Design Professional In Responsible Charge (DPRC) Design Professional In Responsible Charge of Special
Inspections (DPRC-SI) -A design professional (RA or PE) involved with project
development should act as the DPRC-SI. -Only one designated DPRC-SI per project Special Inspector - Must be approved by the Department
– A design professional involved with project development or the DPRC-SI may also serve as a special inspector, provided competency has been demonstrated.
The DPRC-SI must identify required special inspections and frequency in accordance with Chapter 17 of the IBC.
A single Statement of Special Inspections shall be submitted whenever relevant to application.
Any required inspections which are not specifically identified on statement must be entered by the DPRC-SI on Page 2 of form. Additional sheets may be added as needed.
The DPRC-SI must sign and seal Statement of Special Inspections.
Outlines responsibilities of DPRC-SI, Special Inspector, Contractor and Owner
The agreement must be signed by the owner, DPRC- SI, and the contractor and submitted prior to permit issuance.
Owner • Responsible for funding the special inspection program
and contracting with a design professional registered with the State of Pennsylvania to administer the Special Inspections Program.
• The owner or the owner’s agent must contract with the special inspectors. The contractor is prohibited from doing so.
DPRC-SI • After consulting with the appropriate design
professionals, identifies construction activities that require special inspections.
• Along with the owner, evaluates and selects the individual special inspection agencies and/or inspectors.
• Receive and review special inspection reports. • Notifies the department inspector after a deficiency
report from the special inspector has not been corrected in a timely manner. • Completes the Special Inspections Final Compliance Form
and submits to the department.
Special Inspector • Coordinate inspection scheduling with the contractor
and/or the DPRC-SI. The special inspector shall sign in at the job site each day on an appropriate form provided by the contractor.
• Special inspectors shall immediately report on any deficiency to the contractor and DPRC-SI.
• Special inspectors shall provide completed reports in a timely manner as determined by the building inspector and/or DPRC-SI. All inspection and testing reports are to be presented to the contractor and DPRC-SI.
Contractor • Coordinate a pre-construction meeting with the DPRC-SI,
special inspector, applicable sub-contractors, and building inspector.
• Providing the building inspector and special inspector an opportunity to witness the approved repairs identified in reports.
• Provide 48 hours advance notice to the special inspector prior to the need for field inspections and 7 days advance notice prior to the need for off-site shop or plant inspections when applicable.
• Provide a daily sign-in sheet at the jobsite for the special inspector.
Pre-construction Meeting Individual inspection reports must be furnished
upon request. Final Compliance Form verifying that all
inspections have been completed must be prepared by DPRC-SI and submitted to the inspector prior to the issuance of the CO/COA.
Bill No. 130685 established a special inspection agency registration, required for all companies performing special inspections.
Bill No. 130691 mandates special inspections for select demolitions (more than 3 stories or 40’; mechanical demolition) and underpinning.

B-3303.8.1 Safety zone. A safety zone shall be maintained around all
demolition areas to prevent non-authorized persons from entering such zone.
Where mechanical demolition equipment, other than handheld devices, is to be used for the demolition of a building, the safety zone shall be equal to or greater than half the height of the building to be demolished.
B-3307.8 Protection of roofs. Where construction or demolition work occurs at a height of at least 48
inches (1219 mm) above the level of the adjoining roof, adjoining roof protection shall consist of 2 inches (51 mm) of flame-retardant foam under 2 inches (51 mm) of flame-retardant wood plank laid tight and covered by flame-retardant plywood, or shall consist of equivalent protection acceptable to the Department, and shall extend to a distance of at least 12 feet (3658 mm) from the edge of the building being constructed or demolished.
B-3307.2 License to enter adjoining property. The responsibility of affording
any license to enter adjoining property shall rest upon the owner of the adjoining property involved. It is the responsibility of the person making or causing construction or demolition operations to obtain any necessary license to enter adjoining property from the owner of such property prior to the start of work. If the person who causes the construction, demolition, or excavation work is denied a license to enter by the adjoining property owner, and the building undergoing work is an imminent danger to the adjoining property, as determined by the Department, such duty to preserve and protect the adjacent property shall devolve to the owner of the adjoining property. • Permission Required • Alternative Rules for ID Buildings
