RULES 1. Preamble

1.1 For the purpose of these Rules the following should be noted; 1.1.1 the “SE” shall mean Swim England; 1.1.2 the “Region” shall mean the Swim England North East; 1.1.3 the “Association shall mean the Yorkshire Swimming Association; 1.1.4 the “Board” shall mean the Yorkshire Swimming Association Management Board; 1.1.5 “Clubs” shall include all affiliated bodies unless the context indicates the contrary; 1.1.6 words importing to the masculine gender shall include the feminine; 1.1.7 words of the plural number shall include the singular and words of the singular shall include the plural; 1.1.8 the term “swimmer” shall include diver, synchronised swimmer and water polo player

unless the context indicates to the contrary. 1.2 Any deviation from any provision of these Rules shall not invalidate any procedure or decision unless

that deviation raises a material doubt that the procedure or decision has been affected by it as to prejudice the good management of the Association.

2. Name 2.1 The name of the Association shall be the Yorkshire Swimming Association.

3. Aims 3.1 The aims of the Association shall be, but not limited to, the following; 3.1.1 to promote and support the Development of swimming and swimming related activities;

3.1.2 to promote the Association’s Championships and Competitions ensuring that all competing members are eligible competitors as defined in SE Regulations;

3.1.3 endeavour to carry out the objectives of the Region; 3.1.4 obey and enforce the Articles, Regulations, and Technical Rules of SE and the Region; 3.1.5 raise public awareness of swimming and increase participation.

4. Objectives 4.1 The objects of the Association shall be, but not limited to, the following;

4.1.1 a commitment to treat everyone equally within the context of his or her activity, regardless of race, gender, colour, nationality, marital status, sexuality, age, trade union activity, political or religious belief or disability on any grounds as set out in the SE’s Equal Opportunities Policy;

4.1.2 a belief that the welfare of children is everyone’s responsibility and that all children and young people have a right to have fun, be safe and be protected from harm;

4.1.3 to conduct the business and affairs of the Association in accordance with the Regulations and Technical Rules of the SE (“SE Regulations”):

4.1.4 to operate in accordance with SE Regulations in adopting the SE Wavepower Procedures; 4.1.5 to ensure that members of the clubs affiliated to the Association shall in accordance with ASA

comply with the SE Wavepower Procedures. 5. Governance

5.1 There shall be three levels of Governance of the Association; 5.1.1 The Annual General Meeting: 5.1.2 A Management Board: 5.1.3 The Technical Sub Committees:

6. The Annual General Meeting 6.1 Delegates to the Annual General Meeting shall be aged 18 years of age or over, be a member of a club affiliated to the Association and shall consist of;

6.1.1 The Past Presidents; 6.1.2 The Board members consisting of

6.1.2.1 The Chairman 6.1.2.2 The President 6.1.2.3 The Secretary 6.1.2.4 The Treasurer 6.1.2.5 The Elected Members

6.1.3 The President Elect; 6.1.4 The Technical Sub Committee Secretaries; 6.1.5 One delegate from each club affiliated to the Association, with the exception of those

affiliated to the SE under SE Regulations, who shall be a member of the club he represents. 6.2 Each club shall notify, in writing, the Secretary of the Association no later than 14 days prior to the meeting the name and address of their delegate. In the event of that named delegate being unable to attend a substitute may be appointed in his place provided he shows the written authority of the club Secretary and is eligible to attend as above.

6.2.1 No delegate shall represent more than one club at the Annual General Meeting.

6.2.2 No delegate shall have more than one vote.

6.3 The Annual General Meeting of the Association shall be held each year on a Saturday in January. 6.3.1 The date, time and venue for the Annual General Meeting shall be determined by the Board at

its first Meeting each year. 6.4 The Annual General Meeting shall transact the following business:

6.4.1 to receive and consider the Secretary’s report of the activities of the Association for the period 1st October to 30th September previous to include the reports of the Technical Committees;

6.4.2 to receive and consider the accounts of the Association for the period 1st October to 30th September previous, the report on the accounts of the independent examiner and the Treasurer’s report as to the financial position of the Association;

6.4.3 to elect the independent examiner (who must not be a member of the Board or a member of the family of a member of the Board);

6.4.4. to elect the President, who will normally be the President Elect; (In the event of the position not being filled the Management Board shall determine the procedure to be adopted in respect of Presidential duties).

6.4.5 to elect the Secretary; 6.4.6 to elect the Treasurer; 6.4.7 to elect the other members of the Board as per Rule 7.1; 6.4.8 to elect a President-Elect, who shall be required to indicate his willingness to stand, and who

shall be proposed and seconded by a member of a Club affiliated to the Association. The nomination form to be returned to the Secretary, fully completed, not later than midnight on the 31st October.

6.4.9 to decide on any resolutions that have been received in writing by the Secretary and duly signed by the proposer and seconder who shall both be members of a club affiliated to the Association. To be received not later than the midnight on the 31st October;

6.4.10 The Annual General Meeting can consider and decide only on the principle and intention of any resolution as in 6.4.9 the Board will be responsible for the drafting of the wording of the changes to the Rules to implement the principles and intentions approved by the Meeting.

6.4.11 to discuss any other relevant matters previously notified to the Secretary. 6.5 The Secretary of each Club affiliated to the Association shall be sent written notice, at his last known address, the date, time and place of the Meeting together with the a report of the proceedings of the Association for the previous year, resolutions to be proposed thereat, a list of the nominees for the Board and other positions and a copy of the examined accounts at least 14 days before the meeting. The Notice of the Meeting shall in addition wherever possible be displayed on the Association web site.

6.5.1 The quorum for the Meeting shall be one-tenth in number of delegates entitled to attend and vote at the Meeting or a minimum of three such delegates whichever is higher.

6.5.2 Each delegate shall, at least ten days before the Meeting, be sent the Agenda plus a report of the proceedings of the Association for the previous year.

6.5.3 The Treasurer shall ensure that the Financial Statement from the examination of the Accounts is also forwarded to delegates ten days before the meeting.

6.5.4 The Chairman, or in his absence a Board Member selected by the Meeting, shall take the chair. 6.5.5 Each Club Affiliated to the Association shall have one vote. 6.5.6 A proposal to change a Rule will be carried only if two-thirds of those voting are in favour. 6.5.7 Rule changes approved by the Annual General Meeting will become effective immediately

unless agreed by the Annual General Meeting. 6.5.8 The Secretary, or in his absence a Member of the Board, shall take minutes at the Meeting. 6.5.9 The Chairman shall have unlimited authority upon every question of order and shall be, for the

purpose of such meeting, the sole interpreter of the Rules of the Association. 6.5.10 The meeting shall elect up to 5 tellers who shall be responsible for counting votes and advising

the Chairman of the result of ballots. 7. The Management Board 7.1 The Management Board shall consist of the following, who shall be aged 18 years of age or over, be a member of a Club affiliated to the Association and, with the exception of the Chairman, who is appointed, be elected at the Annual General Meeting;

7.1.1 the Officers shall be the Chairman, The Secretary and the Treasurer. 7.1.1.1 the Chairman shall also be Chairman of a General Meeting, shall be appointed

by the Board from nominations received from a club and shall serve for a period of 4 years with a maximum of 2 consecutive terms of office. He may be removed from Office if 75% of those Board members present vote in favour.

7.1.1.2 The Secretary shall serve for a period of 4 years and shall be eligible for re-election.

7.1.1.3 The Treasurer shall serve for a period of 4 years and shall be eligible for re-election.

7.1.2 The President, who shall be allowed to speak but not vote, shall be elected in accordance with

Rule 6.4.4 7.1.3. up to eight members who will serve for a period of four years with a quarter retiring each year.

Retiring members are eligible for re-election. 7.2 The Board may appoint two Independent members who shall be aged 18 years of age or over and be a member of a club affiliated to the Association. 7.3 The nominations for the positions in 7.1 shall be made, in writing, on the nomination form which shall have been sent to each club affiliated to the Association no later than the 1st October and duly signed by the proposer and seconder who must be a member of a Club affiliated to the Association. The form to be returned to the Secretary, fully completed, not later than midnight on the 31st October. 7.3.1 The nominee shall be required to indicate on the form his willingness to stand for election. 7.3.2 The Board shall be responsible for the management of the Association and shall have the sole right of appointing and determining the terms and conditions of service of employees of the Association. 7.3.3 The Board shall have power to enter into contracts for the purposes of the Association on behalf of all the members of the Association. 7.3.4 The Board shall meet not less than 5 times per year (save where the Board itself shall by a simple majority resolve not to meet). 7.3.5 The quorum of that meeting shall be such number as shall represent not less than a simple majority or a minimum three Board members (to include not less than one Officer) whichever is higher. 7.3.6 In the event that a quorum is not present within thirty minutes of the published start time, a meeting shall stand adjourned to the time and date falling seven days after the date of the meeting, or such other date and time as may be determined by the Chairman. If a quorum is not present at the adjourned meeting then those Board members attending may act for the purpose of calling a Special General Meeting of the members, to which the provisions as to minimum notice contained in Rule 14.2 shall not apply. 7.3.7 The Chairman and the Secretary shall have discretion to call further meetings of the Board if they consider it to be in the interests of the Association. 7.3.8 The Secretary shall arrange to give all the members of the Board not less than two weeks written notice of a meeting. 7.3.9 Decisions of the Board shall be made by a simple majority and in the event of equality of votes the Chairman (or the acting Chairman of that meeting) shall have a casting or additional vote. 7.3.10 The Secretary shall arrange for the publishing of the minutes. 7.3.11 The Board at its first Meeting each year shall appoint the following, who shall be aged 18years or over and be a member of a Club affiliated to the Association.

7.3.11.1 The Diving Committee Secretary 7.3.11.2 The Masters Committee Secretary 7.3.11.3 The Swimming Committee Secretary 7.3.11.4 The Artistic Swimming Committee Secretary 7.3.11.5 The Water Polo Committee Secretary

7.3.12 7.3.12.1 the members of each Technical Committee from recommendations received from each Committee Secretary; 7.3.12.2 an Awards Co-ordinator ; 7.3.12.3 a Registrar; 7.3.12.4 a Webmaster; 7.3.12.5 any other such post holders as the Board shall from time to time decide;

7.4 The Board shall at it's November consider the nominations received for the Henry Dixon Trophy and decide the recipient of the trophy.

7.5 Any vacancy occurring by resignation or otherwise may be appointed by the Board but any Member so chosen shall retire at the next Annual General Meeting but shall be eligible for re-election at that Meeting.

7.6 The members of the Board shall be entitled to an indemnity out of the assets of the Association for all expenses and other liabilities properly incurred by them in the management of the affairs of the Association.

8. The Technical Sub Committees 8.1 The Technical Sub-Committee shall be, but not limited to; 8.1.1 the Diving Committee to be administered by the Committee Secretary; 8.1.2 the Masters Committee to be administered by the Committee Secretary; 8.1.3 the Swimming Committee to be administered by the Committee Secretary; 8.1.4 the Artistic Swimming Committee to be administered by the Committee Secretary; 8.1.5 the Water Polo Committee to be administered by the Committee Secretary,

8.2 Each Technical Sub Committee shall consist of; 8.2.1 the Association Chairman; 8.2.2 the Association Secretary; 8.2.3 the Association Treasurer; 8.2.4 the Committee Secretary 8.2.5 up to six members who shall be appointed by the Board in accordance with Rule 7.3.12.1; 9. Affiliation

9.1 The Association shall be affiliated to the SE North East (and shall adopt and conform to their Rules). 9.2 The Association shall affiliate to other such bodies as the Board may determine from time to time. 9.3 By virtue of the affiliation to the Region all members of the Association acknowledge that they are

subject to the laws and rules of; 9.3.1 the Region; 9.3.2 the SE, to include the SE Code of Ethics; 9.3.3 British Swimming, to include any Doping Rules, and Judicial Code; 9.3.4 FINA the world governing body for the sport of swimming in all its disciplines (together “the Governing Body Rules”).

9.4 In the event that there shall be conflict between any rule or by-law of the Association and any of the Governing Body Rules then the relevant Governing Body Rule shall prevail.

10. Membership

10.1 Membership of the Association shall be limited to clubs who shall have been granted Affiliation by the Region and allocated to the Association for Affiliation.

11. Fees 11.1 The annual Club Affiliation fees and capitation fees for each year shall be determined by the Board no

later than the 30th June. This shall include the power to make such increase in the Affiliation Fee as shall, where the Association pays the individual SE Membership Fees to the SE on behalf of members, be consequential upon an increase in individual SE membership fees. Any increase in subscriptions shall be advised to the member Clubs in writing with the reasons for any increase to be reported to the members at the next Annual General Meeting.

11.1.1 The annual affiliation and capitation fee together with any fee required by the SE. 11.1.2 Any Club whose affiliation or other fees have not been paid, in full, by the 30th April will be

deemed to have resigned its membership. 12. Resignation

12.1 A club wishing to resign membership of the Association must give written notice to the Region in accordance with their Rules in force at that time.

13. Suspensions and other Discipline

13.1 The Board shall have power to suspend a Club from all activities under the jurisdiction of the Association when, in its opinion, it would not be in the interests of the Association for it to remain a member. Suspension of the Club shall automatically include suspension of its members from any or all activities of the association. Where such action is taken the matter will thereafter be dealt with in accordance with the SE Regulations.

13.2 The Association shall adopt and comply with the Judicial Regulations for handling Internal Club Disputes as the same may be revised from time to time. The Regulations are set out as an Appendix to the SE Judicial procedures and appear in the ASA Handbook. A copy of the current procedures may be obtained from SE Department of Legal Affairs and may be viewed on www.britishswimming.org.

13.3 The Board shall have the power in its absolute discretion to seek the suspension of a club by bringing the matter to the attention of the Region.

14. Special General Meeting

14.1 The Board may call a Special General Meeting at any time. 14.2 A Special General Meeting shall be called by the Secretary within 28 days of receipt by him of a

requisition in writing signed by not less than 7 Clubs entitled to attend and vote at a Special General Meeting or (if greater) such numbers as represents one-tenth in number of such members stating the purposes for which the meeting is required and the resolutions proposed.

14.3 The matters to be discussed at a Special General Meeting are limited to those set out in the agenda and received in accordance with Rules 14.1 or 14.2. 14.4 The quorum for a Special General Meetings shall be one-tenth in number of such delegates entitled to

attend and vote at the Meeting or a minimum of three such delegates whichever is higher.

15. Procedure for the Special General Meetings

15.1 The Secretary of each Club affiliated to the Association shall receive written notice, at his last known address, of the date, time and place of the Special General Meeting together with the resolutions to be proposed thereat at least 21 days before the meeting. The Notice of the Meeting shall in addition wherever possible be displayed on the Association web site.

15.2 Each club shall notify, in writing, the Secretary of the Association no later than 10 days prior to the meeting the name and address of their delegate. In the event of that named delegate being unable to attend a substitute may be appointed in his place provided he shows the written authority of the club Secretary and is eligible to attend as above.

15.3 Delegates to a Special General Meeting shall be aged 18 years of age or over, be a member of a club affiliated to the Association and shall consist of;

15.3.1 The Past Presidents; 15.3.2 The Board members consisting of 15.3.2.1 The Chairman 15.3.2.2 The President 15.3.2.3 The Secretary 15.3.2.4 The Treasurer 15.3.2.5 The Elected Members 15.3.3 The President Elect; 15.3.4 The Technical Sub Committee Secretaries; 15.3.5 One delegate from each club affiliated to the Association, with the exception of those affiliated to the SE under SE Law 52.2, who shall be a member of the club he represents.

15.4 Each delegate shall, at least seven days before the Meeting, be sent the Agenda. 15.5 The Chairman of the Board, or in his absence a Board Member selected by the Meeting, shall take the

chair. 15.6 Each Club Affiliated to the Association shall have one vote.

15.7 A proposal to change a Rule will be carried only if two-thirds of those voting are in favour. 15.8 Rule changes approved at a General Meeting will become effective immediately unless agreed by the

General Meeting. 15.9 The Secretary, or in his absence a Member of the Board, shall take minutes at a Special General Meeting. 15.10 The Chairman shall have unlimited authority upon every question of order and shall be, for the purpose

of such meeting, the sole interpreter of the Rules of the Association. 15.11 The meeting shall elect up to 5 tellers who shall be responsible for counting votes and advising the

Chairman of the result of ballots. 16. Alterations to the Rules and other Resolutions 16.1 Any proposal to change a Constitutional Rule of the Association shall only be considered at the Annual General Meeting or at a Special General Meeting called for that purpose. 17. By-Laws 17.1 The Board shall have power to make, repeal and amend such by-laws as they may from time to time consider necessary for the well being of the Association which by-laws, repeals and amendments shall have effect until set aside by the Board or at a General Meeting. 18. Finance

18.1 All moneys payable to the Association shall be received by the Treasurer and deposited in a bank account in the name of the Association. No sum above £8,000 shall be drawn from that account except by cheque signed by any two of the three signatories who shall be the Chairman, Secretary and Treasurer. Any moneys not required for immediate use may be invested as the Board in its discretion think fit.

18.2 The income and property of the Association shall be applied only in furtherance of the objects of the Association and no part thereof shall be paid by way of bonus, dividend or profit to any members of the Association. 18.3 The financial transactions of the Association shall be recorded by the Treasurer in such manner as the Board think fit. 18.4 The financial year of the Association shall be the period starting on the 1st October and ending on the 30th September. Any change to the financial year shall require the approval of the members in a General Meeting. 19. Borrowing 19.1 The Board may not borrow money on behalf of the Association for any purposes except with the prior approval of a General Meeting. 19.2 When such borrowing is explicitly authorised, the Board shall have power to raise in any way any sum or sums of money and to raise and secure the repayment of any sums or sums of money in such manner or on

such terms and conditions as it thinks fit, and in particular by mortgage of or charge upon or by the issues of debentures charged upon all or any part of the property of the Association. 19.3 The Board shall have no power to pledge the personal liability of any affiliated Club or member of an affiliated Club of the Association for the repayment of any sums so borrowed. 20. Property 20.1 Any property belonging to the Association (other than bricks and mortar) is vested in the members of the Board as being responsible for all such property owned by the Association on behalf of the members of the Association. 21. Dissolution 21.1 Should the conduct of the affairs of the Association result in any possibility that the Association may not meet its financial obligations, then a resolution to dissolve the Association shall be proposed at a General Meeting and shall be carried by a simple majority of the members present and entitled to vote. 21.2 The dissolution shall take effect from the date of the resolution and the officers and members of the Board shall be responsible for the winding-up of the assets and liabilities of the Association. 21.3 Any property remaining after the discharge of the debts and liabilities of the Association shall be divided rateably, in proportion to the amount each Club has paid in Affiliation Fees in the current year, among the members of the Association at the date of dissolution. 22. Acknowledgement 22.1 The Members of the Association acknowledge that these Rules constitute a legally binding contract to regulate the relationship of the member Clubs with each other and the Association.

Duties and Responsibilities of each Technical Sub Committee shall: 1. at its first meeting each year elect a Chairman from its members. 2. in the absence of the Chairman elect a member of the Committee to act as Chairman for that meeting. 3. allow the Chairman to have the right to vote on all motions and in the event of an equal number of votes he shall

have a further casting vote. 4. send one copy of their Committee Minutes to the Secretary no later than twenty-one days after the meeting. 5. give a report, where possible, to each Management Board Meeting on matters relating to their particular discipline. 6. submit to the Treasurer, not later than the 31st October, a budget for the Committee for the following year. 7. submit to the Management Board recommendations or methods for increasing the number of swimmers for their

particular discipline. 8. select the Team Officials for any Inter-County Championships or Competitions, for their particular discipline, as and when required. 9. select the swimmers to represent the Association in Inter-County Championships or Competitions, for their

particular discipline, as and when required. 10. deal with any matters referred to it by the Management Board relating to their particular discipline. 11. review progress towards achieving the Association’s Development Plan at each meeting.

12. Diving Committee The duties of the Diving Committee shall be (but not limited to):

a) where necessary arrange the venues, dates and starting times for the Association’s Diving Championships and Competitions.

b) where necessary appoint the officials for the Association’s Diving Championships and Competitions.

c) Communicate with the Awards Co-ordinator to ensure that medals (and trophies etc.) are ordered in time for presentation at events.

13. Masters Committee The duties of the Masters Committee shall be (but not limited to):

a) to arrange the venues, dates and starting times for the Association’s Masters Championships and Competitions.

b) to appoint the officials for the Association’s Masters Championships and Competitions. c) Communicate with the Awards Co-ordinator to ensure that medals (and trophies etc.) are ordered in time

for presentation at events.

14. Swimming Committee The duties of the Swimming Committee shall be (but not limited to): a) to review the Rules and/or Conditions relating to the Association’s Swimming Championships and

Competitions and submit any proposed amendments to the Management Board no later than the 30th September.

b) to maintain a current list of swimming record times. c) to select the winner of the Adrian Moorhouse Scholarship Award. d) to advise the Championships Secretary of the Standard Entry Times and Programme of Events for the

Association’s Swimming Championships or Competitions. e) to authorise the Championships Secretary to arrange the venues, dates and starting times for the

Association’s Swimming Championships and Competitions. f) to authorise the Championships Secretary to arrange for the appointment of the officials for the

Association’s Swimming Championships and Competitions. g) Communicate with the Awards Co-ordinator to ensure that medals (and trophies etc.) are ordered in time

for presentation at events.

15. Artistic Swimming Committee The duties of the Artistic Swimming Committee shall be (but not limited to): a) to arrange the venues, dates and starting times for the Association’s Artistic Swimming Championships

and Competitions. b) to appoint the officials for the Association’s Artistic Swimming Championships and Competitions.

c) Communicate with the Awards Co-ordinator to ensure that medals (and trophies etc.) are ordered in time for presentation at events.

16. Water Polo Committee The duties of the Water Polo Committee shall be (but not limited to): a) to arrange the venues, dates and starting times for the Association’s Water Polo Championships and

Competitions. b) to appoint the officials for the Association’s Water Polo Championships and Competitions.

c) Communicate with the Awards Co-ordinator to ensure that medals (and trophies etc.) are ordered in time for presentation at events.

RULES FOR THE GOVERNMENT OF 2020 YORKSHIRE S.A. CHAMPIONSHIPS The Yorkshire S.A. Championships are a competition between clubs.

Details of the Yorkshire Championships for 2020 and the Standard Entry Times are available on the Yorkshire Website – www.yorkshireswimming.org N.B. In general, ’swimmer’ includes also diver, artistic swimmer and water polo player. Appropriate committees - Swimming for Speed Swimming; Diving for Diving, Masters for Masters Swimming, Artistic Swimming for Artistic Swimming and Water Polo for Water Polo. Year of Competition: 1st January to 31st December.

At the A.G.M. held on 2nd December 1991 it was agreed “that any alteration to the conditions governing Yorkshire Championships and Competitions may be dealt with by the Executive Committee” (Minute No. 33) (as of 2009 Management Board)

GENERAL RULES APPLYING TO ALL CHAMPIONSHIPS G1 (a) All Championships shall be confined to SE registered members of clubs affiliated to the

Association (b) No competitor may represent more than one club or compete in any other Counties’ Championships in

the same year. If a competitor is a member of more than one affiliated club then the club he names on his first entry form of the year shall be his declared club for that year of competition. For the purposes of this rule, Swimming, Diving, Artistic Swimming and Water Polo shall be considered separately.

(c) TEAM EVENTS: In addition to the above conditions, the individuals forming the Teams must have been SE Registered

members of the club they wish to represent at least 60 days prior to the first day of the competition. A swimmer may not compete for more than one team in the same event.

(d) Entries will not be accepted from Local, Youth or Schools’ Associations or any organisation that consists of a group of clubs.

G2 Entries for Swimming, and Diving Championships shall be made on the official form, which shall be supplied on application and sent together with the entry fee to the Secretary of the appropriate Technical Sub Committee. Closing dates shall be - Swimming: four weeks before the date of the relevant Championships. Diving Championships: To be confirmed.

In team events, each competing club shall submit a list of its competitors to the recorders at least thirty minutes prior to the advertised time for the commencement of the gala session concerned. If the competitors are changed for the final, an amended list shall be submitted as soon as possible and at least before the commencement of the final.

G3 In all Championships with a fixed age limit, every competitor shall state his date of birth and, if required, shall furnish a birth certificate or statutory declaration of birth. In all Championships every competitor shall state his SE Registration Number.

G4 In Age Group Championships, a competitor’s age is his/her age on the last day of the Yorkshire S.A Age Group

Series. No swimmer may swim out of his Age Group.

G5 Championships awards shall be: Top three Junior and Senior Swimmers Medals Age Group events First, Second & Third Medals Team – Swimming First, Second & Third Medals Water Polo Winners and Runners up Medals Final Referees Plaques Mementos to be awarded to all finalists who are not placed in the first three finishing places up to and including boys 14 years and girls 13 years and in the Age Group Diving Championships to the 4th, 5th and 6th placings.

G6 For all Championships a programme for each Team Manager, with full particulars of events and competitors, shall be sent to his club Secretary or Team Manager as may be designated by the club, at least 4 days before the date of the Championships. A programme shall also be sent directly to all major officials.

G7 The Awards Co-ordinator shall be responsible for all trophies. He shall obtain all swimming, diving,

synchronised swimming and water polo medals and plaques and replicas for ‘The Henry Dixon Trophy’. Trophies and any engraving required shall be under the control of the Awards Co-ordinator. A trophy winner, or in the case of a minor, a parent or an official of his club, shall sign a form of indemnity before the trophy is given into his keeping. No trophies shall be taken out of the country and all trophies shall be returned to the Awards Co-ordinator not later than 1st February, or earlier on demand.

G8 Any contingency arising not covered by these Rules shall be dealt with by the appropriate Committee.

G9 A competitor failing to comply with any of the Rules Governing Yorkshire S.A. Championships shall be disqualified and forfeit any fee paid.

G10 There shall be no claim for damages against the Association in the event of a championship being abandoned or postponed.

Yorkshire Swimming Association Championships Conditions 2020 The organisation of the Swimming Championships shall be in the hands of the Yorkshire Swimming Associations Management Board with powers delegated to Swimming and Championship Secretaries. The Championships shall be held under the relevant FINA/ASA Technical and Judicial Rules/Laws. 1.(a) The Championships shall be open to all bona fide members of Clubs affiliated to the Yorkshire Swimming Association and where required the relevant Entry Time. If a competitor is a member of more than one affiliated club then the club he names on his first entry form of the year shall be his declared club for that year of competition. For the purpose of this rule, Swimming, Diving, Synchronized Swimming and Water Polo shall be considered separately. Entries will not be accepted from Local, Private, Youth or Schools’ Associations that consist of a group of clubs. (b) For age group purposes a swimmer’s age is their age as on the 31st December 2020 (c) Age groups are 10/11yrs, 12 yrs, 13yrs, 14yrs, 15yrs, 16 & over yrs for all events with the exception of the 800m & 1500m Freestyle and the 400m I.M. when there will be no events for 10/11yrs. (d) Consolidated heats will be used. (e) There will be a final for all ages and events with the exception of the 200m & 400m Events for swimmers under 14 years which will be Heat Declared Winner. The 800m & 1500m Freestyle events will be Heat Declared Winner for all age groups. 2. Entries (a) Championship entries must be made by the relevant Club Official using the Sportsystems Entry Manager available to download from the Web Site www.sportsys.co.uk . The entry file is available on the Yorkshire Web site. When completed it should be emailed to [email protected]., before the advertised Closing Date. (b) Entry Fees must reach the County Treasurer no later than the said closing date. (c) The entry fees are: Individual Entry: £5.00. Team Entry: £15.00. (d) The Championship Secretary has the authority to adjust the number of entries accepted to ensure the smooth running of the Championships. (e) Submitted entry times will be used for seeding and rejection purposes where necessary. (f) 10 lanes will be used for both heats and finals. 3. Entry Standards (a) Standard Entry Times (SET) are fixed annually for all individual events. A swimmer’s Entry Time must have been achieved no earlier than the calendar year prior to that in which the event takes place. All times used for entry into the Championships must be verifiable on the British Swimming Rankings. Times are automatically downloaded when using the Sportsystems Entry Manager and are converted for long course. The Club Official doing the entries will be unable to alter these times. (b) Swimmers with a current Para Swimming Classification should include the classification in the entry file. If their Ranking Times are outside the Entry Time should enter the letter Y in the time column. 4. Awards (a) Awards will be given to all swimmers placed 1st, 2nd & 3rd in a Final or Heat Declared Winner event. (b) Pennants will be available for those swimmers placed 4th – 10th in an event. 5. Meet Procedure (a) No Entry cards will be used in this gala. If a swimmer/team is not going to swim in a heat they must inform the Recorders of their intention to withdraw no later than 6pm on the Friday Evening for Saturday events and by 12noon on the Saturday for Sunday Events. Seeded Heat Start lists will be produced. Notifications should be sent to [email protected] (b) There shall be not less than 15 minutes interval between the last heat of any particular event and the final of that event. After the heats, when there are two or more swimmers from different heats with the same time for reserve place, there shall be no reserve in the final. (c) Finalists including reserves who intend to withdraw must inform the Recorders no later than 30 minutes after the heat result has been published. (d) No swimmer shall be allowed, under any circumstances, to swim for a ‘Time only’.6. Team Events (a) Clubs may enter more than one team in any event. An individual swimmer may only swim for one team in a particular event. Where more than one team is from one particular club and competes in the same event then swimmers cannot interchange between teams in that event. Swimmers may enter in their own age group event plus the Open event. (b) Each competing Club shall submit a list of the names of its swimmers in each team in swim order to the Recorders no later than 30 minutes prior to the start time of the session in which the event takes place. If the individuals or swim order is changed for a final an amended list of swimmers shall be submitted prior to the start of the final. An individual swimmer must have been a member of the club for a minimum of 60 days prior to the day of the event and may only swim for one team in a particular event. Where more than one team is from one particular club and competes in the same event then swimmers cannot interchange between teams in that event.

7. (a) Team staff requiring access to the poolside must be in possession of a Pass issued by the Yorkshire S.A. These may be obtained from the Treasurer. 2020 Fee: £15. This Pass covers all Championship Galas. It is important that we know the names of each member who is issued with a poolside pass. Each person must sign in separately at each of the venues on the day of competition. If the person is different at each session then we must be notified of this. Coaches passes must be on display at all times. It is expected that all Team Staff can comply with the relevant SE Wavepower Procedures and have attended a Team Managers Course. (b) Yorkshire Swimming Association will NOT be responsible for any unaccompanied swimmers on the poolside. The responsibility falls on the club entering the swimmer. 8.(a) It is the intention of the Yorkshire Swimming Association to provide a Warm-up /Swim-down facility at each of its Championships. These will be supervised by facility staff /warm-up marshals. Swimmers using these facilities must follow any instructions issued by these supervisors. Clubs through their coaches /team managers will be held responsible for the behaviour/actions of their swimmers using these facilities. (b) Photography – The rules and standing operating procedures (SOPs) of the facility where the Championships are being held must be observed. 9. (a) The Yorkshire S.A. Board/Swimming Management has the power to vary the Championship Conditions prior to an event closing date. Notice of any such variance, together with its date of operation, will be published on the YSA Website Supplementary Conditions (Para Swimming) The general conditions for the Championships shall apply to the Multi-Disability Swimming events except where varied by any of the following conditions: Eligibility � All competitors must have an authorized British Swimming or IPC Swimming classification, which is held on the British Swimming or IPC Swimming classification database at the time of entry. � All competitors must be registered as members of a swimming club affiliated to the Amateur Swimming Association (ASA) Scottish ASA (SASA) or Welsh ASA (WASA) at the time of entry. � Para Swimmers will compete in their own age group as listed in Championship Conditions. � Medals: Medals shall be awarded to the top three British Para-Swimming Point scorers in each event, irrespective of age. Medals shall be awarded during the relevant session that the event has taken place

HENRY DIXON TROPHY

The Trophy is awarded to the competitor in any discipline whose performance is adjudged by the Yorkshire S.A. Management Board to be the best for that year (1st November - 31st October). CRITERIA The award is open to any athlete in any discipline who is an SE registered member of a club affiliated to the Yorkshire S.A. and who completes the majority of his/her training with that club. Competitors will be eligible in all age groups. The competitor’s performance/s will cover any discipline and shall have taken place at National level or higher. APPLICATIONS Nominations should be made in writing by any member of the Management Board and be received by the Secretary no later than the 1st November. The recipient of the trophy will be determined by the members of the Management Board at its November meeting. The result will be published in the minutes of the meeting and the award will be made at the A.G.M. or at an event in consultation with the winner. ADRIAN MOORHOUSE SWIMMING SCHOLARSHIP To recognise the outstanding achievements by Adrian Moorhouse M.B.E. in establishing the 100metres Breaststroke World Record in 1989 and equalling it twice in 1990, Yorkshire S.A. wish to offer the opportunity, by way of a scholarship, for an up and coming and promising young speed swimmer 14-16 years to further their career. AIM 1. The scholarship is to be promoted by the Yorkshire Swimming Association. 2. To provide the opportunity for a Yorkshire swimmer to receive financial support towards either: a) Competition opportunity(ies) - at Home or Abroad b) Assistance towards ongoing swimming expenses. 3. The award/scholarship would recognise the achievement of a swimmer at County, Region and National

level. 4. To recognise swimming talent and the achievements of young swimmers in Yorkshire. CRITERIA 1. The scholarship to be open to any swimmer who is a bona-fide member of a Yorkshire S.A. Club. 2. Swimmers will be eligible within the age group 14-16 years (as at 31st December in the year of

application). 3. Nominations to be made in writing by either the Secretary of an affiliated club or the club coach by way

of a citation to the awarding body (Y.S.A. Swimming Committee) and completion of the official application form.

4. A club may make only one nomination. 5. Specific criteria to be considered:

1 The Trophy shall be called ‘The Vince & Margaret Horner Trophy’ 2 It will be a perpetual trophy presented each year as an award to a person within the jurisdiction of the

Yorkshire S.A. 3 The Award will be presented to a volunteer for outstanding service in support of swimming

championships within the Yorkshire S.A. and will cover all technical and non-technical officials who are in any way involved in the running of the Championships.

4 Selection of the recipient of the Award will be by nomination. Nominations to be submitted, in writing, by

any member of a club or organisation affiliated to the Association. The closing date for nominations shall be the 1st November.

5 A panel, consisting of the President, Secretary and Treasurer of the Association will consider the

RULES AND CONDITIONS FOR YORKSHIRE SWIMMING ASSOCIATION SWIMMING RECORDS

1. The following distances for short and long course records shall be recognised for both senior and junior

swimmers: Freestyle: 50,100, 200, 400, 800 and 1500 metres Backstroke: 50,100 and 200 metres Breaststroke: 50,100 and 200 metres Butterfly: 50,100and 200 metres Individual Medley: 4 x 25 metres, 4 x 50 metres and 4 x 100 metres 2. Records may be made by a swimmer training with a Yorkshire Club on a full time basis, and a member

of that club on the day of setting the record. 3. A Junior Record can only be made if the swimmer is under sixteen years of age. 4. Short Course Records may be made only in pools of a minimum length of 25 metres but less than 50

metres in length, the length to be a division of 100 metres or 110 metres. 5. Long Course Records may be made only in pools of 50 metres. 6. Records may only be established in competitions held under SE, F.I.N.A. and other National Association Laws and approved by the Yorkshire Swimming Association Management Board. 7. Records will be updated on a regular basis based on times on the SE Rankings. There is no longer a

need for the swimmer to claim a record.

ANNUAL REPORT

(for the period 1st October 2018 to 30th September 2019) (Secretary: David Alexander)

As with my previous reports any significant matters that have occurred since the 30th September I have included them within the report.

The first of those is to report the sad passing in October of Past President Robin Muir-Cochrane. Robin was the Association Medical Officer for many years and was the President in 1987.

The four-year cycle of our Management Board continues and today two members must retire. They are however eligible to seek re-election. These to serve for a four-year term.

Terry Wilkinson continues as the Chairman and I, with retirement looming, have completed the third year of my last four as Secretary.

The 2019 Annual General Meeting of the Association saw Sue Prasad installed as our President.

The first Annual General Meeting of Swim England North East Limited was held at the Bridge Inn, Walshford, Wetherby in September 2019. This was, again, held in conjunction with the annual Officials Seminar which ensured that there was a large number of delegates present.

The Swim England North East Region continues to employ two Regional Development Officers,

David Parry who is looking after clubs in the south of the Region,

and Sarah Small who is looking after the clubs in the north of the Region.

The collection of the Swim England North East Region and our own Affiliation Fees and Per Capita Charge continues to be undertaken by Swim England. It is noted that Yorkshire Swimming Association Category 3, volunteer members were, again, exempt from the Per Capita Charge.

Our 2019 Awards winners included the following:

Henry Dixon Trophy: Jack Laugher (City of Leeds Diving).

Vincent & Margaret Horner Trophy: to be confirmed.

Adrian Moorhouse Scholarship: to be confirmed.

Leo Beatty Masters Swimmer of the Year (2019): Sally Shields (Borough of Kirklees).

My report on success in the pool will be done in alphabetical order. Starting with Diving.

Our Diving Championships take place alongside the Swim England North East Region & Northumberland & Durham Championships.

Our divers were once again very active and have attended Championships and/or Competitions all over the World.

World Championships Gwangju. This was the major diving event of the year and took place in South Korea in July. This was a successful event for Jack Laugher (City of Leeds) who returned with two medals. He took a Bronze in the 3 metre event and added a Silver to that when partnering teammate Daniel Goodfellow in the 3 metre Synchro event. Other divers who took part with Team GB included, Katherine Torrance, Lois Toulson (both City of Leeds) & Ross Haslam (City of Sheffield).

The European Junior Diving Championships: Kazan, Russia. 24th June – 30th June Oliver Crompton (City of Leeds): Silver with partners in the Jump Event and Silver from the A 3 metre.

Richelle Houlden (City of Sheffield): Bronze from the B 1 metre.

Callie Eaglestone (City of Leeds): Bronze B 3 metre.

Chloe Johnson (City of Leeds): Bronze B Platform.

FINA Grand Prix series took place during the year and started in February in Rostock although there were no Yorkshire divers involved:

Moving to the MASTERS with results continuing to be impressive.

Swim England Masters Inter County Competition (2019). The Northern regional round moved to the Huddersfield Leisure Centre. The event on the day was nothing short of a shambles with a lack of Technical Officials and equipment failure resulting in races starting on a whistle among several issues. I am pleased to say that after a re-score, under the correct point scoring conditions, we were the National winners.

Swim England Open Water Masters Championships The Open Water Masters moved to a new venue after the problems at Rother Valley in 2018 and took place on the 1st September 2019 at Nene Park, Peterborough. FINA World Masters Swimming Championships 2019 August, GWANGJU Stephen Heselton of East Leeds, competing in the 30-34 years age group, gained a 4th place medal in the Men’s 100 metres Breaststroke event.

Yorkshire’s Masters Competition 2019 The region’s main event of the year the Open Masters & Senior Age Group Competition 2019 was held this year as a Long Course event at Ponds Forge and included the 800 metre Freestyle event. The competition was deemed to be a success with a record number of entries, evidencing the region’s high level of active master’s participation. OPEN WATER The Swim England National Age Group Open Water Championships had to be moved from Rother Valley and took place at the nearby Thybergh Country Park. Gold Boys 15 years 3Km: Matthew Woodhall (City of Sheffield). Silver Girls 13 years 2Km: Megan Sharp (City of Leeds). Bronze Boys 13 years 2Km: James Plant (Borough of |Kirklees. Bronze Girls 14 years 3Km: Georgia Robertson (City of Sheffield).

The Swim England Masters Open Water took place at the Nene Park, Peterborough on the 1st September. Our CHAMPIONSHIPS, were as in previous years, well supported and well run by our team of volunteers although it was again difficult to find the required number of poolside officials. The 50-metre facility at the John Charles Centre for Sport in Leeds was used for the first two weekends. The Ponds Forge Pool in Sheffield was used for our Sprint and Team Championships.

The (2019) Winter Competition took place at John Charles and Ponds Forge each holding one weekend of events. The events at John Charles leaving plenty of issues which have been resolved for the 2020 Competition.

Gerrard Swimwear ended their 40-year association with us. We are grateful to the support they have given, and we wish Gary & Pauline Hill well in their retirement from week-end work.

SYNCHRONISED SWIMMING With a change to Artistic Swimming coming along there have been some good results from the Synchronised Swimming atheletes.

The Swim England National Synchronised Swimming Age Groups Championships (November 2018) The Championships took place at Gloucester. Girls 15/18 Free Duet Routine: Silver for Daisy Rushton & Millicent Costello (City of Leeds). November 2018 Tilly Budd (City of Leeds) was selected for the Swim England Age Groups. Emma Laycock (City of Leeds) was selected for the Swim England Development Squad.

Before the start of the meeting delegates stood in silent memory of Past President Dr. Robin Muir-Cochrane who had passed away in October.

The Chairman welcomed delegates and declared the meeting open.

1. Apologies

Apologies for absence had been received: Mr. G. F. Alexander, Mr. C. Bland, Mr. M. Burgin, Mr. A. Day, Mr. A. Donlan, Mrs. W. Emmerson, Mrs. N. Muir-Cochrane, Mrs. G. Rudd, Mr. J. B. Tiffin, Brighouse S.C., and South Holderness S.C.

2. Appointment of Tellers Mrs. J. Hoyle and Mr. S. Hoyle were appointed as tellers.

3. Minutes With the following corrections, Bridlington S.C. added to the delegates present. It was recorded that Pam Morgan (Scarborough S.C.) had been awarded an M.B.E. in the Queen’s Honours list. This for her services to Open Water Swimming and her Charity work. With those amendments the minutes of the Annual General Meeting held on the 19th January 2019 were accepted.

4. Matters Arising There were no matters arising from the minutes.

5. Reports

5.1 Annual Report Mr. Alexander, Secretary, presented the Annual Report as written.

He had nothing to add to the report and there were no matters raised.

The report was accepted.

5.2 Diving Committee Report Although there was no Diving Committee, Helen Dutton Swim England North East Region Diving Manager, had produced a report that was accepted. A new Diving Committee was in the process of being formed.

5.3 Masters Committee Report Mr. Parker, Committee Secretary, presented his Report as printed. He had nothing to add to the report and there were no matters raised. The report was accepted.

5.4. Swimming Committee Report Mr. Saunders, Committee Secretary, presented his Report as printed he had nothing to add to the report.

Mr. Greetham asked if there was a representative from Open Water Swimming on the Committee in view that there was not an Open Water Committee. He was informed that there was not an Open Water representative on the Committee. His comment was noted.

The report was accepted.

5.5. Synchronised Swimming Committee Report Ms. Wright presented the report as written. She reported that the standard in County continued to improve and several swimmers had made National teams. The report was accepted.

6. Financial Report 6.1. Accounts

Mr. Beaumont, Treasurer, presented his first Financial Report. It had been difficult as he was not in post at the start of the present Financial Year. Going forward he will be showing the figures in a different format that should make it easier to see where the income came from and how the expenditure went. He offered his thanks to Ruth at PCLG who help with the audit.

6.1.1 Mr. Greetham asked if there had been any progress on setting up another Bank Account. Nothing had been decided but Mr. Beaumont was looking at some options.

6.1.2 Mr. Saunders pointed out that doing a like for like against the previous year’s figures did not always give a clear comparison as the Winter Competition Income and Expenditure could fall into two different Financial Years. It was agreed the Board look at moving the Financial Year end to the 31st December,

The report was accepted.

6.2. Affiliation Fees Delegates approved the decision of the Management Board at their meeting in June, and on the advice of the Treasurer, that the Affiliation Fee and the Per Capita Charge the same as for 2019. The Club Affiliation Fee to remain at £6.00 per club.

6.3 Account Examiners It was proposed that PCLG of York act as the Independent Examiners for the accounts. This was agreed.

7. Elections 7.1 President

The retiring President, Mrs. Prasad had attended numerous events in 2019 and had been made most welcome resulting in this being an enjoyable year in office. She did offer her apologies to the

Synchro Committee as she had been unable to attend any of their Competitions. She will however try to get to one during this year.

Mr. Bill Crawford was installed is the Association President for 2020.

Mrs. Prasad presented Mr. Crawford with the Presidential Chain of Office.

Mr. Crawford was proud to take up the position of President and thanked his proposer Peter Lilley and his seconder Stuart Walker.

7.2. President Elect There were no nominations for the position of President Elect. The Secretary had identified a suitable person for the position and would keep members informed of any progress. In the meantime, it was agreed that the matter be discussed by the Management Board.

7.3 Management Board Mrs. Sue Prasad and Mrs. Sherrie Gortschacher were elected to the Management Board for a 4-year Term of Office. The Secretary wished to record his thanks to Mr. Walker who was not seeking re-election to the Management Board.

8. Rule Changes It was agreed that the following Rules be deleted: Rule 7.3.12, 7.3.13, 7.3.13.1 & 7.3.13.2 These were due to the Swim England North East Region moving the date of their Annual General Meeting. It was agreed that the following Rules be re-numbered as shown: Rule 7.3.12.1 now to be Rule 7.3.11.6 Rule 7.3.12.2 now to be Rule 7.3.11.7 Rule 7.3.12.3 now to be Rule 7.3.11.8 Rule 7.3.12.4 now to be Rule 7.3.11.9 Rule 7.3.12.5 now to be Rule 7.3.11.10

ADD as New Rule 7.3.11.11: if required appoint the number of Directors to the Swim England North East Region Board of Directors. This was agreed

ADD as New Rule 7.3.11.12: appoint the required number of delegates to represent the Association at the Swim England North East Ltd. Annual General Meeting. This was agreed.

ADD as New Rule 18.1 (line 3) after Treasurer: where possible two signatories must approve all transactions made by online banking. Where online banking is used all such transactions must be reviewed by the Management Board at their next meeting. This was agreed.

9. Any other relevant Business 9.1 Mr. Walker gave details of a forthcoming online Judge 1 course. Members were concerned

that there was a Fee of £20.00 payable for this. Although not confirmed it was suggested that the fee would be refund on completion of the course. This may be from the Region/County.

9.2 Ms. Rickard raised the matter of the web site. The Webmaster, Mr. Wilkinson noted the comments made and advised that the issue was on the agenda for the Management Board meeting that will follow the AGM today.

There being no further business the Chairman closed the meeting at 1.40 p.m.
