Council MeetingsThe community is represented by seven elected councillors who are responsible for making decisions regarding the city and its residents.

These decisions are made at Council meetings which are generally held every three weeks in the Reception Room of the Civic Centre.

The meetings are open to the public and questions from residents relating to a service or activity of the Council are encouraged.

Any group or individual can request the opportunity to make a presentation at a meeting by contacting the Executive Assistant on 5559 4814.

Business SupportThe Business Support Unit provides assistance to existing businesses and new investors in a range of areas including skills development, marketing, investment and major projects development.

The unit also supports employers and employees with advice and skills support. The unit provides Skilled Migration services which include identifying and sourcing skilled migrants for employment, gaining access to Regional Outreach Officers to assist with the immigration processes for potential

employees, cultural awareness training for the workplace and regional promotion or settlement information packs.

Public HealthCouncil is responsible for a number of public health programs throughout the city including the immunisation program (see page 14) and food surveillance.

Council responds to complaints relating to food quality and hygiene issues, including premises standards, contaminated food and poor handling practices. Random food sampling is conducted on an on-going basis to ensure that a high standard is maintained.

Local LawsCouncil is responsible for enforcing a number of Government statues in relation to local laws, including animals, parking and nature strips.

Walking your dog Walking your dog is a great way to explore our beautiful city, but please be aware of the rules regarding dogs in public areas, particularly the foreshore, which is off limits to dogs during certain months of the year.

The following areas are prohibited for dogs:

• Lake Pertobe Reserve• Botanic Gardens• Merri River Mouth• Merri River wetlands • Jetty Flat Athletics Centre• Sports ovals• Ski Club beach frontage

What If My Dog Is On a Leash?You can walk your dog in the following areas on a leash:

• All public areas including residential streets and the city centre

• Blue Hole Reserve Bridge to Mouth, November 1 – April 30

• Foreshore walking tracks, including Foreshore Promenade

• Main beach area Flume Beach to Breakwater May 1 – October 31

Registration of PetsState Government legislation requires cats and dogs over the age of three months to be registered and microchipped.

Registration renewals are due on April 10 each year and payments can be made at the Civic Centre.

Annual renewal notices are posted and fees are reviewed annually.

Discounts apply for pensioners, microchipped pets, obedience trained or working dogs, dogs or cats over 10 years or animals registered with an approved feline or canine association.

Limit on the Number of PetsCurrently households are allowed a maximum of three dogs and five cats, but by 2014 this number will be reduced to a limit of two dogs and two cats unless a permit has been granted by the Council for breeding or other purposes. See Permits for more information. (p.11)

Animal Faeces in Public PlacesThe removal of animal droppings within public space is the responsibility of the owner, who must have in their possession a bag, container or other means of removing the excrement. The owner must produce this means upon request, as failure to do so will result in a fine of $234.

Horses On BeachesHorses are not allowed on the foreshore without a permit. See Permits for more information (p.11)

European Wasps and the Keeping of BeehivesEnglish, European and other non-native wasps nesting on a property must be destroyed by the property owner or occupier. A permit is needed to keep beehives. See Permits for more information. (p.11)

Free Parking Free parking is offered to returned service personnel and people with a disability however permits are required. See Permits for more information. (p.11)

ParkCardsParkCards are available from the Civic Centre for use in the electronic, multi-bay parking meters in the city centre. They can be purchased in the values of $20 or $50 from the Civic Centre.

Waste Management Council manages the waste and recycling contract for the collection of garbage and recyclables and provides education initiatives to promote recycling opportunities and waste minimisation.

Bin Rules Place your bin out by 9.30pm the night before your collection day. Visit www.warrnambool.vic.gov.au to check the bin day in your area.

A Recycle Bin is a 240 litre wheelie bin with a yellow lid for all recyclable containers, paper and cardboard - collected fortnightly.

A Garbage Bin is an 80 litre wheelie bin with a red lid for all garbage collected weekly.

Want To Order a Recycling/Garbage Bin? If you have moved into a new house and want to order a recycling or garbage bin, contact Customer Service. Missed Collection If you have done all you could to ensure your bin was out on time and in the right place for collection contact

Customer Service and report the missed collection. Customer Service will inform you of the procedure for missed bins.

Lost And Damaged Bins Council will replace or repair your recycling or garbage bin if it has undergone normal wear and tear. If you have lost your recycling or garbage bin or your bin is damaged contact Customer Service.

Stolen Bins If your recycling or garbage bin has been stolen you will be required to sign a Statutory Declaration and purchase a new bin. The cost is approximately $80 to replace a recycling bin and $70 to replace a garbage bin.

Tansfer Stations Council currently provides a domestic waste and recycling service through two privately owned operators. They are:

• Barton’s Transfer Station, 20 Harrington Road, Warrnambool. Phone: (03) 5561 1198.

• Statewide Waste, Koroit Street, Warrnambool (next to the showgrounds). Phone: (03) 5561 1195.

Other privately run waste and recycling services operate within the City and their contact details can be found in the Yellow Pages under ‘Rubbish Removal’.

Livestock ExchangeThe Warrnambool Livestock Exchange is the largest stock selling centre in South West Victoria and has strong commitment to quality of service, facilities and operations to ensure it meets customer needs.

Accreditations Warrnambool Livestock Exchange holds accreditations for Quality Assurance, Meat Standards Australia and European Union accreditation.

The airport has 13 hangars onsite accommodating both business and recreational aircraft. Ambulance Victoria, Helicopter Emergency Medical Services.

The airport averages around 50 aircrafts movements daily with General Aviation Maintenance and Ambulance Victoria fixed wing aircraft daily users. No landing or aircraft parking fees currently apply.

PermitsPermits are needed for a variety of different activities. You will require a permit for the following:

• Animal activities such as horses on beach, keeping of bee hives and breeding

• Building works, including extensions and sheds

Family ServicesChildren’s Services CentreThe Children’s Services Centre is a centralised children’s hub that provides information and a range of specialist services to young children and families located at Swan Reserve on Raglan Parade.

The staff can help you with:

• Triple P Positive Parenting programs• Support for kindergarten children with

additional needs • Inclusion support services for children

with additional needs in childcare family day care, outside school hours care and vacation care

• Parenting and child support programs and services

• Kindergarten enrolment enquiries and school readiness

Maternal and Child HealthMaternal and Child Health nurses are located at Florence Collins Children’s Centre and at the Archie Graham Community Centre. The nurses provide a specialised health care service for parents and their children aged from infancy to six years old, including:

• Appointment-based sessions and home visits

• Children’s developmental assessments at key ages and stages

• Parenting groups• Immunisation information and

assistance• Education, health and wellbeing• Enhanced home visiting support service• Information and resources for families

with infants and children up to six years

Daycare centres, Family care and Kindergartens Council operates three centre based childcare facilities and eight kindergartens. All contact details for daycare centres and kindergartens can be found in the community directory at the back of this book.

Council also provides family daycare options for families. For information on family day care contact 5559 4747.

Immunisation Warrnambool celebrates one of the highest immunisation rates in Australia and the Council offers free vaccinations as listed on the National Immunisation Program for infants and school aged children.

Clinics are conducted by appointment every Thursday at the Children’s Services Centre, corner Kepler Street and Raglan Parade.

In addition, after hours clinics are held once a month on a Tuesday evening and Saturday morning. Adult immunisations are also available by prior arrangement with Council’s Health Unit.Clinic dates can be obtained from the Civic Centre, your Maternal and Child Health Centre or on the website, www.warrnambool.vic.gov.au. Contact Council to make an appointment for immunisation.

Any variations to the venue or date will be notified in the Warrnambool Standard on Saturday in the City Council Noticeboard advertisement.

Following the completion of the four-year-old vaccination, statements are issued directly to parents from the Australian Childhood Immunisation Register.

Statements can also be obtained by phoning the Australian Childhood Immunisation Register on 1800 653 809.

Council can issue certificates for children that have a medical contraindication, conscientious objection or have received their immunisations overseas.

School Vaccination ProgramCouncil also conducts an extensive secondary school vaccination program.

The annual program provides immunisation against Hepatitis B, chickenpox, human papillomavirus (cervical cancer), tetanus, diphtheria and pertussis (whooping cough).

School Entry Immunisation Statements are required for school enrolment.

Youth ServicesYoung people’s involvement in Council projects range from consultation to direct participation during the development and delivery of youth programs.

Council also offers and coordinates youth committees including the Youth Council, FReeZA Group (Drug and Alcohol Free events) and the Youth Advisory Committee. Youth Discount Card The Youth Discount Card is a wallet sized card distributed to approximately 4,000 young people aged 12-18. The card has contact numbers of key youth agencies that are able to assist n wide range of issues and also has several discounts offered by local traders.

Youth Services operates from the Archie Graham Centre in Timor St.

Aged & Disability Services Council provides a comprehensive range of Home and Community Care services for older people, people with disabilities and their carers. Services are designed to help people and their carers to continue to live independently at home and participate in community activities.

Services include:

• Home Care • Home Maintenance • Meals on Wheels • Personal Care • Senior Citizens Club• Respite Care

Home Care & Home MaintenanceThese services are aimed at people who are unable to undertake home care duties due to frailty, disability or ill health. Priority is also given to people who require the service in order to continue to live independently and who have little or no other support. Meals on WheelsA variety of freshly cooked hot meals are delivered within the boundaries of the Warrnambool City Monday to Friday, every day of the year, including all public holidays. Weekend meals are also delivered chilled on Friday.

Volunteers who are registered with the Council deliver all meals and new volunteers are always welcome.

Personal CareTypical tasks undertaken by a trained Personal Care Worker may include supervision or assistance with bathing/showering, dressing/undressing, grooming, toileting and mobility.

Senior Citizen’s ClubThe Senior Citizens Club meets at the Archie Graham Community Centre in Timor St, and has more than 500 members who enjoy its varied weekly program and companionship.

Membership is $20 per year. There are often trips and special events throughout the year along with weekly activities such as cards, bowls, billiards, computer lessons, dancing, painting and a walking group just to name a few.

Respite CareThis service is available to assist in the care of frail older people or people with a disability who may be at risk if left alone while their carer has a break. Typical tasks undertaken by trained Home Care Workers include supervising children or adults in the home or in social or recreational activities in the community.

Archie Graham Community Centre The centre is a centrally located, active hub providing programs, information, opportunities and facilities for older adults and the broader community. Facilities include a community access computer room, hydrotherapy pool, a base and meeting place for a clubs, groups and organisations, together with room hire. The centre is located at 118 Timor Street, phone 5559 4920

Rural AccessRural Access facilitates partnerships with local organisations, businesses and the community in planning and

developing services, infrastructure and community activities. The service supports rural and regional communities to build community membership and participation opportunities for people with a disability. Contact this service on 5559 4864/5559 4828 for an appointment or further information.

Volunteers@WarrnamboolThis is a community service established by Council to provide information, registration and referral of volunteers and registration of volunteer organisations. Warrnambool Entertainment CentreThe Warrnambool Entertainment Centre is the city’s stage for the stars, with facilities available to the public for hire.

The Eva Gaspar Theatre is a fully equipped theatre, retaining the beautiful ornate arch and the walls of the former Warrnambool Town Hall.

The Civic Hall can be hired to host weddings, balls and dinner dances. There is floor space to seat up to 390 people or 250 with a dance floor. Bar facilities and catering are available.

The Green Room is a multi-purpose room suitable for small meetings, exhibitions, morning tea, product launches and media conferences.

The Entertainment Centre is located within the City Centre and in walking distance of many of Warrnambool’s top motels and restaurants. THE ENTERTAINMENT CENTRE WILL BE CLOSED FOR RENOVATION LATER IN 2010

Warrnambool Art GalleryEstablished in 1886, the Art Gallery offers a diverse collection of artworks housed in a purpose-built museum at the southern end of Liebig Street, adjacent to the Civic Green.

The Gallery presents around 30 exhibitions each year ranging from artwork made by local students, projects developed by emerging artists and major presentations by established Australian art practitioners.

The permanent collection includes historic and contemporary images of the Shipwreck Coast region, varied responses to the topography of Tower Hill, elegant European salon paintings of the 1880s, avant-garde modernism of the 1950s, Australian printmaking post 1970 and romanticised colonial era landscape painting.

There is an active Gallery Friends group that hosts regular social events and activities. The Gallery shop has a range of selected giftwares, cards, toys and artworks.

Open weekdays 10am – 5pm, weekends and public holidays Noon – 5pm, with free entry.

Flagstaff Hill Maritime VillageFlagstaff Hill Maritime Village on Merri Street is an iconic and award-winning 10 acre maritime facility overlooking Warrnambool’s Lady Bay on the Great Ocean Road.

Flagstaff Hill also boasts Victoria’s most exciting night time tourist experience by combining 1870s charm and heritage with Australia‘s only nightly sound and laser show – SHIPWRECKED! Shows run nightly from dusk. Bookings are essential.

Flagstaff Hill is open between 9am and 5pm daily except Christmas Day and is available for function hires.

Botanic Gardens The Botanic Gardens are located on the corner of Queens Road and Cockman Street. Functions can be held in the gardens and there is no hire fee. An application form is available from Council’s Customer Service Centre or from our website.

Lake Pertobe Adventure Playground Lake Pertobe Adventure Playground is a year-round family attraction, with its 20 hectare adventure playground housing giant slides, flying foxes, a maze, boat rides on the lake and much more.

There are walking tracks around the lake and the park features numerous picnic areas and sheltered BBQ facilities.

The area also houses lawn tennis courts, mini golf, a jumping pillow and an athletics track.

Alcohol consumption is prohibited between 2pm to 4pm and 10pm to 11am daily in all areas of the lake including the reserve on the south side of Pertobe Road.

Dogs and horses are prohibited at all times.

Mahogany TrailThe 22km Mahogany Trail walking track extends from Warrnambool to Port Fairy, passing the possible site of where the Portuguese vessel, known as The Mahogany Ship reportedly ran aground in the 1500s.

Take a walk and see if you can unravel the mystery. A high standard of fitness/experience is required to complete the whole walk.

Middle IslandMiddle Island is located in Stingray Bay and is home to a colony of Little Penguins. The penguin population was under threat from foxes so Council and Warrnambool Coastcare undertook a world first trial by introducing Maremma Dogs onto the Island to protect the penguins.

While the island is now off limits to the general public, a volunteer research team conducts regular penguin counts during the breeding months. Tours to the island also operate during the summer school holidays.

Promenade The 5.7km foreshore promenade stretches from the Breakwater along the coastline to the famous Southern Right whale nursery at Logans Beach. You can walk, run, ride or skate along this scenic trail.

RiversThe Merri and Hopkins Rivers both offer excellent river based activities. The Merri is regarded as one of Victoria’s finest Brown Trout streams, while the Hopkins River offers boat launching facilities, water ski zones, rowing opportunities and floating jetties to fish off.

Whale WatchingAlmost every year between June and September, female Southern Right whales return to Logans Beach to calve. The whales often swim within 100m of the shore and can be viewed from a platform in the sand dunes or from Logan’s Beach.

Sporting Facilities Council provides support and assistance to local community clubs and organisations. The Recreation Unit can assist local groups in the following areas:

• Use/hire of Council owned and managed facilities, including Reid and Harris Ovals

• Funding opportunities through Council’s Community Development Fund program (annual funding round is open from July-August inclusive)

• Advice and assistance with project planning and funding applications

• Assistance for individuals or groups participating in National or International events

AquaZoneAquaZone is a state-of-the-art aquatic leisure centre with four heated feature pools including an indoor eight-lane 25m lap pool, program pool, beach-entry leisure pool and an outdoor Olympic-sized pool.

Also on offer are a gymnasium, aerobics studio, spin studio, crèche, café, plus a range of fitness classes, including Les Mills, Aqua Aerobics, Boxing Circuit and Spin.

The centre also runs an extensive Learn-to-Swim program for people aged six months to adults.

Warrnambool Stadium The Warrnambool Stadium adjoins the Val Bertrand Netball Centre on Caramut Road. Locally known as ‘The Arc’, the stadium boasts an impressive range of facilities, including:

• A show court with spectator seating for approximately 700

• A highball court area consisting of two basketball or netball courts, four volleyball courts or ten badminton courts

• A multi-purpose room with catering and viewing to the show court, which is available for training, meetings and functions

The stadium is home to local basketball, badminton and volleyball competitions, as well as hosting the home games of the Warrnambool Seahawks and Mermaids basketball teams in their respective Australian Basketball Association and Victorian Basketball Association leagues.

Council’s Gymnastics program is conducted in the Arts & Crafts Pavilion at the Warrnambool Showgrounds. The program caters for Kinder Gym, Recreational and Competition Gymnastics.

Surfside Holiday Park Warrnambool Surfside Holiday Park offers unrivalled access to the beach, safe entry to Lake Pertobe Adventure Playground and is only a few minutes walk from the City Centre. The park is the ideal base from which to explore the superb attractions of Warrnambool and the surrounding district.
