    Probationary licence

    You may be eligible or a probationary licence i you were disqualied rom holding orobtaining a licence by a court and you have now served the period o disqualicationsee Probationary licenceson page 34.

    Restricted licence

    I you are convicted o drink driving but need a licence to earn your living, you may ask

    the court that convicts you to grant you a restricted licence, commonly known as a worklicencesee Restricted licenceson page 34.

    Licence types

    Beore you drive, or learn to drive, any class o motorvehicle on a road in Queensland, you must have a currentdriver licence allowing you to drive or learn to drive thatclass o vehicle.There are three types o licences:

    learner licence

    provisional, probationary or restricted licence

    open licence.

    Learner licenceBeore learning to drive any class o motor vehicle youmust hold a learner licence. Applying or a licenceonpage 11 gives you inormation about getting your learner

    licence. Learning to driveon page 17 outlines theconditions or driving with a learner licence and helpsyou get ready or your Q-SAFE practical driving test.

    Provisional licence

    A two stage provisional licenceP1 and P2has been introduced in Queensland as part oa graduated licensing system.

    Ater you have held your learner licence or at least one year, you may go or your Q-SAFEpractical driving test. Depending on how old you are when you pass your test, you willreceive either a P1 or a P2 provisional licence, which you must hold or a minimum periodbeore you can progress to the next stagesee Provisional licenceson page 28 and Openlicenceson page 33.

    Open licence

    You may be eligible or an open licence i you have held your provisional licenceor the required periodsee Open licenceson page 33.

    Graduated licensing system

    Statistics show that drivers aged 17 to 24 have the highest risk o being involvedin crashes resulting in death or injury. As a result, Queensland introduced changesto its licensing system.

    Introduced on 1 July 2007, the graduated licensing system is designed togive novice drivers more supervised on-road driving experience, including

    identiying and dealing with hazards, and to improve their driving skills withminimal distraction.

    For learner drivers aged 23 and under, there are six steps you will need to gothrough to get your open licence.

    Written road rules test

    Learner licence

    Q-SAFE practical driving test

    P1 provisional licence

    Hazard perception test

    P2 provisional licence

    Open licence

    This process could be slightly dierent i you:

    held a provisional licence beore 1 July 2007

    are 24 years o age

    are 25 years o age or over.

    Under the graduated licensing system, you can get your learner licence at 16 and,i you meet all the requirements or each stage and do the right thing, you can

    have your open licence by the time you are 20.

    The system means:

    You can apply or your learner licence at 16.

    Learner licences are issued or three years and must be held or at least one yearbeore you may take your Q-SAFE practical driving test.

    I you are a learner driver under 25, you must complete 100 hours o supervised on-roaddriving (including 10 hours o night driving) recorded in a logbook and pass theQ-SAFE practical driving test to progress to your provisional licence.

    Provisional licences are issued in two stagesP1 and P2with drivingrestrictions to be observed in both stages.

    There are restrictions on mobile phone use or learner drivers, their supervisors andpassengers, and or P1 drivers and their passengers.

    Yellow L, or red or green P plates must be clearly displayed at the ront and rear oyour car.

    To get a motorbike learner licence, you will rst need to hold a provisional licenceor a car or at least one year.

    There are restrictions on driving high-powered vehicles (such as those with 8 ormore cylinders, or those with turbo, super-charged or modied engines) during theprovisional phases.

    You must carry your licence with you at all times while driving.

    Accumulating 4 or more demerit points during the learner or provisional drivingphase could mean a three-month driving suspension or urther restrictions imposedon you.

    I you are under 25 when you get your P1 provisional licence, you will be requiredto pass a hazard perception test (rom mid-2008) beore you can progress to a P2provisional or open licence.

    You are required to hold your licence or a minimum period. You cannot count anyperiod during which your licence was expired, suspended (including SPERsuspensions), or any period that you were disqualied rom holding or obtaining adriver licence by order o an Australian court.

    Components o the graduated licensing system are aimed at reducing the risks tolearner, P1 and P2 drivers.

    Research shows that novice drivers have a very high incidence o crashes in theirrst three to six months o solo driving. Thats why its so important you get as muchsupervised on-road driving experience during the learning period as possible.

    You may be able to apply or an exemption rom some o these restrictions, andQueensland Transport will assess applications or exemption on a case-by-casebasissee Provisional licenceson page 28.

    Licence classes, codes and conditions

    You need a particular class o licence to drive certain vehicles. Your licence willshow the licence class and i required, the code or any conditions that you are

    required to comply with.Your licence will show only the highest class o vehicle you are authorised to drive.This means you are allowed to drive each class o vehicle under that class o licence.However, motorbike classes RE or R and the specially constructed vehicle class UDwill appear separately on the licence.

    Authority to learn

    I you hold a provisional, probationary or open licence or a particular class o

    vehicle, you are authorised to learn to drive the higher classes o vehiclesee thetable below.

    Also, i you hold a provisional, probationary or open licence or a particular classo vehicle, you are authorised to learn to drive that class o vehicle with either anautomatic or manual transmission or with a synchromesh gearbox. For example,i you hold an automatic car licence, you are authorised to learn to drive a car witha manual gearbox.

    I you are authorised to learn to drive a class o vehicle under your provisional,

    probationary or open licence, you must be accompanied by a person who holds anopen licence or the class o vehicle you are learning to drive and has held thatlicence or at least one year. I you drive unaccompanied or with a person notappropriately licensed, you may be ned and not permitted to continue driving.

    Driver licence classes

    This table shows what class o licence you need to drive a particular vehicle.

    Licence class Class of vehicle

    RE (motorbike) You may ride:

    a moped (a motorbike with an engine capacity of not more

    than 50 mL and a manuacturers top rated speed o not more

    than 50 km/h)

    a motorbike with an engine capacity of not more than 250 mL,

    with or without a trailer.

    You must have held a C class car provisional licence or at least

    one year to be eligible or a motorbike (class RE) learner licence.You may learn to ride a class R motorbike once you have held

    your class RE motorbike licence or at least one year.

    LR (light rigid) You may drive:

    a class C vehicle

    a bus of not more than 8 tonne GVM, with or without a trailerof not more than 9 tonne GVM

    a truck (including a prime mover) of not more than 8 tonneGVM, with or without a trailer of not more than 9 tonne GVM

    a specially constructed vehicle of not more than 8 tonne GVM,

    with or without a trailer of not more than 9 tonne GVM.You may learn to drive a class MR, HR or UD vehicle.

    MR (medium rigid) You may drive:

    a class LR vehicle

    a bus of more than 8 tonne GVM with not more than 2 axles,with or without a trailer of not more than 9 tonne GVM

    a truck (including a prime mover) with not more than 2 axles,with or without a trailer of not more than 9 tonne GVM

    a specially constructed vehicle of more than 8 tonne GVM withnot more than 2 axles, with or without a trailer o not morethan 9 tonne GVM.

    You may learn to drive a class HR, HC or UD vehicle.

    HR (heavy rigid) You may drive:

    a class MR vehicle

    a bus, with or without a trailer of not more than 9 tonne GVM

    an articulated bus

    a truck (including a prime mover), with or without a trailer ofnot more than 9 tonne GVM

    C (car) You may drive:

    a moped

    a car, with or without a trailer

    a specially constructed vehicle of not more than 4.5 tonne grossvehicle mass (GVM), with or without a trailer

    a vehicle, e.g. a minivan, not more than 4.5 tonne GVM, built ortted to carry no more than 12 adults, including the driver.

    You may learn to drive a class LR, MR, HR or UD vehicle.

    R (motorbike) You may ride:

    a class RE motorbike

    a motorbike of any other engine capacity, with or without

    a trailer.

    MC (multi-

    combination)

    You may drive:

    a class HC vehicle

    a B-double

    a road train.

    UD You may drive a specially constructed vehicle.

    Code Licence condition

    A You may only drive the class o vehicle with automatic transmission.

    B You may only drive the class o vehicle with synchromesh gearbox.

    I You may only drive while carrying, and in accordance with, an order under

    the Penalties and Sentences Act 1992, part 5, division 1.

    M You may only drive while carrying, and in accordance with, your

    medical certicate.

    S You may only drive while wearing corrective lenses.

    V You may only drive while carrying, and in accordance with, your vehicle

    modication notice.

    XI You may only drive while carrying, and in accordance with, your

    order under section 87 or 88 o the Transport Operations (Road Use

    Management) Act 1995.

    X2 You may only drive the class o vehicle with an L plate displayed

    conspicuously at the ront and rear o the vehicle.

    Licence codes and conditions

    HC (heavy

    You may drive:

    a class HR vehicle

    a truck (including a prime mover), with or without a trailer

    a specially constructed vehicle of more than 8 tonne GVM, with

    or without a trailer.

    You may learn to drive a class MC vehicle.

    a specially constructed vehicle of more than 8 tonne GVM, withor without a trailer of not more than 9 tonne GVM.

    You may learn to drive a class HC, MC or UD vehicle.

    Minimum periods for higher licence classes

    You must have held a provisional, probationary or open licence or a minimumperiod beore you can upgrade to a higher licence class.

    R (motorbike) You must have held a class RE provisional, probationary or

    open licence or at least one year.

    LR (light rigid)

    MR (medium rigid)

    You must have held a class C provisional, probationary or

    open licence or at least one year.LR MR

    a class C provisional, probationary or open licence for at

    least two years

    a class LR or MR provisional, probationary or open licence

    or at least one year.

    HC (heavy or open combination) You must have held a class MR or HR provisional,

    probationary or open licence or at least one year.

    MC (multi-combination) You must have held a class HR or HC provisional,

    probationary or open licence or at least one year.

    Upgrading your licence

    To upgrade your licence, you must:

    complete an application orm and produce your driver licence. You will be requiredto declare any trac oences or which you have been convicted

    provide evidence o identity and residence i requiredsee Evidence o identitybelow

    pass an eyesight test i requiredsee Eyesight test, page 14

    pass a road rules test i required. To pass the heavy vehicle test, you will need to answereight out o ten questions correctly. For the motorbike test, you must answer our outo ve questions correctly

    Applying for a licenceTo apply or a learner licence, you may have to:

    visit a driver licence issuing centreQueensland Transport customer servicecentre or Queensland Government Agent Program (QGAP) licence issuingoce (not all QGAP oces can issue licences). In some rural or remote areas,Queensland police stations may issue the licence

    complete a Driver licence application/renewalorm (F3000) including yourname, address, date and place o birth, medical tness, details o any previousdriver licences and any trac convictions

    provide identication and evidence o Queensland residency

    pass an eyesight test i required

    pay the road rules test ee and pass the test i required

    pay the practical driving test ee and pass the test i required

    pay the licence ee

    pay the hazard perception test ee i required

    i you are a learner driver under 25 years o age, complete 100 hours osupervised on-road driving experience recorded in a Queensland Transportlog book.

    To apply or another type o licence you may need to complete some or all o the

    above steps.I you hold an interstate or oreign licence and need to get a Queensland licence,see Non-Queensland driver licenceson page 48.

    Evidence of identity

    You will need to comply with the evidence o identity requirements when you areapplying or a Queensland driver licence or the rst time, or when you are renewingyour licence and are unable to show your Queensland driver licence (current orexpired less than two years).

    You will also need to comply with these requirements when you are applying or areplacement o your licence because it has been cancelled, lost, stolen, destroyed ordeaced, or you have changed your name and you want your new name shown onyour driver licence.

    Evidence of identity requirements

    You will need to show three evidence o identity documents. These documents mustinclude at least either:

    one category A document and two category B documents

    two category A documents and one category B document.

    One o these documents must include your signature. Each document must bean original.

    All documents must be current unless otherwise stated. Evidence o identity documentsmay be veried with the issuing authority.

    I you cannot show any o the evidence o identity documents, you should discuss thiswith sta at Queensland Transport. For more inormation, contact QueenslandTransport on 13 23 80.

    Category A documents

    These documents establish the legal existence o your name and date o birth.They include:

    Australian Births, Deaths and Marriages birth certicateull, including a

    Bicentennial birth certicate issued or births in 1988 (other commemorativecerticates, extracts, acknowledgment o birth, photocopies or certied copies ooriginal documents are not acceptable)

    Australian or oreign passport (current or expired less than two years)

    Australian citizenship certicate or naturalisation certicate

    Department o Immigration and Citizenship travel document, or example, residentvisa (valid up to ve years ater issue)

    Department o Immigration and Citizenship Certifcate o evidence o resident statusAustralian photo driver licence (current or expired less than two years)

    Australian Deence Force photo identity card (excluding civilians)

    Queensland or ederal police ocer photo identity card

    Queensland Card 18+ (issued ater 1 January 1992)

    Queensland Transport Driver Authorisation, e.g. or bus, taxi and limousine drivers(current or expired less than two years)

    Queensland Transport Accreditation, or example driver or rider trainers, pilotvehicle drivers (current or expired less than two years).

    Category B documents

    These documents establish your identity as the person presenting the category Adocuments. They include:

    Australian Medicare card

    nancial institution debit/credit card with signature and embossed name

    education institution student identity document (must be issued in Australia andinclude photo or signature)

    Department of Veterans Affairs/Centrelink pensioner concession card(including Health care cards)

    Australian security guard or crowd controller licence (with photo)

    Australian rearm licence (with photo).

    Note: I you have any documents in a oreign language, you must include arecognised English translation. For a list o approved recognised translators, contactthe National Accreditation Authority or Translators and Interpreters (NAATI) atwebsite www.naati.com.au and access the Practitioners directory.

    Change of name documents

    I you have changed your name, or the details o your name are dierent on thedocuments to be shown, you must also show an ocial change o name document

    such as:Australian marriage certicate issued by the relevant Registrar o Births, Deathsand Marriages (excluding ceremonial certicate)

    Australian change o name certicate issued by the relevant Registrar o Births,Deaths and Marriages

    Australian birth certicate (amended or with notations)

    divorce papers decree nisi or absolute (must show the name being reverted to)

    deed poll (issued beore 1 February 2004).

    An ocial overseas marriage certicate may only be accepted i it has a registrationnumber and ocial crest and is accompanied by one category A document in themarried name or two category B documents in the married name.

    Evidence of Queensland residential address

    I your current Queensland residential address is not shown on either category A orcategory B documents, you will need to show another document that does provide

    evidence o your Queensland residential address. They include:

    contract o purchase, lease or rental document, mortgage or landownership certicate

    Queensland Vehicle registration certifcate

    Queensland driver licence or Vehicle registration renewal notice(or thecoming period)

    Queensland local government rates notice

    Queensland Land tax valuation notice

    Australian Taxation Oce assessment (last or current nancial year)

    Australian Taxation Oce tax le number conrmation advice (valid up totwo years)

    electricity, gas or telephone account.

    I you are genuinely unable to show one o these documents, you may do one othe ollowing:

    complete the Queensland residency declaration orm (F4208)

    show a statement rom your employer

    i you are a student o an education institution, show a statement rom theinstitutions administrator

    bank statement (issued rom the same nancial institution as debit/credit cardsupplied).

    inormation or to get a copy o the orm F4208.

    Eyesight test

    You may be required to undertake an eyesight test beore you get your licence. To passthe test, you must be able to read the eyesight chart rom a distance o six metres andnot make more than two errors. I you are required to take the test, you must meetthese standards:

    Driver licence class Eyesight standard

    Private vehicle driver - RE, R, C, LR You must be able to read line 12 or smaller with

    both eyes.

    Commercial vehicle driver Eyesight standard

    MR, HR, HC, MC - includes any class o

    vehicle used or commercial purposes

    (e.g. taxi, limousine or a driver trainer

    vehicle)

    You must be able to read line 9 or smaller with one

    eye and line 18 or smaller with the other eye.

    I you need to wear glasses or contact lenses when driving, bring them with you andwear them during the test. The code S will appear on your licence, showing you mustwear corrective lenses while driving.

    I you have any eyesight problems, you may be required to obtain a medical certicaterom a doctor, optometrist or ophthalmologist certiying your sight meets the approvedstandard or the class o licence you want.

    I you only have vision in one eye (monocular vision), you will be required to obtain acerticate rom an optometrist or ophthalmologist conrming the extent o the loss oyour visual acuity and visual felds, regardless o whether you are a private or commercialvehicle driver.

    I you do not meet the eyesight standards, you will not be granted the licence.

    Medical conditions affecting driving

    By law, you must notiy Queensland Transport as soon as practicable i you developa permanent or long-term medical condition that is likely to adversely aect yourability to drive saely, or i there is an adverse change to your existing permanent

    or long-term medical condition.

    Medical conditions that are likely to aect your driving ability include (but are notlimited to):

    epilepsy

    diabetes

    heart disease

    stroke

    arthritis and other joint problems

    loss or partial loss o a limb

    sight or hearing disorders

    lung disease

    sleep disorders

    Alzheimers disease and other dementias

    depression and other mental illnesses

    injuries and disabilities.

    I you have a medical condition that will adversely aect your ability to drive saelyand you already hold a driver licence, you can notiy Queensland Transport bycompleting the Medical Condition Notifcation orm (F4355).

    I you have a medical condition that is likely to adversely aect your ability to drivesaely you may be able to drive provided you have a Medical Certifcate or Motor

    Vehicle Driverorm (F3712) completed and signed by your doctor stating that youare medically t to drive a motor vehicle saely. You may be suspended rom drivinguntil this orm is completed and assessed. Medical certicates can be issued by yourdoctor or up to ve years.

    I you ail to notiy Queensland Transport o a medical condition that adverselyaects your ability to drive saely, you may be ned up to $4,500 and you may alsobe disqualied rom driving or a period o time.

    I you are 75 years o age or older, you also need to provide evidence you are

    medically t to drive. You will need to hold a Medical Certifcate or Motor VehicleDriverorm (F3712) completed and signed by your doctor stating that you aremedically t to drive a motor vehicle saely.

    I your licence shows the code M, or you are 75 years o age or older, you must carrythe tearaway section o the medical certicate when you drive, and drive according toany conditions it shows.

    I you have a medical condition and are only able to drive a specially modied vehicle,you must carry a medical certicate. You may also be required to carry a vehiclemodication notice when driving. For more inormation about driving speciallymodied vehicles, contact Queensland Transport on 07 3253 4851.

    I your licence is suspended or cancelled because your medical condition is likely toadversely aect your ability to drive saely, you cannot obtain a Queensland driverlicence until your doctor gives you a medical certicate stating that you are medicallyt to drive again.

    I you hold an authority to carry passengers or dangerous goods, you need to beassessed by a health proessional according to the commercial drivers standards

    set out in Assessing Fitnessto Drive, available rom the Austroads website atwww.austroads.com.au.

    Road rules testYou can take the road rules test at a driver licence issuing centre when you apply oryour learner licence. You pay a ee or each test. I you pass your test, you will receivea learner licence. I you ail your test, you cannot take it again until the next day.

    Allow at least 30 minutes to complete your road rules test. Once you pass, you will nothave to take it again but, i you apply or an additional licence class, you may need topass a specic road rules test or that class.

    Class C general road rules test

    There are 30 questions in the general road rules test. The questions have multiple choiceanswersthis means each question has a number o possible answers and you mustmark the correct one. The test has two main sections. In the rst section, you mustcorrectly answer at least nine out o 10 questions. In the second section, you mustcorrectly answer at least 18 out o 20 questions.

    Class RE or R (motorbike) road rules test

    You will have to correctly answer at least our out o the ve additional questionsspecic to motorbikes to pass the test.

    L plates

    All learner licence holders must display L plates at the ront and rearo the vehicle, or at the rear only or motorbikes, or risk a ne. An

    L plate is a sign that measures 146 mm x 146 mm and shows a black uppercaseletter L on a yellow background. An L plate must be easily seen by anyonelooking at the ront and rear o the vehicle.

    You can buy L plates rom service stations, major retailers and automotive outlets.Check with your local supplier or cost. You can also download and print a colourtemplate rom www.transport.qld.gov.au/youngdrivers.

    Drivers other than learner licence holders must not display L plates.

    The compulsory learner licence logbook

    International research shows there is a signicant link between the amount osupervised on-road driving experience that new drivers gain and improvementsin road saety.

    All learner drivers under the age o 25 must gain 100 hours o supervised on-roaddriving experience and record it in an approved Queensland Transport logbook.

    Your logbook must also show 10 hours o night driving as part o the 100hour requirement.

    Beore you book your Q-SAFE practical driving test, Queensland Transport mustveriy your logbook entries.

    There are a number o ways in which you can gain your 100 hours o supervisedon-road driving experience:

    undertake driving experience with a supervisor other than an accreditedtrainer, and record these hours in your Queensland Transport logbook

    undertake driving experience with an accredited driver trainer, and record

    these hours in your Queensland Transport logbook. This can reduce the 100hour requirement. A one-hour lesson will count as three hours in yourlogbook, up to a maximum o ten actual hours (30 logbook hours)

    Your initial logbook will be issued to you when you get your learner licence, and thecost will be included in your learner licence ee. Replacement or additional log booksmay be purchased through the Services onlinesection at www.transport.qld.gov.au ora customer service centre.

    Your supervising driver must sign every entry in your logbook. I you are submitting aPrior driving experience declaration, your supervising driver/s must also sign this orm.

    When you have completed 100 hours, you will need to sign a declaration that thelogbook entries are true and correct. Penalties apply to you and your supervisor iyou record alse or misleading inormation in your logbook. Your Queensland Transportlogbook contains all the inormation and instructions you will need.

    Mobile phones

    Mobile phones can be a major distraction toyoung drivers. This is why learner licence andP1 licence holders under 25 are banned romusing mobile phones at any time while driving.This includes using hands-ree kits, Bluetoothaccessories and loudspeaker unctions

    Your supervisor and any passengers are also banned rom using mobile phones onloudspeaker unction. I youre under 25, a learner licence holder and need to use yourmobile phone, you may use it only when you are legally and saely parked.

Dont allinto the trap o taking risks and becoming a statistic by doing something stupid.

    Use your time as a learner to make yoursel the best possible driver. Its a bit like

    sport and other interests. You dont want to just pass. You want to be the best driveryou can be.

    Q-SAFE practical driving test

    Booking your Q-SAFE practical driving test

    I you have an accredited driver trainer, they will arrange an appointment time or yourQ-SAFE practical driving test at a testing centre. I not, youll need to do this yoursel.

    You will be required to pay the driving test ee and complete a Driver licenceapplication/renewalorm (F3000), available rom Find a orm atwww.transport.qld.gov.au. You can make a booking by contacting 13 23 90 or visitingthe website.

    I you are a learner licence holder under 25 years o age, you must lodge yourcompleted and certied logbook at Australia Post at least 14 days beore yourQ-SAFE practical driving test. Queensland Transport will careully check and recordyour logbook, and will then notiy you o your result. Your logbook must be approvedbeore you can take your Q-SAFE practical driving test.

    The standard test vehicle or a class C licence is a vehicle (other than a motorbike) notmore than 4.5 tonne GVM, built or tted to carry no more than 12 adults includingthe driver.

    The vehicle must be registered and pass a basic saety check conducted by thedriving examiner. Beore turning up or your test, make sure the vehicle would passthe saety check by having:

    signalling devices, horn and stop lights that are all working

    brakes and tyres that are in good condition

    mirrors and internal sun visors that are adjustable

    windows that are clean and able to be opened and shut

    windscreen and wipers in good condition

    seatbelts and head restraints tted to both ront seats.

    Convertible-style vehicles must have the roo closed. All doors must be able to beopened rom inside and outside the vehicle and be tted with suitable door handles.

    I you are under 25 and do your Q-SAFE practical driving test in a high-poweredvehicle such as one with 8 or more cylinders, or one with a turbo, super-charged ormodied engine, you will not be able to drive it out o the testing centre ater youpass the Q-SAFE practical driving test unless you have an exemption. This is becauseP1 drivers (which you will then be) are restricted rom driving high-poweredvehiclessee High-powered vehicles, page 30.

    You should arrive at least ten minutes beore your test with the Driving testappointmentsheetand driver licence application ully completed by you and theregistered operator o the test vehicle. Your signature on the orm must be witnessedby a customer service ocer. Failure to be ready or the test at the scheduled time mayresult in the cancellation o your driving test and the oreiture o your driving test ee.

    You will then be required to book and pay or another driving test. Make sure that yougive at least two working days notice i you need to alter or cancel your appointment.

    Your driving test may be cancelled or any o these reasons:

    your vehicle is modied (unless the modications have been approved by theDirector-General o Queensland Transport)

    anything (such as a tow bar) obscures the number plate

    your number plate cannot be read rom 20 m away

    your vehicle does not meet the minimum standards or test vehicles

    your vehicle does not pass a basic saety check

    L plates are not displayed on the vehicle

    the registered operator o the vehicle has not signed the Examiners authority todrive test vehiclesection on the driver licence application or appointment sheet

    you ailed a driving test or the same class o licence earlier the same day

    you did not sign the declaration attached to the application orm (F3000)

    you are under 25 and your learner licence logbook has not been checked and passed

    by Queensland Transport.

    Your Q-SAFE practical driving test ee will not be reunded i:

    you ail your driving test

    you dont give two working days notice beore altering or cancelling yourappointment or cannot take your driving test at the set time, possibly because youarrived late

    you do not have the vehicle owners permission or the vehicle to be used or

    the testyour test vehicle ailed the basic saety check

    you are under 25 and your learner licence logbook has not been checked and passedby Queensland Transport.

    During your Q-SAFE practical driving test

    The on-road test time or a class C licence will be not more than 35 minutes, but youshould allow at least one hour or your on-road test and associated activities.

    When you arrive or your driving test, you get inormation on how the test will beconducted. Turn o your mobile phone as soon as you arrive at the testing centre,and leave it o or the duration o the test.

    When you meet your driving examiner they will make the ollowing statements toyou beore you start your driving test:

    The driving examiner will carry out a basic saety check on your vehicle. Ater thesaety check, the driving examiner will go through a pre-drive check which assessesyour knowledge o the vehicle's controls.

    Additional information

    You will be expected to perorm the driving tasks according to the road rules.

    At no time during your test will you be asked to perorm any driving tasks thatare illegal or unsae.

    I your vehicle is tted with blind spot mirrors, you must still look over yourshoulder to make sure there are no vehicles in the blind spot.

    Once your driving test has begun, the driving examiner cannot answer anyquestions that may infuence your driving perormance.

    As you drive, the driving examiner will make notes about how well youcomplete each task; don't assume you have made a mistake. It is the drivingexaminers job to assess your ability to drive saely, but they are also there tohelpso don't eel intimidated or nervous.

    Q-SAFE practical driving test

    When you do a Q-SAFE practical driving test or a car you will be assessed on anumber o tasks.

    Pre-drive check

    The pre-drive check asks you to locate and explain the operation o a range o

    vehicle controls including wipers, washers, demister, air conditioner, seat adjustment,hazard lights, mirrors and headlights.

    In your on-road driving test, the driving examiner will check that you perorm theollowing procedures correctly:

    Provisional licences

    Once you have passed your practical driving test, you will receive a provisional licence.Under the graduated licensing system, the type o provisional licence you receive willdepend on how old you are.

    I you are under 25, you will receive a P1 provisional licence. I you are 25 or older, you

    will receive a P2 provisional licence.

    P1 provisional licence requirements

    I you hold a P1 provisional licence and you are under 25 you:

    must display red P plates at the ront and rear o your car when driving

    must not use your mobile phone when driving, including hands-ree unctionsor Bluetooth accessories. Your passengers are banned rom using mobile phoneson the loudspeaker unctionsee Mobile phones, page 31

    may only carry one peer passenger under 21 years (excluding immediate amilymembers) between 11.00 pm and 5.00 amsee Peer passengers, page 31

    After the Q-SAFE practical driving test

    Ater you have completed all the driving tasks, the driving examiner directs you backto the testing oce. The examiner will tell you at the end o your test whether youhave passed or ailed. You also get eedback on any errors, and a copy o your Driving

    assessment report. I you have passed, you pay the licence ee and have your phototaken. You then receive a P1 licence i you are under 25 years o age, or a P2 licence iyou are 25 years o age or older. I you wish to drive your test vehicle out o the testingcentre, you must remove the L plates and replace them with your red P plates (P1licence) or green P plates (P2 licence).

    I you drive out o the testing centre, having passed the test and have not put thecorrect colour P plates on the vehicle, you risk a ne.

    Note: I you already hold a provisional or open licence, and are upgrading your licence,

    it will be re-issued with the new class stated on it.

    If you failed dont panic

    Come back ater more practice and try again. Beore you leave, make sure you knowexactly what you did wrong and how you can improve. You can take the test as manytimes as you like, but you must pay each time and cant re-take the test on the sameday. Your learner licence is current or three years and it is easily renewed. Dont pushyoursel i youre not ready. You have many people to help you through one o the most

    important challenges youll ever take on. So take your time.

    I you are 24 years o age when you get your P1 licence, ull P1 restrictions willapply to you until you turn 25. When you turn 25, ewer restrictions will apply orthe balance o the P1 period.

    Getting your P2 licence

    I you hold a P1 licence and are under 24, to get your P2 licence you will need to:

    hold your P1 licence or at least one year (not including licence suspensionsor cancellations)

    obtain green P plates

    pass a hazard perception testsee below

    remove the red P plates rom your vehicle and replace them with green P platesas soon as the P2 licence is issued to you.

    Hazard perception test

    In order to graduate to a P2 or Open licence; all P1 licence holders must passa Hazard Perception Test. The Hazard Perception Test is an additional test thatcomplements the road rules test and the practical driving test.

    The Hazard Perception Test assesses whether your hazard perception skills aresuciently advanced to allow you to upgrade rom a P1 licence to a P2 or Openlicence.

    The Hazard Perception Test is an online computer-based test which measures adriver's ability to recognise and appropriately respond to potentially dangerous

    situations (trac conficts) while driving. A trac confict is a situation where yourvehicle is on course to hit another road user. I your vehicle needs to slow down orchange course to prevent a crash, then there is a trac confict.

    When it is time or you to sit the Hazard Perception Test, Queensland Transport willsend you a letter outlining eligibility requirements and instructions on how to takeand prepare or the test. The test will be available through the Queensland Transportwebsite (it will not be available at driver licence issuing centres).

    High-powered vehicles

    Research shows that drivers take more risks such as speeding deliberately and drivingrecklessly when they are behind the wheel o high-powered or perormance cars. Thats

    why provisional licence holders under the age o 25, whether holding P1 or P2 licences,are not allowed to drive high-powered vehicles, such as those with:

    P2 provisional licence requirements

    I you hold a P2 provisional licence and you are under 25 you must:

    display green P plates at the ront and rear o your car when driving

    P plates

    The rst years o driving pose the greatest risk o crashes oryoung drivers. P plates have been reintroduced to remindyoung or inexperienced drivers that they are novices and still developing their on-roadexperience. They also help other road users to exercise caution around P-plated drivers.

    A P plate is a sign that measures at least 146mm x 146mm and eatures an uppercasered letter P or an uppercase green letter P on a white background. You can buy P

    plates rom service stations, major retailers and automotive outlets. Check with yourlocal supplier or cost. You can also download and print a colour template romwww.transport.qld.gov.au/youngdrivers. I you are a P1 or P2 licence holder, you mustdisplay your P plates so they can be clearly seen at the ront and rear o your car.

    a modied engine requiring approval under the Transport Operations (Road

    Check your vehicles power specications on the vehicle manuacturers website,or a car guide website such as www.redbook.com.au or www.carsguide.com.au.

    You may request an exemption, but exemptions are considered on a case-by-casebasis in accordance with strict guidelines. I you breach the high-powered vehiclerestriction, a penalty will apply.

    Mobile phones

    All drivers are banned rom using a mobile phone that is held in the hand whiledriving (see page 118). Additionally, the restrictions that apply to learner licenceholders under 25 and their passengers still apply during the P1 period. P1 licenceholders under 25 are banned rom using mobile phones at any time while driving,and this includes using hands-ree kits, Bluetooth accessories and loudspeakerunction. Passengers o P1 licence holders are also banned rom using mobile phoneson the loudspeaker unction.

    I youre under 25, a P1 licence holder and need to use your mobile phone, you mayuse it only when you are legally and saely parked. I you breach the mobile phonerestriction, a penalty will apply.

    Peer passengers

    Research shows that the risk o having a crash is higher when a young driver iscarrying more than one passenger o a similar age to them (their peers) intheir vehicle.

    When you are driving on your P1 licence, you may only carry one passenger agedunder 21 (excluding immediate amily members) between 11.00 pm and 5.00 am. Youmay request an exemption, but exemptions are considered on a case-by-case basisin accordance with strict guidelines. I you breach the peer passenger restrictions, apenalty will apply.

    Demerit points

    I you accumulate 4 or more demerit points over a one-year period, you will have thechoice between:

    Open licences

    You may be eligible or an open licence i youhave held your P1 or P2 licence or the

    required period:

    I you were under 23 when you got yourP1 licence, you must hold your P2 licenceor at least two years (not includinglicence suspensions or cancellations) toprogress to an open licence.

    I you were 23 when you got your P1 licence, you must hold your P2 licence orat least one year (not including licence suspensions or cancellations) to progressto an open licence.

    I you were 24 when you got your P1 licence, you must hold it or at least oneyear (not including licence suspensions or cancellations) to progress to anopen licence.

    I you were 25 or over when you passed your practical driving test, you wouldhave been issued with a P2 licence with certain conditions. To graduate to anopen licence you are not required to undertake the Hazard Perception Test.

    Conditions for open licence holders

    You must remove any P plates once you receive your open licence.

    Always keep your licence with you when driving, and show it to any policeocer who asks you to do so. I you do not have the licence with you, you maybe given 48 hours to produce it at a police station nominated by the policeocer. You may be ned i you do not produce your licence.

    Probationary and restricted licences

    Probationary licences

    Conditions for probationary licence holders

    You must:

    carry your licence at all times when driving

    You may:

    drive any class o vehicle shown on your licence

    learn to drive a higher class vehicle as long as you are with someone who holdsan open licence or that class vehicle and has held that licence or at least oneyearsee Driver licence classes, page 7.

    Restricted licences

    I you are convicted o drink driving but need a licence to earn your living, you mayask the court that convicts you to grant you a restricted licence, commonly knownas a work licence. You must apply to the court or this licence beore the Magistratedecides what period you will be disqualied or.

    You are not eligible to apply or this licence i any o these conditions apply to you.

    You have had another drink driving oence in the past ve years.

    You are under 25 years o age and hold a learner or provisional driver licence.

    You did not hold a Queensland provisional or open driver licence at the time youcommitted, or were convicted o, the drink driving oence.

    In all cases, you must be able to prove to the court that you need a driver licence toearn your living.

    Conditions for restricted licence holders

    You must hold the restricted licence or the same period as the disqualication

    period imposed by the court.

    You may only drive the class o vehicle shown on the licence and drive thevehicle in accordance with conditions stated on the court order.

    You may also be required to hold a probationary licence or a required periodo time beore being eligible or an open licence.

    Motorbikes

    To be eligible or a motorbike (class RE) learner licence, you must have held a car

    (class C or CA) provisional or open licence or at least one year.

    You may choose to obtain your motorbike (class RE) provisional or open licence

    through Q-Ride or by passing the Queensland Transport Q-SAFE practical riding test.

    The main dierences are outlined in the table below.

    The Q-SAFE method

    Conditions for learning to ride

    You must:

    obey the conditions shown on your learner licence

    always carry your learner licence when you are learning to ride

    only be taught by a person who holds an open class RE or class R licence and hasheld this licence or at least one year

    only learn to ride a motorbike with an engine capacity o not more than 250 mL

    always display an L plate on the rear o the motorbike you are riding or on theback o a vest worn while ridingsee L plates, page 19.

    Your rst motorbike licence will be or a motorbike not more than 250 mL enginecapacity (class RE). Ater you have held your class RE provisional or open licence or at

    least one year, you may learn to ride a class R motorbike with an engine capacity morethan 250 mL under this licence, but you may only be taught by a person who holds anopen class R licence and has held this licence or at least one year.

    Note: I the vehicle has pillion passenger seating or a sidecar, your supervisor mayeither accompany you by sitting on the pillion i suitable ootrests are tted, or bybeing saely seated in the sidecar. I the vehicle does not have passenger seating ora sidecar, then you may learn to ride the motorbike under the direction o a personollowing at a sae distance on another motorbike or in another vehicle.

    Special rules about mopeds

    I you have a class C learner licence and you want to learn to ride a moped, you must:

    always carry your learner licence when you are learning to ride

    be accompanied by, or ride under the direction o, a person who holds an openclass C, RE or R licence and has held this licence or at least one year.

    You cannot take the practical driving test on a moped because it is not representative

    o the class o vehicle that may be driven under a class C or RE licence.Note: i you hold a C, RE or R provisional or open licence, you are already authorised toride a moped without supervision.

    You may also choose to obtain your motorbike (class R) provisional or open licence

    through Q-Ride (ater obtaining your Q-Ride certicate) or by passing the Q-SAFE

    practical driving test on a class R motorbike. However, you must have held your class

    RE provisional or open licence or at least one year beore learning to ride a class R

    motorbike.

    Q-SAFE practical riding test

    You must pass a practical riding test beore your provisional or open licence will beupgraded to include a motorbike class.

    For inormation on booking your practical test, see page 22.

    Test vehicles

    For your test, you must ride a motorbike that is a standard test vehicle or thelicence you want.

    Licence class Vehicle requirement

    RE (restricted motorbike) A motorbike with an engine capacity o not more than 250 mL.

    Note: The test cannot be taken on a moped or a motortrike.

    R (motorbike) A motorbike with an engine capacity more than 250 mL.

    Note: The test cannot be taken on a motortrike.

    The vehicle must be registered and pass a basic saety check conducted by theriding examiner. Beore turning up or your test, make sure the vehicle would passthe saety check by having:

    signalling devices, horn and stop lights that are all workingbrakes and tyres that are in good condition

    mirrors that are adjustable.

    Clothing requirements

    Queensland Transport recommends that you wear the ollowing clothing when youtake your motorbike test:

    pants made rom heavy material that cover leg length

    long-sleeved shirt or jacket made rom heavy material

    gloves providing appropriate protection

    long-sleeved shirt or jacket made rom heavy material

    You must wear an Australian Standard AS1698(1988)motorbike helmet whenriding a motorbike, including when taking the test.

    A message from your riding examiner

    The riding examiner will make the ollowing statements to you beore starting your

    riding test:

    Q-SAFE is designed to evaluate your ability to ride saely and correctly in dierentsituations, which may include a variety o speed zones.

    I will be asking you to undertake a series o riding tasks throughout theassessment. You will be given clear directions in ample time.

    I will ollow you during the riding assessment. Please keep me in your vision andshould we get separated during the assessment, please stop somewhere sae and

    legal and wait or me.You will be given clear instructions in ample time. Directions will be given by radio.I radio reception o directions given become unclear, pull over somewhere saeand legal and I will give you urther instruction.

    At no time during the assessment will I ask you to perorm any riding tasks thatare illegal.

    Once the assessment has commenced, I am unable to answer any questions thatmay infuence your riding perormance.

    Pre-ride check

    The test will start with the pre-ride check ollowed by the on-road riding test.

    The pre-ride check will involve the riding examiner asking you to locate and explainthe operation o the uel reserve, choke, kill switch, side stand, horn andheadlight/dip switch.

    On-road riding test

    The individual on-road test time will be 35 minutes or less or both the class RE andR licence.

    The on-road riding test will include general riding exercises and low speedmanoeuvres.

    In your on-road riding test, the riding examiner will check that you do the ollowingprocedures correctly:

    The Q-Ride method

    Q-Ride is a competency-based training and assessment program aimed at improvingthe quality o learner rider instruction. Q-Ride ensures that participants continue theirtraining until they can demonstrate they are competent against set standards.

    Q-Ride Registered Service Providers are accredited by Queensland Transport.

    Eligibility

    You can sign up or Q-Ride to get your class RE motorbike licence as soon as you getyour class RE learner licence.

    Applying for Q-Ride training and assessment

    To get your motorbike licence (class RE or R) with Q-Ride, ollow these steps:

    1. Get startedyou need to hold a class RE learner licence to learn to ride a classRE motorbike, or a class RE provisional or open licence or at least one year tolearn to ride a class R motorbike.

    2. Choosea Q-Ride registered service provider. Your choice may depend onlocation, ees and charges.

    3. Enrolin Q-Ride training with a Q-Ride registered service provider.

    The registered service provider will ask you to provide some inormationabout your licence history to determine which class o motorbike you areeligible to learn to ride.

    4. Learndevelop your motorbike riding skills through progressive training.You must always carry and show your class RE learner, provisional or openlicence to any police ocer who asks you to do so. You must only receiveinstruction rom another rider who holds an open licence or the class omotorbike you are riding and who has held that licence or at least one year.

    5. Certicatewhen you have been assessed as attaining the requiredcompetencies by an accredited rider trainer, the Q-Ride registered serviceprovider may issue you with a competency declaration (Q-Ride certicate) orthe class o motorbike you have successully learnt to ride.

    6. Licencetake your Q-Ride certicate together with your driver licence intoa Queensland Transport customer service centre to apply or either your classRE or R provisional or open licence.

    Additional road rules for motorbike riders
