In June 1992, the Republic of Mauritius:� organized its first African Championships in Athletics,� gave to South Africa, after 32 YEARS of isolation, the opportu-nity to reinstate the international sporting movement, and, mostof all, to resume relations with its African brothers and sisters. AsLAMINE DIACK said, « This very first South African come-back tointernational sporting competition was particularly emotional. »� welcomed 23 African countries (something exceptional forMauitius, small in size but great in generosity!),� won its first gold medal at an African championship thanks toJudex Lefou,� was the privileged witness of the first duel between DerartuTULU and Eléna MEYER, winner of the 5,000 meters… and wedidn’t know that in Barcelona two months later, we were going tolive so strong emotional moments with the images of Eléna andDerartu holding one another by the shoulders after the race, pro-ving to the world that sport could transcend everything… evenAPARTHEID!

Today…!The Republic of Mauritius is very proud:� to welcome for the second time in its history the XVth AfricanChampionships in Athletics in August 2006,� to greet again LAMINE DIACK, this time as President of theIAAF.,� to hope doing better than in 1992 so that Mauritius can accom-modate in the years to come a GRAND PRIX of the African circuit.

Last but not least…Let us have a deep thought for a man absent from the preparationof these championships and who contributed so much to thedevelopment of athletics both in Africa and Mauritius: JacquesDUDAL… We say ‘ THANK YOU’to him and hope that he will bewith us in the stadium in August 2006.

En juin 1992, la République de Maurice :� organisait son premier Championnat d’Afrique d’Athlétisme;� permettait à l’Afrique du Sud, après 32 ANS d’isolement, de re-intégrer le mouvement sportif international, et surtout de renoueravec ses frères et soeurs d’Afrique. Dixit LAMINE DIACK, « ce retourde l’Afrique du Sud sur le terrain sportif international pour sa pre-mière sortie fut quelque chose de très émouvant »;� accueillait… 23 pays d’Afrique (exceptionnel pour Maurice,petite par sa surface mais grande par sa générosité!) ;� remportait sa première médaille d’or d’un Championnatd’Afrique avec Judex Lefou;� était le témoin privilégié du premier duel entre Derartu TULU etEléna MEYER, victorieuse aux 5,000 mètres… et nous ne pensionspas qu’à Barcelone deux mois après, nous allions vivre desmoments aussi forts et émouvants pour le même duel… avec lesimages d’Eléna et Derartu se tenant par les épaules après lacourse, images qui firent le tour du monde et prouvèrent que lesport pouvait tout transcender… même l’APARTHEID!

Aujourd’hui…!La République de Maurice est très fière :

� d’accueillir pour la deuxième fois de son histoire cesChampionnats d’Afrique pour leur 15e édition en août 2006.� de retrouver LAMINE DIACK, en tant, cette fois, que Président dela FIAA,� de prétendre faire encore mieux qu’en 1992 afin que Mauricepuisse accueillir dans les années à venir un ‘GRAND PRIX’du circuitAfricain.

Le mot de la fin…!Ayons une pensée émue pour un grand absent des préparatifs deces Championnats et qui a tellement contribué au développe-ment de l’athlétisme chez nous et en Afrique : Jacques DUDAL…Nous lui disons ‘MERCI’et espérons le retrouver dans les gradinsen août 2006.

sports developed quite rapidlyon the African continent under theaegis of the very first African structure,the Higher Council of Sports in Africa (C.S.S.A.)created in December 1966.Sporting initiativesdeveloped and started to get structured bene-fiting from the fact that most of the Africansporting leaders knew themselves thanks, pre-cisely, to sports and athletics : they had beenvery often participating in the different gamesorganized by either the Commonwealth or theFrench Community…

The need for a panafrican structure withenlarged missions was felt and it is quite natu-rally that the African Athletics AmateurConfederation was born in 1973. This confe-deration was entrusted with the responsibilityof managing the African athletics under thesupervision of the International Association ofAthletics Federations (IAAF).

The master project of organizing games ona continental scale finally became reality withthe 1st African Championships in Athletics(Dakar, 1979). Champions with remarkabletalent made themselves known then. The 2ndChampionships were organized in Cairo (Egypt)in 1982 with only 19 participating countries.With the support of the IAAF, the african ath-letics framework was revised and a new struc-ture was defined for an effective revival. The3rd, then the 4th Championships (Rabat,Morocco — 1984; Cairo, Egypt — 1985) were

successes in termsboth of sports and of

participation and organi-zation.The African

Championships in Athletics hadthen found their dynamic.

Gradually, the Member States impro-ved their internal set-ups even if impor-

tant problems of local management,financing, training and human resources

remained.The first president of the CAA was Lamine

Diack from Senegal who, today, is president ofthe IAAF. The current president of the AAC isAhmed Malboum Kalkaba from Cameroon.

Au lendemain des indépendances afri-caines, le développement sportif s’accé-lère sous l’égide de la toute premièrestructure africaine, le Conseil Supérieur duSport en Afrique (C.S.S.A.) créé en dé-cembre 1966. Des initiatives sportives sedéveloppent et se structurent bénéficiantdu fait que la plupart des dirigeants spor-tifs africains se connaissent grâce, juste-ment, au sport et à l’athlétisme : ilss’étaient retrouvés lors de jeux divers or-ganisés par soit le Commonwealth soit laCommunauté Française…La nécessité d’une structure panafricainedotée de missions élargies se faisait ce-pendant sentir et c’est tout naturellementque naquit en 1973 la Confédération Afri-caine d’Athlétisme Amateur. Cette confé-dération se vit confier la charge de gérerl’athlétisme africain sous la tutelle de laFédération Internationale d’Associationsd’Athlétisme (FIAA) L’idée maîtresse d’or-ganiser des épreuves à échelle continen-tale prit corps avec les 1ers Championnatsd’Afrique d’Athlétisme (Dakar, 1979). Des

champions au talent remarquable s’y firentconnaître. Les 2es Championnats furent or-ganisés au Caire (Egypte) en 1982 avec 19pays participants seulement. Avec l’appuide la FIAA, les responsables de l’athlé-tisme africain révisèrent les structures or-ganisationnelles en vue d’une relance ef-fective. Les 3es, puis les 4es Championnats(Rabat, Maroc – 1984 ; le Caire, Égypte –1985) furent des réussites tant au niveausportif qu’à ceux de la participation et del’organisation. Les Championnatsd’Afrique d’Athlétisme avaient alorstrouvé leur dynamique. Progressivement,les pays membres amélioraient leurs dis-positifs internes en se structurant, même sid’énormes problèmes d’administration lo-cale, de financement, de formation et deressources humaines subsistaient.Le premier président de la CAA fut LamineDiack, sénégalais, aujourd’hui président dela FIAA. Mauritius Amateur Athletics Association (MAAA)Twenty years devoted to athletics and to athletes

Created in 1986, theMauritian AmateurAthletics Association(MAAA) is the localpartner in the orga-

nization of the XVth AfricanChampionships in Athletics inAugust 2006 in Mauritius. It willfurthermore be delighted to markits twentieth birthday togetherwith the world Confederation, theAfrican Confederation, the natio-nal federations, the associationsand the athletes coming from allparts of the Continent.

In Mauritius, the Sports Act, alegal set-up adopted byParliament in 1984, determinesthe structure of sports inMauritius and constitutes the offi-cial reference for any sport prac-tised on the island. One of theprovisions stipulates that eachsport must be organised within a

federation or association whichwill be responsible for the organi-zation and the promotion of thediscipline. The MAAA assumesthis responsibility for athletics.

With the moral and financialsupport of the international fede-ration, the MAAA was able tobuild in 1993, the Primo NebioloHouse, hosting the headquartersof the Mauritian athletics andlocated within the Maryse JustinStadium. The inauguration tookplace in the presence of Dr PrimoNebiolo, then president of theIAAF.

Créée en 1986, l’AssociationMauricienne d’Athlétisme Ama-teur (AMAA) est partie prenantede l’organisation et du déroule-ment des 15es Championnatsd’Afrique d’Athlétisme enaoût 2006 à Maurice. Elle se ré-jouit d’avance, par ailleurs, demarquer ses vingt ans d’exis-tence avec la Confédérationmondiale, la Confédération afri-caine, l’ensemble des fédéra-tions nationales, des associa-tions et des athlètes des pays ducontinent.À Maurice, le Sports Act, textede loi adopté par le Parlement

en 1984, détermine la structura-tion du sport à Maurice etconstitue la base référentiellede tout sport pratiqué sur l’île.Une des dispositions stipule quechaque sport doit se regrouperen une fédération ou associationqui sera responsable de l’organi-sation et de la promotion de ladiscipline. L’AMAA assume cetteresponsabilité pour l’athlétisme.Fort du soutien moral et finan-cier de la fédération internatio-nale, l’AMAA a fait construire en1993 la Primo Nebiolo House,siège de l’athlétisme mauriciensitué dans l’enceinte du StadeMaryse Justin. L’inaugurationeut lieu en la présence duDr Primo Nebiolo, alors prési-dent de la FIAA.

When somebody hears aboutMauritius, he invariably thinks

of beaches. And, wherever heis, he will imagine those

beaches decorated de facto witha tropical vegetation of coconut trees

and orchids, exotic fruits and rare vegetables,frangipanes and bougainvilleas… Theserepresentations are,of course, close to realityand they come to the mind of the potentialguest because on one day or the other,he hasbeen touched by the international campaignsin favour of tourism. Quand on entend parler de Maurice, c’est d’abord aux plages que l’onpense. Et, où que l’on soit dans le monde, ces plages imaginées sont defacto agrémentées d’une végétation tropicale mêlant cocotiers et or-chidées, fruits exotiques et légumes rares, frangipanes et bougainvil-liers…

Ces représentations sont, certes, proches de la réalité et elles viennentà l’esprit du visiteur potentiel parce que celui-ci a été un jour ou l’autretouché par les campagnes touristiques. Des images de Maurice peu-vent, en effet, être régulièrement appréciées dans des magazines descinq continents, mais aussi dans les couloirs du métro parisien, sur desaffiches géantes pavoisant les rues de Bruxelles, sur les flancs desdouble-deckers londoniens ou sur les portières des taxis italiens ou al-lemands…Cependant Maurice n’est pas seulement une destination balnéaire où,une ou deux semaines durant, les visiteurs sont appelés à bronzer tran-quilles. The oldest golf course on the islandis the Gymkhana, a 18-holes crea-ted by the British military andwhich is also the oldest golf courseof the Indian Ocean. Being given

the local development of luxury resorts, five-stars hotels had to include high level golfcourses and such new infrastructures werecreated these last years. Thanks to the highstandard of those golf courses, Mauritiusbecame a first choice golf destination withcourses suitable for championship competi-tions and sufficiently uneven to make thecourse interesting to any golfer, in particularprofessionals.

In the east, for example, in Belle Mare, theConstance Group offers two international golfcourses of 18 holes : The Legends, difficultcourse of championship level with back-teesand The Links which, being given its qualityand level of difficulty, accommodates as manychampions as senior amateurs coming fromSwitzerland, Germany, England, France, SouthAfrica,… The golf offered is of high standard:165 tour operators of 32 countries chose theBelle Mare courses as "Best Golf Resort 2004"among three thousand hotels all over theworld.

Any stay in Mauritius would be incomplete without a visit to theChamp de Mars where thousands of race-goers meet every satur-day from May to November.

Mauritians have, indeed, a passion for horse racing and it is nota hazard if the Champ de Mars is the second oldest race track in theworld and the most ancient of the southern hemisphere. Horse-racing was introduced in Mauritius as far back as 1812 by ColonelDraper, a British military commander.

The Mauritian horse racing calendar proposes 30 meetings andthe most prestigious one is the « Maiden Cup » Other classics are the« Duchess of York Cup », the « Barbé Cup » and the « Duke of YorkCup ».

However, the meeting which all Mauritians await impatiently isthe last of the season : the « International Jockey’s Day » whichattracts the finest riding-whips of the whole world.

Lanfranco Dettori,Yves St Martin,Willie Carson,Walter Swinburn,Christophe Soumillon,Dominique Boeuf,Pat Eddery,Thierry Thulliezand others have all ridden on this particular track. The Champ deMars is neither Longchamp, nor Epsom but offers a folkloric, if notunique, atmosphere.

So, if you come to Mauritius, let yourself be tempted by a day atthe races: you won’t regret it.

Toute visite à Maurice serait incomplète sans un petit détour auChamp de Mars, là ou se donnent rendez-vous des milliers de tur-fistes tous les samedis de mai à novembre.Les Mauriciens ont une vraie passion pour le sport hippique et cen’est pas un hasard si l’hippodrome mauricien du Champ de Marsest le deuxième au monde et le plus ancien de l’hémisphère sud.En effet, les courses de chevaux ont été introduites à Maurice en1812 par le Colonel Draper, un haut responsable militaire britan-nique.Le calendrier hippique mauricien comporte 30 journées et la plusprestigieuse épreuve a pour nom, la Maiden Cup. MAURITIUS, PARADISEFOR BIG GAME FISHING

Excitement above the water comes along with the experience ofdeep-sea fishing. Species found in Mauritius include blue or blackmarlin, all types of sharks, varieties of tuna (skipjack, yellow fin ordog tooth), sailfish, bonitos, dorado, wahoo or barracuda.

Mauritius offers ideal conditions for deep-sea fishing. Just a kilo-metre away from the barrier reef, the ocean drops down to 70 metresdeep. Huge fishes such as the Blue Marlin roam our seas and huntaround the island from November to April.

Fully equipped fishing boats can be hired from most hotels. Anumber of deep sea fishing competitions have become regularevents over the years. The most prestigious one is the Marlin WorldCup which is organised in December each year.

Mauritius holds several world fishing records (IGFA), including amako shark of 1115 pounds, a blue shark of 400 pounds, a bonitoof 41.5 pounds, a white tuna of 224 pounds and a wahoo of 125pounds. African records (GFUA) mention a yellow tuna of 212pounds and a white tuna of 224 pounds.

Other specimens recently caught include blue marlins of 1430and 1355 pounds.

PÊCHE HAUTURIÈRE

L’excitation au-dessus de l’eau vient avec l’expérience de lapêche hauturière. Les espèces que l’on trouve à Maurice incluentle marlin (bleu ou noir), tous types de requins, des variétés dethon (bonite, à aileron jaune ou à dent de chien), poissons pèle-rin, bonites, dorades, wahoo ou barracuda.L’île Maurice offre des conditions idéales pour la pêche hautu-rière. A juste un kilomètre des récifs coralliens, l’océan plongejusqu’à une profondeur de 70 mètres. D’énormes poissons tels lesMarlin bleu errent dans nos mers et chassent autour de l’île denovembre à avril.Des bateaux de pêche entièrement équipés peuvent être louésdans la plupart des hôtels. BAMBOUS Village ofBlack River District

Mauritius is divided into 9 admi-nistrative districts. The village ofBambous, with a population ofalmost 12 000 inhabitants, is themost important village of the BlackRiver district which extends fromthe capital Port-Louis in the North-West to Baie du Cap, locality of thesouth coast of the island.

The village,which already existedin the 18th century, undoubtedlydraws its name from the high andlarge bamboos called in Mauritius‘Chinese Bamboos.’They grow therein thick thickets along River BelleIsle which runs through the village.

Some old buildings can be found in the village such as theCourt of Justice built at the end of the 19th century, the PoliceStation constructed in 1860 and the Church of the SaintSauveur consecrated in 1841.Close to the village is a dam cal-led La Ferme and to which the whole region owes the deve-lopment of its agriculture since 1921,being given the low rateof rainfall in the island’s west coast.

L’île Maurice est divisée en 9 districts admi-nistratifs. Le village de Bambous,avec près de12000 habitants, est le village le plus impor-tant du district de la Rivière Noire qui s’étendde la capitale Port-Louis au nord-ouest jusqu’àBaie du Cap, localité de la façade sud de l’île.

Agglomération existant déjà au XVIIIe siècle,le village tire sans doute son nom du fait quedes bambous hauts de taille et volumineuxcommunément appelés à Maurice ‘Bambousde Chine’y poussaient à profusion et en épaisbosquets le long de la rivière Belle Isle quicoule dans le centre du village.

Quelques bâtiments anciens ornent le vil-lage tels la magistrature édifiée à la fin duXIXe siècle, le poste de police datant de 1860 etl’Église du Saint Sauveur consacrée en 1841.À l’orée du village, un réservoir du nom de LaFerme permet, depuis sa mise en service en1921 le développement de l’agriculture danscette zone ouest à la pluviosité réduite.

The Mauritian oldest athletic competitionsare probably those organized in the 19th cen-tury on horseracing days between horse-races.The daily newspaper Le Progrés Colonial ofAugust 16, 1882 mentions these competitionsrewarded by cash prizes!

The practice of sports in schools dates backto the very beginning of schooling in Mauritius.Towards 1805-1810 the Ecole Centrale of Port-Louis taught gymnastics, swimming, runningand jumping.But it is only a century later, at theend of 1910, that sports, and athletics in parti-cular, began to get organised in schools !

The first international competition goesback to 1932 when, on a private initiative, thefirst inter-islands meeting was held betweenMauritius and the neighbouring island of La

Réunion around three disciplines: football, ath-letics and cycling. Before the second world war(1939-1945), athletics competitions were heldon schools’annual sports day, the sports of St.Louis or of the Police force. It is at the same per-iod, in April 1939, that was organized the veryfirst edition of the Athletics Championship ofMauritius.

Athletics then passed from an anonymousstatus to the national level.

L’ancêtre mauricien des compétitionsathlétiques est probablement ces com-pétitions organisées au XIXe siècle entreles courses de chevaux lors des jour-nées hippiques. Le quotidien ProgrèsColonial du 16 août 1882 fait état deces courses à pied récompensées pardes prix en argent !La pratique sportive scolaire remonte àl’origine même des écoles. On retrouvedans les années 1805-1810 une école àPort-Louis (l’École Centrale) où étaientenseignés la gymnastique, la natation,la course à pied et les sauts. Mais cen’est qu’un siècle plus tard, à la fin desannées 1910, que le sport mauricien, etl’athlétisme en particulier, trouvèrentun début d’organisation dans lesécoles ! La première compétition inter-nationale date de 1932 quand, sur uneinitiative privée, se tient la premièrerencontre inter-îles réunissant en com-pétition l’île Maurice et l’île de la Ré-union autour de trois disciplines : foot-ball, athlétisme et cyclisme. Avant laseconde guerre mondiale de 1939-1945 existaient des rencontres d’athlé-tisme tels les sports annuels d’établis-sements scolaires, les Sports de la St.Louis ou les Sports de la Police. C’est àla même époque, en avril 1939, qu’estorganisée la toute première édition duchampionnat de Maurice d’athlétisme.L’athlétisme sort alors d’un certainanonymat pour exister au niveau natio-nal.

Several initiatives aiming at promotingsport in Mauritius in general and athletics inparticular will be developed after 1945. Thecreation of the Mauritius Sports Association in1952 and, subsequently, of its AthleticsCommission made it possible to negotiateinternational affiliations. A new status is givento sports within the education curricula: phy-sical education is introduced into primary edu-cation in 1948 and, gradually, Mauritians trai-ned in Great Britain are posted in secondaryschools.

1962 is a historical year since, for the firsttime, an official delegation of Mauritian ath-

letes was selected to take part in Perth(Australia) in The Empire Games (to-day’sCommonwealth Games). Four sprinters and amiddle-distance runner left for that beautifuladventure. This Mauritian participation inPerth gave a boost to athletics, but almostbroke the emerging local female athletics : nowoman formed part of that Mauritian delega-tion.

Plusieurs initiatives visant à pro-mouvoir à Maurice le sport en géné-ral et l’athlétisme en particulier se-ront déployées après 1945. Lacréation de la Mauritius Sports As-sociation en 1952 et, subséquem-ment, de sa Commission d’Athlé-tisme permit de négocier desaffiliations internationales. L’institu-tion scolaire accorde au sport uneplace méritée : l’éducation physiqueest introduite dans le primaire en1948 et, progressivement, des mau-riciens formés en Grande-Bretagnesont postés dans le secondaire.

1962 doit être marquée d’une pierreblanche puisque, pour la premièrefois, une délégation officielle d`ath-lètes mauriciens était sélectionnéepour participer à Perth (Australie)aux Jeux de l’Empire (aujourd’huiJeux du Commonwealth). Quatresprinters et un coureur de demi-fond partaient pour la belle aven-ture. Cette participation mauri-cienne à Perth donna un bel élan àl’athlétisme, mais faillit briser celuien gestation de l’athlétismeféminin : aucune femme ne faisaitpartie de la délégation mauricienne.

With independence came new chal-lenges which were gradually taken care ofat a local level. It became essential tocreate a legal framework which was stillmissing to Mauritian sport. This was donein 1984.Simultaneously,under the impulseof Minister Michael Glover who held thisportfolio during 13 years, important infra-structures were built ; efforts were doneregarding training of athletes; new natio-nal competitions were created, in particu-lar in athletics.

The success of the 2nd Indian OceanIsland Games (Mauritius,1985) showed theunquestionable maturity of the localsportsmen and their aptitudes at interna-tional level. Thereafter, the gold medals ofthe sprinter Judex Lefou, at the 110 mhurdles at the African Games in 1987 andthe 8th African Championships in Athleticsin 1992,proved that the efforts and invest-

ments undertaken were right and confir-med the level of our athletes. Today seve-ral Mauritians are athletes of internationallevel : Eric Milazar, Stéphane Buckland,Jonathan Chimier are now models for theyoung Mauritians starting in sports. EricMilazar (400 m) and Stéphane Buckland(200 m) were the first to put Mauritius onthe world map at the 2001 WorldChampionships. Moreover, in the Athens2004 Olympic Games, Stéphane Buckand(200 m) and Jonathan Chimier (long jump)were qualified for the finals.

A clear sign of the importance of ath-letics today is the number of licenseeswhich jumped from 500 in 1984 to 3,000in 2005. The national training centre crea-ted in 1994 prepares tomorrow’s athletesand the future national and internationalchampions.

THE CONSECRATION

LA CONSÉCRATION

Avec l’indépendance vinrent de nouveaux défisqui furent progressivement pris en charge au ni-veau local. Il devenait essentiel de créer un cadrelégal qui manquait encore au sport mauricien etce fut chose faite en 1984. Parallèlement, sousl’impulsion du Ministre Michael Glover qui détintce portefeuille pendant 13 ans, des infrastruc-tures importantes furent construites, des effortsparticuliers portèrent sur la formation et descompétitions nationales nouvelles furent créées,notamment en athlétisme.

Le succès des 2es Jeux des Iles de l’océan Indien(Maurice, 1985) a montré la maturité certaine dessportifs locaux et leurs aptitudes au niveau inter-national. Par la suite, les médailles d’or du sprin-ter Judex Lefou, récoltées au 110 m haies auxJeux d’Afrique en 1987 et aux 8es Championnatsd’Afrique d’Athlétisme en 1992, sont venuesrendre justice aux efforts et investissements en-trepris et confirmer la capacité de nos athlètes.Aujourd’hui plusieurs Mauriciens sont des ath-lètes de niveau international : Eric Milazar, Sté-phane Buckland, Jonathan Chimier sont devenusautant de modèles pour le jeune mauricien selançant aujourd’hui dans le sport. Eric Milazar(400 m) et Stéphane Buckland (200 m) furent lespremiers à mettre Maurice sur la carte mondialeaux Championnats du Monde en 2001. What souvenir do you keep of the 1992Championship Africa?

A lot of emotions… With this gold medalwon at the 1992 Championships held inMauritius, I wasn’t alone on the first step ofthe podium: in front of me stood my country,my coaches, those who had believed in me andhad transformed the amateur I was in anAfrican champion qualified for the OlympicGames…

When did you stop competing?In 1998. I then worked a few years at the

Ministry as an adviser to train young athletes,to contribute to their improvement, to sharewhat I had had the chance to receive… Then Imoved for other activities related to lifehygiene. Today, I’m the manager of the ‘spa’ofa tourist resort on the eastern coast ofMauritius. I devote myself to massages andother activities related to fitness and body the-rapy with a personnel of about fifteen people.

How will you welcome the XVthChampionships which will be held inMauritius next year?

With enormous pleasure and a lot of nos-talgia… I think that I will be an assiduous spec-tator and that I will go again through the fee-lings and emotions experienced years ago onthe track… And I also will be meeting oldfriends, athletes met when I was competing

and who are still active today in their coun-tries… Athletic fraternity is not a myth and Iam quite impatient, in fact, waiting for thesechampionships.

Quel souvenir gardez-vous des Champion-nats d’Afrique de 1992?Un souvenir fort, imprégné d’émotion…Avec cette médaille d’or acquise lors des 8es

Championnats tenus à Maurice, je ne mon-tais pas seul sur la première marche du po-dium: en face de moi, il y avait mon pays,mes entraîneurs, ceux qui avaient cru en moiet avaient transformé l’amateur que j’étaisen champion d’Afrique, qualifié pour alleraux Jeux Olympiques…

En quelle année avez-vous arrêté la compé-tition?En 1998. Je suis ensuite resté quelques an-nées comme conseiller au Ministère pourformer les jeunes athlètes, contribuer à leurperfectionnement, partager ce que j’avaiseu la chance de recevoir… Puis je me suis di-rigé vers d’autres fonctions toujours liées àl’hygiène de vie car je dirige aujourd’hui le‘spa’d’un complexe hôtelier du littoral est !Je me consacre donc à des massages et à

d’autres activités de remise en forme avecune équipe d’une quinzaine de personnes.

Comment accueillerez vous les 15es Cham-pionnats?Avec un plaisir immense et beaucoup denostalgie… Je pense que je serai un specta-teur assidu et que je revivrai sur les gradinsdes sensations vécues antérieurement sur lapiste… Et puis je retrouverais de vieillesconnaissances, des athlètes rencontrés lorsde compétitions dans le passé et qui sontaujourd’hui actifs dans les coulisses… Lafraternité athlétique n’est pas un mythe etj’attends en fait ces championnats avec im-patience.

The Republic of Mauritiushas been created by immigrants.

Its peopling has always been characterized bydiversity. European settlers from Holland, France and

Britain, intent on building entrepots and empires, introducedworkers, companions, servants and slaves from far-flung possessions

and trading routes to the Indies, resulting in the mosaic of ethnicgroups which has remained one of the hallmarks of this island.

As Mauritius was transformed from a port of call into a thriving sugarexporter, traders and other service migrants from India and from Europe arri-ved to enrich the commercial life of the region. Through the ebb and flow of

prosperity, new citizens continue to add further dimensions to the peopling ofthe Republic.

Those inputs and various evolutions through generations are at the roots ofthis rainbow nation always happy to greet visitors and share with them the

4.1.0 Located 15 kms from the capital city,Port Louis, Bambous is close to the mostbeautiful seaside resorts of the west coastof the country where the delegations parti-cipating in the Championships will be resi-ding.Mauritius has two seasons, summer(October to March) and winter (April toSeptember). The Championships will thusbe held in winter, and the temperature inthis part of the country and in that periodof the year is very pleasant : it varies bet-ween 18˚C and 22 ˚C.

6.2.0 Visas

6.3.0 YELLOW FEVERAll delegations must note that a certificateof vaccination against YELLOW FEVER is

compulsory for entry in Mauritius. It ismade known to all delegations that a certi-ficate of vaccination against YELLOWFEVER is compulsory for those coming fromthe following countries :-Angola,Benin,Burkina Faso,Burundi,Cap Vert,Cameroon, Chad, Congo, Djibouti, Ethiopia,Gabon,Gambia,Ghana,Guinea,Guinea Bissau,Guinea Equatorial, Ivory Coast, Kenya, Liberia,Lesotho, Mali, Mauritania, Malawi, Namibia,Niger, Nigeria, Rep. Central Africa, Rep. Dem.Congo,Rwanda,Sao Tome & Principe,Senegal,Sierra Leone,Somalia, Sudan,Swaziland,Togo,Uganda, Zaire, Zambia, Zimbabwe.

The absence of these certificates couldimply complications for the entry of thecountries concerned.

6.4.0 MEDICAL

6.4.1 VACCINESDelegations coming from countries whereyellow fever is endemic (or travellers havingaccomplished a trip to an infested countryduring the last 6 (six) months must be vac-cinated against Yellow Fever.No other vaccination is necessary for ente-ring the Mauritian territory.

6.4.2 MALARIA

Provisions are taken for those coming fromcountries where malaria is endemic.It is recommended for these to undergo ananti-paludic prophylactic treatment twoweeks before their departure for Mauritius.It is in the interest of each athlete to com-ply with the existing regulations inMauritius, specially since those will notinfluence in any way their performances.

6.4.3 Drugs6.4.4 The entry of drugs in Mauritius is sub-jected to the legislation in force.All delegations are requested to forward tothe COCAM 2006 the list of medicine whichthey intend to bring with them for theirconsumption at latest a month before theChampionships.

6.4.5 SPECIAL PROVISIONS

Medicine delivered on medical prescription,intended for personal use need only to be

declared to the customs. Those concernedare advised to have a copy of their prescrip-tion and to keep the medicine in their boxof origin.

6.4.5. PRODUCTS

Cannabis (Zamal, gandia, hemp etc) is aprohibited drug in Mauritius. The sameapplies to the amphetamines, cocaine andits derivatives and similar products.

6.4.6 LEATHER ARTICLES

The attention of the delegations is drawn tothe fact that articles in animal skins mustundergo a special treatment to avoid theentry in Mauritius of certain diseases. TheCOCAM 06 urges the delegations to avoidcarrying any at the time of their arrival.

6.5.0 RECEPTION AT THEAIRPORT

6.5.1 In order to facilitate immigration andcustoms formalities, the COCAM 06 willhold a reception counter at the airport asfrom 4 August 2006. The personnel postedthere will be at the disposal of theDelegations for any assistance..

6.6.0 TRANSPORT AIRPORT — HOTEL

After the immigration and customs formali-ties, delegations will be greeted by theReception and Protocol Officers, and led tothe bus stand.They will be taken to the GermainComarmond Stadium in Bambous for accre-ditation. The trip from the airport to thehotels of the Western coast takes a maxi-mum of one hour.

6.7.0 CONDITIONS OF RESIDENCE

6.7.1 Only athletes and recognized CAAofficials as indicated on their accreditationwill be authorized to reside at hotels ear-marked for the Championships family.The accommodation for a maximum of 9nights will include all the meals for the defi-nite period. Any supplement will be paid bythe delegation. Local transport for the parti-cipants will be ensured by the organizationby bus from the airport to hotels and to thestadium.

6.7.2. ROOMS

A suitable number of rooms will be alloca-ted to the delegations which will be placedin rooms being able to accommodate bet-ween two and four persons.It is forbidden to receive there a guest notaccredited or not authorized.Visitors who wish to meet members of theteams in one of the hotels must presentthemselves at the reception. The visitor willbe allowed in a meeting zone where admis-sion is limited.There are no parking facilities for cars atthe hotels.There will be an Information counter ineach hotel. The Head of delegation isrequested to report there for the latestdetails concerning the Championships.

6.8.0. DINING ROOM

Dinner will take place in the dining room ofeach hotel.The time-table for the meals are as fol-lows :-Breakfast : 06h30 — 09h30Lunch: 12h00 — 15h00

Dinner : 19h00 — 22h00

They will be adjusted according to the time-table of the competitions.The accreditation cards will be necessary toreach the dining room.. PHONE CALLSPhone calls, even local, as from the hotelare under the responsibility of the custo-mer. The best solution is to use prepaidcards, less expensive, they can be used fromany cabin.

6.10.0 MEDIA

6.10.1. PRESSThe Press division of the COCAM 2006 willcarry out, with the assistance of the CAA, asurvey on the needs in that field.

4.1.0 Situé à 15 kms de la Capitale PortLouis, Bambous se trouve à proximité desplus belles stations balnéaires de la côteouest du pays où la famille desChampionnats sera logée. Maurice comptedeux saisons, l’été (octobre à mars) et l’hi-ver (avril à septembre). Les Championnatsse dérouleront donc en hiver, et la tempéra-ture dans cette partie du pays et en cettepériode de l’année est très agréable : ellevarie entre 18 ˚C et 22˚C

Des dispositions sont prises pour ceuxvenant de pays où la malaria est endé-mique. Il est recommandé à ceux-là de subirun traitement prophylactique anti-paludéendeux semaines avant leur départ pourMaurice. Il est dans l’intérêt de chaque ath-lète de se soumettre aux mesures néces-saires à Maurice, d’autant plus que celan’influencera en aucune façon leurs perfor-mances.

6.3.3 MEDICAMENTS

6.3.4 L’entrée des médicaments à Mauriceest soumise à la législation.Il est demandé à toutes les délégations defaire parvenir au COCAM 2006, la liste desmédicaments qu’elles comptent transporterpour être utilisés au plus tard un moisavant la date des Championnats

6.3.5 DISPOSITIONS PARTICULIERES

Les médicaments délivrés sur ordonnance,destinés à l’usage personnel n’ont besoinque d’une simple déclaration à la douane. Ilest conseillé aux membres des délégationsconcernées de se munir d’une copie de leurprescription et de garder les médicamentsdans leur boîte d’origine.

6.4.5.PRODUITS

Le cannabis (Zamal, gandia, chanvre etc) estune drogue interdite à Maurice. Il en va demême pour les amphétamines, la cocaïne etses dérivés et les produits similaires.

6.4.6 ARTICLES EN CUIR

L’attention des délégations est attirée sur lefait que les articles en peau d’animaux doi-vent subir un traitement spécial pour éviterl’entrée à Maurice de certaines maladies. LeCOCAM 06 demande instamment aux délé-gations d’éviter d’en porter lors de leur arri-vée.

6.5.0 ACCUEIL A L’AEROPORT

6.5.1 Afin de faciliter les formalités d’immi-gration et de douane, le COCAM 06 installe-ra un comptoir d’accueil à l’aéroport à partirdu 4 août 2006. Le personnel d’accueil setiendra à la disposition des passagers pourapporter son aide si possible.

6.6.0 TRANSPORT AEROPORT — HOTEL

Après les formalités d’immigration et dedouane, chaque délégation sera accueilliepar les officiels de l’accueil et du Protocoleet conduite aux arrêts des autocars.Elles seront conduites au Stade GermainComarmond à Bambous pour les formalitésd’accréditation. Le voyage de l’aéroport àl’un des Hôtels du littoral Ouest prend aumaximum une heure.6.7.0 CONDITIONS DE RESIDENCE

6.7.1 Seuls les athlètes et les officiels recon-nus par la C.A.A. comme indiqué sur leuraccréditation seront autorisés à résider dansles hotels de la famille des Championnats.Le logement pour 9 nuits au maximumcomprendra la totalité des repas pendant lapériode définie. Tout supplément est à lacharge de la délégation. Le transport localpour les participants sera assuré par l’orga-nisation de l’aéroport à l’hôtel et sur les ter-rains de compétition par bus.

6.7.2 Chambres

Un nombre approprié de chambres seraalloué aux délégations qui seront logéesdans des chambres pouvant accueillir entredeux et quatre personnes.Il est interdit d’y recevoir un invité nonaccrédité ou non autorisé.Les visiteurs qui souhaitent rencontrer desmembres des équipes à un des hôtels doi-vent se présenter à la réception. Le visiteursera admis dans une zone de rencontre.L’admission est limitée à cette zone.Il n’y a pas de parking prévu pour les voi-tures par la direction des hôtels.Il y aura un comptoir d’information danschaque hôtel. Le Chef de délégation est priéde s’y rendre pour prendre connaissancedes derniers détails concernant leChampionnat.

6.8.0. SALLE A MANGER

La salle à manger de chaque hôtel sera utili-sé pour les répas.

Les horaires de repas sont les suivants :-Petit Déjeuner : 06h30- 09h30

Déjeuner : 12h00 -15h00Dîner : 19h00 -22h00Ils seront ajustés en fonction de l‘horairedes compétitions.Les cartes d’accréditation seront nécessairespour accéder à la salle à manger.

6.9.0 APPELS TELEPHONIQUES

Les appels téléphoniques, même locaux, àpartir de l’hôtel sont à la charge du client.La meilleure solution est d’utiliser les cartesprépayées, moins chères et que l’on peututiliser de n’importe quelle cabine.

6.10.0 MEDIAS
