The ZMAC proposes that the survey be placed on hold until it appears the COVID-19 crisis is nearing and end.

At that time we feel it will be even more useful with the many changes that are occurring during this time. No funds were used for the survey during 2020.

Non-Disclosure ClauseVoting Paper

Existing disclosure clause, section A.4.a.iv. of the ISTA, addresses disclosure of information contained in the ISTA and bilateral concurrences only.

Members are routinely asked to share their carrier specific information through other means managed by the ZEDMIBA Forum. This includes, but is not limited to surveys, Member Contact List, ASK’s. This information should be equally protected from disclosure.

Situation/Problem

Solution/ProposalRevise section A.4.a.iv. of the ISTA to include protection of other information managed by the ZEDMIBA Forum.

A.4.a.iv. Members shall not disclose the terms or conditions of this Agreement or any supporting documents to this agreement, including but not limited to the Member Contact List, Survey results, Agreement Appendices, or underlying transactions made as a result of this Agreement, or terms agreed bilaterally to parties other than those persons for whom travel is provided, or to persons involved in the provision of this Agreement, without first obtaining written consent from the other parties involved. This excludes information that is otherwise made available to the public by MSC and when or where disclosure is required by law.

Application of C1 Travel ConditionsVoting Paper

Recognizing the value and importance of positioning crew/deadhead travel, the ISTA and supporting documents provide protections to passengers ticketed for C1 travel that are not afforded to S1 or R1 type tickets.

Aircraft mechanics/technicians traveling to attend to an inoperable aircraft or Aircraft on Ground (AoG) should be afforded the same protections.

Situation/Problem

Solution/ProposalChange the application of C1 travel to include travel by aircraft mechanics/technicians to AoG. This requires the use of a new term (Operationally Significant Travelers) to replace Deadheading Crews, and that the term be redefined to include aircraft mechanics/technicians traveling to repair an aircraft of the authorizing airline.

DefinitionsDeadheading Crews Operationally Significant Travelers - means travel by

Oone or more cabin and/or cockpit crew member employees which is solely for the purpose of either returning from the last duty leg of a flight on which the crew member worked to the employee's officially designated crew base / turn-around-station, or for travel from the employee's officially designated crew base / turn-around-station to the first point at which the crew member will take over his working duty. Excluded are crews travelling to/from training and to/from their home/domicile. Excluded are also regular transfers of a whole crew over a seasonal period unless bilaterally agreed.

One or more aircraft technicians traveling for the sole purpose of repairing an aircraft of the authorizing airline that is out of service.

B.3.g. Non-Acceptance/Deplanement

B.3.g.i Deadheading Crews Operationally Significant Travelers (confirmed travel, C1) who are transferred on reduced fare tickets issued under the terms of this agreement shall not be subject to involuntary denied boarding and/or deplanement, even if such action is required to avoid the involuntary denied boarding of commercial passengers, subject, however, to any governmental, regulatory, and tariff requirements as may be applicable to such oversold conditions, provided that reservations for the transfer have been made strictly in accordance with the agreed rules.
