F O R E W O R D

In pursuance of the work assigned to this Division under Sub-

Rule (2) of Rule 25 of the Rules of Business, 1973, Year Book 2015-

16 has been prepared. This year book contains the activities,

performance, achievements and progress of Statistics Division for

the year 2015-16,

2. Two projects, namely “Updation of Rural Area Frame” and “Rebasing of

National Accounts from 2005-06 to 2015-16” have been ongoing alongwith other

regular activities during the year. Statistics Division continued to undertake its

regular functions/ activities which include release of price indices (weekly and

monthly basis), trade statistics, national accounts reports and the monthly

statistical Bulletin. In addition reports on Census of Manufacturing Industries

Pakistan Social & Living Standards Measurement (PSLM) Survey, 2014-15,

Labour Force Survey (LFS) 2014-15, Pakistan Employment Trend 2014 and

Compendium on Environment Statistics of Pakistan, 2015 were also released.

3. The Council of Common Interests in its meeting held on 16th December,

2016 approved to hold the 6th Population & Housing Census in the country under

the supervision of Armed Forces. Special attention has been given to this

important task. To complete the census operation in time all required

preparations, logistics and otherwise, have been carefully planned to ensure an

effective execution of the task. As this year book goes to the press, 6th

Population and Housing Census has already been launched on 15th March,

2017. Details of this Census shall be covered in the next year book.

4. It is hoped that this year book would prove to be helpful to the readers. It

will be useful source of information for all the stakeholders and serve as an

important source material/ reference document for the public in general and the

researchers in particular. It is also available on the websites

www.statistics.gov.pk and www.pbs.gov.pk

5. The Statistics Division would welcome suggestions/ comments, if any, to

improve the quality of the Year Book in future.

INTRODUCTION

Statistics, in any country, play a pivotal role in the Governments who

require Statistics/ Data for planning, decision making and monitoring of socio-

economic development and other structural changes. Government requires data

and other information in various shapes e.g. qualitative and quantitative for the

purpose mentioned above. These types of data collected through surveys,

censuses and other administrative records etc.

STATISTICS DIVISION

2. Statistics Division is responsible for formulation of policies and plans for

statistical development and to improve the statistical services in the country in

line with the international standards and best practices.

MISSION STATEMENT

To provide timely, relevant, reliable, authentic and transparent statistics consistent with international principles and standards for effective decision making and monitoring.

3. Statistics Division’s aim is to provide solid data base to the planners, policy

& decision makers in the government and researchers and other data users in

various socio-economic sectors. Statistics Division has made strides to produce

reliable, comparable, authentic, timely and transparent statistical data. Statistics

Division works with the following objectives:-

Provision of credible statistical data for the planning and implementation of socio-economic development plans.

Rebuilding public confidence in national statistics through better coordination with data users.

Capacity building through training of statisticians in different statistical areas.

Strengthening of Statistics Division/ Pakistan Bureau of Statistics through provision of latest equipment.

Dissemination of statistical data on timely basis through website and statistical reports to stakeholders.

FUNCTIONS OF STATISTICS DIVISION

4. The following functions have been allocated to the Statistics Division under

the Rules of Business 1973:-

i. Preparation of an overall integrated plan for development and improvement of statistics in Pakistan and to estimate the budgetary requirements thereof.

ii. Preparation of annual programmes in accordance with agreed priorities and to assign responsibilities for the execution of their component items.

iii. Examination and clearance of budgetary proposals for annual programmes for statistical improvements and developments.

iv. Formulation of policy regarding general statistics for Pakistan and implementation thereof by suitably adapting the statistical system of Pakistan to conform with the policy.

v. Co-ordination with the Provincial and Federal Governments, Semi-autonomous bodies and International Organizations on statistical matters bearing directly or indirectly on such subjects as trade, industry, prices, expenditure, input-output accounts, flow of funds, balance of payments, etc.

vi. Evaluation and introduction of standard concepts, definitions and classifications pertaining to national statistics series

vii. Preparation and implementation of in-service and foreign training programmes in the field of statistics.

vii. Evaluation of efficient computerized methods for statistical estimation.

ix. Clearance of statistical projects undertaken by different organizations on contract basis.

x. Preparation, printing and release of publications on national statistics

xi. Undertaking of national censuses and surveys . Population Census

requirements with reference to the employment situation in the country.

ORGANIZATION

5. Secretary is the official head of Statistics Division. Joint Secretary (BS-20) is the

head of Administration who is assisted by a Deputy Secretary and four Section Officers.

Administration deals with the administrative and financial matters of the Division and its

attached department. The Division has an attached department called Pakistan Bureau

of Statistics (PBS).

TECHNICAL MATTERS OF ADVISORY SECTION

7. Now the Following functions are carried out by a Section Officer

(A.IV), who is assisted by a Research Supervisor under the supervision of

Deputy Secretary, Statistics Division. This sections deal with matter relating to

statistical planning, policy formulation and technical nature. The main functions of

the Advisory Section are as under:-

I. Implementation of decisions of Cabinet, Economic Coordination Committee (ECC) of the Cabinet, etc.

II. Technical examination of censuses/ surveys reports of attached departments.

III. Coordination with attached departments and other federal/ provincial agencies in Statistical matters.

IV. Coordination of material for budget speech of Finance Minister, Economic Survey and other reports of the government.

V. Supply of data to local & international agencies like UNSD, ESCAP, IMF, World Bank and IDB.

VI. Processing of cases of international advisory services/ proposals for technical assistance for the Division and its attached departments.

8. In pursuance of the matter assigned to Statistics Division under Sub-rule

(2) of rule 25 of the Rules of Business, 1973, the advisory section compiled and

published year book 2014-15. The book contains details of activities and

achievements of Statistics Division and its attached department Pakistan Bureau

of Statistics.

ADMINISTRATION WING

9. Statistics Division is responsible for administrative and financial matters of

Statistics Division/ Pakistan Bureau of Statistics. Senior Joint Secretary is the

head of Administration Wing and is assisted by a Deputy Secretary and four

Section Officers. The functions of the Administration Wing are as under:-

ACHIEVEMENTS REGARDING SECURITY ISSUES 10. Statistics Division has taken various steps to resolve the Security issues

which are as under:-

i. Security has been tight at the main gate and all private vehicles and motorcycles are parked out side the building.

ii. A walk through gate has been installed at the entrance gate of the office.

iii. Camares have been installed in the Statistics House Islamabad. iv. Bio-matrix System also installed on the main entrance of the

Building.

11. The budget and sanctioned staff strength of the Statistics Division and its

attached department for the year 2015-16 is in Table-I, Table-II and Table-III

respectively.

INTRODUCTION

Pakistan inherited a weak statistical system on the eve of its independence

in 1947. The situation was so fluid that one had little idea of total population, size

of Labour Force, national income and other essential statistics for effective

planning. There was need to put in place a sound statistical system to collect,

compile and disseminate reliable statistics for future planning. With this

background, Central Statistical Office (CSO) was set up as an attached

Department of Economic Affairs Division in 1950.

2. Since then, statistical system in Pakistan has been reviewed from time to

time both by local foreign consultants. In 1972, on the recommendations of World

Bank Mission, CSO was upgraded to a full-fledged Statistics Division. In 1978,

Population Census Organization (PCO) part of Ministry of Interior and Agriculture

Census Organization (ACO) part of Food & Agriculture were also brought under

Statistics Division. In 1981, Statistics Division was re-organized and it’s Technical

Wing (the then CSO) was converted into Federal Bureau of Statistics (FBS) as its

attached department.

STRUCTURE OF STATISTICAL SYSTEM IN PAKISTAN

3. A sound statistical base is imperative for formulation policies, development

plans, promotion of public welfare schemes, lay down infrastructure for economic

growth and taking appropriate decisions. As such, the responsibility to create a

sound statistical base lies with the national statistical organization.

4. After several reviews government, interalia, has approved the

restructuring/ reorganization of Federal Statistical System of Pakistan, to make it

more responsive to the National and International requirements with increased

autonomy & credibility. For this purpose, the General Statistics (Reorganization)

Act, 2011 has been passed by the National Assembly on 29th April, 2011, the

Senate on 10th May, 2011 and received assent of the President on 28th May,

2011. It was published in the official Gazette of Pakistan on 31st May, 2011. Now

in pursuance of the provision of General Statistics (Reorganization) Act, 2011,

the Federal Bureau of Statistics (FBS), the Population Census Organization

(PCO), the Agricultural Census (ACO) and the Technical Wing of Statistics

Division have been merged into a single new entity “Pakistan Bureau of Statistics

(PBS)”.

5. The present statistical system of Pakistan is a combination of both

centralized and decentralized systems. At Federal level, this set-up comprises

Statistics Division and its attached department viz; Pakistan Bureau of Statistics

(PBS). At provincial level, Bureaus of Statistics are functioning as attached

departments of respective Planning and Development Departments. On the

decentralized side, statistical cells, both at federal and provincial levels are also

functioning in different ministries/ departments to cope with their specific

statistical needs. The Secretary, Statistics Division being the federal statistical

authority implements statistical policies and plans in the country through its three

attached departments and Provincial Bureaus of Statistics.

I. GOVERNING COUNCIL’S ACTIVITIES

6. Governing Council is a technical apex body of the Bureau with

governmental and non-governmental representatives. The Council has been

provided powers for setting up objectives, frame policy guidelines of the bureau

and to oversee the working of bureau effectively. All actions, decisions,

guidelines, directions, orders and policies made or issued by the Governing

Council shall be sent to the Bureau for compliance and implementation.

7. The General Statistics (Reorganization) Act 2011 requires, under section

6, the constitution of the Governing Council. In pursuance of the said section,

Governing Council of the Pakistan Bureau of Statistics was constituted with the

approval of the Finance Minister with majority of the members from private

sector. During the year 2014-15, the following were the members of the

Governing Council:-

II. MEETINGS OF THE GOVERNING COUNCIL

8. Section 9 of the General Statistics (Reorganization) Act 2011 provides that

“Governing Council shall meet as often as may be necessary for the performance

of its functions and shall meet at least quarterly”. The meetings of the Governing

Council will be presided over by the Chairman or, in his absence, by any other

member as the Governing Council may determine. So far eight meetings have

been convened. Two meetings (7th and 8th) were held during the financial year

2014-15. The details of the Governing Council meetings are as under :-

III. 7TH MEETING OF GOVERNING COUNCIL OF PBS

9. 7th Meeting of Governing Council of PBS was held on 10th January, 2015

under the Chairmanship of Senator Muhammad Ishaq Dar, Federal Minister for

Finance, Revenue, Economic Affairs, Statistics & Privatization. Following issues

were discussed in the meeting :-

Conduct of 6th Population & Housing Census,

Conduct of Agriculture Census, Agriculture Live Stock Census and Agriculture Machinery Census

Change of Base of National Accounts from 2005-06 to 2015-16.

Updation of Area Sampling Frame

IV. 8TH MEETING OF GOVERNING COUNCIL OF PBS

10. 8th Meeting of Governing Council of PBS was held on 29th April, 2015

under the Chairmanship of Senator Muhammad Ishaq Dar, Federal Minister for

Finance, Revenue, Economic Affairs, Statistics & Privatization in which the

following issues were discussed:-

6th Population & Housing Census.

Census Budget

Progress on change of base of National Accounts from 2005-06 to

2015-16.

Report on review of General Statistics (Re-organization) Act, 2011.

Conduct of Agriculture Census, Agriculture Live Stock Census and

Agriculture Machinery Census as combined census.

V. NATIONAL USERS COUNCIL

11. The Governing Council, headed by Finance Minister in its meeting held on

30th July, 2012 approved the constitution of the National Users Council which

was notified on 1st August, 2012 as follows:-

VI. Data Producer Council 12. Pakistan Bureau of Statistics had set up Data Users Council to help and

support the PBS in the fields of data requirements, questionnaire design, data

collection and data dissemination. The Data Users Council also deal with various

issues relating to format, reliability and credibility of the data, dissemination tools

PAKISTAN BUREAU OF STATISTICS

PRELIMINARY

The activities of the Pakistan Bureau of Statistics are summarizedup to 30-

06-2016.

INTRODUCTION

Pakistan Bureau of Statistics (PBS), an attached Department of the

Statistics Division, collects, compiles and disseminates socio-economic data for

use in monitoring decision/ policy making, research and development planning.

PBS collects statistical information from both the primary and secondary sources.

ORGANIZATION

The Pakistan Bureau of Statistics is headed by Chief Statistician with it’s

headquarter in Islamabad. It has a network of 34 Regional/ Field Offices spread

all over the country for conducting field operations to collect data through various

censuses/surveys. PBS also has its own Training Wing, responsible for imparting

training to the statistical professionals/ personnels of Statistics Division and PBS

as well as other Federal/Provincial Government Departments. Three Data

Processing Centers of PBS are functioning at Islamabad, Lahore and Karachi for

processing of data collected through different surveys conducted by the PBS.

ACTIVITIES

The PBS collects, compiles and disseminates data on National Accounts,

Price Statistics, External Trade, Labour Force, Mining, Manufacturing,

Brief description of the important activities is as follows:-

NATIONAL ACCOUNTS STATISTICS

1 National Accounts provides a set of statistical data for the purpose of

economic analysis, decision taking and policy making. It is widely used as

indicator of economic activity and measures the performance of the economy

and other important parameters such as GDP/GNI, GFCF, Savings and inflation

etc.

Field activities of surveys/studies relating to project on change

of base of national including census of Electricity, Census of

Exploration and census of Manufacturing Industries CMI are in

process. Pilot survey of Agriculture and Livestock Censes /

Survey was conducted in October, 2016. However, field

activities were stopped due to ongoing Population and Housing

Census 2017. In-house work on WRT, NPI & other private

services is under way.

PRICE STATISTICS AND PRICE INDICES

Pakistan Bureau of Statistics (PBS) is responsible for collection,

compilation and presentation of retail/wholesale prices, as well as, computation

of price indices. PBS prepares and releases Consumer Price Index (CPI),

Sensitive Price Indicator (SPI) and Wholesale Price Index (WPI) for planners and

policy makers of public and private sectors on regular basis. At present, these

price indices are being computed with 2007-08 as base year. The details about

modus operandi of computation of these indices are given as under:-

a) Consumer Price Index (CPI)

Consumer Price Index (CPI) is the main measure of price changes

at the retail level. It measures changes in the cost of buying ofa representative

but fixed basket of goods and services and generally indicates inflation rate in the

country over time. The current CPI series cover 40 urban centers of Pakistan.

Depending upon the size of the city, 1 to 13 markets are selected to collect

prices. In total, 76 markets are covered in 40 cities. As the consumption pattern

of individuals depend on their income level, the population under observation is

therefore, categorized in five income groups/quintiles i.e. i) upto Rs. 8000, ii)

Rs. 8001 - 12000, iii) Rs. 12001 - 18000, iv) Rs. 18001 – 35000 and v) above

Rs. 35000. The current CPI covers 487 items in the basket of goods and

services, which represents the taste, habits and customs of the people. This

basket has been developed in the light of results generated through the Family

Budget Survey conducted in 2007-08. The basket of goods and services

comprises of 12 major groups as per details given below:

b) Sensitive Price Indicator (SPI)

The Sensitive Price Indicator (SPI) is computed on weekly basis to

assess the price movements of essential commodities at short intervals so

as to observe the price situation in the country. The SPI is presented

before the Economic Coordination Committee (ECC) of the Cabinet. The

current SPI series covers 17 urban centers of Pakistan. Depending upon

the size of the city, 1 to 13 markets have been selected to collect prices for

this purpose. The number of markets covered in 17 cities is 53. The

population under observation has been categorized under five income

groups/quintiles i.e. i) upto Rs. 8000, ii) Rs. 8001 - 12000, iii) Rs. 12001 -

18000, iv) Rs. 18001 – 35000 and v) above Rs. 35000. The current SPI

covers 53 essential items in the basket of goods and services.

c) Wholesale Price Index (WPI)

The Wholesale Price Index (WPI) is designed to measure the

directional movements of prices for a set of selected items in the primary

and wholesale markets. Items covered in the series are those which could

be precisely defined and are offered in lots by producers/manufacturers.

Prices used are generally those, which conform to the primary sellers

realization at ex-market, ex-factory or at an organized Wholesale level.

The current WPI covers 463 items in the basket of goods. The basket of

goods comprises of 5 major commodity groups as per details given below:

EXTERNAL TRADE STATISTICS

The following activities are being carried out on monthly basis by the External

Trade Section of PBS:-

Collection of secondary import export data from Pakistan Customs (PRAL)

on monthly basis.

A mechanism has been developed for checking, editing and re-coding of

import/export data and doubtful cases are referred back to the Custom

Authorities for correction / validation.

After carrying out the necessary corrections in the import/export data, the

detail files are generated according to the PBS format.

After getting the collectorate wise monthly totals of Import & Export from

F.B.R., Islamabad, Summary on Merchandise Trade Statistics comprising

of Imports, Exports totals and Balance of Trade is prepared and released

by 10th of every month.

Advance Press Release on trade statistics is generated by using the PRAL

provisional data and released by 20th of every month based on major 46

export & 43 import items.

The following reports on trade statistics at 8-digit level of HS/ PCT are being

produced on monthly basis and regularly uploaded on web with a time lag of

45 days:-

I. By country; showing import / exports of each commodity as

classified in PCT.

II. Commodity Direction of trade; showing region / country wise

totals of imports / exports.

import/export items such as i) primary commodities ii) Semi-

manufactures iii) Manufactured goods for exports and for

imports i) Consumer goods. ii) Raw Materials. iii) Capital

goods.

IV. Commodity groups; showing chapter wise and item wise value

figures of imports/exports.

Soft copies of the above mentioned reports are placed on PBS

website for general dissemination.

Brief picture of activities undertaken during the reporting period is as

under:-

Compiled and released foreign trade Advance Release of statistics from July, 2014 to June, 2015.

Compiled and released foreign trade in services statistics from July, 2015 to June, 2016.

The Foreign Trade Quantum and Unit Value Indices with base year 1990-91, In terms of Pak. Rupee were compiled on monthly basis from June, 2015 to March, 2016.

Foreign Trade Statistics was regularly updated and placed on the

PBS Web-site from June, 2015 to April, 2016.

Balance of trade Data is also compiled by PBS.

STOCK EXCHANGE/CAPITAL MARKET DATA

PBS collects and publishes data regarding Key Indicators of the Stock Market

and Top Ten Companies by market capitalization.

TRANSPORT AND COMMUNICATION STATISTICS

Collection, compilation and dissemination of Transport and Communication

statistics continued as one of the regular activities of PBS. Statistical series on

transport and communication have been updated up to the year 2014-15 by

collecting secondary data from source agencies.

BANKING AND OTHER STATISTICS

Collection, compilation and dissemination of Banking Statistics, Financial

Institutions Statistics and data of Cooperative Societies continued as one of the

regular activities of PBS. All the above data has been updated upto year 2014-

15.

SOCIAL STATISTICS

Collection, compilation and publication of Social Statistics remained

in progress during 2015-16. For example, Telecommunication Statistics up to the

year 2015, Tourist Statistics up to the year 2014-15, Telecasting Hours Statistics

by Language up to the year 2015, TV Sets Statistics up to the year 2014-15 have

been collected& disseminated on annual basis.

LABOUR FORCE SURVEY (LFS)

The Labour Force Survey (LFS), as a regular activity of PBS, aims at

providing comprehensive statistics on various dimensions of country’s labour

force that include: employed, unemployed, employment by major industry

division, major occupational groups, employment status, literacy, level of

education and un-employment by educational level etc. Annual report of LFS,

2014-15 has been published and uploaded. Employment trends-2014 report has

been prepared and is ready for publishing. Planning work for LFS, 2016-17 is

underway. Rent Survey 2014-15 is finalized and is ready for publishing.

INDUSTRIAL STATISTICS

Industrial Statistics Section of PBS collects, compiles and disseminates

Quantum Index of Large Scale Manufacturing Industries (QIM) of imported

manufacturing items on monthly as well as on cumulative basis from the

production data. Detail of these activities is as under:

a) Quantum Index of Large Scale Manufacturing Industries (QIM)

Quantum Index of Large Scale Manufacturing Industries (QIM) is

computed regularly on Monthly as well as on cumulative basis with the base year

2005-06. The index covers the production data of 112 manufacturing items,

collected regularly from the following source agencies/departments:

Ministry of Industries and Production providing data for 36 items.

Provincial Bureau of Statistics (65 items)

Oil Companies Advisory Committee (11 items)

For the current year, Quantum Indices for the period, July, 2015 to June, 2016,

have been computed, released and placed on PBS website.

b) Census of Manufacturing Industries (CMI)

Census of Manufacturing Industries (CMI) provides data on value of

fixed assets, inventories, employment and employment cost, value of production,

industrial taxes and overhead expenses etc. The last CMI of the series was

conducted for the year 2005-06. The series of previous censuses were

conducted jointly by the PBS, Provincial Directorates of Industries and Provincial

Bureau of Statistics. PBS played role of planner and coordinator for CMI activities

including preparation and printing of questionnaire, data processing and

compilation of report at national level. This time the CMI 2015-16 is being

launched with following new methodology:-

(i) To deliver and retrieve the CMI questionnaire by hand;

(ii) The operational partners are identified for field operations on

volunteering basis through consultation with the potential stakeholders;

(iii) On the spot updating of Business Register (BR) at the time of delivery

and quality checks of the questionnaire at the time of retrieval.

Under the project “Change of Base Year of National Accounts (CBNA)”,

the 31st meeting of Panel on Industrial Statistics was held on 15th November,

2016 under the chairmanship of Chief Statistician, PBS to devise sound strategy

for conducting CMI 2015-16. The meeting reviewed and examined the

methodology of earlier CMI, it’s questionnaire& implementation plan moreover,

updating strategy of Business Register (BR) was also discussed & finalized.

After detailed consultation with provincial stakeholders, it was decided that the

Provincial Secretary Industries would lead the CMI 2015-16 operations with a

single objective to deliver/distribute and retrieve the filled in questionnaire from all

industries in the provinces by hand along with geo-tagging of Industries in Punjab

only. The field operation responsibility was assigned to Urban Unit in Punjab,

Bureau of Statistics (BOS) in Sindh, BOS in KPK, Labour Department in

Baluchistan and PBS Industry/BR Section in Islamabad.

For the first time, three important components i.e. environmental,

infrastructure and management practices were made the part of CMI 2015-16

questionnaire by keeping their relative importance for policy making and

research.

c) Business Register

PBS has been assigned the task to maintain and update Business Register (BR)

for the country. The aim of BR is to develop a sustainable central repository of

information on business in Pakistan, having a data base of different enterprises

and establishment together with their contacts and classification information. BR

can play a vital role in Pakistan’s economic statistics program by providing latest

updated frames for conducting different business/economic surveys/census and

providing reliable estimates with enhanced coverage. The BR covers the features

like name, address, kind of activity, legal status, type of ownership, employment

size, sales turn over and electricity consumption.

BR is being developed and updated from various administrative sources like

Securities and Exchange Commission of Pakistan (SECP), Federal Board of

Revenue (FBR), Provisional Directorate of Industries, Provisional Labors

Department, Employees’ Old-Age Benefit Institutions (EOBI), Sui Northern Gas

Pipelines Limited (SNGPL), Sui Southern Gas Company (SSGC), National

Electric Power Regulatory Authority ( NEPRA), Distribution Companies (DISCO),

All Pakistan Newspaper Society (APNS), different Chambers of Commerce and

Industry, yellow pages, Pakistan Stock Exchange, annual report of companies,

industrial zone management authorities, websites of respective

companies/enterprises and different association operative in Pakistan etc. To

increase the scope and enhance the BR quality, the sources list is being

extended to other available administrative sources.

So far, 256,723 manufacturing and non-manufacturing establishment have been

added to BR system, including more than 63,669 manufacturing industries. In

non-manufacturing sector, frames of construction companies, hotel and

restaurants, mining and quarrying, social work activities (NGO’s), autonomous

Bodies/State-owned enterprise are included and is in updating phase from

respective sources.

For CMI 20105-16, BR frame will be shared with provincial stakeholders and CMI

questionnaires will be delivered by hand. The BR frame will be updated during

CMI 2015-16 Form delivery to Industrial establishments. The Urban Unit, Punjab

will also geo-tag industries in Punjab.

d) Management and Organizational Practices Survey (MOPS)

Pakistan Bureau of Statistics (PBS), with collaboration of State Bank

of Pakistan (SBP), conducted Management and Organizational Practices Survey

(MOPS) for the reference year 2005-06 and 2010-11 in Punjab. The Objective of

the Survey was to focus on difference in management practices and their

relationship to performance in manufacturing industries. Under this survey, the

management practices were successfully measured in 2,000 firms and mapped

to performance indicators from the census of manufacturing for the reference

years 2005-06 and 2010-11. Establishments with higher management scores are

significantly more productive, profitable and grow faster. A one standard

deviation increase in the management score is associated with 21% higher labor

productivity – almost identical to the US.

ENERGY & MINING STATISTICS

Energy & Mining (E&M) Statistics Section of PBS is engaged in the

collection, compilation and dissemination of mineral production and electricity

generation data on monthly basis. Besides this, the Section also used to launch

Census of Mining & Quarrying Industries (CMQI) and Census of Electricity

Establishments (CEE). The detail of these activities is as follows:

Monthly electricity generation data is collected from six public

undertakings (WAPDA, KESC, KANUPP, CHASNUPP etc.) and forty nine private

under-takings including KAPCO & HUBCO etc. Thereafter, this electricity

generation data is reconciled through various source like NEPRA, Pakistan

Energy Book etc.

Mineral Production Data

Monthly Mineral Production Data is collected from Provincial Directorates

of Mines and Mineral Development along with the FATA Directorate of Mineral

and Director General of Petroleum Concessions, Ministry of Petroleum and

Natural Resources. Yearly mineral production data with month wise breakup in

respect of 42 selected minerals for the last ten years is available on the website

of PBS. Further annual series of Quantum Indices of mineral production, based

on weights derived from census value added of the mining sector, with base year

2005-06 is also computed.

Census of Mining & Quarrying Industries (CMQI)

Census of Mining & Quarrying Industries (CMQI) is being conducted since

1962-63 with CMQI 2005-06 last in the series. In the Census of Mining &

Quarrying industries, PBS covers all mining and quarrying establishments

engaged in public and private sectors. Data collected through this census include

variables such as fixed assets, employment, employment cost, industrial cost,

miscellaneous cost and gross value of production and input & output ratio etc.

of Mining & Quarrying Industries.

Census of Electricity Establishments (CEE)

Census of Electricity Establishments (CEE) is being carried out by PBS

since 1962-63. Last Census of Electricity Establishments (CEE) was launched in

2005-06. Census of Electricity Establishments (CEE) covers establishments

engaged in electricity generation and data with regard to electricity generated

through hydel, thermal, nuclear as well as alternate energy sources such as

wind, solar and biomass are collected. The main objective of the CEE is to

derive various indicators of electricity sub-sector in the national economy. The

information collected through the census includes data on installed capacity by

type of plants, electricity generated by type of fuel used, electricity consumption

and number of consumers by branches and electricity consumed in auxiliaries

and system losses etc.

AGRICULTURAL STATISTICS

Collection of data for crop estimates from Provincial Agriculture

Departments and their release at National level is one of the regular

activities of Agriculture Statistics Section of PBS. The following activities

were undertaken during the year: -

Final estimates of Kharif and Rabi crops for the year 2013-14 and

Kharif crops 2014-15 showing Area and Production of important and

other crops were prepared and released and the estimates of Rabi

Crops for the year 2014-15 have been prepared and have not been

released due to non-receipt of the minutes of the meeting of Sindh

Statistical Coordination Board.

The preparation of final estimates of Kharif crops 2015-16 have been

prepared and have not been released due to non-receipt of the

minutes of the meeting of Sindh Statistical Coordination Board.

The preparation of final estimates of Rabi crops 2015-16 are in

progress.

Supply of agriculture data to users at national and international level

continued.

EDUCATION STATISTICS

As one of the regular activities, PBS, collects, compiles and publishes

latest available Education Statistics which includes (i) Number of

educational/institutions, students and teachers by kind, level and sex, (ii) Number

of students, teachers and students – teachers ratio in primary, middle and

secondary schools, (iii) Number of vocational institutions by kind, level and sex,

(iv) Number of professional colleges by type and sex, (v) Number of students and

teachers in vocational institutions by kind, level and sex, (vi) Number of teachers

in professional colleges by type and sex (vii) Number of students in professional

colleges by type and sex, (viii) Number of Universities, their enrolment &

teaching staff by sex and (ix) Result Statistics of Secondary School Certificate

(SSC) and Higher Secondary School Certificate (HSSC) Examination Statistics

for the year 2014-15.

HEALTH STATISTICS

Collection, compilation and publication of latest available Health Statistics

is also one of the regular activities of PBS which includes (i) Number of

hospitals/dispensaries, Maternity and Child Welfare Centres, Hospital bed and

Medical Personnel (ii) Number of registered Medical/Dental Doctors, LHVs and

Nurses iii) Number of registered Pharmacists, Hakeems, Tabibs and

Homeopathic Doctors and (iv) Immunization coverage for the year 2015.

SOCIAL STATISTICS

Social Statistics is being compiled since1972-73. Since then, the

importance of Social Statistics has increased manifold. To meet the national and

international demands, a separate Section was established in 1984 to collect,

compile and publish the data pertaining to social sectors.

15, Appeals and Petitions filed upto December 2015, Documentary Films

Produced/released for 2014-15. Feature Films produced/released upto

December 2015 Plays Produced/Telecasted upto December, 2015, Zoo

Statistics for 2014-15, Police Stations/Chowkies Statistics upto December, 2015,

Tourist Statistics upto December, 2015, Telecasting Hours Statistics by

Language upto December 2015, Software Statistics upto December 2015, Sports

Statistics upto December, 2015, TV Sets Statistics upto June, 2015 have been

collected for dissemination on monthly and annual basis.

POPULATION WELFARE STATISTICS

As per practice, Pakistan Bureau of Statistics (PBS) collects contraceptive

performance data on monthly basis by post, fax and e-mail from different

secondary data sources. After editing and coding, the data is entered in a

specially designed database on monthly basis and then processed according to

tabulation plan at Data Processing Centre of PBS. After each quarter, monthly

data is consolidated into quarterly data for compilation of Quarterly Contraceptive

Performance Report. The report highlights the percentage changes in usage of

contraceptive by source, province, outlets and method in comparison with the

corresponding quarter of the last year as well as with the previous quarter

performance. At the end of the financial year, quarterly data is consolidated to

compile the Annual Report on Contraceptive Performance. Following activities

have been undertaken during the year 2015-16:

The Annual Contraceptive Performance Report 2014-15 has been

prepared & consolidated on the basis of data received from all

stakeholders and approved by the Technical Committee on Contraceptive

Performance Statistics, in the meeting held during February, 2016. The

same has also been uploaded on the website of PBS. Main findings of the

report are as under:

In absolute terms during 2014-15, the Contraceptive Performance of

Program and Non-Program service outlets reported a sale of 180.296

million units of Condom, 6.297 million cycles of Oral Pills, 1.512 million

insertion of Internal Uterine Devices (IUDs) and 2.704 million vials of

injectables. Also 106,200 cases of Contraceptives Surgery were performed

and 31,521 pieces of Norplant were inserted.

Contraceptive Performance Reports for the year 2015-16 are in the

process of preparation. In these reports, following initiatives have been

taken:

i. For Couple-years of Protection(CYP) calculation,

Internationally Revised Conversion Formulae have been

adopted for future Quarterly and Annual Reports since 2015-

16, to facilitate the comparison at international level.

ii. Products / categories under each method in the method mix of

contraceptive have been disaggregated due to different

conversion factors and their performance has been reflected

separately. To facilitate the comparison, Province-wise

disaggregation of the performance of NGO(s) and Regional

Training Institutes (RTIs) have also been made part of the

Quarterly Contraceptive Performance Reports.

iii. Efforts are underway for getting data on contraceptive

performance from Department of Health & Lady Health

Workers program, besides Population Welfare Programme

data, currently employed for reporting contraceptive

performance.

a. Data / Service Statistics of Department of Health will be regularly

collected and reported by refining the data collection methodologies.

b. Efforts will be made to report district-wise dis-aggregated performance

of Department of Health.

c. On line data collection from data sources and development of

software, to process the on line data are also included in the future

plan.

PAKISTAN SOCIAL & LIVING STANDARDS MEASUREMENT (PSLM)

Pakistan Social and Living Standards Measurement Survey (PSLM) project

launched series of surveys at National/Provincial and District level w.e.f 2004 to

2015 under Public Sector Development Program (PSDP). PSLM Project

completed its planned ten rounds successfully. The PSLM Project and its

activities have been merged as PBS regular activity since1stJuly, 2015. It is worth

mentioning here that all Reports and micro data sets have been released and up-

loaded on PBS website for the indentors.

The sample size of PSLM surveys district level was approximately 80000

households and approximately 21,000 for Provincial level survey. During the

period of Project from 01-07-2004 to 30-06-2015, the questionnaire of the survey

was not changed for comparability purposes.

HIICS Survey 2015-16

In 2015-16, PSLM Section conducted special Household Integrated Income

and Consumption Survey (HIICS) 2015-16, under rebasing of National Accounts

for construction of weights of price statistics. The details of HIICS survey are as

follows:-

HIICS 2015-16, is specially designed surveystructured by merging

Household Integrated Economic Survey (HIES) and Family Budget Survey

(FBS). The main aim of Family Budget Survey is to derive weights for Rebasing

of Price Statistics. Last time, during rebasing of National Accounts this Survey

was conducted in the year 2007-08.Family Budget Survey collects information on

consumption of items of predetermined basket of goods and services for deriving

weights for Price Statistics. Previously, this survey was conducted only in urban

areas but this time it isextended to include rural areas as well to derive separate

estimates for urban& rural areas. Like FBS, HIES Survey also collects

information on Consumption of items according to Classification of Individual

Consumption of Purpose (COICOP) along with Income and social indicators.

This Survey is conducted in both urban and rural areas of all four provinces.

Therefore, it was decided to integrate both activities only for this year, to avoid

duplication of efforts and also to enhance data quality. After the completion of

HIICS survey, the next round of PSLM /HIES is planned to be continued as per

past practice.

Latest Report

HIICS 2015-16 report has been released and uploaded on the PBS

website and report is in the printing press for printing. The micro data has

also been released and placed on website for the indentors.

On Going Activities

Recently United Nations adopted new development plan for post 2015

monitoring called Sustainable Development Goals (SDGs). Under SDGs there

are 17 goals, 169 targets and 230 indicators. The agenda of SDGs is very

comprehensive and it is designed in such a way that it is addressing the

individuals rather than the households so that benefits can reach to individuals.

There are Global, regional and sub-regional goals to address the issues. United

Nations Statistics Division (UNSD) has assigned the task of monitoring &

reporting of SDGs to the National Statistical organizations globally, therefore,

Pakistan Bureau of Statistics (PBS) is the central Statistical organization for

monitoring of SDGs with the network of 34 regional /field offices all over

Pakistan. In future, PSLM Surveys will also be instrumental in monitoring of

SDGs. Keeping in view the SDGs and changing ground realities, PBS took the

initiative of revising the questionnaire. For this purpose, Technical Committee for

PSLM survey was reconstituted and its first meeting was held in September

2016. Consequently four sub-committees were formed on Poverty, Labour &

Employment, Education, Health and Water & Sanitation. Questionnaires are

being reviewed in detail by these sub-committees; so far two meetings of each

sub- committee have been conducted. After finalization the questionnaires of

each sector, the recommendations of these sub-committees will be presented to

the main Technical Committee for finalization of PSLM Questionnaire. It is worth

mentioning here that, after detail work on mapping of SDGs that 29 indicators of

SDGs will be monitored through PSLM Surveys andanother 15 indicators will be

monitored through Labour force Survey (LFS), Pakistan Demographic Survey

(PDS) and National Accounts.

Future Plans

Besides improving the questionnaire in the light of SDGs and changed

ground realities, PBS has also formulated a time schedule for series of surveys till

the completion of SDGs i.e.2030. In the year 2017-18, PSLM will conduct a

detailed district level survey covering sectors i.e.Education, Health, Employment,

Housing, Assets, Water& Sanitation, Satisfaction from Services & Facilities,

Information & Communication Technology (ICT).

30 Officers of PBS were sent abroad to attend various meetings / sessions

/ seminars / workshops which played a vital role in the capacity building of the

employees of PBS.

Various officers/ Officials of Pakistan Bureau of Statistics (Population

Census Organization wing) have attended different trainings /courses at

Pakistan Bureau of Statistics Training Wing, Secretariat Training Institute,

Pakistan Computer Bureau and Pakistan Manpower Institute, Islamabad

Five days training program forthe training of Master Trainers from11th to

15thJanuary, 2016 was conducted at NIBAF, Islamabad.

The Internship Program for Statistics Students of Kinnaird College, Lahore

was completed on 22-01-2016. Chief Statistician, PBS gave away the

certificates among the internees after successful completion of the

internship.

Population and Housing Census

Population and Housing Census is an important national activity which not

only provides benchmark data for all socio economic development plan and

administrative activities but also provides basis for political representation in the

Assemblies, distribution of funds to the federating units and quota to all civil posts

in Federal Government Departments, being the constitutional requirement. The

Population and Housing Census is conducted after every ten years in the country

and its data is released for public and private use. The census data is processed

and disseminated in the form of regular census reports and a number of

supplementary reports, in different areas, based on analysis and research.

6thPopulation & Housing Census

The Council of Common Interests considered the Summary dated

17th March, 2015 submitted by the Statistics Division and while approving the

Summary decided that the Census may be held in March, 2016 as per proposal

of the Statistics Division under the supervision of Armed Forces alongwith

House Listing Census. The funds will be shared from the divisible pool by all

provinces jointly.

The Secretary, Statistics Division visited Military Operation

Directorate, GHQ, Rawalpindi on 20th July, 2016 to discuss the issue of holding

census during current year. In the said meeting, the position regarding

availability of Army Personnel for the Census operation was reviewed. The

Director, M.O. Directorate informed about the deployment of Armed Forces in

Zarb-e-Azb and other security related tasks and that the requisite number of

troops could not be made available presently. He assured that as soon as there

is improvement in the present security situation, the troops availability position

will be re-assessed by December, 2016.

Stakeholders, Planners, Students and other National and

international Agencies / Departments according to their requirements

Development of Occupation and Industry codes for Long

questionnaire completed.

Geography / GIS Lab

Pakistan Bureau of Statistics introduced Geographical Information

System (GIS) and has already established the GIS Lab at its newly

established Statistics House, Islamabad as well as PBS, Lahore,

Karachi, Peshawar, Muzaffarbad, Gilgit and Quetta with the

assistance of UNFPA and UN-HABITAT. The objective is to bring

credibility and transparency in the overall census data collection

system and make it at par with the international standards. The GIS

remaining urban areas of Baluchistan through GPS devices.

Collection of point data through GPS devices of newly created urban

areas and digitization of their boundaries.

Preparation of sets for Census Operation (urban/rural maps

alongwith delimitation forms) for field staff i.e. Civil as well as Armed

Forces.

A meeting of the senior officers of PBS was held with UNFPA under

the Chairmanship of Member (SS) to discuss the means and ways

forward for convening international donor conference regarding

upcoming 6th Population and Housing Census-2016 on 31stJuly,

2015 at PBS, Islamabad.

Meetings regarding assistance of Armed Forces in Field Operation

for the conduct of 6th Population and Housing Census were held

under the Chairmanship of Secretary Defence, Chief Statistician,

Secretary Statistics Division and M/O Defence, representatives of

Military operation Directorate and senior officers of PBS /Statistics

Division

All Chief Secretaries approached for the assistance of Provincial

Governments in Census Operation and requested to call a meeting

in their office inviting all relevant Departments Particularly Secretary,

local Government and Rural Development, Secretary Education,

Secretary, S&GAD, Senior Member Board of Revenues and all

incharge UNFPA. Twenty five participants from different International

Agencies based at Islamabad as well as representatives of different

Embassies and senior officers of PBS attended the meeting.

1stMeeting of National Census Operational Committee for conduct of

6thPopulation & Housing Census was held on 26thNovember, 2015 in

the Committee Room of Pakistan Bureau of Statistics, Islamabad

under the Chairmanship of Chief Statistician, Pakistan Bureau of

Statistics.

Meetings with Chief Secretary of AJ&K and Chief Minister and Chief

Secretary, of Baluchistan regarding 6thPopulation and Housing

Census were held.

A meeting of the Sub-committee on Enumeration of Afghans/Aliens

during Census Operation was held under the Chairmanship of

Secretary Interior, on 11thDecember, 2015 in Ministry of Interior,

Islamabad. The meeting was attended by Chief Statistician with his

technical team, Chief Commissioner ICT representatives of four

provinces, AJ&K and NADRA.

signed between Government of Pakistan / Pakistan Bureau of

Sample Selection of Mouzas:

Agricultural Census Wing proposed sample design and presented in

the meeting of Advisory Committee where it was decided that selection of

Mouzas /blocks is in progress at sample Design Section of PBS, Islamabad and

will be communicated in time.

Tabulation Plan:

Tabulation Plan for Agricultural Census 2016 is being prepared and

updated according to the data users need.

Preparation of Instruction Manual for Field Supervisors and Enumerators:

The instruction manual is being prepared for enumerators as well as

for field supervisors and activity is being performed at top management level.

Training of Census Master Trainers and Enumerators:

The Director (FS) was requested to advice training schedule for the

staff of field enumerators and Supervisors which is still awaited.

Preparation of National Certainty Holding (NCH) List:

The list of big holdings is being prepared at country level to enumerate

100% in Agricultural Census 2016. Hopefully, it would be completed before field

I. RELEASE OF PRICE DATA / INDICES

Information on prices and its changes with reference to certain time period

is necessary for an effective monitoring mechanism to oversee inflationary trends

to facilitate adoption of effective price stabilization measures by the government

in the country. Special arrangements were made to apprise users both in the

Government and outside, of the current price situation.The following tasks on

prices were accomplished during the period under reference:-

Preparation and release of weekly reports of Sensitive Price

Indicator (SPI) and Monthly Review on Price Indices i.e. CPI &

WPI and daily prices of essential food items.

Monthly press briefings regarding Inflation and releases of

important statistical series were made before print and electronic

media.

Preparation of papers on prices for ECC and Cabinet meetings.

The Council of Common Interests (CCI) considered the summary

dated 17th March, 2015 submitted by the Statistics Division and

while approving the summary decided that the Census may be

held in March, 2016 as per proposal of the Statistics Division

under the supervision of Armed Forces alongwith House Listing

Census. The funds will be shared from the divisible pool by all

provinces jointly.

II. INTERNATIONAL DONOR’S ASSISTANCE

a) UNFPA and other UN Agencies Assistance

UNFPA is providing continuous support in terms of capacity building of the

PBS Staff and in the form of equipments. In order to conduct the accurate and

reliable census, UNFPA has upgraded GIS Lab and logistic equipments. PBS

has established three Data Processing Centres i.e. Islamabad, Karachi and

Lahore with the assistance of UNFPA. UNFPA equipped the Data Processing

Centre with ICR Machines & latest Computers. Initially PBS has updated the

8718 enumeration block of rural areas with the financial support of UNFPA.

III. HUMAN RESOURCE DEVELOPMENT/ CAPACITYBUILDING

The following steps have been taken for the statistical capacity building/

development of human resource through provision of training facilities to the

staff/ officers in different statistical areas and acquiring of latest equipment :-

The PBS Training Wing has been made effective by providing computer

laboratory and other equipment.

For the enhancement of their skills & expertise, a number of officers

have attended different short term training courses/seminars/workshops

abroad funded by different international agencies.

Ministry of National Food Security and Research had organized a

seminar on Processing and Analysis of Data for Surveys/ Assessment

Methodology and Software on 10th – 11th June, 2015 in collaboration

with PBS.

Basic and Advance GIS training for the staff in collaboration with

UNFPA has conducted at PBS, Regional Office a Gilgit, Baltistan w.e.f.

25thAugust, 2014 to 5thSept., 2014 and 10th– 21stNovember, 2014

respectively.

Advance Special Analysis GIS training in collaboration with UNFPA has

been conducted successfully.

IV. BRIEFS/ DOCUMENTS FOR UN STATISTICAL COMMISSION AND OTHER INTERNATIONAL MEETINGS

The forty sixth session of the UN Statistical Commission was held from 3rd

to 6th March, 2015 at United Nations Headquarters, New York, USA which was

attended by Mr. Asif Bajwa, Chief Statistician, Pakistan Bureau of Statistics and

Mr. Arif Mehmood Cheema, Member National Accounts, Pakistan Bureau of

International Conference on “Change of Base of Price Indices” was

successfully held in Marriot Hotel, Islamabad on 11-12 February, 2015. The

event was organized by Pakistan Bureau of Statistics in collaboration with World

Bank under the Chairmanship of Minister for Finance, Revenue, Economic

Affairs, Statistics and Privatization.

Material/ briefs on Statistical issues for use by Pakistan delegations

attending the annual sessions of different fora such as UN Statistical

Commission and other international fora/ meetings including UNESCAP & its

Committee on Statistics, Governing Council of SIAP etc., were prepared/

consolidated in collaboration with the PBS.

V. DEVELOPMENT PROJECTS/ SURVEYS

To provide statistical data required to meet emerging needs, different

censuses/surveys in important socio-economic areas are being conducted under

development projects. Such projects in the areas of national accounts, social,

price statistics and infrastructure etc. were planned/ undertaken in this regard.

VI. DISSEMINATION OF DATA

Statistics Division, in collaboration with PBS, is disseminating statistical

data/ series in the form of reports, through electronic media/website, press

briefings etc. to various users including national and international agencies such

as UN Statistics Division, UNESCAP, IMF, ILO, Asian Development Bank and

the Islamic Development Bank etc. Latest publications were also made available

at Sales Counters of PBS.

VII. MEMORANDUM OF UNDERSTANDING (MoUs) WITH THE FOREIGN

COUNTRIES.

i) Memorandum of Understanding (MoU) on Statistical Cooperation

between Government of Islamic Republic of Pakistan & Government of

Islamic Republic of Iran has been signed by Mr. Ishaq Dar, the Minister

for Finance, Revenue, Economic Affairs, Statistics & Privatization on

11th May, 2014 during the visit of Prime Minister to Iran. Statistics

Division/ PBS is monitoring the implementation process of the said

MoU.

Kindly find enclosed herewith the Year Book 2015-16 of Statistics

Division for printing of its 130 copies from PBS’s printing Press as per past

practice.

2. It is therefore, requested to kindly advised to Chief Technical Officer,

Pakistan Bureau of Statistics for printing of the Year Book at the earliest possible,

preferably before ending of this week the matter is already very delayed.
