Official Call for the 98th National Convention of The National Exchange Club Houston, Texas, July 13-16, 2016

The 98th National Convention of The National Exchange Club will be held Wednesday, July 13, through Saturday, July 16, 2016, in Houston, TX. All convention sessions and meal events will take place at the Hyatt Regency Houston, unless specifically noted otherwise. Onsite convention registration will open on Tuesday, July 12, at 4 p.m., Central Time, and will be open during the convention at times listed in the official program booklet. Hotel Reservations Reservations should be received by June 10, 2016, and will be honored on a space-available basis. Room reservation orders should be made as early as possible, by phone, mail or fax to the hotel, using the information below; or a Room Reservation Request form, available on Exchange’s website at: www.nationalexchangeclub.org. All attendees wishing to make hotel reservations should complete the reservation form and submit it directly to the hotel at the following address:

Club Delegates Every club’s 2016/2017 officers (president, president-elect, immediate past president, secretary, and treasurer) can participate in the convention as voting delegates. Each club with a membership up to and including 49 can send three more delegates, and one additional delegate can be sent at every additional 25 member increment (being at 50, 75, 100 – etc.) based on March 31 membership reports. Clubs may choose alternates for all of these delegates. Delegates and alternates can be chosen from active, active honorary, life, at-large, and business (primary contact only) members of a club. If a club is more than 60 days in arrears for any indebtedness, the club’s delegates will not be allowed to vote. Club debts can be settled onsite. Convention Voting Credential cards will be mailed to club secretaries in April. All club delegates who will be representing your club in Houston should be listed on the card by the secretary and returned to National Headquarters by June 1. Upon return of the completed and signed Convention Voting Credential card, your National Headquarters will verify whether or not your club is considered in good standing and eligible to vote in accordance with Article IX (Conventions), Section 3, of the Bylaws for Local Exchange Clubs. No fees are charged for delegate participation in meetings and seminars, as each club pays an annual convention fee of $100 to cover this expense as part of its quarterly billing. At-Large Delegates The National Exchange Club recognizes members of the following groups as at-large delegates, with voting privileges not dependent on club appointment: National Board of Directors; Past National Presidents;

members of the National Committees on Jurisprudence and Laws, Resolutions, Credentials, and Elections; and district officers (district presidents, district presidents-elect, district secretaries, district treasurers, and immediate past district presidents). Onsite Registration Once delegates arrive at the convention they must register onsite in order to receive their voting credentials. Submitting the Convention Registration Card to headquarters in advance will help expedite this process upon arrival. On the day of the first business session, delegates can register until noon to vote on any items that may be considered that day. For other business sessions, delegates arriving later must have registered by 7:00 p.m. the day prior to the session. No Multiple Voting Each delegate has a single vote on any issue considered by the delegate body and must vote in person. No one registered as an at-large delegate is eligible to additionally serve as a club delegate, and no individual can serve as a delegate for two clubs. For more specific information on convention procedures, please refer to Article XII (Conventions) of the Bylaws of The National Exchange Club. Convention All-Events Package All attendees are requested to complete a Convention All-Events package form. This will enable headquarters staff to prepare a name badge and package for each registered attendee. It is important to note that the costs for meal events and entertainment are not included in the $100 per club convention fee paid by each club. Convention meal and entertainment tickets may be purchased on this form. Completed forms can be mailed or faxed to National Headquarters. Online registration is available at www.nationalexchangeclub.org. PROPOSED AMENDMENT DEADLINE For this year’s National Convention in Houston, Texas, the deadline for receipt of proposed amendments to the National Bylaws is Monday, May 16, 2016. Article XXII, (Amendments), Section 2, of the Bylaws of The Na-tional Exchange Club, requires that any proposed amendments must be received in writing by the Executive Vice President at least 60 days prior to the date set for the opening of the National Convention.

After the National Committee on Jurisprudence and Laws approves the form and language of the proposed amendments, National Headquarters will mail the amendments to all Club Presidents, Presidents-Elect, Secretaries, Treasurers, and all At-Large delegates on or prior to June 14 (30 days prior to the start of the National Convention.)

Policy Statement No. 3.17 – Disseminating Information on Proposed Amendments to the Bylaws of The Na-tional Exchange Club requires that all materials listing proposed amendments will identify the maker of the amendment. Within one week of approval by the Jurisprudence and Laws Committee, the proposed amendments will be posted Exchange’s website; and will be summarized in headquarters publications as practical, with information on how to obtain a full copy. Any printings shall clearly explain that dissemination of information on the proposals does not imply endorsement by The National Exchange Club or any official committee or board. April is Child Abuse Prevention Month, and a time for a united effort throughout Exchange to support Exchange's National Project, the prevention of child abuse.

NEC CHILD ABUSE PREVENTION SYMPOSIUM The NEC’s Annual Child Abuse Prevention Symposium will be held in conjunction with the NEC Convention. It will run July 12th -15th, 2016. This is a valuable training and networking experience for the staff of our wonderful Exchange Club CAP Centers. Please check in with your local CAP Center to ensure they are planning to attend. Many times tight budgets make attendance a challenge. Any support from local clubs can make a significant difference and is greatly appreciated. Also, remember to check out the Symposium’s workshop schedule. Convention attendees are welcome to participate in workshops, also! Contact: [email protected]. BELIEVE IN THE BLUE KITS ARRIVING SOON! The 2016 Believe in the Blue kits are in the mail and should arrive soon to all Exchange Clubs and Exchange Club CAP Centers that received one in 2015. If your club didn’t receive a kit last year, please contact CAP Services to request one. The kit contains two new tip cards as shown here: It also includes samples of previous years’ resources, which may be requested if desired. Let us know what we can do to provide further support for your Child Abuse Prevention projects in April! And don’t forget:

NATIONAL CANDIDATE FILING DEADLINE REMINDER Anyone wishing to file for a position on the National Board of Directors must submit a completed candidate form in writing to National Headquarters by March 16, 2016. Convention delegates will be electing individuals to fill the position of National President-Elect and, delegates in even-numbered regions will be electing a Regional Vice President. The March 16 deadline also applies to candidates seeking an at-large position on the NEC Foundation Board of Trustees. At the time of election, no current National Board member, District President, District President-Elect or Past National President is eligible for the at-large position. Also, no candidate for the at-large Foundation positions can be a candidate for another office at the same convention. In 2016, delegates at the National Convention will elect one (1) At-Large Trustee for a three-year term. Further nominations may be made from the floor, and must comply with provisions in the NEC Bylaws and the NEC Foundation Code of Regulations, respectively. A candidate must submit his or her intention to run in writing to the Executive Vice President prior to 9:00 p.m. on the first day of the convention. Candidates must be endorsed in writing by at least three Exchangites from three different clubs within their region, other than the candidate’s own club, who are entitled to vote in the convention. EXCHANGE UNIVERSITY Exchange University is a valuable online training resource available to all Exchange Club members. Not only is this educational opportunity an important training tool designed to assist officers and directors in their leadership roles, it is also a requirement for many national awards, including:

Distinguished Club President Award Distinguished Club Secretary Award Distinguished Club Treasurer Award Distinguished District Director Award

The submission of officer election reports each year (due by April 30) to National Headquarters, initiates the automatic enrollment of a club’s President, Secretary, Treasurer and all District Directors. Please be sure to check your membership records to verify we have accurate email addresses for these individuals.

Although these courses may be taken anytime throughout the year, completion of a course is required within 30 days of taking office if an officer desires to achieve any of the above awards. IRS MILEAGE REIMBURSEMENT RATE FOR 2016 – The IRS has adjusted its optional standard mileage rate to $0.54/mile for 2016. The National Exchange Club’s policy is to reimburse board members for Exchange-related travel up to their budget at a rate that is half of that of the IRS, or $0.27/mile.
