Ten years have passed since the Zorig Foundation was founded after the tragedy of my brother’s death. Mongolia’s recent history undoubtedly shows the need to strengthen, deepen and consolidate Mon-golia’s democracy. Fully aware of these shortcomings, the Zorig Foundation has dedicated all ten years of its operations towards advancing democracy in Mongolia.

With the help of the founders, local and international donors, partners and supporters, the Founda-tion is now one of the leading and most respected NGOs in the country with its own identity. The hard work of the staff for the past decade has also proven to be invaluable. I would like to thank all of the indi-viduals who initiated, supported and sustained the Zorig Foundation through these years.

With your continuing support, the Zorig Foundation will work towards advancing democracy until it becomes the very definition of society in Mongolia.

I would also like to extend my warmest greetings on this occasion of the 10th Anniversary of the Zorig Foundation to everyone who supports our slogan “Advancing Democracy” with their aspirations, beliefs and hard work.

The Zorig Foundation was established in October of 1998 as a non-profit, non-governmental organiza-tion by close friends, collaborators and family members of Zorig, to serve society.

Zorig Foundation Management and Structure:

The Founding Members meeting takes place every two years to decide on the Head, the Board mem-bers and the Auditing board to be appointed for a two-year period. The daily activities of the Foundation are carried out by the team of staff led by the executive director.

MISSION

The principal objectives of the Foundation include: spreading democratic values in Mongolian society; strengthening human rights, political freedoms, and social justice; and, improving the system of transpar-ency and accountability of the state and government to the public. In order to meet the above objectives, the Zorig Foundation concentrates its programs in three areas: Youth and Education; Good Governance; and, Community Building.

The Main Areas of Focus:

Raising the public’s awareness on transparency,anti-corruption and political ethics

Improving political and civic education of youth, and their participation in democratic activities

Contributing towards the improvement of legislation on human rights and freedom, and spreading information to the public

ZORIG FOUNDATION USAZorig Foundation USA was first established by Mr. Steve Saun-ders. The foundation is a 501/c/3 non-profit organization based in Alexandria, Virginia. Zorig Foundation USA works to assist in the development of demo-cratic reform and the free market economy in Mongolia. Zorig

Foundation USA mainly supports and collaborates with Zorig Foundation Mongolia on the Young Leadership Program, School Pairing Program, and the student scholarship programs. Among others, the Zorig Foundation USA renovated the Zorig Statue and its surrounding park, and held a schol-arship for Mongolian students to attend the an-nual Future World Leader’s Summit held in DC for three consecutive years. Following Steve Saunders as the president, are Fred Lawrence and Walt Jen-kins, who is the current president of the founda-tion.

Government Transparency andAccountability

• International Conference on Good Governance in collaboration with the International Republican Institute (IRI) and the Alliance for Reform and Democracy in Asia (ARDA) (2001)

• In collaboration with the Constitutional Court of Mon-golia, we published “My Constitution, My Freedom”, a comic book style publication aimed at primary school children with simplifications of the concepts of freedom and human rights in Article 16 of the Constitution of Mongolia (2005)

• Robert Dahl’s book “On Democracy”, translated by scholars Gankhuyag D., and Enkhbat Ch., was published, and 10,000 copies were distributed free of charge to the public (2004)

• Round table discussion between leading economists, policy makers and journalists on “The privatization of high-value companies” (1999)

• In collaboration with the State Emergency Commission and the Gov-ernor’s Offices of Aimags, we prepared a TV and radio series “Today or Never” (2001)

• The “Opposition Press Team” project established a press team at the Parliament Building to publicize the stance and viewpoints of mi-nority groups in Parliament. The project also supported the minority newspaper ‘Express Times’ (2003)

• Within the scope of The Asia Foundation’s good governance pro-gram, we carried out research and gave recommendations on the “Capacity building of research in the lawmaking process” (2005)

• A mini project on “Strengthening the Lawmaking Process”- -policy information on 12 topics for the use of law and decisionmakers (2007)

• “Extractive Industry Transparency Initiative (EITI)” - the Zorig Foundation supports the EITI by being a member of the organiz-ing committee of the ‘Publish What You Pay’ NGO coalition. In or-der to gain the support and understanding of the public, we printed pamphlets and produced short TV clips regarding the initiative. The Foundation also translated two chapters of the book ‘Escaping the Resource Curse’ and distributed the copies.

Public Awareness Campaign on Anti-Corruption• A series of seminars on “The concept of corruption and ways to eliminate it”, in collabora-

tion with The Asia Foundation and the Cabinet Secretariat of Mongolia (1999-2001)

• “Today or Never” - successful radio show, TV advertisements and poster competition among artists and journalists on combating corruption (2001)

• “Does corruption exist in Mongolia?” an essay competition (1999)

• Translation of “Resource book-1” (produced by Transparency International) and a book on the state of corruption in Mongolia. We distributed the two books to the public, free of charge (2001)

• “The role of the press and civil society in the fight against corruption” seminar among media and NGO representatives as part of the UNDP ‘Good governance’ program, to discuss the participation of civil society and the press in the implementation of the national campaign against corruption (2002)

• The publication of essays on anti-corruption entitled “Corruption is not forever” (2003)

• The publication of a booklet through the “Survey of Corruption” project. A team of university professors and researchers from all the districts in Ulaanbaatar and 5 Aimags conducted a survey on the state of local corruption (2003)

• “www.anticorruption.mn” - the first Mongolian website on anti-corruption (2004)

• “A compilation of references on anti-corruption” project was implemented to compile all books, news and web articles containing research and scientific data on the issue of corruption (2005)

• “The effect of corruption in the education sector on the development of Mongolia” - essay competition, which was later published (2005)

• The best lecture on corruption - held among professors, researchers, social scientists and law-yers. The content was used in a series of lectures at various universities (2006)

• Capacity building of the public council project - our foundation participated as a civilsociety representative to make a positive contribution towards the Independent Authority Against Corruption’s fight against corruption through strengthening the capacity of the public council. This was funded by the Partnership for Transparency Fund and Globe International NGO (2009)

Investigative Journalism Workshops (2001-2005)• An introductory workshop on investigative journalism among 60 journalists (2001)

• Macdonell R., a Canadian investigative journalist and an advisor to the World Bank, was invited to teach a Freedonia journalism class and to talk about how Philipino investigative journalists un-covered the corruption case of President Estrada. In total, 42 journalists and journalism teachers from Ulaanbaatar and rural areas participated (2002)

• The Zorig Foundation translated, published, and distributed the handbook entitled ‘The immense efforts of the journalists who drove the impeachment of the President’ concerning President Jo-seph Estrada, and distributed a book by Bazar Ch. entitled “How to do investigative journalism” for aspiring journalists (2004)

• In collaboration with Globe International NGO and the Press Insti-tute, we implemented the “Media Transparency” project. The proj-ect provided investigative journalism training workshops to media organizations, journalists and related authorities and selected a team of journalists for an 8 month long practical training program (2005).

Monitoring• Along with a research team from the National University of Mongolia, we conducted a moni-

toring project on the National Anti-Corruption Program approved in 2002. The study involved 9 Ministries and 16 Aimags, and the report was distributed to the public (2004)

• Within the state services monitoring program announced by the Open Society Forum:

- Monitoring was done on customs office operations in Altanbulag, Zamiin-Uud and Ulaan-baatar (2006)

- Conducted monitoring of Government scholarships and loans for university students (2007)

- Conducted monitoring on the spending of donations on disaster relief (2008)

University Scholarship Program (2000-2009)

We believe that the key to our country’s steady development lies in educating the youth. Therefore, in 2000, we started giving scholarships to local university students who have shown academic success but are unable to continue schooling due to financial difficulties. Thanks to the support of generous local and inter-national organizations and individuals, our scholarship program has expanded each year and we have given approximately 800 scholarships to date. The students who received scholarships are divided up into teams to carry out community development projects; so far over a 100 such projects have been implemented.

Young Leadership Program (2003-2009)

Since the inception of our foundation’s Young Leadership Program (YLP) in 2003, over 150 young pro-fessionals have graduated. The program aims to support young people who have the desire to offer a posi-tive influence on their local community in order to strengthen democracy in our country.

The YLP is an 8-month program for university graduates between the ages 22-25. During the program, participants have the opportunity to develop their leadership and management skills, expand their knowl-edge of some of the most pressing issues facing contemporary society through a series of activities and events.

Each year, approximately 20 young professionals are selected to the program, where they are taught courses on communication, critical analysis, team building, and project planning and implementation. Class-es are based on real world, practical examples and are taught in the form of lectures, discussions and site visits. Participants gain a broader understanding of the economy, politics and society on a national and global level through classes taught by business leaders and experts with local and international experience.

School Pairing Program (2005-2009)

Since 2005, the Ulaanbaatar- Denver Sister Cities Committee and the Zorig Foundation USA have been running a project pairing secondary schools between the two countries. The project allows Mongolian and American students, teachers and administrators to connect and work collaboratively in sharing their knowl-edge of history, culture and education. Additionally, each school has a special club for students to interact with one another over the Internet.

Each year, two students and one teacher from each school are selected to go on a two-week exchange program to visit their counterparts’ school and experience the natural beauty of the other country.

Future World Leaders Summit

The Future World Leaders Summit has been held in Washington D.C., USA since 1968. The summit brings together future leaders of many different countries with the aim of providing them with the oppor-tunity to exchange ideas about important issues pertaining to development and public policy. Additionally, participants are exposed to the practices of the American government, as well as the role of citizens, law-makers, experts, professional associations and business organizations in a democratic country.

The summit is led by US congressmen, well-known judges and influential leaders. In collaboration with the Zorig Foundation USA, we selected and funded four Mongolian participants to this distinguished sum-mit between 2003 and 2005.

English language public speaking competition

Along with the English Speaking Union of Mongolia /ESUM/, our foundation organized English lan-guage public speaking competitions in 2008 and 2009 with the funding of Khan Bank Foundation and the Embassy of Great Britain. The two winners of the competitions successfully competed in the international English language public speaking competition held in London, England.

North East Asian children’s summer camp

The North East Asian children’s summer camp was started in 2001 with the goal of building friendship and mutual respect among those in the region. The camp was held in Japan from 2001 until 2004, in South Korea in 2005 and in Mongolia from 2006 until 2008.

C. Community Projects (since 1999)

• Together with humanitarian organizations, we raised funds for and implemented proj-ects for the repair of rural dormitories, schools and hospitals. We distributed winter clothes, crutches and wheelchairs to over 150 poor and disabled residents, and gers (yurts) to low-income families in district areas of Ulaanbaatar.

• Implemented a livestock re-stocking project in Umnugobi and Dornod Aimags to over 150 families that lost their livestock during the dzud.

• Helped rural citizens develop small businesses through vocational capacity building, which fostered sustainable income generation. Some of these activities include teach ing citizens to grow vegetables, manually produce leather and cloth, make national shoes and saddles, make carpentry, domestically manufacture felt and felt products. We also distributed the necessary equipments and technology.

• Implemented a project to build 4 wells in the ger district areas of Ulaanbaatar.

• Raised funds for the distribution of specialized medical equipment for Pediatric care facilities in hospitals.

• With funding and support from the Rotary Club of Osaka Central, we have been giving 5-walled gers to families in Ulaanbaatar with no housing.

• Organized a seminar on ‘How to overcome poverty in Mongolia: the current trends and needs of future research’ in collaboration with the German Economic Research Institute (March 2009)

• We successfully confirmed the registration of 11,222 residents of Gobi-Altai, Zavhan, Hovd, Uvs, Bayanulgii, Bayanhongor Aimags and Songinohairhan, Bayanzurh, Nalaikh, Bagakhangai, Bagan-uur Districts of Ulaanbaatar, who were extremely poor and grouped under the 1st, 3rd and 4th groupings of the social welfare program run by the Ministry of Social Welfare and Labor (July 2009)

Together With Migrants (2005-2008)

The “Together with Migrants” project to help newly arrived migrants to adapt to life in the city, was successfully carried out in certain districts in Ulaanbaatar in collaboration with UNESCO (2005-2007). This project helps raise the chances for migrants to secure better incomes by providing workshops on healthcare, legal issues and on practical life skills needed to live in a city. The project also produced policy recommen-dations regarding migration based on the research conducted by the Zorig Foundation and the National University of Mongolia’s Population Research Center, which worked with both the migrants and the service workers that directly allow them to interact with one another.

On November 1st 2006, we introduced our recommendations and exchanged ideas with over 70 rep-resentatives of governmental and non-governmental organizations, and the general public at a conference held in the State Parliament building.

On October 6th 2007, we wrapped up the project by organizing a ‘Together with Migrants’ fair for the public at the Khan Bank Theater. At the fair, we collaborated with staff members of the Ulaanbaatar City and the Songinohairhan District administration to provide the most necessary information and recommen-dations for migrants on the issues of registration documentation, healthcare, reproduction, employment, social welfare, social insurance and education.

Because the rate of domestic migration to Ulaanbaatar is not decreasing, the migrants’ demand for guidance to integrating and adapting to the city life is ever present. Consequently, we implemented an-other migrants project from 2007-2008 that was geared towards strengthening the capacity of state service workers at 8 of the sub-districts in certain districts that were previously excluded from the migrants project. A total of 3000 migrants participated and benefitted from our migrants effort.

COMMEMORATING ZORIG

In commemoration of Zorig, a social andpolitical champion at the time of his death, thefollowing wereimplemented:

Statues• On the day of his birthday, April

20th 1999, Zorig’s statue was un-veiled to the public. The statue was sculpted by Denzen B., Bold L., and Amgalan Ts., and was the first statue to be build by public donation.

Books• 5000 copies of “Zorig’s Smile”, a memoir written by Choijilsuren L., were published.

TV Programs and Documentaries• In collaboration with Mongol Kino Company, the foundation created the documentary “Zorig

Sanjaasuren”.

• Three TV programs about S.Zorig were aired on the Mongolian National Broadcasting Channel. The programs were “Two years have passed” (20 mins), “Remembrance” (10 mins) and a ten minute picture slideshow. Another 60 minute radio show was also aired.

• In 2007, in collaboration with the Mongolian National Broadcasting Channel, the foundation produced a program called “Beautiful person.”

Others• In December 1999, the foundation had a memorial stamp for Zorig printed in Japan.

• Our initiative to make every 2nd of October the Day Against Political Repression was approved.

• In 2001, the foundation distributed 5000 free copies of Express Times containing a 16 page ar-ticle titled “Three years have passed.”

• Created a replica of Zorig’s Parliamentary office (room #415) at the Zorig Foundation with its au-thentic furniture.

• With the help of specialists, we established and continue to enrich an archive collection of Zorig. The archives includes poetry, narratives and paintings made by both professionals and ordinary people.

• In collaboration with the Mongolian Democratic Association, we organized a photo exhibition and created a DVD archive from the 1990-1998 video clips of Zorig.

Places named after Zorig• “Sanko” University of Management.

• Secondary school at Dashbalbar soum, Dornod aimag.

• A street South of Peace Avenue, continuing West of State Hospital No.1 is named after Zorig.

• A classroom at the National University of Mongolia. This classroom was newly furnished and ren-ovated with high tech equipment. This university was chosen because Zorig used to teach at this university.
