You probably noticed the Ed Bennett memorial plaque at the entrance to the New Mark clubhouse. The cedar tree planted in the entrance circle on Potomac Valley Road is also dedicated to New Mark’s founder. The NMC Homes Association Board of Directors will hold a short dedication at the clubhouse on Saturday, January 11, at 10:30. Simple refreshments will be served.

There were no residents present for a community forum. Rocio Snowdy, Community Liaison with the City of Rockville was present to discuss several items with the Board. The nominating period for the Good Neighbor Award ends on October 1. Rockville University will be offered this fall. Election of the mayor and council for the City of Rockville will take place on Tuesday, November 5th. The City of Rockville Public Works department will determine who is responsible for maintaining the landscape along Potomac Valley Road approaching the traffic circle.

Jim informed the Board that we received the plaque from Artistic Bronze for the Edmund Bennett memorial.

Jim informed the Board that eight residents have not paid the second installment of the 2013 home owners’ association dues. That number includes three residents who have a balance from prior years.

The pool winterization and equipment storage is almost complete. It should be wrapped up by September 30th. Jim has a meeting on September 19th with Continental Pools management to recap the 2013 pool season and discuss future repairs.

Jonathan Smith and Stacy Rabkin have a new website for neighbors to share community information. The link to join the site is: www.nextdoor.com/join/MGKCAV.

The second Game Night is scheduled for Saturday, September 21 at 5 p.m. in the NMC clubhouse.

We received the final audit from DeLeon & Stang, CPA.

The Board of Directors Annual Open House is scheduled for October 12th at the NMC clubhouse from 5:00 to 7:00 p.m.

The community autumn cleanup of the NMC woods and paths is scheduled for Saturday, November 2nd. We meet in the clubhouse at 9:00 a.m.

Rhonda Gordon and Marirose Ziebarth are hosting a New Mark “Special Interest Groups” formation meeting on Thursday, October 10th in the NMC Clubhouse at 7 p.m.

The Board accepted a proposal from United States Liability Insurance Co. for $1,900. for the Association’s Officer and Director Liability Insurance policy.

Jim received an email from Dorie Mangan requesting the pathway leading down the hill from the playground toward NME and Don Mills intersection be improved. In order to slow down and prevent further erosion on that slope, river stones, ranging in size form 1” to 5” in diameter, were spread on the path. We started with small stones, 1” to 1 1/2” in diameter. Larger stones were added to the path to slow down the runoff and hold the smaller stones in place. This was not an attempt to create a walking path but a plan to mitigate erosion in this area. After discussion with the Board, it was decided we would continue the erosion control efforts. For safety reasons, the path should be closed to pedestrian traffic. The split rail fence near the playground will be extended approximately 42 feet to block off access to the path from the playground area. Approximately 22 feet of new split rail fence will be installed at the bottom of the path to block access from the lower end. We received a proposal from Stolburg Landscaping for $1,150 to install approximately 64 feet of three-rail, split-rail fence. The Board approved the installation of the three-rail, not to exceed $1,150. Jim will solicit bids from other fence companies.

The Board received a proposal from O’Leary Asphalt that included asphalt repairs, milling and an overlay a new surface to the high traffic areas of three townhouse parking lots. It also included concrete repair to sidewalks, curbs and gutters. The cost was $49,651. No action was required at this time. Jim will solicit bids from several other contractors.

Magnus inquired about the possibility of installing an electric vehicle charging station in the clubhouse parking lot.

Don Hadley was present for Community Forum. He is a candidate for Rockville City Council and has been attending neighborhood community meetings throughout the City. He is interested in any issues and concerns Rockville’s neighborhoods may have and how the City can help. John O’Neal was present to discuss the NMC Swim Team. Items covered were: financials, the number of nonresident swimmers, liability disclaimer for nonresident members and insurance.

Our annual Board of Director’s Open House is scheduled for October 12th at the NMC clubhouse from 5:00 to 7:00 p.m.

Jim audited and updated NMC email distribution list. The email list reached approximately 160 homes in the community.

Our annual cleanup of the NMC woods and paths is scheduled for Saturday, November 2nd. We meet in the clubhouse at 9 a.m.

The City of Rockville Forestry Department removed dead and dying street trees and ground out the stumps of the trees throughout the community. The City will start replanting street trees this fall. The City’s Public Works Department repaired asphalt and curbing damaged by broken water mains in 5 locations within the community.

There was a break in an 8” water main on Monroe Street that affected residents in the 100 block of New Mark Esplanade.

Jim gave the Board an update on the financial status of the Association as of September 30, 2013. He presented the Income Statements, actual expenses year-to-date versus the budget and reviewed the Association’s Operating and Reserve Funds balances as September 30, 2013.

Jim gave the Board an email from Dorie Mangan stating her objection to the Board’s decision to close the path to pedestrian foot traffic.

The Board received a copy of a Neighborhood Advisory from the City outlining the construction plans for the repair of the corrugated metal pipes that run under Monroe Street. These pipes are located at

the intersection of Monroe Street and Cabin John Parkway. These pipes also handle the overflow from the NMC lake. This work is part of Rockville’s Bridge Rehabilitation program.

The Board approved a proposal from Titan Tree Service for pruning and removal of trees in 9 locations throughout the community for $2,885.

Magnus talked to several companies that install electric vehicle charging stations. The question is: Is there a demand in NMC for a charging station?

Jim mentioned he had a call from Rob Orndorff, Horticulturalist for the City of Rockville. The City tree contractor has a Blue Atlas Cedar available that Ron thought would look very nice in the Potomac Valley Road circle. Jim showed the Board a picture of the Blue Atlas Cedar and the Board agreed it would be good selection for the circle.

Novak Zuber, a native of the former Yugoslavia who fought with the Balkan Air Force on the side of the Allies in World War II , died October 3 at age 90. He lived at 703 New Mark Esplanade since the mid 1970s, and was a good neighbor to Paul and Ann Grandin and Pat Reber and Alex Belida, who shared the circle with him.

NMC Book Club on Contemporary and/or Classic English Novels Date and time TBD with 10–12 participants

Hello friends and neighbors. Before introducing myself, let me start this way: most of us read novels; right? And assuming that the book is interesting and captivates our imagination, the most we do is to think about its characters, themes, symbols, technique, etc. for a while, and then move on and pick another book. But would it not be wonderful to hear other readers’ take of the same book; or to articulate our own thoughts about the book and present it to others?

My name is Esmail Baku, 297 NME since 1999. First, let me thank Rhonda Gordon and Marirose Ziebarth who had called for a meeting (on October 10) to organize neighborhood groups. During the meeting I proposed to form a NMC Book Club on Contemporary and/or Classic English Novels. We already have several neighbors on board. Of course

we welcome more members. In case you would like to join in, please contact me either by phone 301.637.9018 or by email [email protected].

Once we get 10–12 people on board, we will meet for an organizing meeting to discuss the process: where and how often to meet, how to select the books, etc.

2014 Proposed BudgetThe proposed budget for 2014 appears on the following pages along with our income, expenses and reserve expenditures for 2013. Please feel free to contact Jim or a Board member about the attached figures. You are invited to attend the December 5th Board meeting to discuss any concerns or make any suggestions you may have. Our budget usually does not change dramatically from year to year. The following are some general notes about the budget.

Our governing documents set forth the maximum amount we can raise our Association dues. In recent years, the dues increases have been held within or under the annual Consumer Price Increase (CPI). Our Covenants state the increases in dues have to be within the annual increase in the CPI on a cumulative basis since January 1, 1968. The percentage of increase in the Consumer Price Increase (CPI) for the Washington/Baltimore metropolitan area for the period of September 2012 to September 2013 was one point two percent (1.2%). After discussion, the Board unanimously agreed to increase the dues for 2014 by one point two percent (1.2%). The increase is within the cumulative dues total as of 2013. The one point two percent increase is equal to $11 to $12 increase per household for the year.

The New Mark Commons Homes Association is billed for two fees, one from Montgomery County and one from the City of Rockville. They are the City’s Storm Water Management (SWM) Utility fee and the County’s Commission on Common Ownership Communities (CCOC) fee. The Association includes these fees on your dues invoice.

Storm Water Management Utility (SWM) fee is a charge for service assessed by the City for all property owners, including homeowners, businesses, houses’ of worship, governments and schools. New Mark Commons has twenty three (23) parcels that incurred a SWM fee. Seventeen parcels are identified as common area parcels and their fee will be billed to all three hundred and eighty four residences. Six parcels identified as townhouse parking lots. The fee for these parcels will be billed to the one hundred and ninety eight townhouse residences. You will see a separate line item on your January dues invoice for the SWM fee.

The City has increased this fee approximately 26% per year since it was levied.

The City of Rockville adopted Montgomery County, Section 10B-3, which required all common ownership communities in Rockville to register with the County’s Commission of Common Ownership Communities (CCOC). There is a fee associated with registering with the CCOC. The fee for the City’s fiscal year 2014 was three dollars ($3) per residence per year. You will see a separate line item on your January dues invoice for the CCOC fee.

Taxes: The IRS ruled in the early 70’s that New Mark is a for-profit corporation. We have to pay corporate income taxes. We are taxed on the interest earned each year by our reserve fund. We cannot be sure of the exact amount of taxes we will pay until our accountant completes our annual tax returns in the first quarter of the next year.

Insurance: The Association’s insurance coverage consist of a commercial general liability policy, a worker compensation policy, a commercial umbrella policy, an Officers and Directors liability policy and a crime policy. We changed insurance brokers this year from Russell Insurance to HMS Insurance Associates.

Pool Management: This figure includes the services of Continental Pools and the salaries of our swim team coaches. We are starting the third year of a three year contract in 2014. There was a one percent (1%) price increase over 2013. We are currently soliciting quotes from other companies for pool management and repairs.

Revenues: In 2013 our nonresident pool memberships generated $19,250 in revenue. The nonresident memberships help us offset the largest line item in our budget, the pool. The Board agreed to raise the nonresident membership fee from $550 to $575 for 2014.

Notes for 2014 Proposed Budget Income

1. 38 non-resident memberships at $575 each. This is an increase of $25 on 2013.

2. City of Rockville Storm Water Management (SWM) fee. The fee will be billed to all homes in the community. This is a 26% increase over the City’s fiscal year 2014 rate.

3. Montgomery County Common Ownership Community (CCOC) fee levied when the City of Rockville opted into this County program. The fee for the county’s fiscal year 2014 is $3 per residence.

Expenses

1. Salary at Board discretion.

2. Bonus at Board discretion.

3. Personal property tax, Federal and State unemployment taxes and corporate income tax.

4. Storm Water Management (SWM) fee. New Mark Commons has 23 parcels of common area that are assessed a SWM fee.

5. 2014 is the third year of a three year contract with Continental Pools Inc. There is a one percent increase in fee for 2014 plus an additional $700 to cover additional opening hours coverage.

6. Includes $5,028 for annual lake maintenance contract. This contract covers twice a month inspection of the fountain, when installed, the aeration system and control of unwanted aquatic vegetation.

7. We will be starting the second year of the three year contract with Stolburg Landscaping Inc. There is a 2% increase over 2013.

8. Snow removal decreased by $5,000 for 2014. .

9. Tree maintenance, removal and planting will increase by $6,000 for 2014.

10. Street lights and underground wiring in community common area will increase by $4,500 for 2014.

Leaf Collection Tips

The City’s final leaf collection in New Mark Commons will be December 16 to 20.

Residents should rake leaves into the gutter or immediately adjacent to the pavement if no curb or gutter exists. Leaves can be raked anytime immediately before or during collection week. This avoids the accumulation of leaves near and on the streets, which can lead to fire hazards or grass being damaged if left too long.

Limbs, rocks and other heavy objects must be removed, and leaves should not be placed in plastic bags.

Residents who prefer to bag their leaves may place the leaves in biodegradable kraft paper bags and place them at the curb for collection on their regular weekly yard waste collection day. If City Leaf Collection Crews are unable to complete an area during their collection week, crews will continue working on the unfinished portion on the following Saturday.

DO: Place leaves at the curb by 6 a.m. on the collection dates. Sticks and all other objects must be removed from the leaf piles.

DO NOT: Use any plastic bags.

Board Game Night and Pot LuckSave the date, January 25th at 6:00 p.m. for our next NMC Board Game night. In your RSVP please specify what food you’ll be bringing so we can be assured of a good assortment.

January’s theme is “party games”. We will start off with hits such as “Apples to Apples” and “Pictionary”. Of course you can feel free to bring and play any board or card game. And don’t worry about knowing the games—someone will teach you!
