Since 1990, San Diego County residents and businesses increased our recycling rate from 20% to more than 50%. But we can still do more!

WHY RECYCLE?Recycling the debris generated by construction, demolition and renovation projects saves natural resources, and can improve your project’s bottom line.

Natural ResourcesRecycling conserves our precious – and increasingly rare – raw materials, such as concrete, dirt, trees, metals and water. If you have to demolish a structure, consider SALVAGE and DECONSTRUCTION to preserve fixtures, concrete and wallboard.Landfill SpaceAs the region grows, recycling construction and demolition materials is vital to preserving landfill space. Most construction debris found in landfills could have been recycled. Water and EnergyProducing products from recycled material uses up to 50% less energy and water than the alternative.You can also conserve by choosing water and energy efficient appliances for remodels and new home construction— lowering operating costs over the life of the building.PollutionLess energy is used to make the same products from recycled materials than from virgin material—that means less air and water pollution! JobsRecycling creates long-term jobs and improves the economy. Each 10 thousand tons of debris generated creates 10 jobs at a materials recovery facility and creates 25 jobs at a recycling processor. In comparison, landfilling the material creates only one job.It’s the LawState law requires all new construction projects to recycle at least 50% of debris generated. Many local jurisdictions, including the County of San Diego, have Construction and Demolition Recycling requirements. Recycling requirements vary by jurisdiction, but materials commonly prohibited from going in the trash include: ASPHALT, CARDBOARD, CONCRETE, DIRT, ROCK, SAND and BRUSH.

Stop Waste... Before It Starts

REUSE MATERIALS• Consider remodeling or retrofitting existing

buildings for new use.• Instead of demolition, consider salvage and

deconstruction. Some companies even offer tax deductions for salvaged materials to offset the cost of deconstruction.

• List salvaged items on websites (i.e. freecycle or Craigslist) or donate to businesses that resell used building materials. Tax deductions may be available for donations.

• Use salvaged products or products made from recycled materials.

• Be precise! Measure twice, cut once. • Use standard size materials. • Choose durable rather than disposable

products and tools. • Use Green Building and energy efficient

practices and products for construction, operation and maintenance.

RECYCLING SAVES MONEY!

• Haulers generally charge less for recycling metal, concrete and clean wood than for normal trash collection.

• You can also use a scrap metal dealer or concrete facility for recycling collection.

• By diverting debris from trash bins into recycling bins, you can reduce your trash bin size and the number of weekly collections.

• Extra time spent separating materials usually costs less than landfill fees.

HAVE A WASTE MANAGEMENT PLAN

DECONSTRUCTION is the careful removal of materials from structures to recover valuable building resources. Deconstructed materials can be sold to salvage companies, which eliminates landfill disposal fees.

SALVAGE is using and saving reusable items, including doors, hardware, appliances and fixtures (preferably before construction begins to avoid damaging anything). These items are often rare like old-growth lumber or antique fixtures.

Tips for a successful plan:√ Appoint an onsite recycling supervisor.√ Require subcontractors to participate

in your recycling program.√ Consider deconstruction and salvage.√ Sort materials by type. Place signs on

bins indicating recyclable materials.√ Educate all workers on the project

to keep plastic bags and film, caulking tubes and other trash out of recycling bins.

√ Place recycling bins in a location that will prevent contamination or misuse by the public. Even a small amount of trash can make the entire load unacceptable for recycling.

RECYCLING CONSTRUCTION MATERIAL

Unincorporated County of San Diego Construction and Demolition Recycling Ordinance: The County requires debris from construction and demolition projects be diverted away from landfills. The Ordinance requires that 90% of inert material and 70% of all other material must be recycled. To comply with the Ordinance, applicants must submit a Debris Management Plan and a fully refundable Performance Guarantee prior to building permit issuance.

STATE LAW: CALGREEN STANDARDSEffective January 2011, CalGreen became part of the State of California’s new building standards. • Projects of all sizes must divert at least 50%

of waste from new construction projects. CalGreen requires builders/owners to complete a waste management plan. This plan should be developed before construction begins. Project managers should use the project’s planning phase to estimate materials that will be generated and identify diversion strategies for those materials.

• The code applies to new construction of buildings, including low-rise residential and most non-residential occupancies. "Low-rise residential" is defined as three stories or less. The code does not apply to demolition projects.

Does the Construction and Demolition Recycling Ordinance apply to my project?

This Ordinance applies to construction, demolition or renovation projects, 40,000 square feet or greater in the unincorporated County of San Diego. If you are building a phased residential or commercial development, the 40,000 square feet applies to the total proposed build-out of the project. All tract developments are subject to ordinance compliance.

What is required under the Ordinance? Each qualifying project is required to:1. Complete a Debris Management Plan.2. Submit a Performance Guarantee.3. Track trash and recycling loads in a daily

log at the job site.4. Submit a Final Debris Management Report

as a request for refund within 180 days of the Certificate of Occupancy. This report must be accompanied by all recycling and debris receipts from the project.

KEEP OUR WATER CLEANThe County's Watershed Protection Ordinance prohibits the discharge, either directly or indirectly, of anything but rain-water to storm drains or water bodies. Best Management Practices help prevent illegal discharges of debris (including soil) to nearby storm drains, creeks, rivers and the ocean.

STORMWATER BEST MANAGEMENT PRACTICES FOR CONSTRUCTION AND DEMOLITION• When possible, schedule demolition, grading

and excavation activities for dry weather. • Designate staging areas for materials,

including soils, away from storm drains. • Keep materials covered with a tarp or plastic

sheeting to shield them from wind or rain and to prevent run-off.

• Use dry clean up methods, such as sweeping and vacuuming whenever possible.

• Never bury waste. Contact your hauler for proper disposal of wastes and recyclable materials.

• Install storm drain inlet protection during construction.
