The European Union has experi-enced many changes in recent

decades, globalization, economic crisis and the new demands of the labour market. All these challenges makes that we, as citizens, have to adapt quickly to the changes, espe-cially in terms of training and em-ployment. Among the major challenges set by the European Union‘s strategy for 2020 is to reach 75% employment of people aged 20 to 64 years; freedom of workers established in the treaties of the European Union encourages the mobility of citizens to other EU member countries in search of an employment opportunity. Often this idea is truncated by the differences in the same qualifica-tions between countries of the Eu-ropean Union. In the struggle for the harmonization of the education sys-tems of the European Union we find

the key set competences On the recommendation of the Euro-pean Parliament and of Council of 18 December 2006: 1) Communication in the mother tongue; 2) Communication in foreign languag-es; 3) Mathematical competence and ba-sic competences in science and tech-nology; 4) Digital competence; 5) Learning to learn; 6) Social and civic competences; 7) Sense of initiative and entrepreneur-ship; 8) Cultural awareness and expression. These skills are the same for all mem-bers of the European Union, which represents a first step in the harmoni-zation of education systemsThe European country clubs have made great Efforts to Incorporate key competences into the National

Curriculum. The key competences are a big step towards the unification of education systems as they are the same for all Member States. Now it is turn to introduce them into the “formal education“ as a key part of all curriculums of the European Union.

The Vocational Training Center of Electronics Sousse-Tunisia trains

annually, nearly 1000 technicians and senior technicians in electronics, com-puter maintenance and telecommuni-cation. The center has experienced several methodologies in training as alter-nating training such as “the German model” and competency-based ap-proach used mainly in Canada. We believe that the approach that the YOTE project aims to implement and which consists of the development

of an innovative methodology based on “Units of Competence” including non-formal education activities is very interesting and will trainees in voca-tional training to learn skills that will allow enable them to face a job mar-ket increasingly difficult given the eco-nomic conditions in the world and al-low them to be more competitive. We also believe that this project will bring added value to the system of vo-cational training in Europe and neigh-boring countries.

Presentation of the 1st newsletter by BRCV Sousse Tunisia

4. Every partner should send the newsletter in an e-mail message to at least fifty email addresses.

Every partner presented the work that they prepared concerning the eight key competences methodolo-gy. The subject matter was discussed and corrected but also some propo-sitions were suggested.

All partners have agreed to include in the training course of each key competence, the following docu-ments:

Review of Work Packages ( WP) ,4, 5, 6 & 7 :

nation in month 6. Every partner will be responsible for dissemination in its own country and will use different tools for differ-ent target groups. A dissemination plan will describe in detail dissemination strategy and activities. The dissemination of the project will start from the very beginning, thanks to project website and press campaigns available from month 2 of the project. The logo will allow for instant public recognition of the project.

During the second meeting in Hannover, from the 24th to the 27th of June 2014, all partners presented

their proposals the training course correspondent to the eight key competences.

PS: The definitions below of key competences are based on the Recom-mendation of the European Parliament and of the Council of 18 Decem-ber 2006 on key competences for Lifelong Learning.

“Communication in the mother tongue is the ability to express and interpret concepts,

thoughts, feelings, facts and opinions in both oral and written form (listening, speaking, read-ing and writing), and to interact linguistically in an appropriate and creative way in a full range of societal and cultural contexts; in education and training, work, home and leisure.”

“Communication in foreign languages broadly shares the main skill dimensions of communica-

tion in the mother tongue: it is based on the ability to understand, express and interpret concepts, thoughts, feelings, facts and opinions in both oral and written form (listening, speaking, reading and writing) in an appropriate range of societal and cultural contexts (in education and training, work, home and leisure) ac-

cording to one’s wants or needs. Communication in foreign languages also calls for skills such as mediation and intercultural understanding. An individual’s level of proficiency will vary between the four dimensions (lis-tening, speaking, reading and writing) and between the different languages, and according to that indi-vidual’s social and cultural background, environment, needs and/or interests.”

3- MATHEMATICAL COMPE-TENCE AND BASIC COMPETENCES IN SCIENCE AND TECHNOLOGY

4- DIGITAL COMPETENCE

“A Mathematical competence is the ability to develop and apply mathematical thinking in order to solve

a range of problems in everyday situations. Building on a sound mastery of numeracy, the emphasis is on process and activity, as well as knowledge. Mathematical competence involves, to different degrees, the ability and willingness to use mathematical modes of thought (logical and spatial thinking) and presentation (formulas, models, constructs, graphs, charts).”

“Competence in science refers to the ability and will-ingness to use the body of knowledge and meth-

odology employed to explain the natural world, in order to identify questions and to draw evidence-based conclu-sions.Competence in technology is viewed as the application of that knowledge and methodology in response toperceived human wants or needs. Competence in science and technology involves an understanding of thechanges caused by human activity and responsibility as an individual citizen.”

“Learning to learn is the ability to pursue and persist in learning, to organise one’s own learning, including

through effective management of time and information, both individually and in groups. This competence includes awareness of one’s learning pro-cess and needs, identifying available opportunities, and the ability to overcome obstacles in order to learn successfully. This competence means gaining, processing and assimilat-ing new knowledge and skills as well as seeking and making use of guidance. Learning to learn engages learners to build on prior learning and life experiences in order to use and ap-ply knowledge and skills in a variety of contexts: at home, at work, in education and training.Motivation and confidence are crucial to an individual’s competence.”

5- LEARNING TO LEARN

“These include personal, interpersonal and intercultur-al competence and cover all forms of behaviour that

equip individuals to participate in an effective and construc-tive way in social and working life, and particularly in increas-ingly diverse societies, and to resolve conflict where necessary. Civic competence equips individuals to fully participate in civic life, based on knowledge of social and political concepts and structures and a commitment to active and democratic participation.”

“Sense of initiative and entrepreneurship refers to an individual’s ability to turn ideas into ac-

tion. It includes creativity, innovation and risk-taking, as well as the ability to plan and manage projects in order to achieve objectives. This supports individuals, not only in their everyday lives at home and in society, but also in the workplace in being aware of the context of their work and being able to seize opportunities, and is a foundation for more specific skills and knowledge needed by those establishing or contributing to so-cial or commercial activity. This should include awareness of ethical values and promote good governance.”

“Appreciation of the importance of the creative expression of ideas, experiences and emotions

in a range of media, including music, performing arts, literature, and the visual arts.”

Presentation of the YOTE project to young partici-pants of the youth in action program (18th of july 2014)

The YOTE project was presented to young tunisian par-ticipants of the youth exchange called « It’s me i’m

great » during the preparation meeting of the exchange which is withing the scope of the european youth in ac-tion program that took place in Russia on july 2014. The youngsters and their parents appreciated the content of the project and they wished to know more about the courses content on the key competences of the project itself.P.S : the same presentation was done with the participants of the youth exchange “EL CLASSICO” that took place in Sousse from the 15th to the 22nd of august 2014 with the participation of 48 youngsters from Finland and Tunisia.

Meeting of training centers’ directors of Sousse in Tunisia ( September 2014)

A meeting gathering directors of vocational training centers of Sousse as well as trainers and german ex-

perts about the program « Employment Pact in Tunisia » aims to combine the strengths and initiatives of the pub-lic sector with those of the Tunisian private sector in order to create jobs, particularly for the younger population in selected sectors. This program is funded by the German Federal Republic. During this meeting Mr Mohamed Kamoun YOTE project manager in Tunisia presented the objectives, the content and the expected results of the YOTE project. The participants appreciated the innovative method pro-posed by this project and they wanted to be informed about the results in order to study the possibilities to apply the training courses elaborated in the vocational training centers in Tunisia. At the end the 1st issue of the newsletter was distributed to the participant.
