FOREWORD
It is with great gratitude to Allah (swt) that I write the foreword to the Second Edition of the MKAN Handbook (Insha Allah) for the MKAN 2018‐2023 Year.
When I was appointed by His Holiness, Hazrat Mirza Masroor Ahmad (atba) as Sadr in 2016, one of the major challenges the Majlis Khuddam‐ul‐Ahmadiyya Nigeria was facing was the need to make the MKAN Hand-book more pragmatic and applicable to the current needs and to enhance the effective training of members to meet the enormous responsibilities placed on the youth of Ahmadiyya Community worldwide.
To this end, members of Aamila Mulk of the Majlis Khuddam‐ul‐Ahmadi-yya Nigeria were charged with the review of the existing Handbook. I am happy to present to the members of the Majlis Khuddam-ul‐Ahmadiyya Nigeria a comprehensive review of the MKAN Handbook in all the de-partments of the Majlis which I hope will Insha Allah address the defects we have identified in the training of MKAN members and also in reporting of our activities.
The need for a comprehensive training manual for the Majlis cannot be over emphasized in the quest for the Majlis to fulfil its responsibilities to humanity and to the Ahmadiyya Community. The Holy Prophet Muham-mad (saw) has stressed the importance of the acquisition of knowledge in one of his numerous Ahadith that ‘the search for knowledge is compulsory for all Muslims male and female’. It is also a known fact that the first verse revealed by Allah (swt) to the Holy Prophet Muhammad (saw) instructed him to ‘Read in the name of your Lord that creates’. Hazrat Khalifat-ul Masih II, Mirza Bashir‐ud‐deen Mahmud Ahmad while establishing the Majlis Khuddam also stated that ‘no nation can be reformed without the reformation of the youths’. The above facts give credence to the need for Muslim youths to seek knowledge.
As Muslims with the enormous role of reforming humanity in these days of general decadence, it is imperative for us to arm ourselves with ade-

quate tools that will aid the performance of this divine task, therefore the need for the review of the existing MKAN Handbook.
I hereby implore Khuddam members at all levels to make effective use of the book for the training of members and reporting of all MKAN activities at all levels.

INTRODUCTION TO MAJLIS KHUD-DAMUL AHMADIYYA NIGERIA
Majlis Khuddamul Ahmadiyya (MKA), literally meaning ‘Associ-ation of Servants of the True Islam’ and also known as the Ahmadi-yya Muslim Youth Organization (AMYO), was founded in 1938 by Hadhrat Mirza Bashiruddin Mahmud Ahmad (ra) and is the youth section of the Ahmadiyya Muslim Community.
Consisting Ahmadi members between ages 15 and 40, Majlis Khuddam-ul-Ahmadiyya (MKA) is an auxiliary organization of the Worldwide Ahmadiyya Community, saddled with the task of organizing members of the Ahmadiyya Muslim Jama’at between the ages of seven and forty years to present the peaceful message of Islam to the entire world.
Its aims are to train and educate its members, including At-fal-ul-Ahmadiyya, (male children between ages 7 and 15) in the true Islamic teachings, selfless service to Islam, country and man-kind at large.
Since its establishment in Nigeria in 1972, the Majlis Khuddamul Ahmadiyya Nigeria has established a culture of Service to Human-ity, a tradition which is in consistent with the Ahmadiyya philoso-phy – “Love for All, Hatred for None” – by carrying out projects and programmes that benefit the various communities where it is established. The Khuddam operates in 21 States of Nigeria and car-ry out a number of projects at national, state and local government levels.
ObjectivesThe organisation offers spiritual, moral and educational mentoring to its members, through a mixture of religious and secular activi-ties. It is dedicated to ensuring its members develop and excel in qualities such as piety, honesty and fair dealing so that they can

better contribute to the country in which they live.
The activities of MKA are not limited to the Muslim community. It serves the needs of all members of society irrespective of colour, race, religion or creed and promotes interfaith dialogue and co-op-eration in order to promote peace and harmony.
Service to HumanityMKA Nigeria has a longstanding reputation of working with char-ities and bringing succour to people affected with disasters. This work ranges from assisting the charities with fundraising to organ-ising charity events.
Some of MKAN projects and programmes include: Voluntary Blood Donation, Community Development Services, Free Medical Services, Human Capacity Building workshops and conferences, Scholarship / Youth Empowerment, etc. In 2017, the organisation donated 1,175 pints of blood; organised free medical camps / wel-fare expeditions for 530 beneficiaries; visited and donated gift items to over 500 inmates of prison yards, children at orphanage homes and patients at hospitals; planted and nurtured 1,100 trees at dif-ferent parts of the country; organised 27 events to disseminate the message of ‘Stop The Crime’ campaign; organised a Ride for Peace project, covering a total of 140Km across the country, among others.
Educational ServicesMKA Nigeria has been at the forefront of providing excellent ed-ucational services to both its members and non-members. It estab-lished an elementary school, the Fazl-Omar Nursery and Primary School at Ojokoro Lagos State in 1996 to provide qualitative edu-cation to members of the Community. It also organizes free tutorial classes for students preparing for public examinations.

Health and FitnessSports events such as football, Taekwondo, ping pong are held on a national, regional and local basis. At national events, which are rotated annually with different regions given the responsibility of organising them, regions compete against each other for the crown in that particular sport. Apart from the physical competitiveness of these events, and regional or local rivalries, members get the opportunity to meet, network and, most importantly, develop bonds of brotherhood with other members from all around Nigeria.
MKA Nigeria also promotes a biennial National Sports Festival.
In 2016, as part of activities commemorating the Centenary of the establishment of Ahmadiyya Muslim Jama’at in Nigeria, the Majlis Khuddam Ahmadiyya Nigeria organized the following activities: Inter-Religious Peace Conference, Stop The Crime Campaign, Tree Planting Campaign, Blood Donation, Free Medical Services, Ride For Peace, Muslim Writer’s Guild and Ahmadi Youth All African Games (AYAAG). The AYAAG 2016 project received technical supports from key Nigerian security agencies, Federal Ministry of Youth and Sports, National Sports Commission, Office of the Spe-cial Adviser to the Nigerian President on Youth and Students Mat-ters, etc. The event witnessed participants from eight (8) African countries and United Kingdom. Islam AwarenessMKA Nigeria is actively engaged in presenting the peaceful mes-sage of Islam and removing common misconceptions and mis-understandings about the faith. It firmly believes that tolerance, engagement, interaction and debate are vital to understand the true teachings of Islam.
It is involved in a number of programmes ranging from provid-ing Islamic literature to a wide-ranging public. It also publishes a

bi-annual magazine, Al-’Irfan to educate youth and promote the reading culture.
MKA Nigeria also runs a website (www.khuddam.ng) where infor-mation about the organization and its activities are updated.
Annual Ijtema (Convention)This is MKA Nigeria’s flagship event of the year when thousands congregate for a three-day convention. Members participate in religious education and sporting competitions which add an extra element of healthy rivalry between members.
Its first Ijtema (convention) was held in 1972 in Ibadan, Oyo State. The Ijtema sees the culmination of a whole year’s work for the var-ious regional and local branches of MKA with awards given to the most outstanding achievers. More importantly, this event enables members to strengthen and foster new relationships in the spirit of brotherhood.
As a vibrant youth-led organisation, our outreach programmes have afforded us unique opprtunities in order to attend international con-ferences; held in countries such as United Kingdom, United States of America, Germany, South Africa, Tanzania, Ghana, Republic of Benin, Bukina Faso, etc. Our numerous humanity-focussed projects have received commendations from individuals, local communities, corporate organisations and government’s MDAs.
Our motto is “Nations cannot be reformed without the reforma-tion of the youth”.

Administrative Structure
The Sadr (National President) is the administrative head of the Majlis Khuddam. He is supported in his role by National Officers (Muhtamim), and Regional, Ilaqa (States), Dila (District), Muqam1 (Zone) Qaideen or further through the Halqa (Sector) Zaimeen.
The affairs of MKAN is steered by the Sadr (National President) and his Ilaqa, Dil’a and Muqam Qaideen and their respective officers 1 For the purpose of organisation, a Muqam shall not be made of less than a total of 10 Khuddam and Atfal. Where the to-tal number of Khuddam and Atfal of a Majlis is less than 10, such Majlis shall be designated an Halqa.

Under the instructions and guidelines of the National Office Bearers, Majalis conduct their respective programs within their own areas.
The year of Khuddamul Ahmadiyya starts on November 1st and ends on October 31st of the following year. Those boys, who turn seven years of age during the year, join Majlis Atfalul Ahmadiyya at the start of the year on November 1st and those Atfal who turn fifteen years of age become members of Majlis Khuddamul Ah-madiyya from November 1st. Similarly, those Khuddam who are turning forty years of age during the year become members of the Ansarullah on January 1st of the following year (the year of Majlis Ansarullah starts in January).
Majlis Khuddam‐ul‐Ahmadiyya Nigeria operates the following or-ganization flow chart2.

Purpose
This section provides detailed guidelines for the office bearers of Majlis Khuddamul Ahmadiyya Nigeria at the Muqam, `Ilaqa/Dila and Mulk levels, providing a systematic and easy to understand ex-position of their responsibilities.
Structure
For each office, a four-part description is provided consisting of its purpose, reporting structure, a list of duties as per the Constitution of Majlis Khuddamul Ahmadiyya and a brief account of the tasks involved in carrying out the aforementioned duties.
Note: The duties and tasks should not be taken as the only objectives but rather they are broad guidelines.
Expectations
It is expected that the office bearers will review these guidelines to obtain guidance and direction to achieve the goals and objectives of Majlis Khuddamul Ahmadiyya.
We should remind ourselves of the importance attached to the work of Khuddamul Ahmadiyya by Hadrat Khalifatul Masih II:
“The mission of Khuddamul Ahmadi-yya is not ordinary mission. It is an ex-tremely important one!”

Hadrat Musleh Mau`ud also mentions the need for continuous ef-forts:
“For a nation to be successful, it is not enough that only one generation is looked after. Those programs that are longer are only successful when con-tinuous efforts are made by many gen-erations in order to complete these pro-grams”

12 Qaid Majlis
1. QAID MAJLIS
Purpose
A Qa’id Majlis is responsible for supervising all the affairs of the Majlis which he leads, and is also expected to represent and lead the Khuddam of his Majlis.
Reporting Structure
• Reports directly to Sadr Majlis, National Majlis `Amila, Qaid Ilaqa, and Qaid Dil’a.
• As a member of Majlis `Amila of local Jama`at, he also re-ports to President Jama`at for assigned local duties.
Duties
• Responsible for ensuring that all decisions and instructions of Majlis `Amila and National Markaz are implemented.
Duties as per Constitution1
139. The Qaid will supervise all affairs of Majlis/Majalis Muqam.
140. He will be responsible to have all the instructions of the Na-tional office bearers
implemented.
141. He will be authorised to make decisions concerning the in-terpretation of the rules of Majlis Khuddamul Ahmadiyya.

A member will have the right of appeal to Sadr against this decision through the Qaid.
142. Receipts of expenditure will necessarily be signed by Nazim Maal Muqam and the Qaid.
143. The Qaid will have the power to reject majority decision concerning local affairs. But in case Majlis Amila Muqam demands, the Qaid will be bound to inform Sadr Majlis of it within a week.
144. The Qaid will be authorized to suspend or dismiss the office bearers nominated by him. In case of dismissal, he will im-mediately inform the Sadr Majlis of it. The Qaid (Ilaqa/Dila) will have the power only to suspend an elected office-bear-er, the Sadr Majlis will be duly informed of any such sus-pension. In both cases, Sadr Majlis will be intimated within three days.
145. If needed, the Qaid will be authorized to appoint any mem-ber of his Majlis Amila to officiate in his place. If such an appointment is for a period extending beyond fifteen days, its approval will be sought from the National Headquarters.
146. The Qaid will be authorized to grant approval of the nomi-nated office bearers of Halqa.
Qualities of a Qa’id Majlis
• A responsible, disciplined, trustworthy Khadim who abides by the Order of the Majlis and is willing to help the members of his Majlis by taking a pro-active role in all matters con-cerning Khuddam and Atfal.
• A motivator who leads by example and understands that in order to be a good leader, he must be a good follower.
14 Qaid Majlis
• Above all, the most exemplary quality of a Qa’id is his ab-solute obedience to the dictates of Islam and Nizam Jama`at. This attribute alone will guarantee success for a Qa’id and ensure that his team is also humble and obedient to the Ni-zam Jama`at.
Goals of a Qa’id Majlis
• The most important goal for a Qa’id Majlis is to ensure max-imum participation of Khuddam in prayers, programs and activities organized by the Jama`at/Majlis.
• Expected to be a goal-oriented person, the Qaid not only ful-fills the goals set by National Markaz, but sets and fulfills his own goals.
• He should set deadlines for goals, monitor the progress or lack thereof, and adjust as required. For example, he may set a goal to visit at least 20 Khuddam per week and monitor his progress with a monthly review. Similarly, he should set and monitor the goals for his Majlis `Amila.
• He should plan and set goals to improve the general Ta`lim, Tarbiyat, Health and Economy of Khuddam.
• He should be a leader who anticipates the future require-ments of National Markaz and that of his Khuddam. He should plan accordingly to meet those requirements. For ex-ample, he should build a team of 20-25% of Khuddam in his Majlis who can be made available on a very short notice for any Waqar `Amal or Khidmat Khalq duties.
• He should be well informed about the geography and de-mographics of his Majlis and surrounding areas, utilizing this knowledge to plan better Khidmat Khalq and Tabligh activities while assisting the National Markaz in its various

activities and programs.
• He is expected to keep track of Khuddam moving into or out of his Majlis.
• Ensure that the system of Sa`iqin is established through Za`im Halqa. A Sa’iq is the link between the organization body and a Khadim. The success of a Majlis is determined by the successes of the Sa’iq.
Available Resources
• Various resources are available to the Qa’id Majlis when he requires guidance and direction in carrying out his responsi-bilities. An escalation path exists to address any challenges that may be faced by a Qa’id Majlis in the course of his work.
• The first and foremost resource available to a Qa’id Majlis is the Handbook of Majlis Khuddamul Ahmadiyya Nigeria. This book is an excellent source of information on the de-partments of Majlis Khuddamul Ahmadiyya. Additional in-formation is available on the web site of Majlis Khuddamul Ahmadiyya (www.khuddam.ng).
• The second resource available to a Qa’id Majlis is his Qa’id Dil’a and/or Qa’id `Ilaqa. The Qa’id Dil’a and his Majlis `Amila are responsible for providing support, assistance and guidance to Qa’id Majlis in carrying out his assigned responsibilities.
• The third resource available to a Qa’id Majlis is the National Majlis `Amila. All members of the National Majlis `Amila are there to aid in their respective departments.
• In addition to the above, the main resource and guidance available to a Qa’id Majlis is from Sadr Majlis Khuddamul

Team of a Qa’id Majlis
• To be effective, a Qa’id Majlis must have a good team. This team includes his Majlis `Amila and Zu`ma. Sa`iqin are a key player in Qa’id Majlis’s team. The team must consist of Khuddam who are able and willing to work as a team and individually.
• Qa’id Majlis shall form his Majlis `Amila, submit it to Qa’id Dil’a and National Markaz for approval by filling in the ap-propriate form. It is preferred that a Khadim be given only one department. Exceptions can be made after discussions with Qa’id Dil’a and/or Qa’id `Ilaqa.
• Changes to the Majlis ̀ Amila can only be made after seeking approval from Sadr Majlis Khuddamul Ahmadiyya Nigeria. No Nazim can be replaced by a Qa’id Majlis without prior written approval of Sadr Majlis.
• Nazimeen Muqam and Zu`ma Halqa will report to Qa’id Majlis and be present in all meetings of the Majlis `Amila of Khuddamul Ahmadiyya Muqam.
Personal Contact
• To strengthen the Majlis, a Qa’id Majlis must contact his Khuddam by personally visiting them on a regular basis.
Qa’id Majlis & Local Jama`at
• A Qa’id Majlis is a member of the local Jama`at `Amila as per the rules of Tahrik Jadid.

• A Qa’id Majlis is incharge of those members of the Jama`at who belong to Khuddamul Ahmadiyya and is responsible for aiding the activities of the local Jama`at, where required.
Halqa & Zu`ma
• Where necessary, Halqa must be established to ensure the activities of a Majlis are conducted in an effective manner.
• The leader of a Halqa, the Za`im, will be elected with his ap-proval sought from National Markaz. His `Amila members consist of Muntazimeen and Sa`iqin.
• A Za`im Halqa has the same roles and responsibilities as that of the Qa’id Majlis, but within his respective Halqa.
• Za`im Halqa is responsible for carrying out the directions given to the Majlis Muqam within his own Halqa.
Qa’id Majlis & Nazim
• A Nazim implements and executes the programs for his de-partment as prescribed by the National Markaz and Qa’id Dil’a.
• A Nazim should seek approval of Qa’id Majlis before ap-pointing anyone in his team including Na’ib Nazim.
• A Qa’id Majlis should be in regular contact with his Nazi-meen and hold regular meetings to monitor the progress of the assigned duties and provide assistance.
• A Qa’id Majlis must get regular reports from all Nazimeen to provide feedback to the National Markaz and Dil’a.

Qa’id Majlis and Nazim Atfal
• The most capable person in the Qa’id Majlis’s team should be given the responsibility of Nazim Atfal.
• Nazim Atfal has similar roles and responsibilities to those of Qa’id Majlis with regards to the Atfal; therefore, it is imper-ative to give due importance to this department.
Interaction with Qa’id Dil’a/National Markaz
• Regular contact with the Qa’id Dil’a and National Markaz is very important. It can not only be a source of motivation but will also provide the Qa’id Majlis with guidance in per-forming his duties.
• The Qa’ideen meeting held by the Qa’id Dil’a and by the Na-tional Markaz is another avenue for interacting with Markaz.
Ijlas `Amila (Meeting of Majlis `Amila)
• A Qa’id Majlis must meet with all of his Nazimeen at least once a month to discuss the past activities of the Majlis `Amila and plan future events.
• In the Majlis `Amila meetings, some basic points must al-ways be discussed; these include:
o Minutes of the previous meeting(s)
o Review of the previous activities along with action items
o Report of Nazimeen (oral and written)
o Follow-up of assigned responsibilities to Nazimeen
o Tarbiyat of Khuddam and their compliance with five

• During the `Amila meeting, each Nazim must present a writ-ten report which includes at least the following points:
a) Does the Nazim offer prayers regularly?
b) Does the Nazim recite the Holy Qur’an regularly?
c) Has the Nazim written a letter to Hadrat Khalifatul Masih
d) Has the Nazim listened to the Friday Sermons of Hadrat Khalifatul Masih
e) Has the Nazim met with the Muntazimeen of his de-partment during the month? (if applicable)
f) Has the Nazim submitted his Monthly Report Form Section for the month?
Ijlas `Ama (General body Meeting)
• In order to increase the participation of Khuddam in all events of the Majlis and Jama`at, it is imperative that Khud-dam meet on a regular basis and be given an opportunity to explore their talents. One forum to accomplish this are the Ijlasat `Ama or General Meetings.
20 Qaid Majlis
• A list of topics for the Ijlas `Ama should be prepared at the beginning of the year so that a variety of interesting topics are addressed to capture the interests of Khuddam. These topics should address the various Ta`limi, Tarbiyati and sec-ular issues faced by Khuddam in everyday life. Topics can also cater to other possible interests of Khuddam, such as, astronomy, sports, health and related issues, etc.
• On occasion, special guests from National `Amila and other dignitaries of the Jama`at should be invited to motivate and teach Khuddam.
• Separate Ijlas `Ama should also be held for Atfal to address their interests and encourage their participation.
Reporting – Monthly, On-demand
• Qa’id Majlis is also responsible for presenting reports at the Local, District and National level.
• Reporting is of two kinds
o Monthly Reports – A monthly report form must be filled out and submitted to National Markaz. The Qa’id Majlis must review the report form before sub-mission. The report is to be submitted using the elec-tronic reporting system. The due date for the current month’s report is the 5th of the following month.
o On-demand Reports – These are the reports that the Qa’id Majlis is expected to present at the National and/or District level. Such reports include reports of special events like Waqar ‘Amal, Blood Donation etc. In order to present this report, a Qa’id must have an accurate picture of his Majlis at all times in all departments.

Financial System of Majlis
• To operate a Majlis properly, its financial system must be setup with appropriate accounts and book keeping.
• A Majlis could open an account in a banking institution in the name of the Majlis and not in the name of the Qa’id Ma-jlis or Nazim Mal. A letter for this purpose must be obtained from National Markaz.
• The bank account should have three signatories on it, i.e, Qa’id Majlis, Na’ib Qa’id and Nazim Mal
• To withdraw funds, two of the three signatories must sign the cheque. In case of Qa’id Majlis’s absence, Na’ib Qa’id will sign the cheque.
• All financial records must be retained and an audit by the Muhasib Muqam be performed once every quarter with the results of the audit submitted to Muhasib Dil’a.
• If a special fund-raising event is to be conducted, permission must be sought from National Markaz for it.
• All funds must be collected against the receipt books issued by the National Markaz.
Outdoor Activities
• It is recommended that outdoor activities be held in the Ma-jlis to promote brotherhood amongst Khuddam.
• These activities can be organized as picnics, BBQ’s, Kulu Jamiyya etc. The main purpose of such activities is to pro-vide Khuddam and Atfal an atmosphere where they can get together and enjoy one another’s company.

2. DEPARTMENT OF AITMAD
Purpose
• The Motamad Muqam maintains records of the Majlis ac-tivities and co-ordinates between Markaz and Majlis. He ad-ministers the secretariat of the Majlis.
Reporting Structure
• Reports directly to Qa’id Majlis and Motamad Dil’a.
• Reports indirectly to National Motamad.
Duties as per Constitution
(The word Muhtamim has been replaced by the word Nazim and “National Office” is replaced by “Local Office” as per Rule #153 and Rule #92 respectively of the constitution of Majlis Khuddamul Ahmadiyya)
91. He will supervise the work of the Local Office, keep its records in order and will be responsible for its security.
92. He will attest the bills of the Local Office signed by the concerned Nazim.
93. He will keep record of minutes of Majlis-e-Amila meetings and will inform Majlis-e-Amila and members of relevant matters, as appropriate.
148. The Motamad will do all the correspondence of all affairs concerning Majlis/Majalis under the instructions of the Qaid. Also, he will keep a record of all decisions, corre-spondence and proceedings of the Majlis Amila’s meetings.
149. He will send to the District (Dila) office until 5th of follow-ing month a monthly report signed by the Qaid. 1

Tasks
• Submit the monthly report of the current month to Dil’a Qa’id and National Markaz by 5th of the following month.
• Dil’a and Ilaqa report for the current month must be submit-ted to National Markaz by 10th of the following month.
• Arrange dates, venue and time for `Amila meetings with the approval of Qa’id Majlis. At least one `Amila meeting must be held every month.
• Prepare an agenda for every `Amila meeting. After approval of Qa’id Majlis it should be made available to Nazimeen before the meeting.
• As per the instructions of Hadrat Khalifatul Masih IV, Majlis `Amila must dedicate time for Namaz and Tabligh purposes at least once a month.
• Maintain a record of attendance for all `Amila meetings.
• Take minutes of the Ijlas `Amila (`Amila meeting) and oth-er meetings and record all decisions made in Majlis `Amila meetings.
• Assist Qa’id in preparing reports and correspondence with National Markaz and other organizations. Correspondence sent to National Markaz must also be forwarded to the Dis-trict.
• Forward appropriate correspondence to related Nazimeen.
• A Motamad should establish and maintain an office for local Majlis and undertake following steps to ensure its smooth operation:
o Maintain a hard copy of all reports and detail of activities submitted to Dil’a, Ilaqa and National

o Maintain a record of all correspondence with Dil’a and National Markaz.
o Create separate folders for each Nazim and for ev-ery project in place.
o A proper filing system must be established as per the following guidelines:
a) Minutes of the Meeting – This folder should contain all the minutes along with the agenda and attendance for the meetings.
b) Circular – This folder should contain the circu-lars that are sent out from National Markaz and/or Dil’a/Ilaqa. The circular contains instructions by Muhtamimeen to be completed for the month by Majalis for their respective departments.
c) Mail Folder – This folder has two subsections, Inbound and Outbound. All mail that is deliv-ered to and sent out by the Majlis must have a reference number associated with it. These numbers are to be recorded in this folder along with summary information.
d) Incoming Letters – This folder contains all letters received by the Majlis along with their reference numbers as assigned and recorded in the Mail folder above. Appropriate sub-divisions should be made to combine letter for a given department. (e.g., collate letters by department, Halqa, etc)
e) Outgoing Letters – This folder contains all let-ters that are sent by the Majlis along with their reference numbers as assigned and recorded in the Mail folder above.
f) Red Books – As per Hadrat Khalifatul Masih

IV’s instructions, “Red Books” must be main-tained for all events of the Majlis. Appropriate sections should be created for each local event, e.g, Tarbiyati classes, Ijlas `Ama, etc)
g) Annual Report – This folder contains the annual report of the Majlis presented to the Dila office and the National Markaz of the Majlis.
• Maintain a record and log book of all correspondence with a reply by date to ensure compliance by Nazimeen.
• Ensure that all correspondence received from National Markaz/Ilaqa/Dil’a is done so in a timely manner by the re-spective Nazim and/or Za`im Halqa.
• Keep an up to date inventory of all the movable and immov-able properties of the Majlis. This should be updated at least once a quarter.
• Establish a sign-out system of all assets of the Majlis.
• Hold refresher courses for office bearers.
• Prepare a Calendar of Events for the activities of the Maj-lis for the year, by making use of the National Calendar of Events.
• Conduct at least one Ijlas `Ama (General Body meeting) ev-ery month and prepare an agenda for General body meeting with the approval of Qa’id Majlis.
• Arrange for the election of Qa’id Majlis and Za`im Halqa within the times specified in the Constitution of Majlis Khuddamul Ahmadiyya Nigeria.
• Arrange to hold elections right away if Qa’id Majlis/Za`im Halqa moves during the year after seeking approval from National Markaz.

• Utilize the system of Sa`iqin to inform Khuddam about the programs of the Majlis.
• Co-ordinate between different departments.
• Prepare the Ijtema` program by consulting the Guidelines for MKAN Events section and submit the program to the Executive Body/Dil’a Qaid for approval.
• Present the Annual Report of Majlis to Khuddam in line with approved guidelines.
• Ensure that all office bearers are familiar with the Constitu-tion and Guidelines of Majlis Khuddamul Ahmadiyya Ni-geria.
• Ensure that all questions in the monthly report form are an-swered, even if no activity takes place. Precise figures should be used rather than percentages or estimates.
• Feedback received from the National Markaz about the monthly report form should be replied to in the next month-ly report.

Purpose
• Serve humanity unconditionally without differentiating be-tween religion, creed or colour and to assist those in need whomsoever they may be.

• Nazim Khidmat Khalq shall adopt such means as to do max-imum service to the poor, the helpless and the needy without any discrimination of religion, creed, cast and color.

Tasks
• Collect food and clothing for distribution to the needy on a regular basis.
• Collect and distribute books so that students may benefit from them.
• Visit the sick and the needy to alleviate their suffering.

Purpose

• Responsible for implementing the decisions made by the Qa’id and Majlis `Amila.
Duties as per Constitution
150. Nazim Mal, having the forms of assessment budget filled by the members, shall send these to the National Headquarters. He shall collect the prescribed subscriptions up to 20th of every month and send to the National Headquarters its share.
151. He will present to Qa’id Muqam the names of those Khud-dam of urban areas who have not paid their subscriptions for three months, and those of rural area who have not paid the subscriptions for six months.
152. He will keep a proper record of income and expenditure of the Majlis.
Tasks
• Prepare and submit the Annual Budget of the Majlis to Markaz for approval prior to July 15th of each fiscal year.
• Every Khadim must be contacted to get their exact budget as per their income. The Chanda is paid on the net income, i.e., after taxes but before excluding any expenses (e.g, rent,

• Strive towards a 100% collection of subscription with 100% participation from the members.
• Report actual amount of Membership and Ijtema` Chanda collected every month.
• Collect Chanda of Majlis regularly every month.
• Urge Khuddam to maintain a high level of financial sacrifice and forge ahead in other
Tahrikaat (schemes) announced by Hadrat Khalifatul Masih.
• Inculcate the habit of regular financial sacrifice in Khuddam.
• Inculcate the habit of paying Chanda at the prescribed rate on a regular basis in Khuddam.
• Ensure that Khuddam are aware of Chanda of Jama`at and Majlis along with their breakdown.
• Open and maintain a bank account for the Local Majlis. The bank account must have three signatories on file with with-drawal requiring at least two signatures. The three signato-ries on the bank account must be:
o Qa’id Majlis
o Motamad
o Nazim Mal
• Ensure that all expenditures of the Majlis are approved by Qa’id Majlis and proper receipts are kept for subsequent au-dits.
• Keep an updated list of collections to ensure that informa-tion is readily available during elections of Majlis.
• Make special collection efforts during Ashra Mal.

• Remain knowledgeable about the habits of Khuddam by staying informed about current trends in the city and local area.

108. Nazim ‘Umumi shall perform the affairs assigned to him by the Qa’id Majlis.

• Remain knowledgeable about the events in the neighbor-hood. Any incidents requiring immediate attention should be reported to the Markaz without any delay.
• Keep the Qa’id Majlis informed about the situation in the local area.
• Make appropriate arrangements for the safety and security

• Encouraging Majalis to keep track of crime reports in the area around mosque by using local police crime reports and meeting them. Also Majalis should keep track of severe weather events including windstorm, heavy rains etc.
• Update the database of all the locations where Jumat ser-vice is offered with all the Umoomi relevant details.
• Organize trainings for Khuddam on driving, bicycle and motorcycle riding
• Organize training on self-defense for the Khuddam.

Purpose
• Create awareness of the importance of personal hygiene and physical well being. Organize individual and combined ex-ercise and sports sessions. Inculcate the high standards of sportsmanship, truth and morals during sports events.

• Reports indirectly to Muhtamim Sehat Jismani

109. Nazim Sehat Jismani shall adopt plans concerning gen-eral health, and impart important information in this re-spect to the members of the Jama`at.

• Ensure that Namaz is offered at its appropriate time during all sporting events.
• Inculcate the habit of starting all sporting events with silent prayers.
• Encourage the habit of morning walk among Khuddam.

• Hadrat Musleh Mau`ud said, “Introduce such sports in Khud-dam that will be beneficial in their later life”. To that extent:
o Prepare a team of Khuddam who can walk and bike ride for long distances.
• Make arrangements to teach Khuddam:
o Swimming, Horseback riding and Archery/Hunting
• Introduce different sports and physical exercises amongst the members of Majlis.
• Help improve the general health of Khuddam by educating them about healthy activities and personal hygiene.
• Educate Khuddam about work place related injuries, repeti-tive strain injuries, proper seating postures etc.
• Prepare the Majlis for National/Regional competitions by organizing year round local and Inter-Majalis competitions.
• Arrange for relaying information to all Khuddam concern-ing the benefits of physical activity and related health issues.
• Emphasize to Khuddam the ill effects of lack of physical activity on the human body.
• Arrange facilities for regular sporting activities in Majlis.
• Develop a database of Khuddam who exercise regularly; use this as a tool to identify those Khuddam who do not exercise daily and motivate them.
• Co-ordinate with Nazim Tarbiyat to incorporate Tarbiyati activities in sporting events creatively.
• Improve various attributes in Khuddam through sports events like, discipline, sportsmanship, brotherhood, truthful-ness, obedience, team spirit, avoidance from foul language and temper control etc.

• Encourage Khuddam to have regular dental, eye and annual physical checkup.

• Encourage interested Khuddam to become certified referees by taking courses at their own expense to assist Majalis in sporting activities.

109. Nazim Waqar `Amal shall establish among the members of the Jama`at, dignity of doing work with their own hands, and shall inculcate this trend in Jama`at.
110. He shall urge Majlis to engage themselves in collective work and issue general instructions in this respect.
Tasks
• Hold Waqar `Amal activities, e.g., cleaning local Salat cen-ters, local Mosques and neighborhoods.
• Encourage members to perform personal chores themselves e.g., washing their own cloths, ironing, cleaning their own rooms etc.
• Urge Khuddam to perform Waqar `Amal at various func-tions organized by the Majlis and the Jama`at.

o For Dila/Ilaqa Waqar `Amal, it is not necessary to conduct the Waqar `Amal in a single location. The Exemplary Waqar `Amal can be organized in multi-ple locations within a Region.
o For Waqar `Amal to be considered Exemplary, a minimum of two hours must be spent doing Waqar `Amal.

• Make special schemes and plans to motivate all Khuddam to make standard pledge in the financial schemes of the Tahrik. There is no fixed rate for Chanda Tahrik Jadid.
• Arrange special lectures and programs to implement the 25 appeals contained in the original Tahrik issued by Hadrat Musleh Mau`ud e.g, living a simple life.

• Ensure that the term Waqf `Arzi is explained to all Khuddam in the Majlis by way of lectures and seminars.
• Encourage Khuddam to participate in Waqf `Arzi Scheme to assist the National Waqf ̀ Arzi Committee by suggesting suit-able names of Khuddam for the Waqf `Aarzi scheme.
• Encourage subscription by Khuddam to the Tahrik Jadid magazine and the Review of Religions magazine.

171. Aims and objects of Majlis Atfalul Ahmadiyya will be the same as those of the Majlis

172. Nazim Atfal will train Atfalul Ahmadiyya in Islamic way, for example:
a) He will impart to Atfal preliminary knowledge con-cerning Religion, Nation and Country.
b) He will make appropriate arrangements for sports and exercises for the sake of physical health of Atfal.
c) He will adopt means to safeguard Atfal from the evils of the environment and will exhort to inculcate in them excellent morals.
d) He will make them abide by the timings of education.

Organization
• Where there are more than two Ahmadi Children between the ages of 7 to 15, Majlis Atfalul Ahmadiyya should be es-tablished.
• Every Halqa having Atfal in it, should have a Muntazim At-fal appointed.
• Murabiyyan Atfal should be selected from amongst the most sincere, trust worthy and kind hearted Ansar or senior Khud-dam.
• Atfalul Ahmadiyya is divided into three age groups:
o Sitara-i-Atfal: Ages 7 to 9 years
o Hilal-i-Atfal: Ages 10 to 12 years
o Qamar-i-Atfal: Ages 13 to 15 years inclusive

General Guidelines
• Activities of Majlis Atfalul Ahmadiyya should be reported to National Markaz on the designated report form for Atfalul Ahmadiyya Nigeria. Monthly report must be sent to Nation-al Markaz by the 10th of the following month.
• An Ijlas `Aam of Atfal must be held on a regular basis. The program of the Ijlas must be beneficial and intriguing for Atfal. Ensure that Atfal participate in the activities of the Ijles `Aam.
• Nazim Atfal must hold a meeting with his Majlis `Amila on a monthly basis.
• Nazim Atfal should meet with Muntazimeen Atfal regularly.
• The Chanda Membership for Atfal is N30.00 per month (N360.00 per year) and Chanda Ijtema is N2000.00 for the year.
• Parent Days should be celebrated once every quarter, in which men, women and children of Jama`at should be in-vited. Parents should be requested to co-operate with Majlis Atfalul Ahmadiyya in educating, in training their children morally and socially and in introducing them to common re-ligious issues.
• Arrangement should be made to conduct regular Ta`lim classes of Atfal.

• Arrangements should be made to teach Yassarnal Qur’an and The Holy Qur’an to Atfal.
• Arrangements should be made to make Atfal listen to the Live Friday Sermon of Huzur on M.T.A and pay a special attention towards this task.
• Organize sessions in which Atfal watch Huzur’s programs, meeting with children (Children Class) and Language Class-es.
• Make Atfal write letters to Huzur occasionally.
• Update the Tajnid of Atfalul Ahmadiyya to ensure that all Atfal are members of Majlis Atfalul Ahmadiyya.

For successful Da`wat IlAllah and better results along with planning put great emphasis on prayers. Hadrat Khalifatul Masih IV has said:
“Perform prayers in a manner that is deserving of prayers and be patient. And, give everything towards Allah then re-member that to bear fruit is His work.”

• Arrange to distribute Tabligh literature to at least 15% of your neighborhood (Majlis).
• Encourage more Khuddam to participate in Da`in IlAllah scheme.
• Ensure at least 10% of the Tajnid meets the criteria of be-coming members of the Tabligh team.
• Hold separate meetings of Tabligh team at least once a month.
• Hold question & answer sessions with non-Ahmadi friends on a regular basis.
• Encourage Khuddam to invite friends and neighbors at their homes to discuss religion in an informal atmosphere.
• Hold Tabligh training classes for Khuddam. Make use of the stories of successful Da’in. Hadrat Khalifatul Masih IV has said:
“O servants of Muhammad think about yourselves that what condition you would be in if you did not convey the message to others; in which category will you be counted … It is the responsibility of each person that he should take part in the work of Da`wat IlAllah … First of all, ask

those fruitful individuals about what they do in order to achieve such fruitful results … Everyone should be aware that today is better than yesterday for me. Today, with the blessing of Allah, I have the power to perform my duties better than before.”

• Establish Majlis Ansar Sultan-ul-Qalam and urge members to write articles for the Jama`at, Majlis and other publica-tions.

• Encourage Khuddam to write articles for Al-Irfan, The Truth Newspaper and other Jama’at magazines.
• Ensure that Khuddam receive Al-Irfan and local newsletter regularly.
• Send reports of activities of Majlis to National Markaz for publication in Al-Irfan or other magazines.
• Collect advertisements for Al-Irfan and send it to National Markaz.
• Produce magazines, books and souvenirs.
• Design and publish (paper and/or electronic) event specific flyers for various programs of the Majlis.
• Provide design and publication services as required by other departments.

124. He will supervise all affairs of the Khuddam Nau Mubaeen in the Majlis.
Tasks
• Include Nau Muba`in Khuddam and Atfal in the Tajnid and budget of the Majlis right away. The Tajnid records or Bud-get will be incomplete if these inclusions are not made.
• Encourage Nau Mubai` Khuddam to attend Salat centers regularly to offer Salat in congregation.
• Encourage all Nau Muba`in to participate in Jumat prayers.

• Educate the Nau Muba`in about the compulsory Chanda of Jama`at and Majlis; include them in the financial sacrifices even if they make nominal contributions in the beginning.
• Nau Muba`in must be encouraged to write letters to Hadrat Khalifatul Masih. A template can be provided initially to as-sist them in writing the letter.
• Make special arrangements to include them in the Ijlas and Ijtema`at.
• Include Nau Muba`in in social events (e.g, marriages, funer-als, dinners, etc.) so that they are become familiar with the traditions of Jama`at.
• Nau Muba`in with families should be invited to homes of Ja-ma`at members and visit them to increase love and affection.
• Ensure accessibility to MTA International for Nau Muba`in so that they can derive maximum benefit from it. Friday sermons of Hadrat Khalifatul Masih should be especially emphasized and continuous reminders must be given in this regard.
• Prepare Da`in IlAllah from amongst the Nau Mubai` Khud-dam so they may prove effective in spreading the message of Islam amongst their families.
• Arrange for Nau Muba`in to visit National Markaz after re-ceiving approval from National Markaz for their visit.
• Introduce the Nau Muba`in to the elders and office bearers of Jama`at so they may become aware of the traditions of Jama`at and are thus are able to transform themselves ac-cordingly.
• Arrange for separate Ijlasat and Ijtema`at of Nau Muba`in and assign the responsibilities for organizing the events to them.

MUHASIB
Purpose
• Ensure accurate records of the Majlis are maintained and perform audit once every quarter.
Reporting Structure
• Reports directly to Qa’id Majlis and Dil’a Muhasib.
• Reports indirectly to National Muhasib.
• Is responsible for the decisions made by the Qa’id and Ma-jlis `Amila.
Duties as per Constitution
154. Mohasib Muqam will audit the accounts of Halqas at least once in three months and will report the irregularities to the Qaid, a copy of which he will send to the National Office.
Tasks
• Ensure that all financial affairs are conducted according to the rules and regulations of Majlis Khuddamul Ahmadiyya.
• Submit quarterly income and expenditure reports.
• The account details must be audited as per the following schedule:
o Halqa – Every quarter (4 times a year – By Majlis)
o Majalis – Every 6 months (twice a year – By Dila)
o Dila/Ilaqa – Every 6 months (twice a year – By Markaz)
• Ensure that all receipts and expenditures are properly re-corded.

ZA’IM HALQA
Purpose
• Work with Qa’id Majlis with the same responsibilities as those of Qa’id but in his respective Halqa.
Reporting Structure
• Reports directly to Qa’id Majlis.
Duties as per Constitution
155. Under the instructions of Qa’id Muqam, the duties and pow-ers of Za`im Halqa and Muntazimeen Halqa shall be the same as those of Qa’id Muqam and Nazimeen.
Tasks
• Za`im shall supervise all affairs of the Halqa. The responsi-bilities of Za`im Halqa are similar to those of Qa’id Majlis.
• He shall be responsible for having all the instructions of the local office bearers implemented.
• Za`im shall be authorized to suspend or dismiss the office bearers nominated by him. In case of dismissal, he shall inti-mate the Qa’id Majlis of it.
If needed, the Za`im shall be authorized to appoint any member of his Majlis A’amila to officiate in his place. If such an appointment is for a period extending beyond fifteen days, its approval shall be sought from the National Headquarters.

SA’IQ
Purpose
• Establish and maintain regular contact with the assigned members of the Majlis
Reporting Structure
• Reports directly to Qa’id Dila1.
• Reports indirectly to Nazimeen.
Tasks
• Be the contact person who motivates and encourages mem-bers of the Majlis to attend events organized by the Majlis and the Jama`at.
• Be responsible for providing information to the assigned members of the Majlis.
• Ensure that the exact message is conveyed to Khuddam right away.
• Be responsible for making personal contact with every as-signed member of the Majlis and assist them in solving their problems.
• Be aware of all the relevant information regarding the as-signed members of the Majlis.
• Visit every assigned member on a regular basis and establish brotherly relationship with them.
Provide information and collect various reports from all assigned members of the Majlis on time.

IJTEMA`1 EVENT
Introduction
The Annual Ijtema` is the most prestigious and flagship event of the Majlis, when thousands congregate for a three-day convention. The objective of Ijtema`at is to train and educate Khuddam. Charging them, refreshing them spiritually and physically and giving every member an opportunity to show his physical and educational talents are only few of the benefits of these Ijtema`at.
The Ijtema sees the culmination of a whole year’s work for the var-ious regional and local branches of MKA with awards given to the most outstanding achievers. More importantly, this event enables members to strengthen and foster new relationships in the spirit of brotherhood.
Ijtema`at are held at various levels viz. Dila, Ilaqa and National Ijtema`.
Dila Ijtema`
This is the annual gathering of Khuddam of a Dila Majlis. It is orga-nized by Dila Majlis under the supervision of Qa`id Dila.
Ilaqa Ijtema`2
This is the annual gathering of Khuddam of an Ilaqa. It is organized

National Ijtema`
This is the annual gathering of Khuddam of a country. It is orga-nized by the National Majlis under the supervision of Sadr Majlis Khuddamul Ahmadiyya.
There are certain traditions attached to an Ijtema` that should be fol-lowed in order to maintain the true colour of Ijtema`. Following is a brief description of certain traditions and highlights of an Ijtema`:
Ijtema` Site
Usually an outside site is selected where camping can be done. If a suitable site is not available or is too expensive then Ijtema` can be held in a Mosque or Prayer Center. Some requirements of a good Ijtema` site are:
Privacy It is most important to select a site that is isolated and privacy can be maintained. As this event is only for members, holding it in a public place will divert the attention of the members as well as it will create a non-reli-gious atmosphere.
Safety The site should be safe in all aspects. The site should be inspected very carefully to ensure that the risk of break-in by non-attendees could be minimised. In case where this is not

absolutely possible, adequate arrangement should be made to secure the site before and during the Ijtema’.
Sleeping
Arrangement Appropriate arrangement should be available to accommodate all the participants. If sep-arate rooms are not available then it should be possible to accommodate everyone in the main Hall. It is preferable to provide sleep-ing arrangements on Ilaqa basis. By this way, security shall be maintained as occupants would be well known to one another.
In the case of the Atfal, efforts should be made to accommodate them by Ilaqa and by age group. Atfal handlers should be available to take care of them at all times.
Hall Appropriate size halls should be available to hold the proceedings of the Ijtema’. The hall should have a good size stage, ample chairs, and good ventilation or air-conditioning. If halls are not available then marquees can be installed. In the case of the Symposium as part of the Khuddam ijtema, this could be held in a location external to the Ijtema’ venue. Such venue is expected to meet the criteria explained in this section.

ing facilities, kitchen, dining area are other aspects that must be kept in mind when looking at an Ijtema` location.
Duration of Ijtema
National Ijtema` is traditionally for three days. However, as there are different projects and activities that are being carried out in host communities, members could be mobilized to attend the Ijtema ear-lier.
In order to ensure maximum participation of members across the country, it is encouraged that the Ijtema’be held during a public hol-iday. It has therefore been the practice of Majlis Khuddamul Ah-madiyya Nigeria to hold its Ijtema’ on the weekend that corresponds to the Easter holidays.
Dila or Ilaqa Ijtema` can be held as one or two-day events. If possi-ble, Dila or Ilaqa Majalis should try to hold their respective Ijtema`at for two or three days.
Registration & Reception
Efforts should be made to register Ijtema’ participants days before the Ijtema’ via an online data capturing platform. A registration desk should also be set up for registering all the participants, that is, to confirm earlier online registrations or to register new attendees. The desk should be open throughout the Ijtema`. Efforts should be made to produce identification tags for all Ijtema’ participants. The depart-ment of Mal should also setup a desk for collection of the Member-ship and Ijtema` donations from the participants of the Ijtema` who have not made payment for the ijtema’ earlier. Attendance report of Khuddam must be presented in opening and closing session (to the chair person).
Attendees of the Ijtema
Ijtema`at are intended for the Tarbiyat of Khuddam and Atfal and great care should be given to ensure that maximum number of Khuddam and Atfal participate in the Ijtema`. An Ijtema` is not in-

tended to be a Tabligh event and as such Tabligh contacts must not be brought to the Ijtema`.
Ijtema` Programme
Adequate planning should go into the Ijtema’. Efforts should be made to ensure that ijtema’ sessions are conducted in English. Where there are members who may not understand the English language, efforts should be made to translate proceedings into local languages (Yoruba, Hausa, Igbo or other languages). The Ijtema` programme consists of many features some of which are:
Programme and Budget Approval
Ijtema` program and Budget (income and expense) must be submit-ted to Markaz for the approval at least 1 month prior to the Ijtema` date. A printed programme should be available for everyone after it has been approved by National Markaz.
Opening Session
The opening session is presided by Amir Jama`at, Sadr Majlis, Sa-dr’s representative or Sadr Jama`at. This session must have the fol-lowing items in this sequence:
1. Recitation of the Holy Qur’an and translation
2. Pledge
3. Nazm and translation
4. Opening Address – By the Presiding person
5. Silent Prayers
Announcements can be made after the silent prayers have concluded to inform the attendees about the upcoming programmes.
Speeches
Educational or Tarbiyati speeches are important part of the Ijtema`. Scholars should be invited to deliver Tarbiyati speeches.
Educational Competitions

Educational competitions are not only very important part of Ijte-ma` but they are also very popular sessions. Traditionally, Tilawat, Nazm, Azan, speech and impromptu speech competitions are held. Quiz and message delivery competitions are also popular events of the Ijtema`. The topics for the Educational Competitions are provid-ed by National Markaz at the beginning of the year.
Sports Competitions
Soccer, Races and Tug of War are popular Ijtema` sports. Arm wres-tling, concentration race and some other sports are also played. Oth-er sports can also be added as long as the overall traditions of the Ijtema` are kept in mind.
Closing Session
The closing session is presided by Amir Jama`at, Sadr Majlis, Sadr’s representative or Sadr Jama`at. This session must have the follow-ing items in this sequence:
1. Recitation of Holy Qur’an and translation
2. Nazm & translation
3. Concluding Address – By the Presiding person
4. Prize Distribution – By the Presiding person
5. Pledge
6. Silent Prayers
The Recitation of the Holy Qur’an and Nazm are traditionally done by the Khuddam who stood first in the respective competitions with the translation being read by the speech competition winners.
Waqar `Amal & Final Wind up
It is a tradition that all the participants join and help in cleaning the Ijtema` site and winding every thing up. Efforts should be made to return the Ijtema’ site to a better condition than it was when it was contracted for the program. When there is need for participants to leave the site very early because of distance to their respective homes, the hosting Dila/Ilaqa may be charged to perform this task.

The above is only a brief outline of the Ijtema`. Majalis should de-velop the programme of their Ijtema` following these guidelines. They should try their best to maintain the traditions of this event, however, innovative ideas within our guidelines and boundaries are always encouraged.

OFFICERS’ WORKSHOP
Introduction
The Annual Officers’ Workshop is organized to train officers of the Majlis Khuddam on administrative and other specific matters. It is expected that every duty bearer of MKAN from the Mulk to the Halqa level attends the Workshop. Where this is not possible, Ilaqa are encouraged to hold step down workshops for officers in their Majalis.
In recent times, MKAN Workshops have focused on different as-pects of MKAN duties, e.g. Administration, Tarbiyya, Entrepre-neurship, Security etc. It is hereby encouraged that the Muhtamim in charge of the department of focus of such Workshops be at the centre of organization and preparation for such workshop.
Venue of Workshop
The workshop should be held at the Markaz of the organizing Ma-jalis. Therefore, the National Workshop should be held at Ojokoro, Lagos, while Ilaqa workshop should be held at the headquarters of such Majalis. However, in rare circumstances where the Majlis markaz could not be used, the Sadr Majlis may approve such other venue as may be conducive to the successful holding of the Work-shop.
Duration of Workshop
National Workshop should normally not exceed three days, starting after ‘Asr of a Friday and ending after Fajr of the Sunday, unless there are circumstances that make an extension necessary. Such ex-tension must be approved by the Sadr Majlis.
Registration, Programme and Budget
Advice contained under the Ijtema’ section should be upheld with regards to registration of participants, programme of the workshop and budget approvals.

WELFARE WEEK
Introduction
The Annual Welfare Week is organized by the Majlis Khuddamul Ahmadiyya to dedicate a whole week to acts of benevolence people from all walks of life. Acts of kindness in this week should be car-ried out without recourse to ethnicity, tribe, gender or religion.
A programme of activities, which should include expected activities and allotted days, should be developed and approved by the Nation-al Markaz before activities are carried out.
Activities of the Welfare Week
Activities carried out should include:
(i) Visitations and Gifts to the Elderly, Widows and Widow-ers and Infirm
(ii) Visitations and Gifts to Prisons, Juvenile Homes and other holding centres
(iii) Visitations and Gifts to Hospitals, Orphanages and other Care Homes
(iv) Visitations to Senior members and officers of the Jama’at
(v) Provision of Food Materials to the Poor and the Needy
(vi) Distribution of Clothes to the Needy
(vii) Lectures and Speeches on Kindness
(viii) Activities regarding Rishtanata
(ix) Free Medical Outreach
Venue of Activities
Welfare Week activities are held at the Muqam, Dila and Ilaqa lev-els. In order to ensure successful activities, Majalis at each level are encouraged to choose venues that fall within the radius of their

RIDE FOR PEACE CAMPAIGN
Introduction
The Ride for Peace Campaign is organized by the Majlis Khudda-mul Ahmadiyya to: (i) encourage health and fitness of members, (ii) use the avenue to promote peace in the community. Khuddam should use the opportunity to distribute tracts about Islam and relat-ed topics.
Khuddam should ride bicycles along predetermined routes in their communities. Where possible, Ride for Peace Campaign should hold at the end of the Welfare Week. Where there are adequate pro-visions, Khuddam may partner with Bicycle Riders’ Clubs to carry out this activity.
The Ride for Peace Campaign is carried out at the Ilaqa level. Where necessary, the activity should be carried out across the country on a single day while efforts should be made to involve the television, radio, newspapers and other media to ensure its widest coverage.
Where bicycles are not enough for the number of participants, mem-bers may share rides while others may walk. However, it is recom-mended that adequate arrangements are made to ensure there are adequate bicycles.
As preparation for the programme, Ilaqa may organise bicycle rid-ing training sessions for members.
Route Mapping
• Under the supervision of the Qaid Ilaqa, Majalis should de-termine routes for the Ride for Peace Campaign. Such routes should preferably not be expressways.
• The route should run through the inner city where the Ride train would command the attention of the greatest number of people.
• It is preferable that the Campaign is carried out on a day where the route should be less busy one, for instance on a

Sunday.
• It is important to note the distance of the ride prior to em-barking on it.
• Efforts should be made to ensure that Ride trains do not dis-turb the flow of traffic and normal route use by the commu-nity.
Health and Precautions
• Adequate arrangements should be made to ensure that riders are in the best of health before, during and after the Ride for Peace Campaign.
• Efforts should be made for health checks before the Ride, and there should be arrangements for First Aid for members.
• If possible, ambulance services should be contracted to fol-low the Ride train, while vehicles should be available to car-ry weak or injured members.
• The good health of the Khuddam should be priority when carrying out the activity.
Application to Walks and Peace Processions
The points highlighted here should also be applied to other Walks and Peace Procession organised by the Majlis.

Introduction
The Stop the Crime Campaign is organized by the Majlis Khudda-mul Ahmadiyya to campaign against all forms of crime, especially those prevalent among youths in the society. Activities of the STC campaign are centrally managed by the National Markaz, and car-ried out at the Muqam, Dila and Ilaqa levels. The Sadr Majlis may, in special cases, approve that several Ilaqaat in a region carry out a Regional STC Campaign.
Efforts should be made to focus on school students and out-of-school youths.
A programme of activities, which should include expected activ-ities, should be developed and approved by the National Markaz before activities are carried out.
Activities of the STC Campaign
Activities carried out should include:
(i) Sensitization programme for students, using a variety of methods
(ii) Development of presentation slides and pictures
(iii) Development of short videos
(iv) Distribution of tracts on different subjects

TREE PLANTING EXERCISE Introduction
The Tree Planting exercise is organized by the Majlis Khuddamul Ahmadiyya. The exercise started on January 2nd, 2016. Its aim is to uplift the quality of our living environment through active planting, proper maintenance and preservation of trees together. Activities of the exercise are centrally managed by the National Markaz, and car-ried out at the Muqam, Dila and Ilaqa levels. The Sadr Majlis may, in special cases, approve that several Ilaqaat in a region carry out a Tree Planting exercise.
Efforts should be made to public areas, Government buildings, schools among others.
A programme of activities, which should include expected activ-ities, should be developed and approved by the National Markaz before activities are carried out.
Activities of the Tree Planting exercise
Activities carried out should include:
(i) Sensitization programme for residents of the community on how important tree plantation is;
(ii) incorporate planting elements into works projects, and increase planting along roadside amenity areas and ex-pressways;
(iii) carry out planting and beautification works at priority sites in your areas (e.g. key promenades, public housing estates, footbridges and pedestrian zones);
(iv) Plant tree seedlings in the countryside.
(v) Distribution of tracts on preserving the planet through being Green

The Blood Donation exercise is organized by the Majlis Khuddamul Ahmadiyya and the World Blood Donor Day has been specifically assigned for the exercise. Its aim is to save a life - help anyone, in case of any requirement for blood. Activities of the exercise are centrally managed by the National Markaz, and carried out at the Muqam, Dila and Ilaqa levels.
Efforts should be made to donate blood at any time it required to save a life.
A programme of activities, which should include expected activ-ities, should be developed and approved by the National Markaz before activities are carried out.

Activities carried out should include:
(i) To generate awareness on Blood Donation and its sig-nificance in saving lives during emergencies particularly during Obstetric emergencies and accidents;
(ii) To help anyone, in case of any requirement for blood.
(iii) To create awareness and motivate people for Blood Do-nation
(iv) To end the concept of replacement donation by ensur-ing continuous supply of blood through Voluntary Blood Donation in Government & Private blood banks.

Activities of the exercise are centrally man-aged by the National Markaz, and carried out at the Muqam, Dila and Ilaqa and Mulk levels.

Activities of the Special Community Development projects
Activities carried out should include:
(i) Clean up a local park or a vacant lot
(ii) Participate or organize in the cleanup of your community
(iii) Donate your clothes to the needy
(iv) Prepare a home-cooked meal for the residents of a near-by homeless shelter
(v) Volunteer at a police station or firehouse
(vi) Teach a home-alone safety class for children
(vii) Volunteer as a crossing guard for an elementary school
(viii) Donate used books to your local library
(ix) Volunteer to clean up trash at a community event
(x) Clean up after a natural disaster
(xi) Any other service you deemed right with the approval of Sadr Majlis

IJTEMA SPORT & EDUCATIONAL
RULES & REGULATIONS

SPORT RULESGeneral Rules:
1. All participants at any event must present MKAN ID card or an Evidence of ID card registration in order to be allowed to participate in any competition.
2. The receipts of the last three months preceding the month of Ijtema for Khuddam Chanda must be presented for accred-itation.
3. Lateness to the venue of any competition beyond 5 min-utes will attract a fine of N200:00 for while lateness beyond 10minutes will be tantamount to automatic disqualification.
4. All participants at any event must be fully kitted in their state jersey.
5. The venue of each sporting event will be announced at the Ijtema venue
6. Misconduct on the part of any participant will be vehement-ly dealt with and it might result in outright disqualification with a ban.
7. All complaints must be directed through the respective Ilaqa Qaid to the NSA (chairman, Ijtema organizing committee) for arbitration.
8. Any khadim that does not belong to a particular Ilaqa will not be allowed to take part in any competitive events.
Other rules include:
FOOTBALL:
• 18 players and 2 officials from each Ilaqa
• No extra time, winner shall be determined by penalty kick in

case of draw at the end of regular time.
• 5 players per team in case of penalty shootout.
• Each half of the football matches will only last for 25 to 30minutes.
• Yellow card will attract a fine of N200.00 while red card will attract N500.00 fines in addition to missing the next match. The fine must be paid by the state and evidence provided before the concerned state can take part in any further event.
TUG OF WAR:
• 8 participants and 4 substitutes per state.
• Maximum of 3 rounds in case of a tie while 2 straight wins by a state means qualification for the next round.
CONCENTRATION RACE
• 2 participants from each Ilaqa, one as a guide and the other as the competitor.
ARM WRESTLING – JUNIOR AND SENIOR CATEGORIES
• Junior:less than 50kg or 50kg
• Senior:55kg and above
(1 player for junior & senior respectively)
TAEKWONDO
• Fin/fly weight categories (50-58kg)
• Bantam/feather weight categories(59-66kg)

• Light/ Weather weight categories(67-74kg)
• Middle/heavy weight categories(75kg and above)
• (1 player for each of the group)
ALL OTHERS SPORTS
• One participant for junior & senior respectively per each event except otherwise stated
• Every 1st, 2nd and 3rd position will attracts 3, 2,1 points for individual competition while 15, 10 and 5 points for group competition respectively.

EDUCATIONAL COMPETITIONSCompetitions; Quranic Competition, Quiz Competition, Speech Contest, Qaseedah Competition and Message Delivery.
General Rules:
1. All Contestants must appear in their full Khuddam Uniform.
2. All Contestants are to present their last three months khuddam Chanda receipt for accreditation.
3. Lateness to the venue of the competition beyond ten (10) minute will attract total disqualification.
5. Misconduct on the part of any participant will be decisively dealt with and it may result in outright disqualification.
6. No consideration whatsoever for any Candidates who fails to compete at the Pre-ijtema.
7. All complaints must be channeled through the respective Ilaqa Qaideen , to the Chairman, Ijtema
Planning Committee for resolving.
Note: The Rules are subject to review to reflect prevailing condi-tions before, during the conduct of the Events.

QURANIC RECITATION AND MEMORIZATION
There will be 3 stages;
1. 2 parts
2. Any 5 parts
3. Hufaz category (any 15 parts)

Each contestant will be tested on Hifz, Ahkam, and Qiraah.
SPEECH CONTEST
Each contestant is to speak for 3 minutes in 2 rounds on a topic chosen at random
The contestants will be scored on Composure, fluency, points raised and quotations from Qur’an, Hadith and any relevant source.
QUIZ COMPETITION
Each contestant will be tested on Quran, Hadith, Sirah, Ahmadi-yya, General Knowledge (Biology, Chemistry and Physics), Cur-rent Affairs, Mathematics and English language.
Each contestant will pick at random any question from any of the subject listed above within the period of 15seconds.
Any question that is answered correctly will attract 5 marks while and question that is not answered will attract 0 mark.
QASEEDAH
Each contestant will be tested on Stanza 1 to 40 of the Qaseedah (both Arabic and English)
Areas that will be looked at are: memorization, how melodious the tone is, pronunciation both in English and Arabic.
MESSAGE DELIVERY
There will be 6 representatives from each State
They will be tested on accuracy in message delivery
The competition will take place within 18 minutes

The first person has 2minutes to read and 1 minutes to digest it and he will pass it down to another person verbally in two minutes and he will also wait for 1 minute and it will continue like that to the last person.
Finally, Independent Candidacy is not allowed.
And all Contestants must have duly registered for the National Ijtema and display their tags before arriving at the venue of the competition.
