Scope of Project includes, but is not limited to the reconstruction of Hallmark Drive from San Felipe Street to IH 610 (West Loop) Southbound Frontage Road. Proposed construction includes, but is not limited to: removal and replacement of existing concrete pavement, adjust-ment of inlets and manholes, installation of 12” waterline, installation of pedestrian lighting (including foundations, conduit, electrical wire, and fixtures), installation of Uptown concrete sidewalks, curbs and concrete driveways. The project also includes irrigation and landscaping.
Bidders shall comply with City Ordinance 99-893 and City of Houston Affirmative Ac-tion and Contract Compliance Division Minority/Women/Disadvantaged/ Small Business Enterprise (M/W/DBE/SBE) Program. The successful bidder will be required to make good faith efforts to achieve an MBE/SBE participation goal of 22 percent. This work is part of a federally funded project and all federal regulations must be followed.
The Uptown Development Authority may award the contract for the Project to the most responsible bidder who, in the judgment of the Authority, will be most advantageous to the Authority and result in the best and most economical completion of the Project.
Prospective bidders may obtain specifications and bidding documents after 1:00 pm, Mon-day, August 4, 2014 at the offices of TEDSI Infrastructure Group (TEDSI), 738 Highway 6 South, Suite 430, Houston, Texas 77079. A non-refundable payment of one hundred and fifty dollars ($150.00) per set is required at the time Bidder picks up Bid Documents. Bidders should review Document 00210 – Supplementary Instructions to Bidders - to de-termine whether the contract will be a City Street and Bridge Construction or Improvement Contract which requires a current Certificate of Responsibility filed with the Director of Public Works and Engineering no later than three business days prior to Project Bid Date. A Cer-tificate of Responsibility is a valid Prequalification Approval Letter issued by TxDOT stating that a Bidder is qualified to bid on State Highway improvement contracts pursuant to 43 Texas Administrative Code, Section 9.12, as it may be amended from time-to-time, and Chapter 15, Article IV of the Code of Ordinances, Houston, Texas.
Bidders shall comply with City Ordinance 2013-0428, Chapter 15, Article V, City of Houston Code of Ordinances, as amended, and City of Houston Office of Business Oppor-tunity Minority, Women, and Small Business Enterprise (MWSBE) Procedures. Project N-310650-0077-7 is expected to be funded by Texas Department of Transporta-tion (TxDOT). Neither the State of Texas nor any of its departments, agencies, or employees is or will be a party to this Contract. Low Bidder(s) will be required to comply with the federal wage and payroll requirements issued by the U.S. Department of Labor under the Davis-Bacon and related Acts, as further described in Document 00806. This contract is subject to the En-vironmental Protection Agency’s (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms. EPA’s policy requires that contractors make a good faith effort to award a fair share of subcontracts to Minority Business Enterprise and Women-Owned Business Enterprise firms. All proposals shall be accompanied by a Bid Bond in an amount equal to ten percent (10%) of the total price of the bid contained in the proposal, payable without recourse to Harris County Municipal Utility District No. 480, as a guarantee that bidder will enter into a contract and execute a Performance Bond and Payment Bond in an amount equal to 100% of the contract price, from a surety company holding a permit from the State of Texas to act as surety. Except for the three lowest bidders, all Bid Bonds will be returned to the respective bidders within three (3) days after bids are opened and read.
