Details informed KNS that the total number of applications re- ceived in the year 2010-11 were 27585 in number, out of which 2861 were kept in limbo. In the year 2011-12, 42336 applications were received by the govern- ment and this year also, the authorities kept more than 6000 applications of the unemployed youth pending. During the year 2012-13, some 56178 applications for the VSA were received out of which more than 5900 were not disbursed. During the cur- rent year, the government has received some 58659 applica- tions and this year also like the previous ones, the authorities have kept more than 8000 appli- cations pending. According to the details avail- able with Kashmir News Ser- vice, state government an- nounced, by way of financial support, a monthly Voluntary Service Allowance (VSA) to all unemployed educated youth having educational qualifica- tion of matriculation and above for the next three year. Age for eligibility is 26 years to 37 years and monthly family income should not exceed rupees 12,500. Details maintained that rupees 600 per month in favour of each eligible person who has passed the matriculation examination but not 10+2 examination. 650 per month in favour of each el- igible person who has passed 10+2 examination. Shopian, May 26: Nazir Ahmad Bhat who is working in Jammu and Kashmir police department as Assistant Sub Inspector (ASI) and is posted in Kellar police station in Shopian district Monday said that he was never in touch with his son Zubair from past nine months. Zubair Ahmad Bhat (20) alias Musaib son of police officer of Nowpora village of Frisal Kulgam was killed along with his LeT asso-ciate Ishfaq Ahmad Bhat (19) alias Muzamil son Ghulam Muhammad of Chakoora village in an encoun-

ter with government forces in Nowpora village of Frisal area in South Kashmir Kulgam district. “I was surprised when I came to know that my son has joined militant ranks. Zubair was a second year student studying at Degree College Anantnag. I fail to understand why and how he joined militant ranks. From past nine months I never met him, though I put all my efforts to persuade him to return home,” visibly choked father of Zubair told CNS.

Nazir Ahmed said that it was some nine months ago when he had met his son and that time he had not joined militant ranks. “As a father I lament his death. I feel sorry that I could not in-teract with him before his death. I was not present at the encoun-ter site and it dawned upon me at 13:00 hours that my son has got killed in an encounter,” he said adding that whole family is in shock and want to know what prompted Zubair to become a mil-itant. During the search, an underground hideout of arms and ammunition was unearthed, in which 01 AK 47 along with 03 magazine and 40 rounds of ammunition, one pis-tol, 01 RPG along with 03 rounds of ammunition, 01 UBGL along with 08 rounds of ammunition, 02 Chinese hand gre-nades 01 IED circuit and 01 Radio set, were recov-ered. Srinagar, May 26: A police man who was al-legedly abducted by sus-pected militants in the outskirts of summer cap-ital last evening returned safely on Monday.Saif Qadri, a Special Po-lice Officer (SPO) who is in the escort of Superin-tendent of Police Hazrat-bal, went missing from Zakura and was suspect-ed to be abducting by mil-itants.Soon after the cop went missing, forces started massive searches after cordoning off the whole area and also conducted house to house search-es, a police official, who wished not to be named, told GNS.Local residents said

they heard few gun-shots during cordon in the area. “However, we failed to understand who was firing them,” they said.Despite massive search-es, police could not find the policeman. “How-ever, the police man re-turned safely and was not hurt,” a senior police official told GNS. He said so far they are not sure whether militants are be-hind the incident or not. “We are investigating the matter,” he said. Executive Committee for State Di-saster Response Fund (SDRF) head-ed by Chief Secretary, Mohammad Iqbal Khandey, which met here Monday, highlighted the need for capacity building of various de-partmental functionaries and other stakeholders recommending ap-propriate training vis-à-vis various facets of disaster management.

Chairing the meeting Mr. Khandey reviewed the progress and status of SDRF during the last financial year involving settlement of claims on account of losses suf-

fered to public and private property across the state due to natural ca-lamities.

Chief Secretary called for or-ganising workshops in Districts at-tended by respective Deputy Com-missioner and other concerned officers/stakeholders to develop SOPs for quick assessment of relief claims as per SDRF norms besides carrying out SWOT analysis of the institutional mechanism at various levels so that our strengths, weak-nesses, opportunities and threats as far as Disaster Preparedness in the State are clearly known.

During 2013-14, an amount of Rs 134.24 cr was utilised for meet-ing expenditure on account of sanc-tioned claims besides relief and rescue equipment worth Rs 2.39 cr was also purchased under SDRF.

To facilitate quick disposal of

claims under SDRF, an amount of Rs 5.50 Cr has already been re-leased to be placed with Deputy Commissioners @ Rs 25 Lakhs each this financial year.Meanwhile, the Executive Committee during the meeting approved various propos-als for release of funds on account of capacity building, relief claims settlement, temporary restoration of assets in Srinagar and Bandipora besides purchase of additional re-lief & rescue equipment.

The meeting was attended by Financial Commissioner Revenue Dr. Arun Kumar, Principal Secretary Planning & Development, Mr. B. R. Sharma, Principal Secretary to CM, Mr. B. B. Vyas, Principal Secretary Home, Mr. Suresh Kumar, Division-al Commissioners Jammu/ Kashmir, concerned Administrative Secretar-ies and other senior officers.

SRINAGAR, MAY 26- As many as 23 road connectivity schemes by utilizing Rs. 103.85 crore with an aggregate length of 157.54 km providing road connectivity to 16 habitations stands com-pleted up to March, 2014 under Prime Minister’s Gram Sadak Yojna (PMGSY) in the Kargil District.This was revealed at a meeting of officers convened to review the progress of works taken up in Kargil district especially in Zanaskar Sub Division under PMGSY here today.The meeting was chaired by Minister of State for School Edu-cation, Science and Information Technology Mr. Feroz Ahmad Khan.The Minister, noting that there is limited working season in the region asked the concerned authorities of Prime Minister’s Gram Sadak Yojna (PMGSY) to accelerate the pace of work on construction of roads so that connectivity schemes launched in the area get timely completed for the benefit of the people.Mr. Feroz said that the completion of the road projects taken up in hand would provide easy accessibility to the people of the area besides promote trade and business activities in the area. He also asked the concerned for taking up projects of public importance on priority in the area.The Minister directed for early taking up and completing the work on Damsane to Achambore stretch on Sankoo-Panikhar road owing to very limited working season and the people hav-ing no alternative road communication in the area.The meeting was informed that as many as 49 schemes were sanctioned from Phase-III to IX at a cost of Rs. 179.04 crore for constructing 204.80 km road length. Out of these 49 schemes, 45 were new connectivity schemes, 2 were up-gradation schemes of existing roads and 2 bridges.

er, Jammu and Kashmir Legis-lative Assembly, Mr. Mubarak Gul today distributed cheques worth Rs.1 lakh among 5 fami-lies of Goodgari Mohallah in Eidgah Constituency whose houses were gutted in a fire ac-cident recently.

The Speaker assured the fire victims that every pos-sible help would be provided to them by the Government. He asked the District Develop-ment Commissioner, Srinagar to provide the assistance to these victims from the Red Cross also. The Speaker also directed the Consumer Affairs and Public Distribution de-

partment to give free ration to these families.

Earlier, the Speaker con-vened a meeting with the of-ficers of irrigation, education and power development de-partment (PDD) and reviewed the overall progress of the on-going works of these depart-ments.

The Speaker directed the PDD authorities to depute a team of officers and engineers and conduct survey of the Ei-dgah Constituency and formu-late a Detailed Project Report (DPR) for upgradation and improvement of HT/LT lines for rural areas of the constitu-ency and submit the same to the concerned quarter within a week’s time so that the funds could be arranged for the pur-pose. He also asked them to in-stall 9 transformers of various capacities in different areas of the Constituency. Mr. Gul di-rected the concerned to ensure

proper upkeep of streetlights in the area.

While reviewing the edu-cation system, the Speaker di-rected for conduct of survey of all the educational institutions in the Eidgah Constituency and asked them to ensure proper maintenance of sanitary units especially girls institutions. He asked them to prepare a pro-posal for construction of new sanitary units wherever this facility is required and submit the same to the concerned quarter for release of funds at the earliest.

While discussing the is-sue of irrigation facilities in the area, Mr. Gul asked the concerned to take necessary measures for cementing and de-silting of all canals.

At least 40 passengers have been feared killed and nearly 100 injured in Uttar Pradesh’s Sant Kabir Nagar district on Monday in one of the worst train accidents in the country in recent times.

The incident occurred when the New Delhi-Gorakhpur Gorakhdham Express rammed into a stationary freight train at the Churaid railway station at around 10.30am.

The accident site is around 60km from Gorakhpur and over 200km from state capital Lucknow.

A statement issued by the Ut-tar Pradesh director general police (DGP) AL Banerjee said that at least 40 people are feared dead in the ac-cident.

The statement quoted Govern-ment Railway Police (GRP) in Sant Kabir Nagar.

The Railways also ordered a probe into the acci-dent to be conducted by PK Bajpay-ee, commissioner of railway safety, northeast circle. KK Atal, the gen-eral manager of North East Railway has also reached the spot to oversee relief and rescue operations.

Prime Minister-designate Nar-endra Modi on Monday expressed his condolences to families of those killed in the tragedy and prayed for the well-being of those injured.

Modi spoke to cabinet secretary Ajit Seth and asked him to take an overview of the situation to ensure timely assistance to the injured.

“My condolences to families of those who lost their lives in the Go-rakhdham Express tragedy. Prayers with the injured,” Modi tweeted.

Congress president Sonia Gan-dhi also expressed grief over the loss of lives in the accident and hoped that the Railways was taking all possible steps to help the affect-ed passengers and their families.

“Sonia Gandhi has expressed shock and grief over the unfortu-nate accident. Anguished at the death of passengers, Gandhi ex-tended condolences to the family of the dead and wished a speedy re-covery to those injured,” the party said in a release.

The commitment of Mr. Narendra Modi, new prime minis-ter, to make India a strong and devel-

oped country is indicative of the fact that he realizes his challenges in terms of pro-viding a govt. with a differ-ence than Congress which he always termed weak and vi-sionless. He has a bright fu-ture but eclipsed with dark-ness which he has to fight as he has not been left with a legacy that someone could take pride of. BJP for the last ten years never allowed par-liament to function smoothly and cashed upon scandal after scandal of UPA as it smelled rat in every decision taken by previous govt. whether it was Coalgate, 2G-spectrum or he-licopter and submarine deal. BJP went on political rampage destroying the image of Con-gress party and UPA. It even did not spare Dr Man Mohan Singh who was considered to be an honest man even by his detractors. It is clear that BJP thought itself to be hon-est and capable to perform better than Congress led UPA govt. BJP in the leadership of Modi succeeded in inflicting a humiliating defeat on UPA in general and Congress in par-ticular by capturing 336 seats with the help of its allies and itself won 286 seats which is even better than all calcula-tions and opinion poll results. Now as the party has come to power, it is time to translate its promises and assurances practically so that people of the country may feel a real difference between the previ-ous and present govt. It is a daunting task, a big challenge and very difficult but not im-possible provided the words are converted into action. The new prime minister has a sev-eral challenges before him and the biggest challenge amongst them is the challenge to win the trust and confidence of Muslim minority which feels jittery and in secure keeping in view the recent statements of some BJP hardliners. The country’s solidarity, integri-ty and sovereignty are dear to every citizen including Muslims who have sacrificed their lives when ever coun-try needed it. They should not feel discriminated, isolated, dejected anymore and for this purpose Mr. Modi should ini-tiate meaningful and effective steps.

Lok Sabha elections- A confusing

political situation

As the elections are nearing the political parties are trying their best to form alliances before the

announcement of dates for Lok Sabha polls. The progressive al-liances led by congress, NDA led by BJP are already in busi-ness and are trying very hard to rope up more and more nation-al and regional parties in their fold. However there are possi-bilities of the formation of third front which has been a dream for Trinmol Congress, CPIM and Samajvadi party. Though Trinmol congress has already announced the pre poll alliance with CPIM but the Samajvadi party has made it clear that it is not interested in pre poll alliance but will join third front after the election results are out. It means that the party is aiming to derive more benefits from third front if the front is able to form the government and if Samajvadi party gets a good number of Lok Sabha seats. On the other hand the NDA has some strong allies in AIADMK Shiv Sena and Sher-omani Akalidal. The UPA led by congress is receiving jolt after jolt and its allies are distancing themselves from Congress which they fear has lost credibility due to certain scandals which sur-faced during the last about four years. When it comes to the real test the indications are that BJP may emerge as single largest party and may form the govern-ment with the help of its allies. However things are not clear as congress is a strong party and can bounce back to cause dents to NDA and can again emerge as a force to recon with. However the coming Lok Sabha election will tell the real story and the voters who have to exercise their democratic right will decide the fate of the national and regional parties. There is no doubt that the regional parties which rep-resent the aspirations of certain communities and regions have weakened the various central governments as they cannot dis-charge their functions according to their plans. The national par-ties who lead the governments become totally dependent on the support of original parties who exploit them and even black mail them when it comes to their own interests. It will be in the best in-terest of the country if one party emerges at least with a thin ma-jority and then gets support from like minded parties.
