SPECIFICATIONS FOR CROSSOVERS

1. GENERAL

1.1 This specification is made pursuant to Regulations 12,13,14 & 15 of the Local Government (Uniform Local Provisions) Regulations 1996.

1.2 Vehicle crossovers shall be constructed under the supervision of, and to the satisfaction of the Council’s nominated officer in accordance with Council’s Policy EG-P07 Crossovers, Drawing 41/07 and this specification.

1.3 Protection of the works and the public shall be the responsibility of the contractor who shall supply and install all necessary warning signs, barriers, lights, temporary bridges or any other action necessary or as may be direct by Council’s Officer. Failure to do so shall constitute an offence under Section 377 of the Local Government Act 1995.

1.4. Any damage which may occur to Council’s facilities or to private property during the course of the works or arising from them shall be the sole the sole responsibility of the contractor, who shall be held responsible for the replacement or repair of such property, and for any other claim or liability arising out of the works.

1.5 A person wishing to construct a crossover should contact the relevant service authorities including, but not necessarily limited to, the Water Corporation, Western Power, Alinta Gas and Telstra. The Council shall not be responsible for any damage or interference with the crossover caused by service authorities.

1.6 Any application for crossovers that do not comply with the specifications may be submitted for consideration

2. EXCAVATION AND SUB-GRADE PREPARATION

2.1 The surface for the crossing place shall be cut to the lines and grades shown on the standard drawings. If the site has an existing footpath, this is to be used to set the crossover level, otherwise the City will set the boundary level. (phone 9270 4123 to arrange). As footpaths are normally only 75mm thick, they are to be removed and the crossover built through the path to the property boundary.

2.2 All grass, roots, other vegetation matter, clay or any other deleterious matter shall be removed for a depth of not less than 300mm below the finished sub-grade level.

2.3 The sub-grade shall be compacted by watering to a depth of at least 450 mm and mechanical compaction (such as a small plate compactor) to give a uniform compaction over the whole of the crossing place.

2.4 If the verge level is altered by the construction of the crossover then the verge each side of the crossover is to shaped so that the maximum slope is 1 in 10.

3. WIDTH/HEIGHT

3.1 The maximum width of a crossover at the property boundary (fence-line) is 6.0m with a minimum clearance from the side boundary of 0.5m. Generally, the width of the crossover will not exceed 50% of the length of the total boundary facing the street (battle-axe access and narrow cul-de-sac frontages are excepted). Crossovers that are wider than 6.0m require approval from the City.

3.2 The crossover’s width and height are to be in accordance with the specifications as shown on accompanying drawings “Standard Crossover Details (Concrete)” or “Standard Crossover Details (Brick-paved), Drawing 41/07”.

4. MATERIALS

4.1 Crossovers may be constructed in one of the following materials:

a) In-situ 25 MPa concrete (decorative finishes are permitted)

b) Clay brick paving (60mmm thick).

c) Concrete block paving. (60mm thick)

5. LOCATION

5.1 Where property is on a corner or at a road intersection, no new crossover will be constructed within 6.0 metres of the kerbing transition point, the side boundary alignment or the front boundary truncation peg whichever is furthest from the alignment of the adjacent side road unless the size and/or shape of the property prevents the preferred locality. (see attached Drawing 40/07 Vehicle Crossover Location).

5.2 Abutting neighbouring crossovers. Where the crossover abuts the neighbouring crossover, it is preferable for the gap between the two be in-filled with brick paving or concrete (maximum width 1.5m).

6. IN-SITU CONCRETE

6.1 An in-situ concrete crossover shall consist of a slab of 100mm thick concrete placed on a compacted sub-grade in accordance with specifications.

6.2 Concrete strength shall be 25MPA in accordance with Australian Standard 3600. Maximum aggregate size shall be 20mm and slump shall not exceed 80mm.

6.3 Expansion joints shall be placed at the boundary and between the slab and the kerb (refer drawings). The expansion joint shall be the full depth of the slab filled with approve rubber or plastic foam and sealed with butyl mastic.

6.4 The surface of the slab shall be screeded to correct levels, broom finished to provide a dense uniform non-slip surface. The surface shall be free of depressions, joint marks, honeycombed sections or dusty sections which may cause excessive wear.

On steep crossovers the Council’s Officer may direct that the surface be grooved in order to provide sufficient non-slip properties.

7. BRICK OR BLOCK PAVING

7.1 Paving bricks shall be clay brick or concrete pavers from an approved manufacturer.

7.2 Pavers shall be laid on a prepared sub-base comprising of a compacted sub-grade in accordance with specifications.

ROAD KERBLINE

PROPERTY BOUNDARY

CITY OF BAYSWATER CROSSOVERS PROPERTY OWNER INFORMATION

This information is for property owners wishing to construct a new crossover or upgrade an existing crossover to their property, within the City of Bayswater.

The crossover is the section of driveway that extends from the road to the front boundary, across the Council verge. The property owner is responsible for the cost of construction and the ongoing maintenance of the crossover.

The Building License is for construction inside the property boundary and does not include the crossover. The position, width and construction of the crossover is a separate application in accordance with the City of Bayswater Crossover Specification.

Position of all utilities, public transport and storm water objects must be considered for placement and construction of the crossover. These objects should be avoided and can only be moved, at the owner’s cost, following approval from the council and relevant government authority. This includes power poles, streetlights, bus shelters, grates and side entry pits.

Street trees on Council verge will not be removed to accommodate crossovers without due consideration of alternatives. If you feel that there are special circumstances for your property and that the house or crossover could not be positioned to save the tree, please submit a written request with attached plan in accordance with Clause 9 of Council Policy PG-P01 Street Trees for further investigation by Manager Parks and Gardens. If approved, all costs will be the applicant’s responsibility.

Standard specification allows for ONE crossover between three and six metres wide. Requests for a second crossover, crossovers exceeding six metres wide or other variations will be considered upon submission of written request including a site plan, showing position and width of all existing and proposed crossovers.

A concrete crossover may be constructed by Council [Note that internal driveway is to be constructed first], or by the property owner’s contractor. It may be beneficial to have the builder do both the internal driveway and the crossover at the same time to allow for uniformity in colour and finish. Brick paved crossovers are to be constructed privately. Whoever carries out the work must adhere to City of Bayswater Crossover Drawing 41/07. Crossover must be inspected by Council prior to pouring of concrete or laying of bricks, contact 9272 0908 to arrange inspection. If construction of a crossover has not been approved or construction is not to specification, owners may be required to modify or remove the crossover at their cost.

A once only Council Contribution towards the cost of a newly installed crossover, built to Council Specification, can be claimed for each property. Resurfacing an existing bitumen crossover is not a new crossover and is not entitled to a Council Contribution. However should you wish to upgrade your bitumen crossover to a concrete or brick paved driveway, Council will subsidise your new crossover. A Council Application Form is attached. Note - Subsidy can only be paid to the current owner, therefore applicants are required to make subsidy claims prior to sale of a property.

To request an obligation free quote for a concrete crossover, please complete the enclosed application booklet and forward to the City of Bayswater. If you decide to accept the quote, please submit both the quotation and payment to the City of Bayswater Cashier, to allow construction to proceed.

Please Note important issues concerning kerbing and footpaths that must be adhered to when a crossover is installed at any property within the City of Bayswater (see Drawing 41/07 and Kerb Repair Requirements, Drawing No 34/12). 8
