The Municipality has put together a festive season management plan to ensure that the visitors have blissful and a memorable stay in Durban. Unveiling the festive season plans on Wednesday, the Speaker Logie Naidoo said, the special focus areas of the plan include traffic control, separated children and enforcement of by-laws. “The plan is aimed at mitigating incidents which are associated with the festive season so that holiday-makers can have safe holidays. “We are going into this festive season with the preparations of hosting the AFCON tournament and our visitors are welcome to extend their visit until the end of the tournament. We encourage our visitors to explore our townships in order to learn about the history of eThekwini and the cultural diversity of our citizens. “All safety and security personnel will be out in full force, to ensure that Criminals and law breakers do not spoil the festivities for the rest of the citizens,” said Naidoo. Last year the City recorded one million visitors that descended at the beachfront with no drowning reported. The revenue generated last year during the festive season was R1.2 billion and it is expected to increase this year. Water and Sanitation Head, Neil Mcleod, has assured holiday-makers that the water at beaches is safe. The visitor’s safety is the City’s priority hence the Municipality has increased the number of Metro Police that will be deployed at the beach. About 69 security guards have been hired to complement the Metro Police. The Chairperson of the Festive Season Management Committee, Christo Swart said, 25 of those will cover the pools and the beaches and the other 44 will compliment the law enforcement staff including deployment along the beachfront. “We have a total of 32 pool guides and 20 child minders who have been trained and orientated and are ready to commence their duties. “The kids that get separated with their parents remain a concern for us and that is why we have 24 childminders . The overnight holding facility will be at Claire-Ellis Brown Pre- primary School in Hospital Road,” said Swart. The Metro Police Spokesperson Eugene Msomi said, the police visibility at the beach will be very high and tough measures will be taken against those who will bring alcohol at the beach. “Roadblocks will be a feature this festive season. We will have them in all the entrances to the beach to ensure that no one brings alcohol. We are issuing permits to beachfront residents, service providers and those that will be staying at the hotels,” said Msomi. To ensure that the beach is clean at all times, the Municipality has employed 68 seasonal litter pickers for the duration of the festive season. [email protected] City ready for festive season THEMBA KHUMALO, ROMITA HANUMAN and APHELELE NTUMBU THE eThekwini Municipality joined millions of people around the world last Saturday in observing the United Nations’ (UN) World Aids Day to raise awareness about HIV/AIDS and to demonstrate solidarity in the face of the pandemic. Speaking at the event hosted at the Mpumalanga stadium, Mayor James Nxumalo said, “We urge people to get tested. We want to have zero new infections.” Between 2011-2015, World Aids days will have the theme of “Getting to zero: zero new HIV infections. Zero discrimination. Zero Aids related deaths”. Nxumalo, who on the day tested for HIV, TB and blood sugar levels said the focus was on young people, “especially those between the ages of 14 and 25. However, we are not saying those that don’t fall within this age group shouldl be ignored. “Now, HIV is no longer a death sentence for those who are affected and the disease doesn’t come with the same social stigma.” He said according to the UNAIDS, South Africa has increased the numbers treated for HIV by 75 percent in the last two years and new HIV infections have fallen by more than 50 000 in those two years. The organisation says South Africa has also increased its domestic expenditure on AIDS to $1.6 billion, the highest by any low-and middle-income country. Winnie Modise, who plays Khethiwe in the daily soapie Generations, who was among the dignitaries that attended the event said ,“We also want to assist government in the fight against HIV and Aids.” This year’s World Aids Day saw many events being organised in and around the City. One of these took place at the SJ Smith hostel Sports Grounds in Lamontville. The event was organised by the South Durban Basin office, Sizakala Centres and the Health Unit. [email protected] [email protected] City commemorated World Aids Day THE urgently needed second phase of the Western aqueduct pipeline is underway once again. Neil Macleod, Head of eThekwini Water and Sanitation (EWS) said that bids had been received for the first sector of the pipeline project. These would be adjudicated and the tender awarded early in the new year. The second sector would also be released for tendering at the beginning of 2013. He said EWS had unbundled the 55km pipeline project into six individual projects which would be rolled out over a seven year period. The seven kilometre long first sector, valued at approximately R125 million, will stretch from Inchanga Station to Alverstone Neck. The second, which begins at Alverstone Neck and has a similar value, will end at Ashley Drive in Kloof. Construction is expected to begin during the first quarter of next year. EWS had called for expressions of interest from the contracting fraternity and has selected 16 contractors to form two panels – one made up of companies qualified to deal with large diameter pipes and one comprising companies that are able to work with pipes with smaller diameters. This process was concluded in September. The 16 contractors included on the panels will be invited to tender for the different contracts that make up the overall project. The entire 55km second phase begins at Inchanga Station and ends at Ntuzuma and includes two branch pipelines to Tshelimnyama and Mount Moriah. It is expected to significantly strengthen the capacity of bulk water supply to the western regions of eThekwini, injecting up to 400M/day. At the same time, it will ultimately boost much needed water supplies to the north of Durban. Macleod said that further delays to this project would have detrimental consequences for Durban as current water supply infrastructure was unable to cope with the forecast future water demand. In addition to large commercial and industrial projects that are on the drawing board, the city’s population is expected to increase by at least 20 percent by 2030. THE urgently needed secondphase of the Westernaqueduct pipeline isunderway once again. NeilMacleod, Head of eThekwiniWater and Sanitation (EWS)said that bids had beenreceived for the first sector ofthe pipeline project. Bridge to rescue residentsfrom flooding in Umlazi

Screams of joy, whistles andhooting of the passing trafficwas an indication that peopleof Umlazi are celebrating theopening of a bridge that linksL and M sections in thistownship.

A 15-metre long bridgeconnecting the two sectionswas officially opened for

public use on Monday byWard 83 CouncillorMandlenkosi Xhakaza afterproperties around this areawere being flooded duringrainy days, and it wasdeemed necessary for thebridge to be expanded toallow more water to flow intoIsipingo River.

The construction of thisbridge commenced in 2010

and the contractor that wasoffered the job worked on thefirst phase and he experien-ced some financial difficultiesand his contract had to beterminated.

Cllr Xhakaza said, “I amrelieved that this bridge isopened for traffic now.Motorists, the taxi industryand people in general havebeen waiting for this day

where we are removing conesand allowing traffic to flow.”

The R4m bridge is finishedwith concrete slab withretaining guardrails and high-level professionals andengineers were part of thedesign phase to ensure itsfuture safety. A taxi operatorin Umlazi, Super Ngobesesaid, “We are thankful thatthis bridge is being openedwhen we are approaching thefestive season where taxis aregoing to be busy transportingpeople to different destina-tions. The collapse of thisbridge affected our business alot as passengers had to walka long way to catch a taxibecause we had to use detourroutes during the constru-ction.” Pat Fakazi who opera-tes buses said, “The openingof this bridge will bring reliefto some residents as we drivenight buses and ourpassengers have been robbedand some died while walkinglong distances during theconstruction phase.”

ETHEKWINI Municipality’ssenior management held atwo and a half day strategicmanagement workshop.Championed by the CityManager Sibusiso Sithole,participants included DeputyCity Managers, Heads ofUnits and Project Executives.This was the first time in overa number of years that seniormanagement had cometogether as a team to look atthe challenges andopportunities in eachrespective Cluster/Unit. Theworkshop allowedmanagement to discuss in arelaxed forum on issuesaffecting the organisation.

The City Manager said theworkshop provided animportant platform for allUnits in the Municipality toreflect on where the City wasgoing and to air their viewson important strategicobjectives.

“We felt it was critical thatwe start to look at issues as ateam so that we remainfocused on goals that arestrategic. The emphasis is

how do we execute thestrategies we already have.The main challenge thatwe’ve identified is that wehave not been effective onthe implementation of ourstrategy,” said Sithole. Hesaid it was also important toestablish synergy betweendifferent Units andDepartments.

The workshop alsoemphasised the importanceof responding to the needs ofcustomers and to ensure thattheir queries are attended to.There was also a need to lookafter Municipal employees“which is an importantcondition for achievingcustomer satisfaction”.

Lead Facilitator from theMunicipal Institute ofLearning Sogen Moodleysaid he was encouraged bythe energy and enthusiasmof the senior managers whoworked into the night inorder to prepare action plans.“All participants signed theKarridene Accord which laiddown responsibilities andtime frames for each of theaction plans developedduring the workshop.”

City embarks onstrategy workshop

ETHEKWINI Mayor JamesNxumalo has assuredNewlands residents thatthere are plans andprogrammes in place toaddress their concernsduring the recent imbizoheld at John Dory SportsGround.

He said, “We have allocateda budget of more than R274million for the provision ofhouses in this zone aloneand a further R16.4 millionwill go towards the provisionof electricity and upgradingthe aging infrastructure inthe next three years.”

Nxumalo said electricity,roads and infrastructure alsohave huge sums of money

planned to be rolled out inthe next three years for thebetterment of the lives ofcitizens. “The aim of thisimbizo is to give feedback onour plans and as such, thereare a number of plannedprojects for this area, someof which have alreadystarted,” said Nxumalo.

Housing, electricity andaccess to water still remains

the most prominent issuesthat the citizens ofeThekwini face and this hasbeen the prevalent trend inall the issues that are raisedin the on-going MayoralImbizo Outreach campaign.

Kevin Ogle, a resident ofNewlands said: “We are veryhappy to see that the Mayoris visible. However, we arevery concerned at the lack of

development in theNewlands area. We see otherareas of the City developing,getting solar geysers andother basic services whichinclude housing, but we areseeing none of thathappening in our areas.”

Responding to the issue ofunemployment, and otherconcerns raised by residents,Nxumalo said the

Municipality has a skillsdevelopment programmethat is aimed at offeringexperiential training tounemployed graduates andthe programme is targeted atemploying about 2000people every year.

The next imbizo will coverthe Henry Bona and ArchieGumede zones.

KWAZULU-Natal Premier DrZweli Mkhize has intensifiedefforts to create socialcohesion because hebelieves that a united societycreates a conduciveenvironment for governmentto work effectively.

Mkhize was speaking at aSocial Cohesion and ServiceDelivery ConsultativeConference, focusing on theColoured community atMoses Mabhida Stadium lastweek with the aim offostering relations andcohesion amongst all socialgroups.

He said the intention wasto create a unified societywhere all citizens are equaland are treated as such inorder to address servicedelivery. “All citizens areentitled to the samegovernment servicesregardless of race, gender orethnicity. These kinds ofdiscussions provide aplatform for us to deliberateon issues that our peopleface. Public participation is acore element of goodgovernance and weacknowledge the need to get

government closer to thepeople in order to ensurethat no social groups feelsidelined in governmentpolicies and programmes,”said Mkhize.

Furthermore, Mkhize saiddiversity is one of ourcharacteristics and shouldnot be what keeps us apart,“We have an obligation to beaccountable to our societyand that should not beguided by politicalaffiliations and ethnicity, butis also as important to notethat sometimes publicexpectations exceed theavailable resources andcapacity.”

This initiative was part ofthe Operation Sukuma Sakheand some of the topicalissues that dominated thedeliberations includedeconomic empowerment,safety and security, as well ashealth and service delivery atlarge.

MEC for Transport andCommunity Liaison, WilliesMchunu agreed that therewas a need for more policevisibility and the responsetime by police was stillquestionable. “We have setup community structureslike ward committees,

Community Police Forums(CPF) that will be trainedproperly to work withMunicipalities to assist us infighting things like drugabuse and crime,” saidMchunu.

Mike Mabuyakhulu, MECfor Economic Developmentand Tourism said there are alot of infrastructure projectsthat are lined up for theProvince and they arelooking into ways ofensuring that KwaZulu-Natalcitizens benefit from themand central to achieving thiswas the issue of skillsdevelopment. “Of the 566infrastructure projects thatwere announced by theNational Assembly valued atabout R80bn, 331 of those(to the value of R43bn) will

directly impact eThekwini.We will be hosting a lot ofworkshops to inform peopleabout the opportunities thatare available and how theyshould capitalise on them,”he said.

Clint Leverton, Chairmanof the Merewent CPF saidthey are happy that thegovernment is consultingwith them and this givesthem hope that theirproblems will be addressedsoon. “I would like to thankthe Office of the Premier andthe Municipality for hostingthis conference, we needmore platforms like this tocreate unity and addressservice delivery,” addedLeverton.

Re-opening ofUmngeni BirdPark

THE Municipality’s Parks,leisure and CemeteriesDepartment has re-opened theUmgeni Bird Park, after it hadbeen placed under quarantinesince late October, due to thedeath of a Buffon’s Macawthat was killed by foodpoisoning.

The park was placed underquarantine as a precautionarymeasure. During this time, theState vet took 49 swabs fromthe bird population and theenvironment, all of whichtested negative for SalmonellaEnteritidis.

The quarantine on the parkwas officially lifted on Friday,16/11/12 and theMunicipality looks forward to abumper holiday season withvisitors enjoying the manydelights, beautiful birds, theFree Flight Bird Show andnatural surroundings whichhave been and still are thehallmark of the Bird Park.

Residents are encouraged tovisit the park to enjoy our bi-diversity and interact with theunique creatures that live inthe park.

Winile Mtungwa fromDurban Tourism office saidthe campaign is aimed atdeveloping rural tourismand to increase tourists inthe City.

THE Parks, Recreation andCulture Unit (PRC) throughits Department of Sport andRecreation Developmentkept the promise it madeduring the 67 minutes forMandela that everydayshould be a Mandela Day.

Two months before theMandela Day, the entire PRCmanagement led by its HeadThembinkosi Ngcobo visitedJL Dube High School with anaim of identifying thepossible programmes thatcould be established to assistthe school. After the visit theUnit adopted the schoolwhich then culminated in itsmakeover during theMandela Day.

Recently, the Departmentwent back to the school todonate and handoversporting equipment whichincluded netball kit, soccerkit, 20 netball balls, 20umlabala and cheers boards,table tennis equipment and20 soccer balls.

The Department'sManager, Ravi Subrumoneysaid that this was the kind ofpartnership they encourage.

"We believe that throughhelping the school we wouldhave contributed immenselyto the community of thisarea. During the MandelaDay, we identified the areaswhere we could assist theschool. We painted theschool, furnished theirlibrary with books, did the

landscaping and handedover the swimming pool,"said Subrumoney.

The School Principal SiphoMagwaza said they wouldlike to thank the Municipalityfor keeping the promise.

"The school in generallacked sporting equipmentand this has resulted in poorperformance whenopportunities arise for us tocompete at the local,provincial and national level.Receiving the equipment willboost the confidence and themorale for the school. Thiswill improve the overallperformance for the wholeschool," said Magwaza.

IN its endeavour to uplift thestandard of education in theregion, the eThekwiniMunicipality has opened astate of the art library inIntshanga, west of Durban.

This much neededresource is in the heart of therural Intshanga and it willoffer the services of a normallibrary which will includestudy rooms, an expandedvariety of books, activityrooms, information desk anda 24-hour study hall.

Officially opening this stateof the art facility, the MayorJames Nxumalo said the daysof Intshanga communitytravelling long distances for alibrary are now a thing of thepast.

“It was a dream of thiscommunity that one daythey will have a library.Building of libraries is notour mandate butunderstanding thechallenges of the Nationaland Provincial government,

we said let us not fold armswhen our people suffer. Weare well aware that there’shuge demand to build morelibraries and that is why weare increasing mobile libraryservices. In eThekwini wetake education very seriously,hence, in the next few weekswe will be opening anotherlibrary in Umkhomazi andwe will build three more inthis financial year,” saidNxumalo.

Echoing the Mayor’ssentiments, the Chairpersonof the Health, Safety andSocial Services Committee,Councillor Zandile Gumedesaid in line with the City’sgreen agenda, the library is agreen building even if thereis no electricity it can stillfunction.

Head of Parks, Recreationand Culture, ThembinkosiNgcobo said they haverequested more budget tothe Council so that they canbuild more libraries.

“Currently the libraries thatwe have only cover 70

percent of eThekwini and wewould love to increase that toat least 90 percent. We wantto cater for a diverse group asmuch as possible,” he said.

IN a bid to address healthchallenges and poor servicesin health institutions, theeThekwini Municipality’sHealth Unit managementrecently visited NewGermany Road informalsettlements in Reservoir Hillsto identify the gaps and toprofile the citizens so thatthey will know what peopleneed in order to improvetheir services.

Councillor Zandile Gume-de who chairs the Health,Safety and Social ServicesCommittee said theirmission is to improve healthand livelihood of citizens.

“I am fully behind thisinitiative of improving healthand other services in the

informal settlementsbecause everyone is entitledto access Municipal services.We are promoting equality,”added Gumede.

Head of the Health Unit, DrNomakhosi Gxagxisa said theReservoir Hills informalsettlement area was beingused as a pilot project. Shesaid the feedback received inthose areas will have a greatimpact as to how to improvehealth services.

“We need direct contactwith the people we areserving so that we will knowwhat they need most.Community upliftment anddevelopment are our keycomponents and we knowthat this will have a greatimpact on how to improvelives and service provision.

More than 400 householdswere profiled and the mostdisturbing common issuewas that people have littleknowledge when it comes tohealth issues. Many of themare reluctant to visit thenearest clinics because of thebad treatment they receive.

Gxagxisa said they willpresent this feedback to theMunicipality. “Since this wasthe pilot area, in January, wewill profile two informalsettlements based in thesouth, two in the north andtwo in the western parts ofeThekwini,” added Gxagxisa.Citizens were delighted toreceive useful information.
