personalities who are obliged to use instant dates just because of time lack. They are usually 25-30 years old, working mainly in the areas of IT, law and economics.

THE MAIN ADVANTAGES OF SPEED-DATING ARE:

EFFICIENCY AND TIME SAVING

You will not meet random people at the party. Every partici-pant will search in you the same thing you do – reciprocity in the interests and views, the ability to love. Everybody is sup-posed to give you a chance. That is not only a way to save time, abandoning unreliable casual datings but also a way to meet someone who can really care.

COMFORT

This factor is inherent to the female half. It’s not a secret that spontaneous acquaintances especially in the street or in public transport are combined with a strong psychological tension and discomfort. So a random meeting with someone unknown may cause anxiety and fear. Speed-dating provides security, privacy, relaxed atmosphere, and the opportunity to get prepared for the date to fill confident enough.

NEW ExPERIENCE

Many people (mostly males) attend meetings to gain such an important experience of communication, thus overriding con-straint, uncertainty and fear of converse. In practice communica-tional skills of participants significantly increased after the third “date”.

REST

And there is one more cohort of people who visit Speed -Dating just for fun. Unpredictability, novelty - that’s what makes young people attend these events! Each new acquaintance is not like the previous one, bringing pleasure with a promise of something mysterious. In general, Speed Dating - is the best cure for a bad mood, fa-tigue and routine. That’s the way to forget about everything and plunge into the world of exciting adventures which make a new person of you. New people are always new opportunities, re-warding experience, a source of fresh ideas and inspiration. In our city Speed-Dating is only at the stage of its develop-ment. Parties do not occur regularly, but there is a permanent registration for the meeting which will be held as soon as the required amount of people log in. Speed-Dating in Lviv takes place in comfortable cafes: “Vidensky bulochky”, “Mapa” and “Leopolis Coffee-in”, restaurant “Del Pesto”, becoming more and more popular with every new party.

SUStAINABLE trANSPort AWARD FINALIST: LVIVEstablished in 2005, the

Sustainable Transport Award recognizes lead-

ership and visionary achieve-ments in sustainable transpor-tation and urban livability. The award is presented to a city each January for achievements in the preceding year. A com-mittee that includes the most respected experts and organi-zations working internationally on sustainable transportation chose the finalists and the win-ner. The committee includes: Institute for Transportation and Development Policy; EMBARQ, The World Resources Institute Center for Sustainable Trans-port; GIZ (Deutsche Gesellschaft für Internationale Zusammenar-beit); Clean Air Asia; Clean Air Institute; United Nations Cen-tre for Regional Development (UNCRD); Transport Research Laboratory EcoMobility, Local Governments for Sustainabil-ity (ICLEI); Transport Research Board’s Transportation in the Developing Countries Commit-tee (ABE90). On January 15th 2013 in Wash-ington, the Institute for Trans-portation and Development Policy (ITDP), together with an international committee of transportation and develop-ment experts, awarded Mexico City, the 2013 Sustainable Trans-port Award for its Bus Rapid Transit (BRT) system, cycling and walking infrastructure, parking program, and revitaliza-tion of public space. Four addi-tional cities received honorable mentions at the Sustainable Transport Awards: Bremen, (Ger-many), Rio de Janeiro (Brazil), Rosario (Argentina) and Lviv (Ukraine). Lviv was put forward by the international organization GIZ for its overall improvements to public transport, walking, cycling, and traffic calming for the EURO2012 soccer championship. The nomi-nation of Lviv highlighted the sustainable development process in the transport sector with lower emissions, less energy consump-tion and fewer traffic fatalities. The successes of Lviv demonstrate that the preparation for large-scale events can be used to initiate a transformation process in urban mobility

with long lasting and sustainable outcomes. Journalist and activist Myroslava Gongadze accepted the honorable mention award. Armin Wagner, senior transport advisor for GIZ said, “The STA is truly an international award and a recognition for achievements in sustainable urban mobility. Recognizing Lviv sends a strong signal to other cities in Central and Eastern Europe that the devel-opment for cycling and the preservation and expansion of public transport are cru-

FUTSALDuring February 10-11, sport palace “Halychyna” hosted friendly matches of two national teams from Ukraine and Poland. The first game, where the official opening of the match took place, was attended by General Consul of Poland in Lviv - Jaroslav Drozd. The first match was lucky for the Ukrainian team, which won with score 3:0. Ukraine’s team is considered to be pretty tough opponent for Polish players as during last 5 matches between those two teams Ukrainians won. The two matches were played by two different teams lineups to give all the players possibility to participate in the friendly sport meetings. Within Ukraine’s na-tional team played five representatives of Lviv’s team “Energy”. Friendly matches became part of the preparation trainings for the upcoming qualifying competitions to the Futsal European Cham-pionship, which will take place in Turkey in 2014. On March 27, Ukraine’s national team will play against England, on March 28 with Slovenian team and on March 30 against Turkey.

BUSINESS SUPPORT

Sometimes companies have brief liquidity gaps. For example, a company has to pay salaries today, but no money is expected un-til the next day. Is there any solution for the client in question?

The company could use an overdraft that would be repaid once the expected funds from contractors have been received. This is a very good backstop for a business with active money flows on the accounts. Fur-thermore, we have hourly tariffs, i.e., if a cli-ent uses an overdraft and repays it within two hours, the interest will run only for two hours. Few banks can boast such conditions; that is what makes it an extremely advanta-geous offer. As a rule, we provide overdrafts for one year up to 40% of the yearly turnover.

Do you have any other much-sought-after services?

EqUAL PArtNErSHIP

“The client and the bank are equal partners,” says Liubov Hetmanska, head of Lviv Regional Division at UkrSibbank BNP Parіbas Group. Liubov agreed to talk with Kommersant-Ukraine about the advantages that UkrSibbank has to offer its SME clients.According to the rating “50 Leading Banks of Ukraine” by Kommersant-Ukraine, UkrSibbank has been named the best in the following catego-ries: “Servicing Legal Entities”, “Salary Projects”, and “Overdrafts”. What are the advantages that your bank can offer to its clients?

The notion of a “reliable partner” is a cornerstone of our collaboration with clients. These are not mere words, as

business success depends entirely on part-ners. This strategy helps us to be the best and to offer a range of services and prod-ucts starting from efficient, profitable, and comprehensible financial instruments to an individual approach and professional con-sulting and support. By the way, the latter should not be underestimated. Even if other banks have almost the same fees, the quality of analytical and IT support differs consider-ably. Clients need to consider not only the financial advantages a bank can provide but also more technical issues, such as payment warranties, specific features of the new tax code, and currency exchange regulations. Businessmen need specialists who will be able to advise them on all banking issues.

Our bank offers its clients not only all the necessary consultations at all our branches but also free seminars on the most pressing business matters. UkrSibbank has been of-fering such seminars for the second year in a row. At these seminars clients can have their questions answered by professionals from different sectors and can freely share their experience, make new connections, and find new partners. More than 3,000 businessmen have already participated in our seminars.

NEW PLATFORM

What are your most successful and promis-ing financial instruments?

The All Inclusive is undoubtedly our most successful product. It is a comprehensive so-lution for companies and employees, which includes not only payment cards, salary, and other payments but also a variety of banking and insurance services, accessory services, and privileges in one package.

In 2012 the bank transferred its salary card projects to a new platform, a move that provided us with an all-in-one approach to client servicing. Thanks to this, more than 15,000 companies and 700,000 individuals are now using our All Inclusive product. Our figures show that clients are very interested in this package.

This product offers companies numerous advantages. Let’s take a look at remote ser-vices: using them, a company can order payment cards for its employees by itself. The new platform will also substantially reduce time-consumption because, for ex-ample, payroll sheets are processed online. Also, companies can make salary payments to employees of their affiliated branches throughout Ukraine in a centralized manner with no additional charges.

Did this package offer help you to attract new clients?

Yes, small- and medium-sized companies have been the most interested in this offer because of its high efficiency and mobil-ity. We offer four packages of different levels: Start, All Inclusive, All Inclusive Ultra, and All Inclusive De Luxe, out of which every employ-ee can choose what suits him/her most. Start-ing January 2012, our clients have the oppor-tunity to withdraw money from their salary cards at any ATM in Ukraine free of charge. Our clients also enjoy preferential fees with the Global ATM Alliance network worldwide (more than 40,000 ATMs in 40 countries).

UKRSIBBANK HAS INTRODUCED HOURLY TARIFFS: IF A CLIENT USES AN OVERDRAFT AND REPAYS IT WITHIN TWO HOURS, INTERESTS WILL BE RUNNING ONLY FOR TWO HOURS.

in the Monetary Market of Ukraine” in 2010-2011 by the Global Finance magazine. We also received the “Straight-Through Process-ing Excellence Award” from Deutsche Bank for the high quality of payments in 2012.м

In its 2012 rating Investgazeta named UkrS-ibbank a “Bank for Entrepreneurs.” What ad-vantages do you offer to businesses?

The product that is most interesting to business people is our cash and settlement services. We offer several levels of services that allow the client to select what is best suited to his/her activities. For example, the Ekonom (Savings) package is a universal of-fer with a low account opening fee and monthly handling fee; using the Bezlimitnyi (Unlimited) tariff package, the client pays a monthly fee and is entitled to make all pay-ments free of charge as well as withdraw money in line with preferential fees. For pri-vate entrepreneurs, we devised a dedicated offer called the Pidpryiemets (Entrepreneur).

We have been receiving numerous requests to extend our operating hours and there-fore decided to prolong the business day to 6 p.m. (most banks stop accepting active operations by 4 p.m.). And the payment pro-cessing time takes less than 10 minutes. We also enhanced our StarAccess Internet bank-ing system. Clients can subscribe and use the system free of charge.

Our foreign currency transactions enjoy much success among clients with active foreign ac-tivities. The cost of these services depends on the volume of transactions: for transactions up to $20,000 the fee is 0.3%, which decreases gradually as the transaction amount increas-es. For example, for transactions amounting to $500,000, the fee is a mere 0.15%.

Also, clients with active foreign activities are interested in money transfers to/from Ukraine. We have an extensive network of correspondent banks, which helps to consid-erably reduce transaction-processing time.

Our financial advisors select the best ways to execute transfers in order for our clients to avoid additional intermediary fees. In order to carry out these transactions, we ensure that the transaction documents comply with monetary legislation, and we also provide cli-ents with all necessary legal advice. Of course, any lawyer could provide these services, but

our consultations have the advantage of be-ing included in the cost of the service pack-age. It is worthwhile mentioning that our expertise has been highly appraised by the international award “Best Bank for Clients

HOW TO IMPROVE UKRAINE’S BUSINESS CLIMATEThe beginning of the year has set the tone for the next twelve months. An important meeting held on January 18 could not have come at a better time, as the newly appointed government of Ukraine hosted 30 representatives of the European Busi-ness Association – the heads of leading companies operating on the Ukrainian market - at the Cabinet of Ministers of Ukraine.EBA President Tomas Fiala opened the proceedings. His report featured a gen-eral overview of the macroeconomic situ-ation, and he gave his opinion regarding the future development of the Ukrainian economy in 2013.

Tomas Fiala.EBA President, CEO of Dragon Capital

“What needs to be done to encourage foreign companies operating in Ukraine to invest more, increase production (for both local consumption and exports), and thereby create new jobs, boost rev-enues and profits and hence pay more in tax? There can only be one answer — re-forms, however unpopular they might be. Precisely how we welcomed the govern-ment’s challenging pension reform steps, we will readily offer our support and as-sistance in deregulating the business environment, phasing out utility tariff subsidies, and reducing the state budget deficit, to mention just a few areas. Together with substantial monetary re-laxation and a flexible exchange rate, this will make Ukraine more competitive and attractive as a destination for foreign manufacturers. The reforms I mentioned are in effect the ultimate social policy, as the investments they will help to attract will drive the demand and competition for labor, and that in turn will boost local salaries and living standards.”

West Ukrainian EBA Branch together with Lviv Consulting Group continued to monitor the labour market of Western Ukraine in November 2012. The third Labour Market Index revealed changes and tendencies in selection, maintenance and retention of employees, as well as in managing of HR processes in different areas of business compared to the previous Labor Market Index survey.

In November we observed a twofold increase in number of participants in the Labor Market Index survey. Among the survey participants were banks, retailers and sales companies, construction companies, providers of legal, consulting, logistics and IT services, as well as manufacturing companies active in machine building, metal working and food processing industries. Above 50% of the participants were businesses with foreign investments operating in Western Ukraine for more than 10 years, with head count 60 to 400 employees. The tendency in plans to increase headcount within the next 3 months pre-vailed (60% respondents). The number of companies that planned reduc-tion in headcount decreased by half.During the past three quarters there was a persistent demand for qualified workers with special education and professionals with 3 to 5 years expe-rience, like engineers, IT programmers, accountants, sales managers. In-terest of potential manufacturers in non-skilled workers increased by 10%. Demand for administrative personnel decreased threefold.

How would you estimate the labor market?

Dynamics: Labor Market Index

Labor market index in November 2012 was 3.01. The index is defined as the average indicator of the indi-vidual categories. Individual indicators were defined as follows: for example “Competition for talents category“: 1*3.8% + 2*34.6% + 3*42.3% + 4*15.4% + 5*3.8% = 2.8

Avaerage Labor Market5 – Labor market is definitely favorable for employers4 – Labor market is rather favorable for employers3 – Labor market is neutral2 – Labor market is rather unfavorable for employers1 – Labor market is defitely unfavorable for employers

Avaerage estimation points – Definitely favorable for employers – Rather favorable for employers

At the first sight, the Labor market is attractive for employers because of salary stability, big number of those who are searching for a job. Nevertheless, there is lack of new vacancies and there is a demand for low-wages’ professionals and graduates with lit-tle experience.

LEGAL COMMITTEEThursday, 24 January EBA Legal Committee meeting was held at the EBA office in LvivThe topic of the meeting: Registration of title rights for immovable prop-erty under new rules. The meeting was conducted in a Q&A format. Since the new procedures of property rights registration raise many question regarding their realization, we invited private notary, president of Association of private notaries in Lviv region Ms. Alla Krasovska as a speaker to our discussion.Ms. Alla Krasovska kindly shared her experience concerning registration of title rights for immovable property under new rules. The Law of Ukraine “On amendment of certain legislative acts of Ukraine

regarding improvement and facilitation of the procedure of state registra-tion of land plots and title rights for immovable property”, which entered into force since 01.01.2013, changed the procedure of registration of title rights for immovable property. In particular, the registers of rights ceased to function in previous regime (mortgages register, register of encumbrances of movable property, legal deeds register), while the unified register was created; the rules of access to the register were changed, as well as the registration authorities were redistributed (Bureau of technical inventory – State registration service – State Land Resources Agency –

notaries). In the course of her speech Ms. Krasovska actively answered the participants’ questions and profoundly revealed the topic. Invited speaker encourage the par-ticipants to contact her with any questions in the future, as a lot of changes in the subject is expected.

MANAGEMENT COMMITTEEEBA Management Committee was held on Wednes-day 30 January. The topic of the meeting was Ukrai-nian Mentality and Shared Management.Invited speaker – Vasyl Poluyko, President of NGO Development Foundation “Western Ukrainian Re-source Center”.Vasyl Poluyko talked about Ukrainian mentality and generally described main differences between Ukrainian and other cultures according to Geret Hofstede theory. In Ukrainian society as a result of takeover of dying culture (Byzantium), constant attacks, war, famine and repression, constant au-thorities’ betrayals was formed Ukrainian individu-alism with the strategy of units’ survival, not the community.

“He reproduce rather than cre-ates, he focuses on the details and forgets about the strategy, he lacks masculine principles (mother raising a son for the family, not for the community)” this is how the speaker explained Ukrainian indi-vidualism.Besides identify-ing and describing the specifics of the Ukrainian mentality, participants have been offered recom-mendations on how they can actually influence on the Ukrainian mentality in business and in personal life. Among the recommendations, Mr. Poluyko recommended following:

• reports must be written at the meetings and pre-liminary one’s must be approved;

• associative structures should be created and regulatory mechanisms governing the relationships between small groups must be implemented;

• long-term projects must be in priority;• men must spend more time with their children.

As a conclusion, the invited speaker encouraged the participants to be a driving force of Ukrainian mentality changes.

EBA EVENTS

INTERNATIONS COMMUNITYOn 30 January, 2013 EBA members got to-gether with the Inter-Nations community for the live jazz and social-izing in the Hrushevsky Cinema&Jazz. This was the first social event in 2013, which gathered around 40 people to relax, net-work and socialize in the international at-mosphere. We saw many new and old faces and had a nice international evening with a lot of fun, as always!

We are still working on mem-bership growth, because we believe that together we can successfully influence on our business environment.

“As for social activities, February was mostly a planning month. Thus, 2013 will be even more intense of quality and interesting events, which, in the first place, aim to make new business contacts, network and introduce EBA member companies. And as for this month, the first event was a joint meet-ing with the InterNations community”.

“Our company has recently started operating in Ukraine, and we have doubts as to due application of tax legisla-tion. Is there a possibility to obtain official advice of the Tax Authority?”The tax legislation of Ukraine is in fact rather complicated and sometimes even tax lawyers have different opinions as to application of certain tax norms. Taking into account that violation of tax legislation might lead to imposition of high penalties, taxpayers should be very diligent in tax ac-counting.Article 52 of the Tax Code of Ukraine foresees that the Tax Authority is obliged to provide tax advice to the taxpayer at the request of the latter. Such advice has to be prepared within 30 days. The taxpayer, who wants to obtain official tax advice, has to file a request to the Tax Authority at the location of the taxpayer. The tax advice is individual, i.e. it is intended specifically for the taxpayer, who requested the advice, and another tax-payer cannot refer to this tax advice as if it was the general legal position of Tax Authority. The taxpayer, who requested the tax advice, will not bear responsibility for violation of tax legislation, if he acts on the ground and according to the tax advice (even if the tax advice is later cancelled or changed). This mechanism provides possibility for com-panies to secure their tax accounting position with regards to business operations, which are crucial to the company and not to fear that the next inspection of Tax Authority will reveal major violations of tax legislation. In case the taxpayer does not agree with the tax advice, he can appeal it to the administrative court. The Code of Ad-ministrative Procedure foresees 6-months period for filing the claim. In case the court cancels the tax advice, the Tax Authority will have to issue new tax advice with the consid-eration of the conclusions of the court.Previously tax advices of the Tax Authority were not popu-lar among taxpayers, since there was not possibility to appeal them. Taxpayers received sometimes tax advices, which contradicted their own opinion, and could not apply them. With the adoption of Tax Code and introduction of the possibility to appeal the tax advice, the latter became a more effective instrument for the tax payers. Thus, it is recommended to obtain tax advices, as they are provided free of charge by the Tax Authority, while can se-cure the taxpayer in respect of due tax accounting of cer-tain business operations.
