The singer, who turned 90 on September 28, is in a critical con- dition, they said. "She was brought to hospital at about 2 am. She is critical and in ICU," a hospital insider told PTI. Mangeshkar, who has lent her voice to over 1,000 songs in Hindi alone, was awarded the Bharat Ratna, the highest civilian honour in the country, in 2001. Industrial production shrinks 4.3 pc in Sep NEW DELHI: Showing signs of sluggishness in the economy, in- dustrial production shrank by 4.3 per cent in September, registering the weakest performance in sev- en years due to output decline in manufacturing, mining and elec- tricity sectors, as per official data released on Monday. According to the Central Statistics Office (CSO) data, 4.3 per cent contraction is the lowest in 2011- 12 series of Index of Industrial Production, which was unveiled in May 2017. The IIP had declined by 0.7 per cent in April, 2012. Factory output, measured in terms of Index of Industrial Pro- duction (IIP), had expanded by 4.6 per cent in September 2018. According to the data, contraction in IIP was further revised down- ward to 1.4 per cent in August from 1.1 per cent decline under provisional estimates released last month. Talking to `Yugmarg’ Rajiv Jain, former Media Advisor to the Haryana Chief Minister Manohar Lal Khattar said most probably the cabinet ex- pansion will take place on November 13. Jain trashed rumours that the Haryana governor was out of station invariably delaying the cabi- net expansion. ``Haryana Governor Satyadev Narayan Arya is here and not out of station as rumoured. The cabinet expan- sion may take place on April 13,’’ said Rajiv Jain. Earlier BJP national president and Union Home Minister Amit Shah had given his approval to the list of names presented by the Haryana Chief Minis- ter Manohar Lal Khattar for the cabinet expansion. However, the trial-run between Srina- gar and Banihal in Jammu region will be done on November 16, after which the train service on the track will restart on November 17. The development comes after the Divisional Authorities directed the Railway department to resume train service in Kashmir valley, where sponta- neous strike continued since August 5. A Railway official told UNI that the trial- run on Srinagar-Baramulla track was con- ducted on Monday successfully. of the stretch along the Sid-hwan canal, starting from Lud-hiana MC Zone D office nearFerozepur Road till DugriBridge, as an open public spacefor citizens of the city.

The total cost of this proj-ect is Rs 12 crore. BharatBhushan Ashu said that thestretch along the SidhwanCanal in second phase wasidentified for landscape devel-opment of Sidhwan canal frontproject. Thelandslide occurred on Sunday afternoonwhich left hundreds of vehicles strandedon both ends of the blocked site of theNH-44. SJVN Limited has recorded 44.93% increase inProfit After Tax (PAT) during the second quarter ofFY 2019-20. The Profit After Tax (PAT) of thecompany have increased to Rs. 623.50 crore from Rs.430.21 crore during the corresponding quarter of lastfinancial year. With the favourable weatherconditions during the first six months of currentfinancial year the projects of SJVN generated 7498Million Units of electricity while 6342 Million Unitsof electricity were generated during thecorresponding period of last financial year. While thecompany's Revenue increased 25.84% fromRs.751.52 crore to Rs. 945.71 crore, the Profit BeforeTax (PBT) grew 33.44% from Rs. 561.21 crore to Rs.748.88 crore. Resultantly, the company's EPS duringthe quarter has increased from Rs. 1.09 to Rs. 1.58.The financial results of the company were declared ata meeting of the Board of Directors held at NewDelhi. UP Cabinet gives its nod to constructioncompanies for two expressways

Uttar Pradesh government onMonday approved the tenders forthe two ambitious expresswayprojects- the Bundelkhandexpressway linking Bundelkhandwith Delhi via the Lucknow- Agraexpressway and Gorakhpur linkexpressway linking the eastern UPwith the national capital via aLucknow Agra expressway.

The financial bids for the twoexpressways were opened onOctober 25 last and on Monday,the state cabinet chaired by ChiefMinister Yogi Adityanath gave itsapproval. The expressways isexpected to be completed within36 months after the signing of theMoUs with the constructioncompanies, though if thesecompanies complete their work in30 months then, they will get anincentive of 5 per cent. Both theexpressway would generate60,000 additional jobs. Both the

expressways would be constructedunder EPC, with Bundelkhandexpressway cost would be Rs7786.81 crores for constructionand Rs 2202.38 crore for acquiringland. The total cost of Gorakhpurlink expressway is Rs 3024.10crore for construction and Rs1563.90 crore for purchasing land.The government spokesperson andstate Khadi Minister SidharthnathSingh said that the foundationstone for both the expressways

would be laid very soon. TheBundelkhand expressway hasbeen divided into six packages and17 financial bids were received forthe project. The lowest bid for theproject was found to be 12.72percent less than the costestimated by the UP ExpresswaysIndustrial Development Authoritywhich resulted in net saving of Rs1,131,74 crore for the authority.The companies awarded thecontract for the Bundelkhand

expressway are Apco infratechPrivate Limited, Ashoka BuildconLimited, Gawar ConstructionsLimited and Dilip BuildconLimited. Apco Infratech PrivateLtd has been give package one andtwo, Ashoka Buildcon Limited aregiven package three, GawarConstructions Limited has beengiven package 4 and 5 and DilipBuildcon Ltd given the sixthpackage. Bundelkhandexpressway would commencefrom Chitrakoot district nearBharatmilap and passing throughBanda, Hamirpur, Jalaun, andAuriyya will link with theLucknow- Agra expressway inEtawah. This expressway will be 4lanes expandable to six laneexpressway in future. The totallength of the expressway will be297 km. with the completion ofthis expressway, Bundelkhandregions will be linked with thenational capital thus opening newavenues of development of theeconomically backward region.

UP: 16 killed in accidentson Sunday night

At least 16 people were killed andseveral others injured in five separateroad accidents in Uttar Pradesh late lastnight, police said on Monday.

Six people of a family were killedand four others injured on EasternPeripheral expressway in GautamBuddha Nagar district.

The family was returning to Noidaafter attending a marriage ceremony atBallabhgarh in Haryana when their carwas hit by an unknown truck. Theaccident occurred under Site-5 policestation area. The deceased includedthree women, two children and amale.The injured were admitted to thehospital. Another report fromBulandshahr, said that four people werekilled and one other was injured whentheir car collided with a stationary truckin Sikandra area of the district.

The car was coming from Greater

Noida and the deceased, who were yet tobe identified, were from there only.

In another accident in Meerut, twowomen were killed when a car suddenlyentered a marriage procession atSardhana flyover under Kankarkherapolice station area . Around 16 otherpeople were also injured in the accident.

The ill-fated car first hit anothervehicle and then crushed the peoplegoing on a marriage procession.

The deceased were identified asMuzaffarnagar native Saroj(50) andBrahmalata( 48). The injured wereadmitted to the hospital were conditionof four were stated to be critical.

In a road accident in Agra, twobrothers were killed when their scooterhit a roadside tree in Partapur area on theAligarh road. Both died on the spot.

Another report from Agra said thattwo people including a woman werekilled and five were injured underKhandauli police station.

Ayodhya verdict welcomed by'one and all': Sri Sri

Spiritual leader Sri Sri Ravi Shankar on Mondaysaid the Supreme Court's verdict on the Ayodhyaland dispute case was welcomed by 'one and all' inthe country as citizens have responded peacefullysince the judgement was announced.

The apex court, in ahistoric verdict on Saturday,backed the construction of aRam temple by a

government-formed trust at the disputed site inAyodhya. It ruled that an alternative five-acre plotmust be allotted for construction of a mosque in theHindu holy town. "It has been a long-standing,unresolved conflict between two communities. InIndia, it was a thorn in the harmonious relationshipbetween two communities," Shankar said.

The Ram Janmabhoomi-Babri Masjid disputehad been going on for over a century and has forlong polarised the country and frayed the seculartapestry of Indian society.

"Today it is resolved and the same solutionwhich I have been offering since 2003 proved to beright and the same solution has been nowpromulgated by the court as such," the spiritualleader, who was part of the Supreme Court-appointed mediation panel in the Ayodhya case,said. After the verdict was delivered on Saturday,Shankar had welcomed it, saying that thejudgement had brought 'joy and relief' to membersof both the Hindu and Muslim communities.

Several Muslims in Ayo-dhya stayed indoors onSaturday and refused to

step out even on Sunday, opt-ing not to celebrate Barawafator Milad-Un-Nabi, ProphetMuhammad’s birthday.

The occasion usually wit-nesses processions along dec-orated streets, with peoplewearing new clothes, to befollowed by feasts. But TheTelegraph found the town’sMuslim neighbourhoods des-olate and muted on Sunday.Residents declined to react toSaturday’s Supreme Courtverdict that accepted the Hin-dus’ right to build a Ram tem-ple at the site where the BabriMasjid was demolished inDecember 1992.

Some of them spoke ofunsuccessful efforts by the lo-cal administration to present aKashmir-style “all is well”narrative. “A group of police-men came to my neighbour-hood and insisted that resi-dents take out the usualBarawafat procession,” ashoe-store owner in the Beni-ganj area of Ayodhya said,asking not to be named.“They said that althoughthere was a ban on assembliesof more than four people(Section 144 has been inplace since Saturday), theywouldn’t stop the processionbecause it was a festival. Wetold them it was our festivaland we didn’t want to cele-brate it.” Many neighbour-hoods had been illuminatedon Friday to celebrate the fes-tival, and a Barawafat-eveqawwali (music) programmehad been planned on Saturday

night in Chowk, the town’sold quarters. But after theSupreme Court judgment,most of the lights were re-moved on Saturday evening.

“We had already paid Rs2 lakh to a qawwali party.More than 20 cooks had beenhired to prepare biryani andkabab for over 20,000 peo-ple,” a Muslim resident of theSubhas Nagar locality said onSunday. “But the organisingcommittees, which had col-lected money for the celebra-tions, decided to cancel it all.The food was not used.”

The man, who wished tostay unnamed, said: “We arepraying in mosques on the oc-casion of Barawafat but don’twant to celebrate it in the usu-al, big way.” Anil KumarSingh, associate professor ofHindi at Saket Degree Col-lege, Ayodhya, said the Mus-lims were feeling “helpless”.“There is fear, sorrow andanger among the Muslims ofAyodhya. They are not speak-ing even a word on the issue

(Ayodhya verdict) becausethey feel helpless. There maybe peace on the streets butthere’s simmering unrest intheir hearts,” he said. A localjournalist, who too requestedanonymity, said: “Only a foolwill speak his heart at thismoment because the securityforces are everywhere and arewatching people closely. Ihave learnt that only childrenin the Muslim families atedinner on Saturday night.”This newspaper saw severalself-motivated Hindu youthsroaming their neighbour-hoods on Saturday night andinforming the police over thephone about any person or ac-tivity they deemed “suspi-cious”.

Imagine someone who had witnessed the liberation of West-ern Europe in 1945 returning in 1975, only to find the dic-tators coming back. That’s rather how it feels revisiting

Central Europe 30 years after the velvet revolutions of 1989.In Budapest, earlier this year, I sat in a hotel bar with an old

anti-communist, dissident friend, János Kis, who calmly de-scribed the regime of the prime minister, Viktor Orbán, to meas an autocracy. Yet it was János who first introduced me to Or-bán, back in 1988, presenting the then 25-year-old student as abright light of a new generation of young liberal democrats. Ata rally in Gdansk this June, I heard the European Council pres-ident, Donald Tusk, call on his fellow Poles to learn from theexample of the Solidarity movement of the 1980s in opposingthe country’s current nationalist, populist Law and Justice par-ty government. Yet Law and Justice triumphed again lastmonth in a general election.

In the Czech republic, power is divided between the primeminister, Andrej Babiš, an oligarch who was once listed as aninformer by the secret police in communist-ruled Slovakia, andthe bibulous president, Miloš Zeman, who makes no secret ofhis sympathetic view of Vladimir Putin’s Russia and Xi Jin-ping’s China. In the territory that used to be the Stasiland ofEast Germany, a far-right, virulently xenophobic party calledthe Alternative for Germany has received the support of ashocking one in four voters in no less than three recent state(Länd) elections, in Saxony, Brandenburg and — only recent-ly — in Thuringia. This despite the fact that these states havefor nearly three decades been part of one of the richest, moststable, democracies in the world that has made vast financialtransfers to precisely these poorer post-communist regions.

No wonder commentators are rushing to paint achiaroscuro picture: from yesterday’s glorious light to today’sencircling darkness. Overstatement is often felt to be essentialto get your voice heard in an overcrowded internet marketplaceof ideas, and so we read of the coming death of democracy, anew age of the dictators, and so on. This is simplistic and short-sighted.

Our mistake after 1989 was not that we celebrated whathappened in Central Europe, and subsequently in the Baltic re-publics and the former Soviet Union, as a great triumph forfreedom, democracy, Europe and the West. Only one per cent of bac-teria is harmful and causesdisease. The infections haveto be treated with antibiotics.This medication either killsthe bacteria outright or pre-vents them from reproducinguntil the population superan-nuates and dies.

Sometimes, it is impossi-ble to clinically distinguishbetween bacterial and viralinfections. Antibiotics maythen be prescribed because ofpressure from patients orbought over the counter. Butantibiotics are ineffective

They contain geneticmaterial in the form of DNAor RNA in a protein coat.They are incapable of inde-pendent existence and have toenter a living cell to survive.Once inside, they repro-gramme the cell nucleus andmultiply rapidly. Finally, thecell bursts and the viruses arereleased into the immediateenvironment and the blood-stream. When they invade,they can transform a normalcell into a malignant one.

Astudy by an economist fromBangladesh has argued thatSouth Asian countries, withthe exception of Bangladesh,are experiencing prematurede-industrialisation.

After reaching a certainstage of development, nationsshed the share of the manu-facturing sector in the grossdomestic product but Indiahas been doing so premature-ly.

In the early 1990s, Indiaadopted what is often calledthe ‘LPG’ — liberalization,privatization and globaliza-tion — policy. However, weignored the fact that this strat-egy included elements withdifferential impacts. It is pos-sible that the level of protec-tion that India accorded to its

industries at the time was notenough. Admittedly, it wasnot easy to attribute the con-straints in economic growthto different types of policydomains. India did not faceany significant adverse effectfrom import liberalization notonly in the early 1990s butalso in the aftermath of thesubstantial tariff reductionthat had to be implementedwith the establishment of theWorld Trade Organization.

However, things changeddrastically after China be-came a member of the WTO.For developed countries, Ger-many being an exception, ithas been quite common to seethe share of the manufactur-ing sector falling with the ar-

rival of China. In India’s case,it was not a decline in ab-solute size but a fall in theshare of the manufacturingsector.

While India expected biggains in such sectors as tex-tiles, clothing and footwear,especially after the disman-tling of the multi-fibrearrangement, in reality, itfound it difficult to even holdon to its domestic market.Even the biggest apologist offree market economics, PaulSamuelson, expressed his ap-prehension in an article in1994 that it might not be sus-tainable. But India did notthink that it was necessary tohave an informed debate ontrade policy and continued

with the reduction of importtariffs much beyond what wasmandated by the WTO com-mitments. New Delhi did notthink that there could be acase for optimum protectionor an optimum structure forprotection. This despite thefact that we had a clear exam-ple of industrial developmentwith protection. Apart frompharmaceuticals, the automo-bile sector is the only industrythat has shown some successin India — under substantialprotection.

The automobile sector isthe most protected industry inIndia today. Consumers donot complain that cars madein India are of poor quality orare expensive. Consumers,

however, have serious con-cerns about Indian productsbeing hardly available insome sectors. This forcesthem to depend on Chineseproducts, the quality of whichis poor. The Indian automo-bile industry is offering qual-ity products with competitiveprices even in the absence offoreign competition as do-mestic competition is strongenough. This is one lessonthat we have been ignoring.

To be fair to China, it hashardly put pressure on Indiato reduce import duties. TheUnited States of America, onthe other hand, keeps askingIndia to open its markets,while it raises tariff walls forits producers. In the past, ithas been quite liberal in im-posing anti-dumping meas-ures on imports coming intothe US. Ironically, this hasbenefited China. The solardispute at the WTO, in whichthe US complained againstIndia, is an example. India at-tempted to convince the USthat the complaint would helpChina but the US was report-edly adamant.

India’s trade liberaliza-tion experience in the 1990swas vis-à-vis developedcountries that brought somebenefits. India maintainedsufficient levels of protectiontoo. Then, there entered thedragon in the room. In be-tween 1995 and 2018, Indiainitiated as many as 919 anti-dumping investigations ofwhich 515 were againstRCEP countries and 223against China. This is also anindication of how ill-preparedIndia was when it came tosigning the RCEP.

Straw management can also provide farmers with additional revenue by making paddy straw saleable as animal fodder or as fuel for environmentally-friendly biomass powerplants. Setting fire to crop residues creates a thick blanket of smog which drifts with the wind and is poisoned by a mix of particulate matter, carbon dioxide, nitrogen dioxide, and sulphur dioxide. In Delhi, this November, levels of toxic particles reached more than ten times safe limits. Some of this pollution comes from industry and vehicles, but most of it from burning paddy straw. It is a vast problem because Indian farms create more than 620 million tons of crop residue every year and more than 90% of the nation’s paddy straw is burnt in fields. The first of the two straw management projects supported by New Holland was started in October 2017 in Kallar Majri in Patiala district, Punjab.

Auto sales decline by 12.7 pc in OctoberAGENCYNEW DELHI, NOV 11

Domestic vehicle sales acrossall categories declined by 12.76per cent in October to 21.76lakh units compared to 24.94lakh units in the year-agoperiod, data released by theSociety of Indian AutomobileManufacturers (SIAM) showedon Monday. Passenger car salesslipped by 6.34 per cent to 1.73lakh from 1.85 lakh in Octoberlast year. Van sales dropped by35 per cent to 10,653 from16,410 but utility vehicle salesgained by 22.22 per cent to 1lakh from 82,413 in the sameperiod. The decline in totaldomestic passenger vehiclesales in October works out to0.28 per cent year-on-year, saidSIAM. Total two-wheeler salesdeclined by 14.43 per cent to

17.57 lakh units compared to20.53 lakh units in the year-agomonth. Motorcycle sales weredown by 15.88 per cent to11.16 lakh units as against13.27 lakh units a year earlier.A total of 66,985 three-wheelers were sold in Octobercompared to 69,483 in thesame month of last year,marking a decline of 3.6 percent. However, the commercialvehicle segment suffered asales loss of 23.31 per cent with66,773 units sold last monthcompared to 87,067 units inOctober last year.

Motherson Sumi Systems Q2PAT up by 4 pc to Rs 385

NOIDA: Specialised automotive component makerMotherson Sumi Systems Ltd (MSSL) on Monday reportedfour per cent growth in the net profit at Rs 385 crore in theJuly to September quarter of current fiscal year compared toRs 371 crore in the year-ago period. Earnings before interest,tax, depreciation and amortisation (EBITDA) climbed up toRs 1,355 crore, up five per cent from Rs 1,290 crore in Q2FY19 while revenues increased by six per cent to Rs 15,709crore from Rs 14,854 crore. "Our teams are working veryhard to stabilise the operations in the new plants and tomaintain the growth and profitability," said Chairman VivekChaand Sehgal in a statement. 80 headstones vandalised atJewish cemetery in DenmarkCOPENHAGEN, NOV 11

Vandals have spray-painted anddestroyed over 80 headstones at aJewish cemetery in Denmark in one ofthe recent anti-Semitic attacks in theEuropean country.

The ancient Jewish cemetery datesback to the early 19th century and islocated in the central Danish city ofRanders, which is home to a largeJewish community, Russia Todayreported. "More than 80 gravestoneswere daubed with green graffiti andsome were overturned," local policesaid in a statement. Footage from thescene shows the headstones smearedwith green paint, while some of themare overturned. It was not immediatelyclear whether all of the damage wasdone by the vandals or if some of the

graves had crumbled due to old age. Thepolice don't know exactly when theattack occurred, but it was reported onSaturday - on the anniversary ofKristallnacht pogrom.

Benchmark indices Sensex andNifty fought bouts of volatility triggeredby a sharp fall in Asian equities amidescalating political issues in Hong Kongand uncertainty over US-China tradedeal. After swinging 266 points duringthe day, the 30-share Sensex ended21.47 points, or 0.05 per cent, higher at40,345.08.

Similarly, the broader NSE Niftyadvanced 5.30 points, or 0.04 per cent,to end at 11,913.45.

Yes Bank was the top gainer in theSensex pack rising 5.80 per cent,followed by Tata Motors, ICICI Bank,IndusInd Bank, Axis Bank, Kotak Bankand Tata Steel.

Defaulterfarmers will now be able to pay backloan without paying interest and sec-ondly those who have applied fornew tubewell connections will soonbe issued these connections. Ac-cording to departmental officials,farmers can avail this scheme before30 November 2019 by paying theirbill in lump sum. At the same time,the farmers who have applied fornew tubewell connections and havenot deposited the relevant moneycan join the departmental list by de-positing the amount. Giving infor-mation, SDO of Urban ElectricityDistribution Corporation RameshKumar Khatkad said that due to non-payment of bills, farmers arecharged interest. Farmers are unableto pay bills when the bills of morethan one bill are collected. Suchfarmers are included in the depart-ment's defaulter list. According todepartmental officials, farmers whohave not filled their bills before 31March 2019, can get their names de-ducted from the defaulters list byfilling their billsThe SDO said thescheme is only till November 30. Nointerest will be charged from con-sumers. The rest of the money willhave to be paid outright to the con-sumers.
