Province.

2- Project's objective

Project "Thap Cham 220kV substation and connecting branches" is constructed in

order to develop capacity of Vinh Tan Thermal Complex and Da Nhim Hydropower

Plant to supply power for Ninh Thuan provincial load, as well as to create a ring circuit

connection of 220kV power network in region which contributes to increase stability and

safe-reliable operation for regional power network.

3- Project scope

"Thap Cham 220kV Substation and connecting branches" project: substation

location will be built in Ba Thap hamlet, Bac Phong commune, Thuan Bac district. The

connecting lines pass through the area of Phuoc Trung and Phuoc Chinh communes, Bai

Ai district; Tan Hai commune, Ninh Hai district; and Bac Phong commune, :1Uan Bac

district, Binh Thuan province.

4 - Social - economic condition of EM people in the project area

Main indigeous people in the project area is the Raglai livng at hamlets, villages in

Phuoc Chinh and Phuoc Trung communes Bac Ai district.

The Raglai is ethnic minority which belong to the Malay-Polynesian languages

and live mainly in Ninh Thuan, Khanh Son district - southern of Khanh Hoa and Binh

Thuan provinces

The Raglai in the project areas have been interest from the local authority and

GOV's preferential policy as programs 134, 135 and 30a. Therefore, the living standard

of the people in the project areas is more and more improved.

Ethnic minority people have land ownership as same as the Kinh people.

All the project afIected ethnic minority households within the ROW are

agricultural production families, living mainly on cultivation and husbandry.

5- Project's impacts on ethnic minority people

- Temporary impacts on trees and crops in tower foundation surrounding area,

service road area and wire scatter area during construction and wire scatter process.

- Permanent impacts on trees, crops, hcuse, land, auxiliary structures and other

works due to land acquirement for constructing tower foundation.

- In the operation phase, permanent impact on houses and structures due to violating

ROW which protects safety for high-voltage power grid as stipulated in Decree

No.106/20051ND-CP by GOV, date on August 17,2005 concerning Detailed Regulations

and GuideLnes on some articles implementation in Electricity Law on safety protection

for high voltage power network.

Results of survey about the project are as below:

+ The project impacts on productive land of20 Raglai HHs (115 people), in which

8 HHs lost land permanently for tower foundation construction of 220kV TIL connecting

from Da Nhim - Nha Trang 220kV TIL to Thap CHam 220kV substation, but there are

not any HHs losing more than 10% of total productive land.

- No households are affected by the project and must be resettled.

In public consultation process, PAPs agree with land and asset compensation

alternative by cash, and not resettle.

6- Public consultattion and participation

- Public consultation and participation had been carried out in the pre-construction

stage.

- Methods and fornts of performance: Post public announcement, Interview some

inhabitants; discuss and consult the relevant agencies.

- Public consultation's contents: People who carry out consultations present the

selected project site and compensation and resettlement policy. Then people taking part in

a discussion present their opinions of the prcject impacts and recovery measures, the

project's benefits, compensation and T .. ~settlement alternatives and development programs

EM people's and local authorities' feedbacks are mentioned in EMDP as below.

7 - Implementation Organization

Implementation organization is mentioned in RP

In order to implement EMDP effectively, CPPMB has to closrly coordinate with

relevant agencies or independently work to conduct relevant works such as: participants

in the project, mornitoring and ensuring EMDP implementation, and ensuring PAPs'

participation.

8- Suppervision and evaluation

Suppervising EMDP implementation is a part ofRP suppervision that is described

in RP report.

I. PROJECT INTRODUCTION

1.1. INTRODUCTION ABOUT "TRANSMISSION AND DISTRIBUTION II

PROJECT - ADDITIONAL FINANCE" (TD2 AF)

"Transmission and dislribution II project additional finance" is project which

borrow WB's loan. It's Project Owner is Electricity Viet Nam and directly project

management and implementation unit is National Power TLlllsmission Corporation

(NPT)

The project's objective is continuous assistant for Viet Nam's power

transmission/distribution system construction according to results of original project -

TD2. TD 2 - AF project will continuously contribute to maintain, consolidate safety and

confidence, and transmission from new power plants' capacity to the increasing load

centers.

1.2. INTRODUCTION ABOUT SUB-PROJECT "THAP CHAM 220kV

TRANSMISSION LINE AND CONNECTING BRANCHES" (here after called the

project)

1.2.1 Sub-project overview

1.2.1.1 Sub-project objectives

Project "Thap Cham 220kV substation and connecting branches" is constructed in

order to supply power for Ninh Thuan provincial load, as well as to create a ring circuit

connection of 220k V power network in region which contributes to increase stability and

safe-reliable operation for regional power network.

1.2.1.2 Sub-project introduction

- According to Notice No.262/TB-VPCP, dated on September 19, 200R by the

Gov. mment Office on "Conclusions on the meeting of Steering State board in the sixth

power master plan", the proposed Vinh Tan Thermal Power Plant Project will be

operated in 2012 by Hoang Trung Hai Deputy Prime Minister. Thus, Thap Cham 220kV

substation and connecting branches will be built simultaneously with Vinh Tan Thermal

Power Plant to transmit the whole power yield generated from Vinh Tan Thermal Power

Plant to the national grid. It will be operated in 2012.

The project includes two main works as Thap Cham 220kV Substation and

Transmission lines connecting to Thap Cham 220kV Substation.

a) Thap Cham 220kV Substation technical features and scale

- Construction location: The proposed Thap Cham 220kV substation is located in

Ba Thap hamlet, Bac Phong commune, Thuan Bac district, Ninh Thuan province.

- Capacity and voltage level:

+ Voltage level: 220llIQ/22kV

+ Capacity : 125 MV/\.

- Using area: Total acquisition land area for substation and access road construction

is of 50,690 m2.

- Connection diagram:

+ 220kV side: using connection diagram "Two busbar systems with coupling

breaker and contingency space for ring bus bar installation", including 0 1 totdi

transformer bay, 01 coupling breaker bay, 4 transmission Jines bays and 6

contingency bays.

+ II OkV side: using connection diagram "Two busbar systems with ring busbar,

coupling breaker and circuit breaker", including 01 total transformer bay, 1

coupling breaker bay, 1 ring breaker bay, 4 transmission lines bays and 7

contingency bays.

+ 22kV side: Designed in accordance with transfonner block diagram

- Control, protection, measurement lystem:

+ Control system: Using computer-controlled system

+ Protection system: Using digital relay, which has the capability to

communicate to computer and SCADA system

+ Computer system will be set up in central control room.

+ Control panels and protection cabitets will be set up in outdoor house bay.

+ Measurement system will be equipped all functions as stipulated in norms on

electric equipments and by EVN.

- A uxiliary electric lystem:

+ Auxiliary electric source with alternating current: in this stage, installing 02

auxiliary transformers 22/0AkV -250kVA to take power from 22kV distribution

system and local power network

+ Auxiliary electric source with constant current: will be supplied from adapter

and NiCd battery with capacity of 200Ah/ 5h, voltage level of 220V and

milking booster.

- Earthing and lightning protection system:

+ Earthing system: using rod-bar earthing system. Earthing rod: using galvanized

steel earthing rod with diameter of $22, 3m in length. Main earthing wire and

radial earthing wires: using galvanized steel wi";s with diameter of <1>12. Bolt

and screw nut are used between copper wire (code M95) which is used to

connect equipment's earthing wire and bar earthing wire. Electric welding

method is applied to connect earthing rods and bars, earthing bars ,:nd bars.

Earth resistance must ensure the current norms at every time.

+ To prevent lightning from striking directly, lightning conductor will be installed

on busbar gantry towers, lighting rods will also be install cd independent.

+ To prevent lightning from spread, surge arresters will be installed at

transformer input and output, on 220kV, llOkV busbars, and at 2 heads of

22kV high voltage cable.

- Lighting system:

+ For control house lighting system: Using neon lamps of 40W. For emergency

lighting system: Using incandescent lamps of lOOW. For out-door lighting system:

Using headlights of 400W installed on out-door structures and independent light

poles. For lighting sy~tem round substation: Using spherical lamps of 75W

installed on lighting poles.

Telecommunications system:

+ Optical transmitter investment attaches to 220kV/II0kV TlLs transmitting

through substation.

+ Declaring supplementary SCADA database of outgoing bay via computerize

control system at Gateway

+ Setting up application channels and connecting tele-protection relay.

At Southern load dispatch center CA2) and relevant substations on

telecommunicatior; transition route connecting from Thap Cham 220kV

substation ,) A2.

+ Setting up hot-line telephone channels

Configurative database for decelerating supplementary SCADA signals

received from Thap Cham 220kV substation, Ninh Phuoc llOkV substation,

and Vinh Tan Thermal Power Complex.

b) 220kV transmission lines connecting with Thap Cham 220kV Substation:

- Starting point : at tower span 69 - 70 of the existing Da Nhim - Nha Trang

220k V transmission line.

- Ending point : at 220k V gantry tower of the proposed Thap Cham 220k V

substation.

- Rated voltage level: 220kV

- Number of circuits : 2 circuits

- Length of the route: 28,135m

- Right of way : 22m (lIm as from the middle of TIL to each side)

- Number of turning angles : 16

- Conductor : aluminium conductor steel-reinforced with code ACSR-

- Grounding wire : using steel cable wire with code GSW-70 and optical cable

wire with code OPGW-70.

- Optical cable wire : code OPGW-70.

- Insulator : Using insulators in accordance with lEC Standard.

- Solution applied for tower: using freestanding two circuits hot dip galvanized

figural steel towers.

- Solution applied for tower foundation: using in-site reinforced concrete pier

foundations.

c) Transmission lines and auxiliary electric supply substation

- Starting point: at tower No. 221 at feeder bay 476 of 22kV transmission line

supplying power for Bac Phong commune, Thuan Bac district, Ninh Thuan

Province.

- Ending point: at Thap Cham 220k V substation

- Voltage level: 22kV

- Conductor: steel aluminium conductor, cross section of 50mm2, code AC50.

- Conductor structure: 3 phases 4 conductors (3 phase conductors and 1 neutral

conductor).

- Length of transmission line: 984m.

- Right-of-way: 3m as from the middle ofT/L to each side (total width of RO\V of

6m)

- The number of substation: 01

- Capacity of substation: 250kVA

- Construction location: Bac Phong commune, Thuan Bac district, Ninh Thuan

Province.

1.2.1.4 Sub-project Owner and COllsultant

Project Owner: Central Power Project Management Board (CPPMB).

Consultant: Power Engin~ering Consulting J.S Company 4 (PECC4)

1.2.2. Natural and social conditions

1.2.2.1. Natural conditiolls

Bac Ai district is located in Ninh Thuan province towards the north-west. Its

border is contiguous to Khanh Hoa province toward the north, Lam Dong province

toward the west, Ninh Son district toward the south and Ninh Hai district toward the east.

Its centre is of 45km far from Phan Rang - Thap Cham city. It ha; 9 communes as Phuoc

Thanh, Phuoc Thang, Phuoc Dai, Phuoc Chinh, Phuoc Tien, Phuoc Tan, Phuoc Hoa,

Phuoc Binh and Phuoc Trung communes. Its total area is of 102,729.48 ha.

Bac Ai district is 1. remote and inaccessible area of Ninh Thuan province with a

difficult socio-economy. Provincial road No. 70 I crosses through it.

In December 31, 2008, Bac Ai district has of 23,055 people with a low density of

22 persons/km2. It has advantage conditions to develop synthesized economy including

agro-forestry, industry, trade and services.

b) Ninh Hai District

It is located at 20.030 North latitude and 106.20 East longitude. It borders Cam

Ranh town - Khanh Hoa province on the north, Phan Rang-Thap Cham city on the south,

Ninh Son district on the west and Viet Nam east sea on the east. Its total area is of 251.94

km2 occupying 9.73% of the provincial area. Mountainous region occupies 50% of the

whole district area.

It has a town (Khanh Hai town is district centre) and 11 communes (inclucing

Phuoc Khang, Phuoc Chien, Tan Hai, Ho Hai, Xuan Hai, Phuong Hai, Tri Hai, Nhon Hai,

Vinh Hai, Cong Hai and Loi Hai communes). The whole district distributes on 3

topographic types, including 4 mountainous communes, 5 midland plain communes and 3

coastal communes.

It has of about 91,326 people occupying 15.9% of the provincial population.

It has Chua mountain with the height of 1,040 meters, Tran river and some

streams such as Ba Rau, Kien Kien and Dong Nha. It has of 54km coastal line, 04 river

channel mouths into sea, a lot of coral reef and shrimp pond "Nai, Vua and Phuong Cuu

ponds). Nai pond with water surface area of700 hectares, along with over 500 hectares of

salt-water land around it will be advantageous condition for shrimp hatching. Vua pond,

along with an area of 500 ha of other regions will be advantageous condition to develop

salt industry ofNinh Thuan province.

c) Thuan Bac District

Thuan Bac district was established according to Decree No.84/2005/ND-CP dated

on July 7, 2005 by the GOV. It is located Ninh Thuan province towards the North. Its

centre is of 20km far from Phan Rang - Thap Cham city. It has 6 communes, including

Cong Hai, Loi Hai, Phuoc Chien, Phuoc Khang, Bac Phong and Bac Son communes. Its

total area is of 31,924 ha occupying 9.73% of the provincial area.

Thuan Bac district is North gateway of Ninh Thuan province. It is in provincial

south economical area with Du Long industrial zone being prepared to invest and build

infrastructure. National Highway No.1A and South North Railway crosses through it.

Binh Tien beach is also developed and expaned into the big tourist area next to Cam

Ranh bay and airport - Khanh Hoa province. This location is advantageous condition for

Thuan Bac district to economic develop and exchange, trade with other districts in Khanh

Hoa province as well as other provinces and foreign country.

~n December 31,2005, Thuan Bac district is of 36,533 people occupying 6.2% the

provincial population with density of 114 persons/km2• It has advantageous conditions to

develop synthesized economy including agro-forestry, industry, trade and services. Its

potentiality is still much and not developed strictly.

1.2.2.2. Socio-economic conditions

Inhabitants live mainly in rural areas, their income is mainly from agriculture

including industrial tree growing (acacia, cashew, ... ), fruit trees, annual trees (com,

earn their living by trading in commodities serving agricultural production: agricultural

machinery, fertilizer; purchasing and processing agro-products .... ; and trading in

products serving daily activities: electronic appliances, clothes, motor-bikes, ....

Local inhabitants live in every ethnic community. There is a closely relationship

and support among ethnic groups.

1.2.3. Ethnic minority development Plan (EMDP)

1. The project is implemented at Phuoc Trung, Phuoc Chinh communes (Bac Ai

district); Tan Rai commune (Ninh Rai district) and Bac Phong commune (Thuan Sac

district).

In the project area, in addition to the Kinh, there are also other ethnic groups such

as the Raglai and a few Cham. Land acquirement for tower foundation and substation

construction can't avoid.

2. In reality, high-voltage transmission lines and substation construction only

cause impacts separately. In addition, almost impacts are temporary. Only land

acquirement for tower foundation and substation construction is pennanent. Trees and

crops within ROW will be cut down to service wire pull and scatter. Therefore, the

project will cause impacts on their life (including culture, economy and society) when it

is implemented.

3. Thap Cham 220kV Substation & connecting branches project need establish

EMDP report because the following reasons:

+ The project crosses production land owned by ethnic minority people. RP and

EMDP implementation assists the project-affected EM people to have an opportunity to

stabilize their life and obtain advantage conditions to develop their economy, income and

improve their I lving standards;

+ EMDP implementation creates conditions in order to ethnic minority people to

raise their awareness on the high-voltage power grid, GOV's project construction

objectives is by project infonnation disclosure, organizing propaganda work and training

in rules of electric safety ...

4. EMDP Report is fom1Ulated based on WB's OP4.l0. This report is established to

meet WB's goals and policies, Feasibility Study and Technical Design Stage. It is based

on the results obtained from surveys and consultation the local authorities, unions and

Moreoyer, EMDP report also rrcommends compensation measures for PAH's

damage and socio-economic benefit enhancement measures for P AH, including local EM

people.

II. SOCIO-ECONOMIC FEATURES OF ETHNIC MINORITY PEOPLE IN THE

PROJECT AREA

11.1. Population and demographics

11.1.1. Ethnic minority people in project area

- Bac Ai district has an area of 1,027.3 km2 and 9 communes, with 23,055 people

until December 31,2008.

- Ninh Hai district is 251.94km2 in area. It has of 91,326 people, including mainly

the Kinh and Cham.

- Thuan Bac district has an area of 319.26km2 and 06 communes, with 37,477

people until December 31,2007. Its population density is 117 persons/km2•

The project crosses the land of the following: Phuoc Trung, Phuoc Chinh

communes (Bac Ai district); Tan Hai commune (Ninh Hai district) and Bac Phong

commune (Thuan Bac district), inhabited by households of ethnic the Raglai who live in

dispersion in the hamlets and villages among the Kinh people.

The Rag/ai is main indigenous ethnic groups in the project area.

* The Raglai people's living and production habits

- Language and occupation

The Raglai, also written as Ra-glai (other names: Ra GHiy, Hai, Noana, La Yang)

is ethnic minority, it belongs to the Malay-Polynesian languages. They live mainly in

Ninh Thuan, Khanh Son district - southern ofKhanh Hoa and Binh Thuan provinces.

Previously, the Raglai live by shifting cultivation. Their fields often grow oryza

montana and maize ... Currently, they also cultivate wet rice. Hunting, gathering and

handicrafts (mainly ironwo:k and weaving: trades) played an important role in every

family.

- Community organizations:

The Ragai lives in every "pa-Iay" (every village) on hillland area, flat and near to

water resources. There are often some ten HHs with the same blood in each "pa-Iay". The

family often has parents and unmarried children. I-lead of the "pa-Iay" is "po pa-lay"

(village chief), who is the first person reclaiming the land. Village chief is responsible for

worshiping Heaven and Earth when having serious drought. "Kay pa-liii' is the most

prestigious person in the same blood group (eld'T village).

-Houses:

House on stilts is the RaglaFs tradition; i house. Distance from ground to floor

isn't higher than 1m.

- Clothing:

It isn't difference in traditional clothing with the other ethnic groups, but it is

influenced by ethnic groups in the same language group such as the Cham, the Ede.

- Marriages:

In Raglai society, the matriarchy still exists with men living at wife's family,

children are born mother's name and the oldest woman in the family inherited the

property. Mother or wife is the owner of the family to decide every thing. If girl falls in

love with a man, her parents will prepare wedding ceremony to married husband for their

girl. In marriage, in addition the right of mother, the role of uncle is rather important. The

Raglai has many families: ChamaJe or Cham Ma-Lec (Vietnamese translates to be Mau),

Pi Nang (Vietnamese translates to be Cau, read is Cao), Ka-Silk or KaTor (Vietnamese

translates to be Bo Bo), Ha Vau (Vietnamese translated as Tro), Pu Puoi, Asah, ... in

which Chamale family is largest. Each of them has a historical story, a legend about the

origin of their family.

- Culture:

+ The Raglai has epIcs, mythology, and legend with historical value, artistic,

educational, and insightful.

Form of sing with replied song is popularly in cultural activities. The Raglai

instruments include different types, in addition gong and Chieng, there are also

monochord, lip pan-pipe, musical instrument by bamboo, ...

+ Over the historical process, culture of the Raglai is influenced by many cultures

of other ethnic groups such as the Kinh, the Cham, the Chu Ru ... Previously, some

researchers judged that Raglai traditional culture has lost much and been heavily affected

by the culture of the Kinh, the Cham especially in expressions such as clothing, housing,

work tools, folk art, culture food ...

However, the Raglai community has also built for themselves a special cultural

space with typical rituals and customs. Through traditional cultural activities, spiritual

life of the Cham partial sketched. One of typical cultural activities is rituals in eating new

rice festival and New Year's customs.

Festival objectives are praying for rain, deities related to C16riculture as the god of

agriculture, the tree gods, the god of the mountain, river... and animal will not come to

destroy crops.

Festival time:

Every year, in March or April when the thunder resounded with the conception to

start clearing land - air of obstruL~ion, negative-positive reconciles, trees are in bud, the

Raglai still organizes eating new rice ceremony.

Space and the community of the festival:

The Raglai has not a village patriarch as the central Highlands ethnic, the head of

ethos is a woman, who decides big matters of the ethnic community. However, although

according to the matriarchal role of women is great, but the ritual worship ceremony held

men, women only play the leading role and housework. Location ritual practice is usually

in the floor of the sacred lineage. This is only to sacrifice deities, uninhabited, save where

the clan's treasures, including extraction sites containillg medical, string beads, ring,

shackle, necklaces, chairs, tea, traditional instruments such as code is, drums, gongs,

continental touch, monochord ...

Carnival and festival

Just as the festival of other ethnic groups, eating new rice festival also has a part

festival and the carnival.

On ritual: The ceremony includes pouring water into earthen ware jazs of "ruou

can" (wine drunk out of a jar through pipes) ceremony; the main ritual; rice, com deities

ritual. The offerings must have a chicken or an "anu" (lui C'~i animal) that the Raglai

concept is the land animals, 3 earthen ware jazs of ruOl: can, this process has become the

idiom: "3 earthen ware jazs ruou can, a animal's mC:1t !!. Furthermore, there are also other

agricultural products such as crab, rice, soup, etc ... These things are laid out on the floor

as "chiet dung y trang", including string jewelry, beads, necklace, bracelets, rings, ring,

chairs, tea pot ... and some musical instruments, including: gongs, drums, chapi, tarakel

... to sacrifice deities.

The main purpose of eating new rice festival season is moving season ceremony,

seeing off dry season, praying for rain, water for crop favorable. Festival also marks the

end of the production cycle in a year with joy and give thanks to ancestors, Yang

remembered the pleas in the ritual last year for bumper crop, before enjoying results of

labor. Cycle, festival aims to thank the yang of the old crop and demand for next crop to

be favorable. The festival is an opportunity for people in the family paternal and maternal

living everywhere to meet and visit each other. If the family has conflicts, its will be

solved by pipes set into a "ruou can" small jaz which sacrifices to ancestor.

After shaman chooses day, the village elders and clan leaders to assign tasks for

the villagers. Men clean up house, making "cay neu", setting altar, choosing people into

the "Ma la" team (a kind of gong), each team has from the 7, 9 to 12 people who plays

music in the festival '" \\' omen do housework, preparing offerings as fried new rice,

pounding cereal, cooked rice, vegetables and fruits. These offerings like wine, chicken,

mountains crab, dried fish, onions ... ready before a night. The main altar is located in the

north and auxiliary altar located south side and always put in close to the main column,

which lies between the house on stilts and down the road of the ancestors, decides -

where. earthen ware jazs of ruou can (wine drunk out of a jar through pipes) always be

set. In the festival's Raglai, eating is not important, drinking "ruou can"'; the main of

festival, so at the festivals as eating new rice ceremony, funerals, "Ie bo rna" they put on

at least 30 earthen ware jazs ofruou can.

The contents of this vow in the ceremony is invitation the deities created heaven

and earth, rain, wind, trees, people and everything, inviting spirit ancestors, the souls of

the dead to come back enjoying offering, on food new rice and beseeching deities to

multiply of humans, animals and plants.

Part carnival: After the shaman are done rituals, the team's "rna la" starts dancing

circles and beating drum, gongs. Leading the "rna la" team is the person beating big drum

and correctly dressing while walking from the yard to the house, followed by seven lima

lat! musicians (rna la of the Raglai be considered as a matriarchal famj~y, including:

mother, daughter as the oldest, middle aL.J the youngest child). They dance while bea1;ng

hundreds of "rna la" melody. People invite to drink "ruou can" together in the fun air.

Many young people take with their instruments such as lip pan-pipe, monochord, and

'chapi'. They confide in each other by the sound of musical instruments and 'giao duyen'

songs such as manhi, hari, sari, mayeng, kathang, doh dam da ra ...

11.1.2. The inhabitants at the affected communes

Survey results show that Phuoc Chinh, Phuoc Tlung communes of Bac Ai district

have ethnic minority living.

Table 2-1 shows the number of households, people, and ethnic composition of the . households below the ROW of TIL and land acquisition of substation.

Survey results show that a land area of 73 m2 - 1,950m2 will be taken from the 30

affected households for the construction of the tower foundations and Substation. The

land area below the ROW will not hinder the people's production activities.

11.2. General Situations

Like as general policy of Party and State for ethnic minority people, the Raglai in

the project areas have been interest from the local authority and GOV's preferential

policy as programs 134, 135 and 30a. Therefore, the living standard of the people in the

project areas is more and more improved.

In the project localities, the communication systems have been conveniently

developed for goods transport and exchange, ... and there has been much social-cultural

growth, but the lifestyle of eflch ethnic group is different from others owing to the

difference in the groups' awareness of economic development. As cOL1pared with the Kinh

people, the general educational level of the ethnic minority groups as well as their starting

point is relatively lower. The Kinh households have reached better and more consistent

economic growth that: other Raglai' s ethnic households.

It is harder for the Raglai's ethnic households to catch up with the Kinh's rate of

living standard improvement as the former's economy depends on the awareness, the

application of technologies and professional skills to cultivation and husbandry, and to

some extent, their development of production still relies much on nature (the weather).

The Raglai's household deserves proper attention to ensure equality and concern

from the project corresponding to their socio-economic status so as to help them obtain

awareness of the project objectives towards national socio-economic development, hence

becoming aware of their own socio-economic development issues.

So far, all the children from the Raglai in the project communes have been

attending the same schools as the Kinh children, with similar scnooling process.

11.3. Land use right

According to the Law on Land of the Socialist Republic of Vietnam, ethnic

minority people have the same right as the Kinh in land ownership and are issued with

certificates of long-term land use right.

11.4. Production

All the affected ethnic minority households within the ROW at the communes of

Phuoc Chinh, Phuoc Trun); are agricultural production families, living mainly on

cultivation and husbandry.

The main food crops are dry rice, wet rice, com. manioc, peas and beans and a

number of other auxiliary crops.

Perennial trees are mainly cashew trees, forest trees (china trees, eucalyptus trees ...

), and some fruit trees.

Husbandry mainly consists of breeding oxen, cows, and poultry (chickens,

duck ... ).

11.5. Living conditions

- Communication systems are convenient for the inhabitants in the project areas.

In addition to National Road No. IA transited Tan Hai and Bac Phong commune, two

communes Phuoc Trung and Phuoc Chinh have asphalt roads to Commune people's

committee making convenient for people trading.

- Public works: at the communes of Phuoc Trung, Phuoc Chinh, Tan Hai, and Bac

Phong Commune, there are nursery, primary and junior secondary schools for the

children's schooling needs. The communes also have culture houses, post-officl.'s and

health care stations to meet the people's needs.

- Health care: For some years, the project communes have received considerable

investments into health care; in each commune, there is a health care station; at all

residential hubs there are pharmacies of western medicine.

- Service, business: The exchange and trade of commodities in the con munes are

often carried out by retailers who receive goods from trade' people from other localities.

- The main source of income of the people in the projeet areas is from agricultural

production (cultivation and husbandry). Per capita income is around VND 200,000 -

VND 300,000 Imonth.

- Power consumption: 70% - 95% of the households in the project communes use

power supply from the grid.

- Conveniences: In general, most of the families have motorbikes, TVs, radios or

cassette players for entertainment.

- Using fresh water: about 11 %-16% of the families in the proj ect communes have

access to fresh water (from bored wells, dug well and tap-water).

In the project communes, favorable communication systems have contributed to

the high rate of children attending school and to a very low rate of illiteracy among

children. Primary and nursery schools have been constructed near areas inhabited by

ethnic minority people to encourage school-age children to attend classes, resulting in a

reduction of students quitting school.

III. LEGAL BASIS

This EMDP Report formulation bases on the OP 4.10 guideline documentary by

WB and on community conditions of ethnic minority peoples in Vietnam.

111.1. Vietnamese legal basis

Article 5 of the Constitution of the Socialist Republic of Vietnam (1992) clearly

states: "The Socialist Republic of Vietnam is the unified State of all nationalities living

on the territory of Vietnam. The State carries out a policy of equality, solidarity and

mutual assistance among all nationalities, and forbids all acts of national disCi~imination

and division. Every nationality has the right to use its own language and system of

writing, to preserve its national identity, and to promote its tine customs, habits,

traditions and culture. The State carries out a policy of comprehensive development and

gradually raises the material and spiritual living conditions of the national minorities."

Article 94 in the 1992 Constitution states: "The Nationalities' Council studies and

makes proposals to the National Assembly on issues concerning the nationalities;

supervises and controls the implementation of policies on nationalities, the execution of

programs of education and health care development."

The existence of the NA Nationalities' Council and the Government Committee of

Ethnic Minorities and Mountainous Areas, together with various programs of socio­

economic development and natural resources improvement for the future in mountainous

and elevated areas inhabited by ethnic minority peoples, is a sure evidence of a policy on

equality, non-discrimination against ethnic minority peoples, and attention to bettering

their conditions of life and living.

The most important policies related to ethnic minority peoples issued by the

Government are mentioned in Decision No. 327 dated 15/9/1992; Directive No. 525/TT

dated November 02, 1993; Decision No. 556/TT dated September 12, 1995; Decision No.

6611QB-TT dated July 29, 1998; Decision No. 135/1998/QD-TTg dated July 31, 1998;

Decision No. 134/2004/QD-TTg dated July 20, 2004 and Resolution No. 30al20081NQ­

CP dated December 27,2008.

111.2. The OP 4.10 policy framework of the World Bank on ethnic minorities

- The OP 4.10 Operational Policy by the World Bank (WB) was promulgated with

an aim at contributing to carrying out WB missions in poverty reduction and sustainable

development, ensuring that progress respects sufficiently human dignity and rights,

economic values and cultural characters of ethnic minority peoples.

For all projects proposing for capital loans frum WB affecting ethnic minority

peoples, WB requests that the capital borrower raise cmsulting opinions from the public,

and the public be supplied with adequate information and be free to participate in project­

related issues.

WB only grant loans to those projects influencing ethnic minority peoples after

consulting opinions have been raised from the public, the public has been supplied with

adequate information, the public is free to participate in project-related issues, and results

have shown that most of the ethnic minority people are affected by the project. Such

projects funded by WB shall devise measures to: (a) avoid adverse impacts against the

communities of ethnic minority people; or (b) in unavoidable cases, to minimize, reduce

and compensate for these effects. WB-funded projects must be designed in such [. way to

ensure ethnic minority peoples will enjoy social and economic profits suitable to their

cultural characters, including gender issues and intergenerational traits.

- \VB realizes that the cultural characters and features of ethnic minority peoples

have a close link to their area of residence and the dependent source of natural resources.

It is because of these very features that ethnic minority peoples are likely to suffer from

risks and impacts from development projects, including the danger of losing their

characters, culture and living habits as well as the threat from illnesses and diseases.

Gender and intergenerational issues among ethnic minority peoples also are

complex. As social groups with identities that are often distinct from dominant groups in

their national societies, ethnic minority peoples are frequently among the most

marginalized and vulnerable segments of the population. As a result, their economic,

social, and legal status often limits their capacity to defend their interests in and rights to

lands, territories, and other productive resources, or restricts their ability to participate in

and benefit from development. At the same time, the World Bank recognizes that ethnic

minority peoples play a vital role in sustainable development and that their rights are

increasingly being addressed under both domestic and international law.

IV. PROJECT IMPACTS ON THE ETHNIC MINORITY

The project "Thar Cham 220kV substation and connecting branches" crosses

though agricultural production area at Phuoc Chinh, Phuoc Trung, Tan. Hai and Bac

Phong communes. In which, 220kV TIL connecting Da Nhim - Nha Trang 220kV TIL to

Thap Cham 220kV substation impacts on Em people three village such as in Nui Ray

village, Phuoc Chinh commune, Upper Ra and Lower Ra villages in Phuoc Trung

commune. Therefore, the project has some negative and positive impacts on EM people

community in the project area. Specifically as follows:

IV.1. Impacts on land and resettlements

In the above project villages, there are 8 Raglai HHs losing a part of productive land

for tower foundation construction of 220kV connecting branch (there are not any HH

losing more than 10% of total their land), and 12 HH affected to land in ROW temporarily.

In the mentioned affected households, no household suffer from impact on their

shelters and other construction works on land. The project does not consider resettlement

of these households, as they desire to receive money as compensation for the affected

land, crops, and architectural objects on land and to settle residential land and production

land on their own in a manner suitable to each individual situation.

List of permanent land acquisition and land affected of the households in the ROW

of TIL shown detail in the Appendix.

IV.LL Impact on the households

The project directly impacts on 30 households, including 10 Kinh households with

60 people and 20 Raglai households with 115 people, in which:

- 17 households will lose their land permanently for the construction of tower

foundations and substation; no household will lose more than 10% of the total land area

possessed;

- No households has a house affected by the project. There is a 1 households has

field a watch-shed impacted in the ROW.

There is a 1 households has field a watch-shed impacted.

+ There are 30 households are affected plants, including: 14 households are affected

wet rice field; 26 households are affected forest trees (china trees, eucalyptus trees) and

some fruit trees at various levels.

- All the affected households will have the right to receive reasonable

compensation and support for the land sections, houses, auxiliary structures, crops, and

plants on the land sections permanently appropriated; they are still the owners and have

the right to use the land sections temporarily affected;

- In addition, local inhabitants show worries about such problems as risks of fire,

explosion, electric shock and magnetic electricity.

IV.l.2. Impact on land

- The project impacts on land as follow:

+ EM households are impacted land: 20 Raglai households.

+ The Kinh household is impacted land: 10 households.

These 17 households (101 people) will be affected by permanent land loss (each

from 73m2 to 1,950m2) for the construction of tower foundations and substation. The

least land loss is 0.2%, and the greatest land loss is 4.2% of the total land area possessed

(no household will lose more than 10% of the total land area possessed).

IV.2. Project positive impacts

Thap Cham 220kV substation and connecting branches project is constructed to

supply power for power load centers in Ninh Thuan Province that create a ring circuit

connection of 220kV power network in region, enhancing stable, safe, and reliable

operation of power network in the region.

The project significantly contributed to increase the supply of electricity to the

national electricity system in general and in particular the province of Ninh Thuan,

special project areas are well developed as the demand for increased regi<Jnal power.

Thus, when the project comes into operation will contribute to important national

industrialization and modernization of Ninh Thuan province and contribute indirectly to

reducing power shortages in the country.

According to the results of the public consultation and discussions in groups, all of

EM people at Phuoc Chinh, Phuoc Trung, Tan Hai, Bac Phong communes wish for the

implementation of the project so that more power would be supplied to develop the

economy of Southern Central Vietnam and the Western Highlands in general, even if

they are lost a proportion of their productive land. In their opinions, the improved power

supply would rather bring benefits to them and positively impact to their living and

economic conditions more than cause negative impacts, which are very small in fact.

V. PUBLIC CONSULTATION AND PARTICIPATION

- Public consultation and participation had been carried out in the pre-construction

stage.

- Methods and forms of performance:

+ Posting public announcement at the People's Committees of Phuoc Trung

Commune, Phuoc Chinh Commune, Tan Hai Commune and Bne Phong Commune to

collect contributing opinions from the inhabitants on affects, resettlement policy, and

project implementation plan;

+ Interview some inhabitants about their affected land area, RP to collect their

opinions about the project;

+ Discuss and consult the local authorities, woman association, inhabitants in the

affected area about project impacts to HHs, compensation policies, implementation plan,

positive impacts of the project.

To EMs, village patriarch (or head of village) are respected the highest, thus

village patriarch (or head of village), and Woman and Farmer Association's

Representative, Fatherland Front's Representative will be invited to take part in a

meeting of information dissemination of project, RP and EMDP.

People who carry out consultations present the selected project site and

compensation and resettlement policy. Then people taking part in a discussion present their

opinions of the project impacts and recovery measures, the project's benefits,

compensation and resettlement alternatives and development programs.

The affected EM people in Phuoc Chinh, Phuoc Trung, Tan Hai and Bac

PhongCommunes fully support the project. Both the local authority and EM people

engage actively in the discussions about their needs, difficulties, and desires relating to

the project in order to take full advantage of and uphold project's benefits to increase

imcome and improve social cultural economic life of EMs.

The inhabitants participating in the discussion expressed the desire that the local

government and the Project Owner would create conditions for the affected households to

obtain small-scale capital loans to develop their household economy. The EM people also

ask about measures to improve their current agricultural production.

The EMs and the local authority's feedback will be mentioned to the development

plan described as below.

VI. RECOVERY MEASURES AND DEVELOPMENT PLANS

- The EMDP is not only applied for the project directly affected people due to land

loss, it is but also used for the EM community (the Raglai) living in the project impacted

areas. EMDP report is based on the results of information dissemination, public

consultation, and participation of the EMs and the local authorities.

- Special compensation, assistance and resettlement provisions for ethnic

minorities ensure the consideration of EM peorle's views about various issues and their

legal rights being appropriate to the laws.

- In addition to, there are other activities such as propaganda, training about the

following matters:

+ Potential electric shocks

+ Traffic or industrial accidents in the construction time

+ Disorder and obstruction is ..:aused by works construction and concentration of

workers in the project areas

VI.l. Policies for PAPs acquired land

All PAPs lost permanently or temporarily land and properties on land will helVe an

entitlement to compensation

- The policy towards households with land and properties on land affected by the

project is mentioned in detail in the RP Report (See Chapter 3 - RP Report).

- However, once the affected households carry out resettlement on their own in

Phuoc Chinh, Phuoc Trung, Tan Hai, Bac Phong Communes, the local authorities and

CPPMB need to pay lip service to the following issues:

+ The EM's possession of the land on the pieces of land they have appropriated or

used or cultivated some time;

+ Sources of natural resources: forests and forest fauna as one of the factors that

help maintain spiritual and material life; the need for protecting forest land and natural

resources from illegal violation and possession;

+ Traditional cultural values and typical customs of the EM (the Rag;li) at the

communes.

VI.2. Development plan to the EMs in the project area

A development plan, established for the EM people who are acting or living in the

project area, consists of the following parts:

VI.l.t. Project information dissemination

Dis!::.eminating the project's objectives, negative impacts, P AHs, resettlement and

compensation plan and implementation plan has been carrying out as a part of RP and

EMDP implementation.

Project infonnation dissemination will be carried out in common with EMP and RP

implementation by project owner.

To ensure explicitness and publicity, infonnation dissemination has carried out as

below:

+ Public announcement on the project \vas posted (project objectives, project

impacts, compensation policy, Ethnic minority development policy, ... ) at the People's

Committees of Phuoc Trung Commune, Phuoc Chinh Commune, Tan Hai Commune and

Bac Phong Commune;

+ Consultants went to the project area and its vicinity to meet the inhabitants,

provide hem with information, and interview them for opinions on project establishment;

+ Meetings were held to raise consulting opinions from the community;

participants of the meetings included: representatives of the affected households, the

affected households, hamlets heads, representatives of the Women's Union, and

representatives of the local governments; the meetings focused on issucs related to the

socio-economic status of affected people, compensation and assistance policy, Ethnic

minority development policy, ... ;

The release of project information to ethnic minority peoples was carried out

simultaneously with RP implementation in the announcement of infonnation on

resettlement.

The consultants and the staff from CPPMB will coordinate with related communes

to perform these tasks. The expenses for these operations are included in the total

estimates of the project and will be paid by CPPMB.

VI.2.2 Propaganda, training in the electric network safety

It is very necessary to organize a training in the electric network safety for the

inhabitants of Phuoc Chinh, Phuoc Trung, Tan Hai and Bac Phong Communes, including

also ethnic minority people to help protect the people's health and safety. For the

trainning to be effective, CPPMB needs to coordinate with the People's Committees of

the communes to define clearly what should be propagandized and to organize a training.

This consists of the following main tasks:

• Leaflets, which introduce the safety rules to the high voltage power network and

methods to discover the warning signs of the high voltage transmission line and

give first aid to people get an electric shock will be disseminated to every

household, school in the project area.

• Guiding the local inhabitants and the primary and secondary pupils identifY the

scope of ROW of the high voltage power network and methods to give first aid to

people get an electric shock.

• Guiding inhabitant methods to define the scope of ROW of the high voltage power

network, activities which they can and can't be carried out within ROW.

• Cost for these activities is included in contingency cost of the project. See

implementation costs in Table 9.l.

VI.2.3. Financial support policy

Financial support is intended for households seriously affected by the project.

Financial support program also contains a training program of method to make an

application, use and manage funds, and funds supply .

. According to investigation results, the 30 affected households suffer from land

loss of more than 10% of possessive productive land, and have the desire to receive

compensation money for the affected area.

All the affected households receive compensation for the lost land area and

properties as stated in the RP report.

Besides, as the Government's Program 134, 135 and 30a is being carried out at the

communes ofPhuoc Chinh, Phuoc Trung, Tan Hai and Bac Phong. CPPMB and the local

authorities integrate financial support program for this project.

VI.3 jlecovery measures

1. Construction will carry out after harvesting crops of local inhabitants (by

scheduling a reasonable construction progress).

2. CPPMB sets up the traffic and labor safety' regulations (for Management Board and

project construction units).

3. CPPMB and the construction units will place warning signs on communication

roads 1 DO-200m from the sites and other danger warning signs at places close to the

construction sites.

4. Provisions minimizing the negative impacts caused by the project implementation

should be stated in the contract with construction contractors. In these provisions,

CPPMB should state clearly that the contractors must compensate for the damages to

the EMs' property which they cause at the replacement value.

S. Supervising EMDP implementation process.

VII. IMPLEMENTATION ORGANIZATION

Organization and implementation is as shown in the RP report.

To perform EMDP effectively arid continuously, CPPMB will cooperate together

closely or work independently to the following issues:

- Decide suitably number of people implementing the plan,

- Hiring the experienced experts implement project.

- Arranging the experienced staffs to implement EMDP

- Carrying out periodic monitoring (internal and independent mortitoring).

Ensure that compensation, assistance and propaganda, training in the electric

network safety is implemented well.

Ensure that all of the heads of villages (village patriarches), associations'

representatives (farmer association, woman association, fatherland front

committee, etc.) participate in RP and EMDP implementation.

VIII. MONITORING AND APPRAISAL

- Monitoring of E"NIDP implementation is a part of monitoring of RP

implementation. The general plan of RP implementation monitoring is stated in RP

report.

- Independent monitoring agency: CPPMB will form an independent monitoring

unit by hiring an agency with experienced experts in demographics and sociology.

This independent monitoring agency have to check and appraise report on RP and

EMDP implementation schedule, and forward reports on implementation progress, the

quantity and quality of performed tasks to the Project Owner.

- CPPMB and independent monitoring agency will strictly supervise RP and

EMDP implementation process in order to assist in dealing with all possible matters.

- After RP and EMDP are implemented of 6 months (of one year), CPPMB or

independent monitoring consultancy hired or assigned by CPPMB will interview PAPs'

Cost of some items of EMDP is involved in cost estimation for resettlement in the

RP (cost for implementation, compensation, and improvement).

In order to save money, CPPMB and organizations relating to RP and EMDP need

to combine meetings and training programs.

Appendix 2: Project summary

1. Project objective:

The objective of Thap Cham 220kV substation and connecting branches project is

to supply power for power load centers in Ninh Thuan province, as well as to create a

ring circuit connection of 220kV power network in region, enhancing stability and safe

reliable operation of power network in the region.

The project is managed by the Central Power Management Board (CPPMB)

(belong to National Power Transmission [NPT] - Electricity Vietnam [EVN]).

FAQ on compensation, assistance and resettlement

2. Who are PAHs?

All households, institutions, individuals are impacted to land and assets such as

house, structures, trees, crop, temporaryly or permanently, due to constructing project

works (tower foundation, substation) or lying within the security area of ROW.

3. Who will define the impacts oil/and and properties?

The Central Power Project Management Board (CPPMB) will provide diagram of

low-high voltage line site, substation location for DRCs of Bac Ai, Ninh Hai and Thuan

Bac. DRCs responsible for determining the affected areas, carrying out the project

affected assets inventory anc' survey.

The project affected areas are areas within Substation, road to substation and

ROW of TIL.

Acquired land areas for substation and access road to substation: 50,690.m2.

- The 220kV transmission lines right-of-way is 22 m.

4. Types of impacts?

Permanent impacts:

+ In construction range of Substation and road to substation: land, house,

structure, tree and other assets on land.

+ In construction range of newly constructed tower foundation: land, house,

structure, tree and other assets on land.

+ In ROW ofTlL.

+ Houses, auxiliary structures whose structure don't exactly regulate article 6 of

Decree No. I0612005lND-CP dated on August 17,2005 by GOV must be relocated out of

ROW (lIm as from the middle of TIL towards 2 sides).

+ To trees within 11m as from the middle of TIL towards each side, the vertical

distance from the highest point of tree to the lowest point of wire when it is at steady­

state must be less than 4 m, according to item c, article 5 of Decree No.1 06/2005/ND-CP

dated on August 17, 2005 by GOV.

• Temporary impacts: Tree, crop and other assets affected during construction

process.

5. Is land in the ROW of TIL acquiredfor Project?

Yes. Only acquire in construction range of tower foundation tower.

6. Who will be compensated and who will not be compensated?

- All households, institutions and individuals having the project affected assets

(land, houses, structures and trees, crop, people who can be prove their land use right and

assets ownership prior to cut-off date will be compensated and assisted. People

possessing land or constructing structures after cut-off date will not be compensated.

They themselves must dismantle these assets.

7. What is the compensation unit price to be applied?

• Compensation unit price as stipulated by the People's Committees of Ninh

Thuan province.

8. In case of the partial affected house?

• All the households with houses and auxiliary structures partly affected by the

project will receive reasonable compensation for displacement depending on the

degree of impact (A detailed classification of impacts has been included in the

RP Report).

9. When to receive compensation cost and displacement?

Households to be displaced: to receive compensation at least 1 month prior to land

acquisition;

Households with affected plants and crops: to receive compensation at least 1 month

prior to construction (compensation and construction efforts should be made right

after a seasonal crop and harvest to avoid affecting the people's income).

10. To affected households, besides entitlement to compensation, what they have other

entitlements?

• Yes. These will be assisted in moving out and granted encouragement bonuses

for handing over the surface area according to schedule. Besides, they will also

be admitted to training courses on high-voltage grid safety.

11. PAPs must relocate or clear their land when just received a part of money compensation

and allowance/ What if a household is asked to move out when having receiving only

part of the compensation?

Affected household shall deliver land or clear land when they received all money

compensation and other entitlements.

12. When receiving money compensation, PAPs are required to contribute amount of

money to an agency or to the People's Committee.

• Nobody has any entitlement to collect or diminish money compensation and

other interests of affected households.

If this case happens, individuals or households affected by the project should

immediately infonn the district's Council of Land Clearance and CPPMB of the

same or the authorized people of the professional agencies at locality.

13. Who will supply necessary information to affected households?

• CPPMB, DPCs are responsible for announcing RP compensation and

resettlement policies, PAPs' entitlements, the schedule of compensation

payment, land acquisition, site clearance and project construction to PAPs.

14. JVhere can complaints be made?

• The People's Committees of the communes;

• In case, the affected households disagree with the settlement of CPC, they can

lodge their complaint to DPC where complaint must be processed within 15

days.

• If the affected households disagree with the settlement of DPC, they will lodge

their complaint to PPC where complaint must be processed within 15 days.

• In case, the affected households disagre with the settlement of PPC, complaint

will be solved by court where complaint must be processed within 15 days.

Local inhabitants who have complaints will not be responsible for paying any

administrative fee for their complaints at all levels.

15. Who will monitor the compensatioll process?

• RAP implementation will be monitored by a section from CPPMB.

• RAP implementation will also be monitored by an independent monitoring

agency hired by CPPMB on a contractual basis.

16. What are affected households' responsibilities?

• Participate in all related community meetings and read all related information;

• Prepare readily papers concerned such as land use right certificate, family

record book, other assets ownership certificate, etc.

• Read and understand clearly all inventory lists on eco-social survey, inventory

lists on assets, engagement for compensation and resettlement, and participate in

all these activities.

Appendix 5: A proposed action plan

1. Framework policy

To apply the law and instructions by the Vietnamese Government with reference

to WB's OP4.10.

2. Mitigation measures

The potential negative impacts:

- Permanent land acquisition for building substation, road to substation and tower

foundation. Houses, auxiliary structures, plants, and crops in affected areas have to

remove.

- Temporary land acquisition in the ROW of T/L connecting to Substation:

warehouses/ depots, temporary tents ...

- Temporary impact on crops below the line corridor apply stretching

- Risk of labor accidents and communication limitations at intersections with

communication roads will happen during the construction process.

- Cost of living and food at the project areas may increase because of concentration

of workers during construction process.

Mitigation measures

Information from "Assessing social impacts" and feedback from community

meetings will be used while designing, planning, and selecting construction methods for

the project. These tasks include:

a) Designing the plan of the line route and positions of tower foundations by

referring to opinions from local government authorities and from every related sector and

agency. The design alternative would be so selected as to avoid impacts on ethnic

minority households in the communes.

- Devising reasonable construction alternatives and preferably right after crop

harvest cut down income losses.

- Focusing on completing each tower foundation at each position reduces the time

of land acquisition.

- Building Substation: arrange temporary tents, warehouses, depots in the plan of

the building Substation reduces temporary land acquisition area ..

- Carrying out compensation for the affected households to speed up land clearance

before construction

- Compensation for damages to houses, auxiliary works, and crops at replacement

costs in compliance to comply the prescriptions by the provincial People's Committee of

Ninh Thuan.

b) Attention is paid to ecological and psychological issues, customs and daily

habits, as well as other sensitive issues of the people in the project area during designing

and construction.

Sensitive issues were treated with special care and attention in the very stage of

agreement on the position of the line route.

c; Developing propaganda and training on power grid safety, community health,

and production development in the project area as follows:

- Carrying out propaganda and training on high-voltage power grid safety among

the inhabitants in the project area;

- Collaborating with the People's Committees of Phuoc Chinh Commune, Phuoc

Trung Commune, Tan Hai Commune, and Bac Phong Commune to instruct and create

conditions for the affected households to obtain bank loans for developing agricultural

production and stabilizing the living;

In addition, there are also some other supportive programs launched by the State

such as Program 135 (program of sucio-economic development in favor of especially

disadvantageous communes).

d) Land acquisition and compensation: project land acquisition will be

compensated for the same conditions of lost land. The compensation will carry out in

. accordance with the terms stated in the RP Report.

- Land permanently affected by the project will be compensated for at

replacement costs as stated in the RP Report

Houses, auxiliary structures, crop will be compensated for at replacement costs as

stated

- For land temporarily affected in ROW of TIL: compensation will carry out for

perennial trees; while crops (annual trees) will be compensated for if they are in the parts

of the area affected by conductor installation and used as gathering place of construction

materials.

e) Management of construction workers:

The construction unit will carry out strict management of the construction

workers; register construction workers' temporary residence at local agencies; provide

training on labor safety; strictly prohibit construction workas from causing losses and

damages to the people's properties and crops, from harming social order and security and

from taking part in social evils in the locality.

f) Construction safety:

- Training construction workers on labor safety before construction;

- Requiring the workersc observe safety rules during construction.

3. Assistant activities

By regular development programs to aid EM people living in the project areas, for

example, priority people living in the affected areas in jobs which created in project

construction, operation and maintenance process. They are also prioritized in loaning the

medium or short-terms credit from Bank of social policies to assist to agricultural

production development to improve output.

Training: The project will assist training in electric safety. These also includes

training courses, workshops for local authorities and local EM leaders (village leaders,

village patriarches in the project areas) in assessment of social impacts, compensation,

and monitoring EMDP implementation.

Special cnnsultation and training for women, particularly women who are heads of

households in areas such as credit, agricultural extension encouragement, use of

fertilizers, etc.
