Zettlemoyer expresses concern over NSF funding American Chemical Society president Albert C. Zettlemoyer has expressed to a Senate panel the society's concern over funding of the National Science Foundation.
In recent testimony before the Subcommittee on Science, Technology & Space of the Committee on Commerce, Science & Transportation, Zettlemoyer said, "The current Administration policy on science funding could seriously affect this country and the future of NSF."
The society "is gratified that the Administration has expressed, both in policy statements and budget submissions, its belief that basic research is critical and important/ ' Zettlemoyer said. However, he pointed out that examination of President Reagan's multiyear budget plan for NSF shows that "the NSF budget is not likely to remain level on a constant dollar basis under the plan."
Zettlemoyer noted that in order to maintain support of basic science programs, NSF would have to postpone further instrument and facility funding and new educational programs. "No matter where these cuts are made in the foundation, they will affect important operations drastically," he said.
The first of five recommendations that Zettlemoyer gave the panel asks that long-range scientific research be given the same strong budget support in the national interest as the Administration has given defense. Another recommendation calls for a high-level science adviser in the executive branch.
Zettlemoyer also recommended that the Administration and Congress provide for growth in the NSF budget. "Over the next decade, the overall level of funding for NSF at a minimum should keep pace with inflation. . . . On a constant dollar basis, we are losing ground . . . Catching up will be expensive."
In his final recommendations, Zettlemoyer urged that NSF be allowed "to work out the priorities and details of the programs to be supported." He asked that Congress, while continuing to oversee the foundation, not become too explicitly involved in instructing the foundation on how to reach its goals.
Zettlemoyer's statement on the fiscal year 1982 budget of NSF also has been sent to the House Committee on Appropriations and to the Senate Committee on Appropriations for inclusion in their records of appropriations hearings. D
