Swabhiman is State Disability Information and Resource Centre which works for empowerment of
persons with disabilities. Swabhiman is all about working towards self-determination, equal
opportunities and self-respect of the disabled people. Our work is grounded in a rights based
framework which links disability issues to a full range of civil, political, economic, social and cultural
rights. Through Project Addhyayan, Braille books and audio books are being produced and
distributed freely. Scholarships have been provided to over 100 meritorious students with disabilities
through “Anjali Scholarships.” 100 youth with disability have been trained in soft skills for interviews.
Through Swabalamban Project self employed persons with disability are being strengthened. 15
persons have been placed in jobs through Project Equity. In research & documentation, over 10
research works have been conducted. 15 publications are to our credit. Over 100 training and 50
capacity building programs have been conducted. Since last 13 years, we organize a festival, Anjali
(www.childrenfestival.org). In advocacy, policy level and individual legal advocacy have been done. In
policy level advocacy of our many achievements, significant was setting up of “Office of State
Commissioner for Persons with Diabilities”, “Directorate of Disability Affairs”, designation of a
minister as “Minister Disability” and “Setting up of Independent Department.” In Awareness Program,
regular sensitization workshop are held in mainstream schools, colleges and technical institution to
mainstream disability in their activities. Two good campaigns were for Census 2011 “Count Me In”
and for General Elections 2014. Future plan is to set up a comprehensive centre – Training complex
with auditorium, conference hall, residential facility, library and exhibition center.

The aim of YLTEP is to empower youth with disabilities by building their capacities, inculcating
leadership qualities and preparing them to get good career opportunities. The objectives are:
1. Improving quality of life of youth with disabilities consistent with their own aspirations.
2. Providing opportunities for all round personality development and building up confidence level.
3. Greater involvement and participation of youth with disabilities in outdoor activities.
4. To empower youth by providing leadership training that will promote and enhance the quality of
life for themselves, their communities and our world.
About YLTEP

YLTEP-I (Rourkela)
It was held from 04/02/2015 to 06/02/2015 at Bastia Bhawan in Rourkela. The OSDN local chapter in
Sundergarh, Shraddha, helped in local coordination. Inaugural ceremony was held in the presence of
Shri R. K Sharma, Asst. Director, Vocational Rehabilitation Center, Bhubaneswar, Shri Mehmood
Ahmmad, Founder CITE Engineering College, Dr. Tapas Das, resource person, Cuttack, Shri Swadhin
Kumar Khatua, Programme Coordinator, Swabhiman, Shri P.N. Chatterjee, President, Shraddha and
Shri Kartik Chandra Pandab, Secretary Shraddha.
Along with morning meditation and pranayam classes, the training program included classes in
motivation, effective leadership, personality development, facilities for PwDs, advocacy issues, group
activities and screening of documentary films. Parents of special children, local politicians and social
activists spoke on issues of local importance. Participants had hands on classes on basics of
computers. A total of 19 participants with 04 escorts, 11 resource persons and two coordinators
attended the Program.
The valedictory ceremony was attended by Shri Dilip Ray (Hon'ble MLA, Rourkela) as chief guest.
After dinner the Chairman of Rourkela Development Authority Shri Sarada Prasad Nayak reached
Ispat Niwas and interacted with the students and distributed the certificates.

YLTEP-II (Koraput)
The Programme coordinator visited Koraput twice to coordinate local arrangements. He reached
Koraput on 20th April 2015 for organizing Regional Level Youth Leadership Training and
Empowerment Program (YLTEP) for southern region including the districts of Kandhamal, Rayagada.
Malkangir, Nabarangapur, Koraput, Ganjam and Gajapati.
It was held from 22/04/2015 to 24/04/2015 at Skill Development Training Complex, Koraput. The
OSDN local chapter in Koraput, Ekta, helped in local coordination. Inaugural ceremony was held in
the presence of Shri Beleswar Kanhar, District Social Welfare Officer, Koraput, Shri Ashok Kumar Patra,
Addl. District Social Welfare Officer, Koraput, Shri Swadhin Kumar Khatua, Programme Coordinator,
Swabhiman and Shri Jagannath Mishra, Secretary Ekta.
Registration was conducted in front of the conference hall. Each participant was given a kit consisting
of copies of PWD Act. NT Act. UNCRPD, Swabhiman annual report, brochure, bookmark, pad and pen.
Newspaper articles on disability and a letter for participants was also included.
Along with morning yoga and pranayam classes, the training program included classes in,
personality development, effective leadership and quality of leadership, motivation, issues of
governace, issue of disabilities, laws for PwDs, interview skills, communication skills, career avenues,
GoO facilities for PwDs, GoI facilities for PwDs, group activities, talent show and screening of
documentary films. Parents of special children and local politicians spoke on issues of local
importance. Participants had hands on classes on basics of computers. A total of 21 participants with
03 escorts, 08 resource persons and two coordinators attended the Program.
The valedictory ceremony was attended by Shri Ekadashi Jena (ADM, Korapul) was the chief guest.
Shri Beleswar Kanhar (District Social Welfare Officer. Koraput) Shri Ashok Kumar Patra (Addl.District
Social Welfare Officer. Koraput) were the guests of honour. DSWO presented our State Disability
Profile to ADM Sir. Both the chief guest and guest of honour distributed certificates and interacted
with the participants. After that all the participants shared their experience.

YLTEP-III (Baripada)
The Programme coordinator visited Baripada twice to coordinate local arrangements. He reached
Baripada on 04th July 2015 for organizing Regional Level Youth Leadership Training and
Empowerment Program (YLTEP) for northern region including the districts of Mayurbhanj, Keonjhar,
Balasore, Bhadrak, Angul and Dhenkanal.
It was held from 06/07/2015 to 08/07/2015 at Mayurbhanj Athletic Association, Baripada Stadium,
Baripada. Inaugural ceremony was held in the presence of Shri Jitendra Mohanty (Vice Chairman,
Baripada Municipality), Dr. Banaja Mohanty (Principal, MPC Autonomous College, Baripada), Smt.
Kusum Mala Mishra (District Social Welfare Officer, Baripada), Shri Gadadhar Pati (Addl. District Social
Welfare Officer, Baripada), Commodore Ajay Pattanaik (Chief Resource Person), Swadhin Kumar
Khatua, Programme Coordinator, Swabhiman.
Registration was conducted in front of the conference hall. Each participant was given a kit consisting

guest of honour distributed certificates and interacted with the participants. After that all the
participants shared their experience.
YLTEP-IV (Puri)
The programme coordinator visited Puri twice to coordinate local arrangements. He reached Puri
24th August 2015 for organizing Regional Level Youth Leadership Training and Empowerment
Program (YLTEP) for coastal region including the districts of Cuttack, Jagatsinghpur, Jajpur,
Kendrapara, Puri, Khordha and Nayagarh.
It was held from 26/08/2015 to 28/08/2015 at Youth Hostel, Chakratirtha Road, Puri. Inaugural
ceremony was held in the presence of Dr. Sruti Mohapatra (Chief Executive, Swabhiman), Mr. Debi
Prasanna Mohanty (Managing Director, St. Xavier High School, Puri) Dr. Tapas Das (Resource Person,
Katak), Swadhin Kumar Khatua, Programme Coordinator, Swabhiman.
Registration was conducted in the conference hall. Each participant was given a kit consisting of
copies of PWD Act, NT Act, UNCRPD, Swabhiman Brochure, Bookmark, Pad and Pen. News paper
articles on disability and a letter for participants was also included.
Along with morning yoga and pranayam classes, the training program included classes in personality

(Principal, SCS Autonomous College, Puri) Mr. Ram Kishore Sharma (Asst. Director, Vocational
Rehabilitation Centre, Bhubaneswar) distributed certificates and interacted with the participants. R.
K. Sharma Sir presented our State Disability Profile to DSWO Madam, ADSWO Sir and Principal Sir.
After that all the participants shared their experience.
