Srinagar, May 21 : The State Cabinet which met here today under the chair- manship of Chief Minister, Omar Ab- dullah approved the revocation of Gov- ernment Order No. 257-F of 2011, dated 27.10.2011, issued pursuant to Cabinet De- cision No. 193/23/2011, dated 19.10.2011, prescribing the fixed salary mode for the recruitment of Class-III, Class-IV and other Non-Gazetted categories of staff in the government and other terms and con- ditions of employment. The Finance Department was asked to work out proposals, relating to the revo- cation of the fixed salary mode and the restoration of the pre-existing salary mode for these categories and the other terms and conditions of employment. The Cabinet also approved amendments in the Jammu and Kashmir (Compas- sionate Appointment) Rules, 1994, noti- fied vide SRO-43/1994. Meanwhile, the Cabinet accorded sanc- tion to the promotion of following offi- cers to the Special Scale of KAS Super Time Scale (Rs. 37,400-67,000 + GP of Rs. 10,000). Kuldip Lal Khajuria, Mrs. Kamla Devi w.e.f 11.3.2014 and Ali Raza, Bashir Ah- mad Bhat and Anil Sharma w.e.f 1.4.2014. The Cabinet also accorded sanction to the promotion of following 39 officers to the Time Scale of KAS (Rs. 15600-39,100 with GP of Rs. 6600). Two officers from Information Department namely Afsan Masood and Mohamamad Hussain. Nine officers from Revenue Department- Zaf- far Shawal, Devinder Paul, Ab. Whatever the causes, National Conference is presently on a very slippery turf and if its leadership does not understand the call of the time the party will vanish in thick air and its revival chances will be very bleak. When Na-tional Conference in coalition with congress came to power, almost six years back, it was expected that its young leadership will perform in a far better way than the previous Govts. However, with every pass-ing day, it disappointed everybody including its own cadres. The party failed to tackle the most daunting challenge of unemployment, eradication of increas-ing corruption, enforcing the dwindling work cul-ture, provision of better electricity supply, road con-nectivity, improvement in health sector etc. It never kept its promises and went on disappointing one and all which ultimately eroded its vote bank which was gradually taken over by PDP. Corruption, favourit-ism, nepotism marred by visionless policies cost the party dearly and it is because of this that its reputa-tion is at stake. The coalition with Congress in gener-al and seat adjustment in particular has proved a last nail in its coffin as the two parties are distinct in their ideology, approach and nature. Despite the fact that both are running on different tracks and have noth-ing in common, National Conference tried to shake hands with Congress just to take political advantage which resulted in its electoral misfortune. Both the parties had poll alliance but never stopped attacking each other. Not only this, abusive and filthy language used by both particularly the additional General Sec-retary of National Conference Dr. Mustafa Kamal, fur-ther strained the relations and on the polling dates, the workers of both the parties indulged in large scale cross voting, tilting the balance in favour of PDP. No National Conference worker voted for Congress and no Congress worker used his franchise in favour of National Confer-ence candidates. It was as if both were bent upon to in-flict defeat on each other and make it sure that the PDP candidates go through. If that was not the case, leaders like G. N. Azad and Dr. Farooq Abdullah would not have miserably failed to make it to Lok Sabha.Coming back to performance of Omar Abdullah led coa-lition Govt. nothing remarkable can be attributed to it. Most of the ministers of this coalition were involved in one or the other scandals and land grabbing. The non performance of these ministers and their incapability to bridle the non-sensitive bureaucracy and make them to attend to the problems of the people further annoyed the general public which gave their verdict very clearly against National Conference and Congress. The Modi wave also had its impact on the election out-come and like other parts of the country took its toll in the state also putting three seats out of six in its kitty. Whatever the causes, the National Conference is raised to earth so is Congress. The dissent in the NC is increas-ing and the demand of change in party leadership is gaining momentum. When the party core group meet-ing was going on some workers gathered outside Nawa-i-Subh complex and raised anti leadership slogans. They termed the leadership as arrogant and insensitive to workers. The dissidents in National Conference who were so far silent may now come openly and if things go what they are present, a split in the party cannot be ruled out.

Srinagar, May 21 (KNS): One person died when he fell from a Poplar tree in Mattan area of Anant-nag District last morning.According to a police statement issued to KNS, 27 years old Shabir Ahmad Hajam son of Abdul Aziz resident of Manznoo, in the jurisdiction of Police station Mat-tan, Anantnag fell from a Poplar tree at Manznoo and died on spot. The body of deceased was handed over to his relatives for last rites. (KNS)

DODA, MAY 21-District Devel-opment Commissioner Doda Mr. Mubarak Singh today asked all the line departments to set-up Griev-ance Redressal – cum- Control Rooms to ensure quick response to the public problems.

Chairing a meeting convened to discuss Annual Plan under the Backward Region Grant Fund (BRGF) for the District as also to review achievements of line de-partments, the DDC stressed the need to have an effective public response mechanism in all depart-ments.

For the purpose, he directed all the departments to establish Grievance Redressal cells cum Control Rooms.

The DDC also enjoined upon all the engineering departments, including PHE, PWD and PDD to ensure immediate restoration of services disrupted due to natural calamity or technical failure.

He impressed upon the R&B Department to mobilise men and machinery to keep inter and intra district roads open for ve-hicular traffic and transportation of essential supplies.

The DDC also directed Educa-tion Department Doda to detach all the attached Rehbar-e-Taleem Teachers in the District and ensure that they work in their respective places of posting so that the objec-tive of making available adequate staff in far flung and remote areas was achieved.

He also directed all the officers to ensure punctuality in their re-

spective offices and also directed them not to leave headquarter without prior permission from the designated authority. He also di-rected them to submit tour dia-ries at the Deputy Commissioner office.

Regarding replacement of dam-aged transformers, the DDC di-rected XEn PDD Doda to take up the matter with Chief Engineer Jammu so that the Transformers are either repaired or replaced without further delay.

The DDC enjoined upon all the officers to make their best efforts to ensure speedy and prompt de-livery of services and benefits to the poor and needy people of the District. He said there was need to improve work culture so that co-ordinated and collective efforts are made for timely and speedy deliv-ery of services and supplies to the people.

The delegation presented various issues before the Minister including snow clearance of roads from Gawran to Wardwan and from Guzar to Basmina, posting of doctors and para-medical staff at Primary Health Centre Afti and posting of lecturers at Higher Secondary School Afti. The issues discussed also in-cluded supply of new ration and issuance of ration cards in the area.

The Minister gave a patient hearing to the delega-tion and assured them that the necessary action for the redressal of their genuine grievances shall be taken on priority.

Mr. Kichloo directed the officials of Mechanical En-gineering Department to take up snow clearance in the concerned area on priority. He also assured the delega-tion facilitation of early opening of Sinthan Kishtwar road.

Minister of State for Horticulture, and sheep Husbandry, Mr. Nazir Ahmad Gurezi was also present on the occasion.

The meeting discussed various matters related to horticulture sector of the State and deliberated upon various aspects in detail to boost and rejuvenate horti-culture industry so that people associated are benefited.

While taking the review of the depart-mental activities, Mr Bhalla said that hor-ticulture sector is backbone of State econ-omy and this sector has remained prime priority of present government. He said

various schemes have been introduced to increase the horticulture produce besides techniques are available to improve and maintain quality.

The Minister also stressed upon the concerned officers to personally moni-tor ongoing projects being implemented

under various schemes across the State, adding that proper monitoring, judicious utilization of funds and optimal use of the resources will ensure timely completion of these projects which will benefit the farmers at grass root level.

Emphasising for strengthening of de-partmental nurseries Mr. Bhalla asked the officers to work with more dedication and zeal to make department more vibrant. He asked them to adopt modern technol-ogy and scientific methods to maximize horticulture production.

SRINAGAR, MAY 21: Minister for Rural Develop-ment and Panchayats, Mr. Ali Mohammad Sagar has said that the role played by Mirwaiz Moulana Farooq and Mr. Abdul Gani Lone in the socio-eco-nomic and political spheres of life would be remem-bered for long.

The Minister was addressing a gathering on the occasion of the death anniversary of the Mirwaiz Moulana Farooq and Mr. Abdul Gani Lone here to-day. The function was attended by several religious scholars and prominent persons from various fields of life.

Recalling the historical role played by Moulana Farooq in the socio-religious spheres of life, the Minister said that the contribution of late Moulana would be remembered for ages to come. He said that the late leader worked tirelessly for the uplift-ment of down trodden and weaker sections of the society and was an authority on various religious is-

Taj inaugurates PG Girls Hostel, upgraded Operation theaters at GMC&H

JAMMU, MAY 21- Minister for Medical Education, Taj Mohi ud Din on Thursday inaugurated newly constructed PG Block at Girls Hostel Government Medi-cal College Jammu, besides two upgraded Operation theaters at GMC Hospital and ENT Theater at Shri Maharaja Gulab Singh Hospital (SMGS).

The new block completed at a cost of Rs. 81.35 lakhs has been constructed to provide additional rooms to accommodate the PG students.

Principal Government Medi-cal College Dr Ghanshyam, Medi-cal Superintendent GMC and other senior doctors were also present on the occasion.

The Minister interacted with the students who also put-forth various other demands. The Minister directed the concerned authorities to provide special electric line to the Hostel for the

convenience of the students as also to take up the renovation work as demanded by the Hostel inmates. He further directed for putting in place adequate secu-rity for the girls Hostel.

Earlier, at Government Medical College Jammu, the Min-

ister inaugurated photographic section of microbiology depart-ment completed at a cost of Rs. 6.50 lakhs.

The Minister also in-augurated upgraded surgical op-eration theater No. 6 & 7. These Operation theaters have been

upgraded into modular opera-tion theaters at a cost of Rs. 1.21 crore

At SMGS Hospital, the Minister inaugurated upgraded ENT Operation Theater complet-ed at Rs. 15.20 lakh.

quired about the condition of those injured in Digdole accident yesterday. He directed the con-cerned doctors to provide best possible medical facilities to the patients and wished for their early recovery.

Later, the Minister reviewed the functioning of SMGS and other associated hospitals of GMC&H at a meeting of senior doctors.

The Minister inquired about the supply of medicines, func-tioning of important units, equip-ments and availability of doctors and paramedic staff .

Highway- A Death Trap

The frequent road acci-dents on Srinagar- Jam-mu National Highway besides valley, Doda, Kishtwar, Rajouri,

Poonch roads have exposed the claims of the authorities who very often talk about safe travel and road connectivity in the state. Infact, Srinagar-Jammu National Highway has become more dan-gerous for travel as the road re-mains the same as it was twenty years back except some repairs here and there. The widening of the road from Batote to Banihal has not been taken up though the budget for this whole highway has since been sanctioned by Central Govt. for its four laneing. This is really a matter of concern for ev-erybody who travels on this road because the Beacon Project which maintains this road has become as lazy as any state agency. The stretch from Banihal to Ramban should have been taken up for widening in the first instance as most of the accidents take place on this stretch. Every year sever-al precious lives are lost but the people at the helm of affairs do nothing except to issue statements condoling the death of victims. This is not only the question of Sri-nagar- Jammu National Highway but the other highways and roads are also in a pathetic condition, ex-hibiting the non seriousness of the State and Central agencies which are connected with their up keep. The traffic Dept. cannot be absolved of its responsibilities because it is the defective traffic system that in-creases the chances of accidents. The obsolete fleet of private and Govt. buses, rampant overloading, the inexperienced drivers, the un-controlled usage of mobile phones by drivers and unending issuance of permits have aggravated the traf-fic situation and it is everywhere a mess as far as management of traffic is concerned. In addition to this, the corruption at different lev-els including traffic police adds to the worsening traffic system in the state. Despite several announce-ments nothing concrete is emerg-ing for the better road connectivity, traffic management, and modernisa-tion of the roads particularly Nation-al Highway from Srinagar to Jammu which is the only surface link of the State with rest of the country. Not only this, whatever work is being initiated, it is never completed on target time which causes the State and Centre Govts. enormous losses and general public becomes prey to non-performance of construction agencies. The accident at Digdol on Tuesday again claimed precious lives of 17 people and caused injuries to over three dozens passengers. If the present condition of the Nation-al highway is not improved, there will be more such fatal accidents in future also which will leave every victim’s family in pain and agony for the whole of their lives.

Unparliamentary happenings in Legislatures- unfortunate

Virtual ClustersThe Virtual Clusters concept con-

sists of a dedicated Web portal to be hosted by the Ministry of Mi-cro Small and Medium Enterprises (MSME).

It provides an opportunity for the following stakeholders to register and join. · MSME’s and their business units.· Academic institutions (engineering col-leges, polytechnics, ITI’s as well as MBA col-leges anddesign institutes).· Various experts, consultants and train-ers who can provide sector specific help to MSME’s.· Banks and other financial institutions who are interested in providing financing to MSME’s.· Various governmental organizations, NGO’s, and volunteering executives who have a special interest in the MSME sector. The main stakeholders in this initiative are the small business units. The role of the other stakeholders is to help the business units grow rapidly in the areas of increasing the sales and the profitability. The Virtual Cluster concept is being conceived such that small businesses belonging to differ-ent sectors can coexist with their fellow enter-prises on a web portal and realize the benefits of focused and targeted networking. Web based Virtual Clusters for different sectors can be cre-ated rapidly thereby responding to the needs of the stakeholders quickly. What is the difference between current physical clusters and virtual clusters? The current “physical clusters” scheme requires the MSME units to be physically located in one geographic area. It also requires time and sig-nificant resources to build and maintain the physical infrastructure. Virtual Clusters on the other hand remove the need to maintain a physical presence in these regions. Small Busi-nesses/ Enterprises can be located anywhere in India and yet be able to realize all the benefits that units in the physical clusters now realize. What are the Benefits to various stakeholders? Business enterprises · Awareness of various opportunities such as government tenders and export opportuni-ties.· Training in new technologies that will im-prove their operations and reduce costs.· New product development opportunities.

· Help from students and faculty from near-by academic institutions without having to pay for such help. Such help can be in areas such as quality improvement, cost reduction, new product designs, etc.· Targeted help from consultants and ex-perts specific to particular business sectors. Students Studies have shown that a large number of stu-dents are not able to get meaningful jobs after completing their studies since they lack the ex-posure to solving real life problems. Through the Virtual Clusters web site and other associat-ed activities we are aiming to address this prob-lem by linking various academic institutions to businesses. As a part of their industry intern-ship program students can help implement a number of systems at the business units with-out these businesses having to employ outside experts to provide such services. Consultants and other practicing professionals Professionals who have expertise in specific business sectors will be able to quickly reach businesses in that sector who are registered through the Virtual Clusters web portal. This will make the process far more efficient for both the parties. Banks and other financial institutions Many banks and other financial institutions offer special funding packages to small busi-nesses. Through the Virtual Clusters initiative they will be able to offer sector specific fund-ing packages rather than a standard offering in which the small businesses have to fit in. This will enable banks to specialize in sectoral funding and simultaneously spread their risks across a larger number of companies in a given sector. Businesses will benefit by saving time and having ready access to better suited fund-ing options. Central and State Government organizations A number of central and state level organiza-tions offer many programs targeted at the small business community. The Virtual Clusters por-tal will make it easier for policy makers and other implementing agencies to reach these businesses quickly and more efficiently. NGO’s and Volunteer advisors As in case of governmental organizations many regional NGO’s and volunteer advisors can reach MSMEs that are registered in the Vir-tual Clusters web site more effectively. Pilot Project Virtual Clusters model is being tested through a pilot that will first focus on businesses involved

in the Food Processing Industry. This includes companies that make food products and those that make equipment used in food processing. The concept will then be readily and rapidly ex-tended to a number of other sectors. Examples of food products Packaged honey and various honey based products Dry fruits Saffron Spices Various types of nuts: cashews, peanuts, wal-nuts, etc.

Biscuits and other baked products Etc. Examples of food processing machinery · Pasteurizing machinery· Baking ovens· Spice grinders· Packaging machinery· Juice making machinery etc.After getting some experience with the pilot project for a few months the Virtual Clusters web site will be opened up to a number of other sectors. How will the Virtual Clusters website and the initiative be administered? NIESBUD, a training arm of MSME Ministry will administer the Virtual Clusters web site and will pro actively perform the following ac-tivities: · Work with bankers and various stakehold-ers within the government in the best interest of the MSME’s. · Survey the needs of the Food processing sector and organizing the availability of re-quired technologies and· facilitating specialized training in the appli-cation of such technologies. · Work with the purchasing arms of the var-ious government departments and PSU’s to as-sess their purchase requirements that have been reserved for purchasing from the MSME’s. · Work with the academic institutions to review their experiences and help fine tune the process as needed. · Monitor web site usage and suggest any chang-es that might be necessary to enhance overall user experience. · Anything else that needs to be done to make the initiative a strong success at an early date. · Organize a package of software applications that will be of benefit to MSME’s. · Train academic institutions and MSME’s in the use of such software applications.

Regulator for the Housing Sector

The Cabinet recently ap-proved the real estate reg-ulation and development bill which provides for put-ting in place a regulator for

the housing sector in the country with a view to bringing transparency to the sector. The regulator will oversee the functioning of the sector which unfor-tunately has been most opaque in its dealings. The bill, aimed at regulating the sector which is beset with multiple problems, is therefore a welcome step which has been long overdue. The bill provides that the builder whose project is coming up on an area of 1000 Sq. metres or more will have to register with the regulator. The Agents, commonly known as property dealers, too will have to register themselves with the regulator and make public all the relevant information. The prospective house owners in the country have been facing lots of problems in the process of acquiring a dwelling unit. They are never told the status of the project advertised with regard to the mandatory clear-ances from different agencies. Projects are launched without obtaining such clearances leading to litigations and harassment for the consumer. There are also cost overruns and often in-ordinate delays in handing over the dwelling units to the consumers. Be-

sides, there are hidden costs which the consumer comes to know only at the time of taking over the possession. Not the least important is the confusion sought to be created by the builders with regard to the unit area. Instead of mentioning the carpet area--the actual area of a dwelling unit which one uses-- the builders sell the vague super area which includes all the common areas. To deal with such problems the bill provides for a number of mea-sures. For instance no project can be launched, in fact even publicized, be-fore all the necessary clearances for the project are obtained. Any violation of this provision through a misleading advertisement will lead to imposition of a penalty on the builder and if the offence is repeated for the second time, a jail term up to 3 years. The builder will have to put on his website all the relevant details about this. Similarly, in case of inordinate delay in hand-ing over the possession as per the agreement, the builder will have to make full refund of the money to the consumer along with interest. The bill makes it mandatory for the builder to sell the unit according to the carpet area and not the super area as is being done now. To prevent builders from di-verting funds collected for one proj-ect to other projects the bill provides

that 70 percent of the funds raised for a particular project have to be put in a different account and used for the construction of that project only. All this, indeed is going to bring transpar-ency, accountability and professional-ism to the sector which will enhance its credibility and bring some relief to the house buyers. But the question is whether this will be enough to deal with the massive housing problem the country is facing? Two things need to be given immediate attention if the bill has to serve the desired purpose. First, since the clearances have to be given by vari-ous government agencies, it is import-ant that they too are brought under its purview. Second, the regulator is pro-posed to be only for the housing sec-tor. The commercial sector has been left out for the time being. One hopes that this sector too will be brought un-der the purview of the bill sooner than later. Alongside, steps need to be taken to reform the sector to meet the massive housing demand in the coun-ty. The land use provisions and Floor Space Index (FSI), need to be given a fresh look. Better land use is the need of the hour in view of the huge short-fall in the housing field. Single window system needs to be given a push to avoid delays.

Growing urbanization, a growing middle class and migratory population is putting additional burden on the de-mand for housing in the country. It is therefore imperative that in addition to regulating the sector the supply side is also strengthened. Housing is one sector which gives a push to many oth-er sectors like steel and iron, cement etc. It also generates employment at various levels. It thus plays a major role in the economic development, partic-ularly at a time when the economy is facing a slowdown. The bill envisages a well structured grievance disposal system. There will be an Appellate Tribunal to adjudicate disputes which will be headed by a sit-ting or a retired judge. There will also be a National Advisory Council head-ed by the Housing minister to advise the regulator on crucial matters. That should take care of adopting a fair ap-proach with regard to all stakeholders involved in the sector. Since land and property is a state subject, cooperation from the state governments is of utmost importance to make the bill a success. One hopes this cooperation will be forthcoming in the desired measure, as it is as much in the interests of the states to regulate the housing sector as it is for the Cen-tral government.

The unparliamentary scenes witnessed for past some time in Lok Sabha,Rajya

Sabha and state Assemblies is in no way helping the cause of these high institutions which are ex-pected to be most respected in the society. It has become routine now that even on pity matters the members of legislatures barge in the well of the House, break chairs and audio system and even scuf-fle with each other. These institu-tions which are considered to be a guiding force for the whole society are now becoming wrestling rings and all sorts of unparliamentary things including abusive language against each other is the order of the day. One fails to understand as to what message we are giving to our young generation and what examples we are leaving behind for them to follow. What hap-pened in the parliament yesterday is really unfortunate and unbe-coming of the parliamentarians who are representing lacs of peo-ple. Their actions are shaming the whole nation and they are wasting precious time , money and energy of the country. Billions of rupees are spent on elections after every five years and millions on the ex-penditure incurred by these law makers which is all hard earned money of the general masses of this country. How unfortunate is the story of their activities which in no way help to mitigate the problems of the people who elect them with a lots of hopes and as-pirations. These members should realize that they have not to show their muscle power in the Legis-latures and have not to brow beat others by creating unruly scenes and pandemonium. In fact, they should attend to the problems of the people and spent their energy in solving them. It is better if they show patience and exhibit their maturity and use the precious time they spent in Legislatures for the betterment of the whole soci-ety which expects them to behave in that way. The pandemonium and unruly scenes do not help in any kind of contribution towards the society. It is not only the op-position but also the ruling class which should try to defuse the situation and show that they are parliamentarians in real sense and they understand their responsibil-ities and duties. For the last about three years most of the time and state legislatures has been wasted in unparliamentary things which result in adjournments most of the time. It will be in the fitness of the things if public representatives perform their duties in a responsi-ble, serious and mature way.
