Summary As a recipient of Community Development Block Grant (CDBG) and HOME Partnership Program (HOME) funds from the United States Department of Housing and Urban Development (HUD), the City of Davenport is required to develop a Five-Year Consolidated Plan and Annual Action Plans for the use of these HUD funds. This Plan identifies how those funds will be used to meet the housing and community development needs of low- to moderate-income residents of Davenport.

This is the Third Annual Action Plan, which covers Year 38 (July 1, 2012, through June 30, 2013), of the Five-Year Consolidated Plan that covers July 1, 2010, through June 30, 2015. During this year, the City received a CDBG allocation of $1,328,125 and $410,305 in HOME.

The current Five-Year Consolidated Plan is available at the Davenport Public Library and at the Community Planning & Economic Development Office in Davenport City Hall or online at www.cityofdavenportiowa.com.

The local objectives for Year 38 were approved by the Davenport City Council on November 2nd, 2011 and are found below in bold. The allocations for Year 38 were the subject of one public hearing on March 21st, 2012, before the Davenport City Council.

Two people spoke at the public hearing:

1. Director of Project Renewal, one of the non-profits, addressed the Council requesting an increase in the amount of CDBG funds over that recommended by the Citizens Advisory Committee.

2. A supporter of Project Renewal spoke at the public hearing regarding the important role Project Renewal plays in the neighborhood, how important the program is to residents of the area, and requested additional CDBG funds.

Response: The amount of CDBG funds allocated to programs in the public services category is at the cap allowed by Federal Regulation.

Year 38 allocations were approved by the Davenport City Council on March 21st, 2012.

The Annual Plan for Year 38 will be available for public review and comment from April 9th to May 9, 2012. No comments were received during the public comment period.

Local objectives for the use of CDBG funds during Year 38 are based on input from Davenport’s Neighborhood Empowerment and Wellness initiative. The City is required to ensure that at least 70% of CDBG dollars, over a three year period for program years 2010, 2011 and 2012 will be used to benefit low – to moderate – income residents of Davenport. Local objectives for Davenport’s Year 38 action plan are the following:

1. Increase the livability of Davenport’s neighborhoods

2. Retain existing and attract new business and industry

3. Provide Support for Essential Human Needs for the City of Davenport

These objectives were formulated through the CDBG Citizen Participation Plan and approved by the Citizens Advisory Council and City Council. The Citizens Advisory Council is a 15 member board of citizens that are appointed by City Council and the Mayor.

In order to successfully implement these objectives CDBG funds were allocated to each one through specific actions. Year 38 actions fall within HUD’s CDBG goals, Davenport’s 2025 Comprehensive Plan, and, the 5 Year CDBG Consolidated Plan.

Davenport NEW (Citizen Participation)  The City’s discussion about Community Development Block Grant funds has been integrated into the Davenport Neighborhood Empowerment and Wellness process or Davenport NEW.

The Citizen Participation process for the development of this Annual Action Plan followed the Citizen Participation Plan found in the Appendix on page 22. For Year 38 area housing and social service agencies participated in the development of the Plan. Three public meetings were held in different low to moderate income census tracks. Additionally, an online CDBG survey was provided to members of Davenport Neighborhood Organizations. Over 150 responses were received. 71% of those respondents lived in a low to moderate income census track. A summary of the results can be seen below:

Results from the public meetings and the CDBG were presented to the Citizen Advisory Committee to assist in the creation of Year 38’s local objectives and funding decisions.

Community Development  Based on Citizen Participation, and existing plans within the City of Davenport, the Citizen Advisory Committee focused the use of CDBG funds on the objectives described on page 4. The CAC reviewed 20 applications and funded 20 applications. The application review criteria can be found in the Appendix. These point totals provide rationale for funding at a particular level. Following is a list of subrecipients and activities to be funded. Agencies identified in orange are funded with CDBG dollars for the first time during the 5 Year Consolidated Plan period.

The notice of opportunity to apply for CDBG funding begins the city's process for allocating its entitlement. The Citizens Advisory Committee (CAC), appointed by the Mayor and City Council, reviews applications for funding and submits recommendations to the Council.

The applications are reviewed and rated using a set of evaluation elements including rating the project/activity on the consistency with the City’s Consolidated Plan’s general areas of need and with the City Council’s goals. Evaluation criteria used for Year 38 are found in the Appendix starting on page 26.

Institutional Structure

HUD requires that the annual plan describe the institutional structure through which the City will carry out its housing and community development plans including public institutions, non-profit organizations, private organizations, and public institutions.

Public Institutions

U. S. Department of Housing and Urban Development (HUD) – Provides entitlement funds to Davenport including CDBG and HOME. The City is neither an ESG nor HOPWA entitlement for Year 38. HUD also provides funding to nonprofit organizations to address the needs of homeless and special needs persons.

Department of Community Planning and Economic Development (CPED) - oversees the process which provides funding to organizations that provide decent housing, a suitable living environment, or expanded economic opportunities, principally for low- and moderate-income people. Davenport receives CDBG and HOME funds as part of an annual entitlement through the Department of Housing & Urban Development (HUD). CPED administers the City’s housing rehab and economic development programs funded with HUD funds. The HUD funded housing rehab programs include Urban HOMEstead, Rental Production, CHDO HOMEstead, Owner Occupied Rehab, and Rental Relocation programs. The HUD funded economic development programs include slum/blight abatement and commercial/industrial improvement revolving loan programs. CPED serves as the Public Housing Authority overseeing the Section 8 Program, management of the Scattered Sites Public Housing Units and the Heritage, a multi-unit high-rise providing housing for the elderly and persons with special needs.

CPED administers Neighborhood Stabilization Program (NSP) funds awarded by the Iowa Department of Economic Development (IDED). These funds are targeted to address the high number of foreclosed properties within specified Davenport neighborhoods.

In addition to administering HUD funded programs the City has created a variety of different housing programs that address the objectives outlined on page 4. Some of these programs include HAPPEN, Paint Program, and Davenport NOW.

• HAPPEN - CPED has created a housing rehabilitation program named HAPPEN (Housing Assistance to Protect and Preserve our Established Neighborhoods). The intent of the HAPPEN program is to establish an incentive for owners or potential owners to rehabilitate abandoned houses primarily located in the central city. There are no income restrictions with the HAPPEN program and only properties that will be owner occupied will be eligible for the incentive rebates. This program provides a maximum financial incentive of $30,000 or 40% of approved project costs (whichever is lower) for the rehabilitation of individual abandoned properties. This project is funded through the city’s Capital Improvement Program.

• Paint Program - The City of Davenport is offering grants to help property owners with exterior painting and siding projects. The intent is to help make a visible impact and address properties with the greatest need. Both rental and homeowner properties meeting income requirements are eligible. While up to $10,000 per property can be granted, there is limited fund availability. Projects will be evaluated on a competitive basis.

• Davenport NOW - program is an innovative program to enhance neighborhoods and grow the City through a tax rebate. Every property owner who constructs a new, owner occupied residential structure or new commercial structure (excepting rental properties) will be eligible, as will every property owner investing more than $5,000 in new assessed value to a current structure. Davenport NOW will rebate 50% of the City’s portion of property taxes for increase in assessed value for a period of ten years.

Finally, CPED prepares the plans, studies, and reports required by federal programs; prepares economic development strategies; Executes neighborhood empowerment and outreach; and completes historic preservation and environmental reviews.

Additionally, CPED provides staff support to the following groups that assist the City in administering HUD funded and HUD related programs:

Davenport Housing Commission – is a five member board appointed by the Mayor with confirmation of the City Council. The members must be residents and qualified electors of Davenport. The powers

and duties of the Commission are delegated by the Davenport City Council in accordance with Chapter 403A of the 1966 Code of Iowa and Acts, amendatory thereto. The Commission meets on a monthly basis. Their duties include policy setting and review of appeals.

The Citizens Advisory Committee (CAC) – is a fifteen member committee appointed by the Mayor and Council and assists in the administration of the federal Community Development Block Grant (CDBG) Program. The CAC reviews applications for funding and makes recommendations to the City Council on how CDBG funds should be allocated. In addition, the CAC monitors the performance of the activities funded and considers community needs in preparation for future funding decisions.

The CPED Advisory Group – Reviews policy changes and broad program ideas across a variety of housing and economic development activities, and recommends special projects for the good of the community. This group was formed out of several independent advisory groups that worked with CPED on individual programs.

Davenport Civil Rights Commission – Responsible for enforcing the Davenport Civil Rights Ordinance. The Davenport Civil Rights Commission works to secure for all individuals within the City freedom from discrimination because of race, color, religion, creed, sex, sexual orientation, national origin or ancestry, age, mental or physical disability, marital status, gender identity, and familial status in the areas of employment, education, housing, public accommodation and credit. The Davenport Civil Rights Commission provides education and enforcement for housing, predatory lending, and discrimination in Davenport.

The Community Services Division – CSD is responsible for inspecting all rental units and administering the City’s housing code to ensure minimum quality standards for rental housing and property management.

Assisted Housing - The Assisted Housing Division is a part of the Department of Community Planning and Economic Development within the City of Davenport. The Division is responsible for the administration of the Section 8 Housing Choice Voucher Program, the management of the Scattered Sites Public Housing units, and the Heritage, a multi-unit high-rise providing housing for the elderly and persons with special needs. The Division follows the procedures set by the City of Davenport for any procurement, contracting, and other services following federal regulations. The Office works closely with the Facilities Maintenance Division on matters related to capital improvements. No development or demolition of public housing is considered at this time.

Iowa Department of Economic Development – Responsible for administering the State’s CDBG and HOME programs. State HOME funds can be used within Davenport for activities also receiving City HOME funds.

Iowa Finance Authority – Responsible for overseeing the allocation of the State Emergency Shelter Grants and Homeless Shelter Operating Program funds. IFA awards funds through its own application process.

Nonprofit Organizations

Nonprofit organization programs, as well as City programs, are part of this yearly allocation selection process with an average of 20 programs requesting funding. The selection of programs to address the needs may change from year to year and thus the nonprofit organizations may change. Non-profits receiving funding in the Annual Plan and the can be found on page 7 & 8.

The City has an ongoing, first come, first served application process for HOME projects. Non-profit housing developers, for-profit affordable housing developers, and Community Housing Development Organizations (CHDOs) can apply for funding through this program for projects that meet the rental housing needs of persons transitioning to permanent housing, permanent supportive housing for persons with special needs, and low and moderate income renter and owner households. Because these funds are allocated separately from CDBG funds, the development organizations will be listed in the City’s Consolidated Annual Performance Evaluation Reports.

Private Organizations

Private housing developers, contractors, lenders, and real estate companies assist with projects that meet the needs identified in the Consolidated Plan. CDBG and HOME may be used for a number of activities that involve participation of the private sector with each playing an essential role.

Strengths

Strengths of the public sector include: access to federal funds for housing and community development; staff resources for planning and program administration; administration of public housing and Section 8 programs; and relationships with nonprofit housing and service providers.

Strengths of non profits include: willingness and desire to coordinate and work together to eliminate duplication and make the best use of limited resources. Ability to access other federal, state, and private resources; involvement with low and moderate income residents; ability to develop and provide services; knowledge of community needs; and use of volunteers.

Strengths of the private sector include: the ability to create sophisticated financing for large projects; participation on boards and special projects; partnerships with public, nonprofit, and private sector organizations; and construction and rehabilitation capacity.

Gaps

No specific gaps in the delivery system have been identified through the Citizen Participation Process.

Geographical Distribution

These activities will not be limited to serving only low- to moderate income census tracts. However the programs will assess income eligibility of the households and individuals served. All housing programs are limited to serving income eligible households, whereas, programs that serve individuals are required to maintain at least a 70% threshold for low- to moderate-income clients. Projects related to the City’s Economic Development Fund may be targeted to slum and blight areas or “opportunity zones” discussed on page 24. Additionally, the map on page 40 identifies areas considered to be of minority concentration. An area of minority concentration is defined as a block group where the percentage of minority individuals is 20 percentage points greater than the percentage of minority individuals in Davenport as a whole. Minority / Women’s Business Outreach

Projects funded through the City Rehab Grants / Loans / Relocation and City Economic Development Fund will continue to encourage Minority Owned Business and Women Owned Business to participate as contractors for the projects. The City also maintains centralized records with statistical data on the use and participation of these types of contractors for HUD’s review.

Objective / Outcome Combinations

Performance measurement systems look at the effect a program has rather than just the number of units of service. The following performance measures use HUD’s Objectives of Suitable Living Environment, Decent Affordable Housing, Creating Economic Opportunities, and one the Outcomes of Availability/Accessibility, Affordability, and Sustainability. This creates nine possible Objective/Outcome combinations for each funding action. The Objective/Outcome combinations and the City of Davenport’s allocations and anticipated number of beneficiaries, as presented by the agencies, are listed the table below. Color coding corresponds to graphs following table.

Monitoring

All subrecipients will be monitored annually. Frequency and type of monitoring is dependent on the outcome of the risk assessment. All subrecipients will, at a minimum, be monitored by means of an office Desk-Review using a monitoring checklist appropriate for the program/project. Those subrecipients whose Risk Assessment is High (4 or more factors checked) will receive an On-Site monitoring. Those sub recipients whose Risk Assessment is Medium (2 to 3 factors checked) will be closely monitored through review of quarterly reporting and will be visited for an informal monitoring visit to ensure that no additional issues arise. Those subrecipients whose Risk Assessment is Low (0 to 1 factor checked) will only receive a Desk-Review monitoring. All subrecipients will receive an On-Site monitoring no less frequently than once every three years.

Obstacles to Meeting Underserved Needs

The following section includes obstacles identified during the five year planning process to meeting underserved needs for low- to moderate-income individuals and households. The obstacles are identified as bullet points with a description of how the City will work toward meeting the identified need(s).

• Inability to access affordable housing (including but not limited to financial literacy, inadequate supply of affordable housing, poor quality of affordable housing, poor credit histories, and lack of access to traditional banking institutions)

The City will use CDBG funds to support activities that address low- to moderate-income households’ ability to access affordable housing. Specifically, the City will provide low-interest loans for owner-occupied rehabilitation. In addition, the City will support local non-profit activities to provide homebuyer education, downpayment assistance, accessibility, and mortgage funds for households that would not qualify for traditional mortgages.

• Lack of housing and services for underserved groups: including homeless, transitional housing clients and people with special needs

Landlords and Property Managers are required to attend training on the Crime Free Multi – Housing Program. This program involves three phases. The first phase is a class taught by attorneys, police and fire personal that addresses reducing criminal activity in rental units. The second is phase is an inspection of the property to assess the physical security and general appearance of the property. The final phase is a safety social for residents of the rental property. Information at the safety social includes information about crime prevention and neighborhood watch. Additionally, the Davenport Civil Rights Commission provides training to landlords on Fair Housing requirements and tenant selection methods and lease enforcement practices to prevent discriminatory practices.

• Neighborhood groups lack empowerment needed to keep neighborhoods clean, neat, and crime free.

The Community Services Division will continue conducting code enforcement and rental inspections. The Planning Division of the Community Planning and Economic Development Department has also started the Neighborhood Empowerment and Wellness Initiate to empower neighborhoods by providing direct communication with City staff.

• Lack of economic diversity in the redevelopment of inner city residential areas

The City anticipates using CDBG and HOME funds to assist housing developments within the central city that provide mixed-income units. The City will continue the HAPPEN and NOW programs. During this Annual Action Plan the HAPPEN program will be offered on a more limited bases. The HAPPEN (Housing Assistance to Protect and Preserve our Established Neighborhoods) program offers incentives to rehabilitate abandoned residential properties that will be owner-occupied after rehab by paying up to 40% of the rehab costs. NOW is a tax rebate program that provides cash back when you buy a new property or rehabilitate a historic one.

• Knowledge of available programs

The City will continue to market the City’s programs for low- to moderate-income individuals and households through the City’s website, cable channels, and assisted non-profits. The City provides referrals to the programs offered by assisted non-profits.

Housing  Affordable Housing Goals

Davenport anticipates that 250 households will be assisted by the City and local non-profits through owner-occupied and rental rehab, homebuyer education and downpayment assistance, and acquisition/rehab. These programs are open to all qualified households within Davenport.

Needs of Public Housing

The Office of Assisted Housing actively involves Public Housing residents and, those residents of the 42 scattered-site public housing units owned and operated by the City, through consultation on capital improvement projects and policy changes. The Heritage Residents’ Association provides opportunities for residents of the Heritage Section 8 project-based high-rise to be involved in OAH’s management of the building.

Barriers to Affordable Housing

FHEO issued a letter of findings on June 30, 2006, concluding that the Davenport’s public housing located at the Heritage building was not in full compliance with the accessibility requirements of Section 504. 19 recommendations were made in order to achieve compliance. To date all 19 recommendations have been met. The City of Davenport in conjunction with the City of Moline and the City of Rock Island is currently in the process of finalizing an update to the Analysis of Impediments. This document will be completed in Year 38.

Lead-based Paint

This section provides an estimate of the number of housing units with lead-based paint and describes how the City will reduce lead-based paint hazards through City programs.

An assessment of the lead-based paint (LBP) hazards and an estimate of the number of housing units with LBP hazards that are occupied by low and moderate income families was updated in January 2005 by City staff. Staff consulted with the Scott County Health Department and the information provided by this agency was supplemented by the City of Davenport's Department of Community Planning and Economic Development.

Although only testing for lead in dust, soil, deteriorated paint, and chewable paint surfaces provides definitive information about hazards, estimates of lead-based paint hazards in the housing stock were made by using 2000 Census information in conjunction with data from a Davenport housing condition windshield survey done in 1998. Per the TECHNICAL ASSISTANCE BULLETIN regarding TITLE X (The Residential Lead-Based Paint Hazard Reduction Act of 1992), the following factors were identified as contributing to lead-based paint hazards:

1. Age of housing 2. Condition of housing 3. Poverty and poverty tenure 4. Families with young children 5. Presence of lead poisoning These factors have been determined to be interrelated in the occurrence of lead-based paint hazards and lead poisoning. Iowa Department of Health officials have stated that Iowa's childhood lead poisoning problem is characterized by the presence of older housing that contains high levels of lead-based paint. The 2000 Census showed that 32% of Iowa's housing was built prior to 1940. These homes are considered to contain extensive amounts of lead-based paint.

Within the City of Davenport, 2000 Census figures indicate that 11,754 or 28.4% of the housing units were constructed prior to 1940. It was not until 1978, however, that lead was banned from residential paint. A U.S. lead-based paint survey, conducted for HUD, has estimated that 90% of the housing

constructed prior to 1940 is estimated to contain some lead-based paint. Sixty percent of the housing constructed from 1960 through 1979 is estimated to contain some lead-based paint. The accuracy of these estimates of lead-based paint prevalence in housing units is subject to plus or minus 10%.

Based on the information above, an estimate of the number of housing units in Davenport containing lead-based paint was made by applying the U.S. percentage estimates to Davenport 2000 Census data for age of housing, tenure, and occupancy. An estimate of the incidence of low and moderate income households with lead-based paint was made by cross-tabulating housing data with income data.

The presence of lead-based paint alone does not indicate the extent of lead-based paint hazards. Estimates of prevalence of lead-based paint along with age, tenure, and income can roughly target areas that have the highest risk for hazards. Condition of housing can also be used to further refine the estimates and location of high-risk lead hazard areas. Housing units that have not received adequate maintenance are more likely to have deteriorated paint surfaces that can present lead-based paint hazards.

An analysis of the condition of Davenport’s housing units was completed in 2008 Housing Needs Assessment by means of a ‘windshield survey’ conducted by City staff and nonprofit volunteers. A result of this analysis revealed 4.82% of the units to be in poor or dilapidated condition, suggesting deteriorating building components and a need for repair.

Applying the 4.82% deterioration to the 12,633 housing units indicates approximately 609 units occupied by low and moderate income households may contain lead-based paint hazards. While this is only a rough estimate, it provides an indication of the extent of lead hazards in Davenport's housing.

Since year 31, over 700 housing units have received lead-based paint testing and applicable lead-based paint hazard reduction. The city received a $2.27 million grant in 2007 for remediation of lead hazards in privately-owned housing units that were occupied by low-moderate income households with children under the age of 6. The City achieved full expenditure of the original award of $2,273,039 with over $994,900 spent in matching and leveraged funds. With the 2007 grant, 230 units were cleared and made lead-safe in the City of Davenport. Additionally, during the grant year 280 units received lead evaluations and 267 units were identified to have lead-based paint hazards present in the unit. Final breakdown percentage of 62% owner-occupied, 37% rentals and 1% vacant.

2007 Lead-Based Paint Hazard Control Grant Milestones:

• 17 jobs created by the grantee and sub-grantees

• 468 individuals were trained, including 65 low-income individuals

• Community outreach campaigns such as “door-knocking,” media releases, and program materials reached over 500,000 individuals

• Numerous groups were approached and received presentations or materials that reached over 700 program participants

In October 2011, the City of Davenport was awarded a second Lead-Based Paint Hazard Control grant from the Department of Housing and Urban Development to remediate Lead Based Paint Hazards in qualifying units in the City of Davenport and Scott County wide. Funding under this grant will be available until October 2014. Current program benchmarks include:

• 275 Lead assessments completed

• 234 units to be remediated from Lead-Based Paint hazards

• Over 5,000 individuals informed regarding Lead-Based Paint through Community Outreach

• 400 individuals trained

With the 2011 LHC grant, there is $100,000 available for Healthy Homes interventions in qualifying lead hazard control units. Approximately 12 of the lead hazard control units that have issues related to mold, radon, asbestos, or pests will be provided the necessary interventions to address the issues. Funding also includes expenses for costs related to training, equipment and community education outreach.

HOME

This year the City of Davenport anticipates receiving $410,305 in HOME funds. $41,000 will be used to administer the following discussed programs. Program income generated in previous years will also be used. The City primarily uses HOME funds for the rehabilitation of owner-occupied single family homes.

For many years, the City has operated an Urban Homestead Program where the City rehabilitates vacant residential structures and provides mortgages to low-to moderate – income homebuyers. While the City is finishing out projects and properties acquired for this program, it is anticipated that the City will discontinue this activity. Instead, the City will continue to provide funding via HOME and others sources to qualified developers to accomplish this activity. Since the City has a moderately sized portfolio of past homebuyers who have purchased homes through this program and for which the City still holds the first mortgage, the City anticipates occasionally “getting the property back” via default. As such, some rehab may be warranted to prepare the home for re-sale again in those instances, and HOME may be used as necessary and appropriate.

The City also uses HOME funds for the Rental Rehab / Construction. The Rental Program uses covenants to ensure the affordability period (24 CFR 92.252(e)) and the mortgage identifies provisions for the recapture of HOME funds defaults on the terms of the agreement. 4 housing units will be completed using the Rental Program.

The HOME program requires federal funds be matched with private contributions. As part of the application process, applicants must specify eligible match contributions. To be considered eligible, contributions must meet the requirements under 24 CFR Part 92.220(a).

The City also uses HOME funds for the CHDO HOMEstead program. This program provides financial assistance to CHDOs and homebuyers through rebates for a portion of the rehabilitation work and for down payment assistance, respectively. Like the City’s Urban Homestead program, the same recapture (shared net proceeds) provisions are used. The City will set aside 15% of its HOME grant for CHDOs. It is anticipated that four housing units will be completed using the CHDO HOMEstead program.

The City does not use HOME funds to refinance existing debt for multi-family housing. Additionally, the City does not plan on using HOME funds for the purchase of manufactured housing or other activities not listed within 24 CFR 92.205(a)(1).

Finally, HOME is also used to offer qualifying households with rehabilitation loans to address code violations or other emergency repairs. 20 homeowners will be provided assistance through this program.

Homeless Reducing Those Living in Poverty

According to the U.S. Census Bureau, 2006-2010 American Community Survey, 17.7% of Davenport residents live in poverty. Some of these individuals are also homeless. The table below highlights Scott Counties Point in Time count completed in January of 2012 in accordance with HUD standards. The table identifies the number of homeless people in shelter’s, transitional housing units, permanent housing units, and on the streets. Homeless individuals from special populations are also indentified.

Actions during the Year 38 plan will reduce the number of people living below the poverty line by creating jobs and access to them, providing affordable housing options and assisting in the transition to permanent housing, and engaging at risk-youth populations.

Job Creation and Job Access:

• Economic Development Fund o Provide economic development assistance including loans, loan guarantees, grants, and

infrastructure development to businesses locating to or expanding in Davenport. At least 51% of the jobs created by the assisted businesses must be made available to low/moderate income people. Economic assistance will also be provided to alleviate slum or blighted conditions in designated slum/blight areas or on individual slum/blight properties. Small business loan program will address the impact of the credit crunch and reduction of capital for business start-ups or expansion.

• River Bend Transit – JARC o Job Access Reverse Commute (JARC) Program provides transportation for TANF

recipients and other low/moderate income individuals through agency referrals. Transit service destinations include work, child care providers, counseling sessions, classes, and other training locations.

Affordable Housing Options:

• Humility of Mary Housing o Provides staff to assist in transitional and permanent supportive housing with services

for single parent families. Humility of Mary decreases the amount of time that homeless

individuals and families experience homelessness with service coordinators that visit the families to assist in goals for career improvement and increased education.

• Housing Rehab Program o Rehab assistance by the City to nonprofits, for profits, or CHDOs to correct substandard

conditions, improve energy efficiency, reduce lead paint hazards, and make general improvements and emergency repairs to rental units. Funds may be used by CHDOs to develop, sponsor, and/or own housing. Housing activities may include: 1) acquisition fo local tax deed and other vacant properties that are rehabbed and rented to low/mod income households; and 2) new construction of multi-unit facilities to be rented to low/mod income households or serve participants in transitional housing and people with special needs.

• Neighborhood Housing Services o Revolving loan fund can be utilized for acquisition/rehab, or refinance (contract buy-out)

and rehab, or rehab of properties located in Davenport. A percentage of staff costs is covered by program income earned through the revolving loan fund.

Engaging at Risk Youth:

• Big Brothers and Big Sisters o Provides at-risk youth with an adult friend and role model. Counselors meet with the at-

risk youth and parent and provide training for the adult volunteers. Staff provides counseling, assistance, and assessment during the match.

• Boys and Girls Club o Provides a safe place with structured programs for youth ages 6-17. Programs are held

Monday through Friday immediately after school during the school year and full days during the summer.

• Project Renewal o Provides an after school drop-in site for neighborhood children. Activities include

homework/tutoring, games, crafts, and field trips. • Friendly House

o Provides affordable day care for youth in grades K-5 whose parents are either employed full time or are attending school. Also provides social, cultural, educational, and recreational activities for central city children. Youth programs provide enrichment activities that address social, physical, and educational needs.

The City of Davenport also assists individuals that may or may not be homeless but have other special needs by funding Vera French Community Mental Health, The AIDS project, and Community Health Care in Year 38’s Annual Action Plan.

City Partnerships Addressing Homelessness

The City partners with the Quad-City Shelter and Transitional Housing Council (QCSTHC) to address homelessness. The QCSTHC serves as a homeless advocacy group and coordinates the Scott County Continuum of Care for HUD funded homeless programs. The Scott County Continuum of Care is part of the Iowa Balance of the State Continuum of Care.

The City of Davenport assists in the CoC planning process and plans to use CDBG funds in year 38 to support some of the same agencies that receive CoC funding including:

• Humility of Mary Shelter • Humility of Mary Housing • Vera French • Family Resources

The City also partners with the Quad Cities Housing Cluster. The Housing Cluster serves as the affordable housing advocacy group and provides membership for the Scott County Housing Council.

The Council serves as the Local Housing Trust fund and coordinates affordable housing funding applications. This fund also financially supports agencies awarded with CDBG funds in year 38.

Serving and planning with the Quad-City Shelter and Transitional Housing Council provides them with technical assistance and additional financial support to continue their missions therefore reduce the number of persons living below the poverty line.

Davenport’s Office of Assisted Housing was also awarded 30 vouchers for the Veterans’ Affairs (VA) Supportive Housing (VASH) Program. Working in conjunction with the Veteran’s Affairs Office, Assist Housing staff assist qualifying veterans and his or her family locate suitable housing. Two year case management services will be provided by the VA staff. Eligible candidates must be chronically homeless and are expected to participate in VA’s case management and use supportive services and assistance to maintain recovers and sustain housing in the community.

Overall the coordinated efforts by the City of Davenport, Federal Agencies, and local non-profits is continually addressing the issue of homelessness.

The City of Davenport and the Quad –City Shelter and Transitional Housing Council also helps low-income and families who are being discharged from publically funded institutions and systems of care, such as health care facilities, mental health facilities, foster care and other youth facilities, and corrections, programs, and institutions by discharging these at-risk into the service providing system. The following discharge matrix is used to assist area law enforcement groups and hospitals in finding shelter/housing for persons they have within their custody and are soon to release - some of these are immediate and some are pending.

Opportunity Zone  The City of Davenport Iowa currently has identified two slum and blight area or “opportunity zone” consisting of the Downtown area and the Hilltop Campus Village.

In July of 2009, the Community Planning and Economic Development Department updated the slum and blight survey completed in July of 1999 for the downtown area. This update was approved in Year 37’s Annual Action Plan. Additionally the Hilltop Campus Village was identified and approved.

A third slum and blight area is now being proposed. An additional survey for the Washington Street Area has been conducted. Please see page 21 for a map of this area. The building by building survey conducted meets HUD and City of Davenport requirements. 54% of commercial properties surveyed within the area met slum and blight criteria.

Properties qualify if the depreciated value according to the County Assessor is more than 60% and exhibits one or more factors contributing to the slum and blight of the area. Some of these additional factors could include broken windows, debris, insufficient lighting, abandonment, or proximity to vacant lot.

Funds within the City Economic Development Loan fund are available to help rehabilitate commercial buildings in order to assist in the elimination or prevention of blighting conditions, including both structural and environmental problems. Once these conditions have been addressed, additional exterior improvements may be made as appropriate. Those buildings that have been identified in the survey have physical deterioration, and a significant decline in property values are a high priority for funding. Copies of the survey showing qualifying criteria can be found at the Community Planning and Economic Development Office in City Hall.

Section 108 Loan   During Year 38, the City of Davenport plans to apply to HUD for Section 108 funds in order to address inadequacies in the storm sewer system near Second and Taylor Streets. This project is located in a low to moderate income area and the reconstruction of the storm sewer would prevent future street flooding and associated water problems.

The on street ponding causes 2nd, Taylor and Marquette Streets to close down. Marquette and 2nd Street are arterial transportation routes serving the immediate and larger area. These key routes serve local residents, emergency vehicles and many businesses by preventing the distribution of goods.

While ponding and street closures is a problem in the southern portion of the project area, the northern portion of the project area is also subjected to difficulties from an overburdened storm water system. This extra pressure causes temporary back up of water in the infrastructure system leading to saturated soil conditions. In the absence of preventative exterior measures to keep this water out, flooded basements and lower levels of homes can occur. This area is predominately occupied by low to moderate income households. Many homeowner’s and/or renters do not have adequate insurance to cover damages that might result.

This area is also home to two of Davenport’s largest employers, Kraft Global Foods, Inc. and Nestle Purina Pet Care Company. Both companies are located directly on 2nd Street and/or Rockingham Road (2nd Street becomes Rockingham Road at the cross roads of Fillmore Street.)

Along with the 2006 hydraulic study, the City contracted Missman, Inc. a local engineering firm in 2010 to develop possible scenarios in which to remedy the situation. The preferred solution involves upgrading the storm water system and is estimated to cost a total of $2.8 million dollars. This includes installing a lift station at 2nd and Taylor Streets, placing the storm water piping on top of an existing wall (with permission by owner) over to River Drive and then crossing under River Drive and the railroad tracks to flow out to the Mississippi River.

The City of Davenport plans on requesting a loan of $2,800,000 through the Section 108 Loan Guarantee program in order to address storm water infrastructure improvements in a low income residential area. The City’s currently has no outstanding Section 108 loans.

The City of Davenport typically handles funding of public improvement projects including upgrading storm system needs through our Capital Improvement Program (CIP). The CIP is funded by a combination of the City’s one cent local option sales tax referendum and property tax debt service levy. With the downturn in the economy over the past several years, the City of Davenport’s funding towards the CIP will greatly decrease next year and for subsequent years due to less than usual available resources including sales tax and property tax revenues. Based upon last year’s CIP requests, the City’s capital need projects are now twice the size of our approved and funded projects.

While the City of Davenport does not have enough available in CIP funds to front the cost of the project all in one year, our budget does allow enough funding to repay the Section 108 within (or earlier than) the 20 year timeframe of repayment. The loan would also be guaranteed with a pledge of repayment from the City’s current and future CDBG dollars.

Appendix

Citizen Participation Plan  

Introduction

The Consolidated Plan combines the planning and application requirements for two U.S. Department of Housing and Urban Development (HUD) formula programs received by the City. Those include Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME).

The Citizen Participation Plan sets forth the steps the City of Davenport uses to encourage citizen participation in the development of the Consolidated Plan, any substantial amendments to the Consolidated Plan, and the Performance Report. The Citizen Participation Plan describes how the City will provide citizens, particularly those directly affected by HUD programs, with opportunities to express views on housing and community development needs and to participate in planning, reviewing, and assessing actions to meet those needs proposed and performed by the City.

Participation During the stages of the Consolidated Plan process, including preparation, substantial amendments, and performance, the City of Davenport will take actions to provide for and encourage the participation of all its residents. This includes low and moderate income residents where housing and community development funds may be spent. Citizen involvement will be accomplished by the following methods:

1. Communicating with housing, emergency shelter and transitional housing organizations, and community agencies that serve lower income clientele, minorities, non-English speaking persons, and persons with mobility, visual, or hearing impairments; and

2. Communicating with nonprofit organizations, public agencies, and other interested parties; and

3. Encouraging, in conjunction with the City of Davenport Office of Assisted Housing, the participation of public housing residents and assisted housing developments; and

4. Advertising meeting(s)/hearing(s) in widely read publications, the City’s web site, and the City's public access television channel(s); and

5. Ensuring that all citizens wishing to submit their view be offered an opportunity.

Access to Information

Before submission, the City will place a notice in the Quad-City Times and on the City’s web site providing information including amount of assistance the City expects to receive; the range of activities that may be undertaken; and the estimated amount that will benefit low and moderate income persons.

Anti-displacement

For federally funded activities, the City will attempt to avoid any displacement. In the event that the City undertakes an activity with federal funding that would involve displacement, the City will follow the procedures as identified within the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.

Publishing the Plan A public notice with a summary of the proposed Consolidated Plan will be published in the Quad-City Times or other local newspaper. The summary will describe the contents and purpose of the Plan.

Copies of the entire proposed Consolidated Plan will be available for public review at the following locations: Main and Branch locations of the Davenport Public Library, and Davenport City Hall.

The Consolidated Plan, after HUD acceptance, along with amendments, and the performance report will be available for review in the Community Planning and Economic Development Department, City Hall.

Public Hearings Public hearings are held in the Council Chambers, City Hall at 5:30 p.m. before the Davenport City Council Committee of the Whole during regularly scheduled Committee meetings which are televised on the City’s public access channel. Public hearings will be held to obtain views and respond to proposals/comments of citizens, public agencies, and other interested parties. To allow for citizen participation throughout the Consolidated Plan process, public hearings will be held at the following stages:

1. During the planning process, before the proposed plan is published to receive comments on the housing and community development needs identified at community meetings; and

2. During the development of proposed activities; and

3. Approximately 60 days after the program year to review program performance.

Substantial Amendments

A substantial amendment consists of:

1. A substantial change in the allocation priorities;

2. A plan to carry out an activity, using funds from any program covered by the Consolidated Plan (including program income), not previously described in the action plan; or

3. A substantial change in the purpose, scope, location, or beneficiaries of an activity.

A public notice of the proposed substantial amendment will be published in the Quad-City Times or other local newspaper and public hearing will be held. The City will consider any comments or views received in writing, or orally at public hearings, in preparing the substantial amendment. A summary of the comments and the City's response shall be attached to the substantial amendment.

The public will be informed of an amendment that does not rise to the level of a substantial amendment by publishing a notice in the Quad-City Times or other local newspaper. The notice will contain a description of the change which will be concurrently submitted to HUD.

Performance Reports

The City will receive comments on the Performance Report for a period of at least 15 days before it is submitted to HUD. Notice of the report availability will be published in the Quad-City Times or other local newspaper. A summary of comments received in writing or orally at the public hearing will be attached to the performance report with the City's response.

Copies of the draft Performance Report will be available for public review at the Main and Branch locations of the Davenport Public Library, and Davenport City Hall.

Availability to the Public

The Consolidated Plans, substantial amendments, and the performance reports will be available to the public from 8:00 a.m. to 5:00 p.m., Monday through Friday (except for City holidays), at City Hall, Community Planning and Economic Development Department. The City will provide written responses to written complaints related to the Consolidated Plan, amendments, and performance report within 15 work days of receipt, where practicable.
